Srinagar, Sep 30: Truancy of healthcare staff has become difficult now! Officers heading hospitals of Government Medical College (GMC) Srinagar have been ordered to ensure seamless healthcare delivery in Emergency/Casualty and other areas of hospitals.

A new order makes surprise inspections mandatory in order to guarantee doctors, paramedics, oxygen and emergency drugs are in place in the after-hours.

The mandatory, unannounced inspections at night are aimed at ensuring patients get prompt and safe care in the evening and night hours. This is the time when the inflow of patients is the highest in the Associated Tertiary Care hospitals of GMC Srinagar.

The Order No. 499-AH of 2026 that has been issued on September 29 by GMC Srinagar Administrator Masarat Hashim is to be implemented with immediate effect. The purpose of the arrangement, the orders states, is continuous supervision, operational readiness and quick correction of deficiencies affecting patient care.

Inspections will be carried out by the Medical Superintendents or BMO of each of the seven associated hospitals of the largest medical college here. These officials will check whether doctors and paramedics are deployed and in adequate number in all the requisite areas. They will also take stock of emergency drugs, equipment and oxygen availability, and ensure that diagnostics are working. They will also check triage, patient flow and crowd management. Attention will be paid to cleanliness, security and basic patient facilities.

The crucial time between 7:00 PM and 11:00 PM are to be particularly focused on, the order states. Emergency and Casualty and a readiness round has been fixed for 5:00 PM.

Night, for the purposes of the order, means 8:00 PM to 7:00 AM. Timings of surprise inspections will not be disclosed in advance and must be varied, so staff cannot prepare for them.

The order has mandated that patient safety, emergency services, essential drugs or equipment, oxygen, security or sanitation must be reported immediately to the concerned officials. If unresolved, these can also be reported to the Administrator or Principal.

The Administrator has warned that deficiencies in healthcare availability and facility must be named and resolved, and that lapses in doing so will be recorded and reviewed.

Hospital heads have been directed to keep an inspection register recording the time, date, deficiencies. They are also to record the absence of doctors, paramedics or other staff. The performance reviews of the officers has been linked to this new process.

The Administrator of the medical college will conduct one Grand Inspection and two surprise night inspections every month. Heads of Departments have been provided the option of carrying out inspections.
