Delhi court grants bail to Shabir Shah in money laundering case

New Delhi, Mar 28: A Delhi court on Saturday granted bail to separatist Shabir Ahmed Shah in a money laundering case, observing that he had already been granted relief in the predicate NIA terror funding case.

Special Judge Prashant Sharma said Shah being granted bail by the Supreme Court was a material fact in his favour. “It is an admitted position that the accused Shabir Ahmad Shah was granted bail by the apex court in the predicate offence (NIA’s terror funding case), vide order dated March 12, and is also an admitted position that said accused was not arrested by Enforcement Directorate (ED) during investigation, in this case and complaint against him was filed by ED, without arresting him,” the judge said.

Judge Sharma cited a 2003 verdict of the Delhi High Court and said, “Once an accused is not arrested by ED and said accused appears before this court on being summoned, then as a matter of prudence and in compliance with the said (high court) judgement, bail has to be granted to the accused.” He underlined that Shah was over 70 years old and had remained incarcerated for more than eight years.

The judge said that the aspects of the accused fleeing away from justice, influencing witnesses and tampering with evidence could be met with imposing necessary bail conditions. “In view of the above facts and circumstances, applicant/accused is granted bail on furnishing of personal bond/surety bond of Rs one lakh each with two sureties (out of which, one should be a local surety of Delhi)…,” the judge said.

He imposed other stringent terms and conditions, including not leaving the country and his state of residence, surrendering his passport and using only one mobile phone and/or one landline number during the trial.”Details of these numbers shall be provided to the Special Public Prosecutor/Investigating officer (IO), and the mobile phone shall always be kept in the switched-on mode; He shall report to the IO of NIA on every second Wednesday of the English calendar month between 10 AM and 11 AM,” the court said. It further said Shah would not try to influence any witness nor tamper with evidence, besides furnishing an undertaking that he will not commit any offence of a similar nature.”He shall not make any comment in the media about the present case or his role in the case; He shall be available at the address mentioned by him in the bail bonds, and in case of any change, IO shall be intimated in advance,” the court said.

Underlining that if the trial was unlikely to conclude within a reasonable time, continued detention could result in curtailment of personal liberty guaranteed under the Constitution, the top court had on March 12 this year granted bail to 74-year-old Shah. in the terror funding case.The Supreme Court had imposed similar stringent bail conditions, in addition to what the trial court may impose, on Shah.

3-day plantation drive concludes at GDC Ganderbal

Srinagar, Mar 28: The NSS Units of Government Degree College (GDC) Ganderbal, in collaboration with the Department of Botany, College Eco Club and the Social Forestry Division Ganderbal, successfully organised a three-day plantation drive.

The drive was inaugurated by the Principal, Prof. Fouzia Fatima, in the presence of Ranger and other officers from the Social Forestry Department.

The inaugural ceremony was also attended by the Head of the Department of Botany, Prof. Irfana Amin Qureshi, Convenor Eco Club Dr. Sheikh Tanveer, and NSS Programme Officers Dr. Jamsheeda Akhter and Dr. Mansha Nisar.

Dr. Shabana Aslam and Prof. Tabasum Habib, faculty members of the Department of Botany, actively participated in the programme and encouraged students to adopt environmentally-responsible practices and contribute towards conservation efforts.

A variety of saplings were planted to enhance the green cover and promote ecological balance. The programme also served as a platform to raise awareness about the importance of trees and the collective responsibility of society towards preserving nature.

Srinagar, Mar 28: BSF Director General Praveen Kumar reviewed the security scenario and operational preparedness along the Line of Control (LoC) in Kashmir during his three-day visit to the valley, the force said on Saturday.

The BSF chief’s three-day visit concluded on Saturday.

“DG BSF Shri Praveen Kumar, IPS visited BSF Kashmir Frontier, to review the security scenario and operational preparedness along the LoC,” the BSF said in a post on X.

The paramilitary force said the BSF DG interacted with officers, local commanders and jawans.

“He also visited forward posts on the LoC,” the BSF added.

During a Prahari Sammelan, Kumar addressed welfare concerns and commended troops for their professionalism, dedication and steadfast service in extreme weather and challenging terrain, it said.

“Their unwavering dedication inspires confidence and strength,” Kumar said.

During the visit, the DG BSF joined BSF commandos during their weekly long run here, embodying endurance, discipline and camaraderie.

“The DG held fruitful interactions with senior Army officers & key stakeholders and reaffirmed our collective commitment to seamless coordination and national security” the BSF said in the post.

Bandipora, Mar 28: Former Minister and Peoples Democratic Party (PDP) senior leader Naeem Akhtar on Saturday flagged serious administrative gaps in Bandipora, alleging that a large number of posts remain vacant while many officers are handling multiple responsibilities, affecting governance in the district.

Speaking to reporters, Akhtar said that many senior officers have been assigned additional charges in the district, a situation he said is putting pressure on the administration and slowing down decision-making.

He said Bandipora is among the worst-affected areas, though similar issues are also visible in other parts of Jammu and Kashmir. “When one officer is given several responsibilities, it becomes difficult to do justice to any of them,” he said, adding that delays and inefficiency are a natural outcome of such arrangements.

Akhtar also raised concerns over alleged irregularities in postings and promotions, particularly in the health sector.

He said there are reports that a large number of promotions have been made recently and that questions are being raised over the process.

“I have heard that two to three hundred promotions have been made in the health department, and there are serious allegations that money has changed hands,” he said, calling the claims troubling and damaging to public trust.

The PDP leader stressed that key administrative positions including commissioners, additional commissioners and other senior posts should not remain vacant or be managed through temporary arrangements for long periods. He said such practices weaken institutions and affect service delivery on the ground.

Urging immediate intervention, Akhtar asked Chief Minister Omar Abdullah, who also holds charge of the General Administration Department, to review the situation.

He said the government must examine why a significant number of posts in Bandipora remain unfilled and ensure timely appointments. Prolonged vacancies, he warned, will continue to impact governance and delay essential public services in the district. (KNS)

Israeli airstrike in southern Lebanon kills 3 journalists covering the war

Beirut, Mar 28: An Israeli airstrike on southern Lebanon on Saturday killed three journalists who were covering the latest Israel-Hezbollah war, their TV stations said.

Hezbollah’s al-Manar TV said that its longtime correspondent Ali Shoeib was killed Saturday in southern Lebanon.

The Israeli military said that it had targeted Shoeib, accusing him of being a Hezbollah intelligence operative without providing evidence.

Meanwhile, Beirut-based pan-Arab Al-Mayadeen TV said reporter Fatima Ftouni was killed in the same airstrike in the southern district of Jezzine along with her brother Mohammed, a video journalist. She had just been on air with a live report from southern Lebanon before the strike.

Top officials in Lebanon condemned the strike, with President Joseph Aoun calling it a “flagrant crime that violates all laws and agreements that protect journalists.”

Al-Manar said in a report that an Israeli airstrike targeted journalists, leading to the “martyrdom of the icon of resistance media.” A well-known Lebanese war correspondent, Shoeib had covered south Lebanon for Al-Manar for nearly three decades.

The Israeli army claimed that Shoeib was “operating systematically to expose the locations of (Israeli) soldiers operating in southern Lebanon.” The army also accused him of maintaining contact with Hezbollah militants and inciting against Israeli troops and civilians, without elaborating.

Al-Manar TV did not respond to the Israeli allegations but described its correspondent as “distinguished by his professional and credible reporting of events.”

Israel’s claim mirrored past Israeli military allegations against Palestinian journalists that it targeted in its war on Hamas the Gaza Strip, accusing them of being Hamas militants posing as reporters.

The Israeli military did not mention the two others who died in its statement.

Since the last Israel-Hezbollah war began on March 2, Israel’s air force has struck Hezbollah’s civilian targets, including the headquarters of Al-Manar and the group’s Al-Nour radio station.

Saturday’s strike came days after an Israeli airstrike on an apartment in central Beirut killed Mohammed Sherri, the head of political programs at Al-Manar TV, along with his wife.

The latest deaths bring the number of journalists and media workers killed this year in Lebanon to five.

The Committee to Protect Journalists said that freelance photojournalist Hussain Hamood, who used to collaborate with Al-Manar TV, was also killed Wednesday in the southern city of Nabatiyeh.

Jammu, Mar 28: The Jammu and Kashmir government on Saturday said that a significant number of schools across the Union territory continue to face deficiencies in basic infrastructure, including toilets, drinking water, boundary walls and playgrounds.

Replying to a question in the assembly, the government said that as per official data for 2025-26, out of 18,724 schools, as many as 2,698 lack boys’ toilets, while 57 schools do not have girls’ toilets. Seventy-eight schools are without drinking water facilities, it said.

The data further revealed major gaps in other essential infrastructure, with 9,078 schools lacking boundary walls and 10,896 schools without playgrounds.

The data also highlighted significant shortcomings in other essential infrastructure, raising concerns about safety and security and impacting physical and recreational activities for students.

The government, however, said that efforts are underway to bridge these gaps.

To address these deficiencies, the government said construction of 4,481 toilets is currently underway. This includes 1,441 toilets for boys, 2,575 for girls and 465 for children with special needs (CWSN).

The projects are being executed through the Public Works Department and the Rural Development Department (RDD) and are at various stages of completion, it added.

Addressing concerns regarding recreational facilities and shortage of subject-specific teachers, the government maintained that no school in the Union territory lacks provisions for recreational activities. It added that the pupil-teacher ratio is being maintained within prescribed norms.

The government further said that Cluster Resource Coordinators are being effectively utilised as subject-specific teachers to address any gaps in key subjects such as Science, Mathematics and English, ensuring continuity in quality education.

Govt examining proposal to notify new ‘tourism worthy areas’ in J-K: CM Omar

Jammu, Mar 28: Chief Minister Omar Abdullah today said that the Government is examining a proposal for the notification of new tourism-worthy areas in Jammu & Kashmir, including several locations in District Doda.

Replying to a question raised by MLA Doda West, Shakti Raj Parihar, during the Question Hour of the ongoing Budget Session of the Legislative Assembly, the Chief Minister said the identified locations in Doda district include Udhrana (Bhaderwah), Sarna (Bhaderwah), Nalthi, Chinta, Guldanda, Padri, Khaleni Top, Lal Draman, Doda (Municipal Limits) and Shibnote (Premnagar).

The Chief Minister, who is also the Minister in-charge Tourism, informed the House that the Tourism Department is committed to strengthening infrastructure and improving visitor facilities at major tourist destinations across Jammu and Kashmir. He said that prominent destinations in Doda district—such as Lal Draman, Dedni, Dal Draman, Ramrachna, Galadhar and Dessa—are being actively developed and promoted.

He further stated that District Doda is already recognized as an important tourist destination, and the Department is undertaking sustained efforts to boost tourism in the region.

“As part of the promotional strategy for the financial years 2024–25 and 2025–26, several events have been organized and publicized, including the Lavender Festival, Winter Festival, Mega Wrestling Competition, promotion of Maa Chandi Yatra, One-Day Mela at Bhal Padri (Bhalessa) and the Lal Draman Snow Festival, among others, to enhance tourism awareness and attract visitors,” the Chief Minister said.

He added that the Department has participated in 11 tourism marts during the financial year 2025–26 to promote key destinations of the Jammu Division, including Doda. “Similar promotional activities are planned in the coming months to further place Doda on the national tourism map,” he said.

Highlighting infrastructure initiatives, the Chief Minister said that key projects have been undertaken in the district, including the construction of a double-storey guest house at Lal Draman at a sanctioned cost of ₹75.63 lakh. He added that beautification works, viewpoints, public conveniences and allied facilities have also been completed in the area at a cost of ₹80 lakh under the CAPEX Budget, aimed at improving tourist amenities and generating employment opportunities.

In a separate reply to another legislator regarding outsourcing of the Yoga and Spiritual Centre at Mantalai, the Chief Minister said that the Government is actively pursuing the matter and efforts are underway to outsource the facility at the earliest.
