MHA effects major IAS reshuffle in AGMUT cadre; Pranjal J Hazarika posted to J&K

New Delhi, Feb 25: The Ministry of Home Affairs (MHA) has ordered the transfer and posting of seven IAS officers of the AGMUT cadre, directing their reassignment to different Union Territories and states with immediate effect.

As per an official order dated February 24, 2026, issued with the approval of the competent authority, the officers have been shifted across various segments of the AGMUT cadre until further orders.

According to the notification, Dr. Sravan Bagaria has been transferred from Delhi to Goa, while K.C. Sundar has been moved from Delhi to Puducherry. Sushil Singh has been posted from Delhi to Mizoram, and Sivakumar A.S. has been shifted from Puducherry to Lakshadweep.

Similarly, Ranjeet Singh has been transferred from Delhi to Mizoram, Ajay Kumar from Delhi to Dadra & Nagar Haveli and Daman & Diu (DNH&DD), and Pranjal Jhazrika from Delhi to Jammu & Kashmir.

The order specifies that the transfers of officers at serial numbers 1, 5 and 6 shall take effect from June 1, 2026.

The notification has been issued by Rakesh Kumar Singh, Under Secretary to the Government of India, and circulated to the concerned Chief Secretaries and administrative authorities for necessary compliance. (KNC)

Gulmarg, Feb 25: Jammu and Kashmir Sports Minister Satish Sharma on Wednesday defended the use of artificial snow for winter sports, countering BJP criticism by saying the practice aligns with global standards and is essential for hosting high-level competitions.

Minister Sharma said artificial snow is widely used at leading winter sports destinations worldwide to ensure consistency amid changing weather patterns.

With reduced natural snowfall, he said, technological support had become necessary to sustain events such as the Khelo India Winter Games.

“Artificial snow is a global practice and vital for winter sports success,” the minister said, adding that criticism reflected a lack of understanding of modern sports infrastructure and climate challenges.

He said the government was committed to developing Jammu and Kashmir as a major winter tourism and sports hub, asserting that such initiatives would boost tourism, generate employment and strengthen the local economy. —(KNO)

SC takes cognisance of NCERT class 8 chapter on corruption in judiciary

New Delhi, Feb 25: The Supreme Court on Wednesday took suo motu cognisance of the contents of the class 8 NCERT textbook referring to corruption in the judiciary and termed it a matter of “grave concern.”

A bench comprising Chief Justice Surya Kant and Justices Joymalya Bagchi and Vipul M Pancholi was urged by senior advocate Kapil Sibal that “children of class 8 are taught about corruption in the judiciary. This is a matter of grave concern.”

The CJI said, “I will not allow anybody to defame the institution. Law will take its course.”

He added, “As head of the institution, I have done my duty and have taken cognisance … This seems to be a calculated move. I won’t say much.”

Justice Bagchi said the book seemed to be against the basic structure of the Constitution.

The CJI said, “Please wait for a few days. Bar and Bench all are perturbed. All high court judges are perturbed. I will take up the matter suo motu. I will not allow anybody to defame the institution. Law will take its course.”

Later, Justice Kant said that the top court has taken suo motu cognisance of the matter.

Corruption, massive backlog of cases, and lack of an adequate number of judges are among the “challenges” faced by the judicial system, according to the new social science NCERT textbook for class 8.

The section “corruption in the judiciary” in the new book states that judges are bound by a code of conduct that governs not only their behaviour in court, but also how they conduct themselves outside it.

US announces preliminary 126 pc countervailing duty on imports of certain Indian solar goods

New Delhi, Feb 25: The US has announced preliminary countervailing duty of 125.87 per cent on imports of certain Indian solar goods alleging that the products are unfairly subsidised by New Delhi.

The US has also announced different duties on the imports of ‘Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled into Modules’ from Indonesia and Laos.

“On February 24, 2026, the US Department of Commerce announced its preliminary affirmative determinations in the countervailing duty investigations of crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from India, Indonesia, and the Lao People’s Democratic Republic (Laos),” a US order has said.

These duties are different from the 10 per cent tariffs announced by the Trump-administration on all countries from February 24.

According to the order, solar imports from India into the US increased to USD 792.6 million in 2024 from USD 83.86 million in 2022.

“Unless postponed, the final determination in these CVD investigations are currently scheduled to be issued on July 6, 2026. Commerce (department) is also conducting concurrent anti-dumping duty investigations of solar cells from India, Indonesia, and Laos,” it said.

Countervailing duties help companies to protect them from increase in subsidised imports.

Jammu, Feb 25: The Anti-Corruption Bureau (ACB) on Wednesday carried out searches at the residence of the brother of Deputy Chief Minister Surinder Kumar Choudhary here in connection with a disproportionate assets probe, officials said.

Vijay Choudhary is an Inspector in the Jammu and Kashmir Police.

“We are carrying out a search at the residence of Vijay Choudhary. The search is being conducted in connection with a disproportionate assets” officials said.

The raid commenced early in the morning at his residence in the Santokh Vihar–Kalochak area of the city and was continuing at the time of filing this report. T The Inspector was transferred to Ladakh in September last year.

Srinagar, Feb 25: Jammu and Kashmir Chief Minister Omar Abdullah on Tuesday expressed gratitude to Prime Minister Narendra Modi for approving the development of the civil enclave at the Srinagar International Airport at an estimated cost of Rs 1,677 crore.

The approval was granted earlier in the day by the Cabinet Committee on Economic Affairs chaired by the PM.

The project marks a significant milestone in strengthening the aviation infrastructure and enhancing connectivity in the Kashmir Valley, an official statement said.

Welcoming the decision, Abdullah said the expansion of the civil enclave at the Srinagar airport will give a major boost to the economy of Jammu and Kashmir.

Improved air connectivity will facilitate greater tourist inflow, enhance trade and business opportunities, and create new avenues for employment generation across sectors linked to tourism and services, he said.

“The expansion of the Srinagar airport is a transformative step for Jammu and Kashmir. Enhanced aviation infrastructure will not only strengthen connectivity with the rest of the country but also accelerate economic growth and tourism in the region,” Abdullah said.

He said improved connectivity remains central to unlocking the full economic potential of Jammu and Kashmir.

The approved project will play a pivotal role in positioning the region as a premier tourism and investment destination, the chief minister said.

Srinagar, Feb 25: The Jammu and Kashmir Students Association (JKSA) on Wednesday said that CT University has terminated its Vice Chancellor following serious allegations of misconduct and administrative failure linked to the alleged harassment of Kashmiri Muslim students over their request for Sehri and Iftar arrangements during the holy month of Ramadhan.

National Convenor of JKSA, Nasir Khuehami, said that the Punjab Chief Secretary, KAP Sinha, informed the Association that the matter was taken up at the highest level and has now been resolved. According to the Association, the Chief Secretary conveyed that Dr. Nitin Tandon has been removed from his position as Vice Chancellor with immediate effect.

The controversy began after Muslim Kashmiri students alleged that they were threatened with eviction from the hostel and cancellation of their admissions after requesting basic meal arrangements for Sehri and Iftar in the university mess during Ramadhan. The students further alleged that the then Vice Chancellor used abusive language and warned them of academic repercussions.

The issue escalated into a peaceful agitation on campus, with students demanding a fair probe, assurance of safety, and institutional accountability.

Following JKSA’s intervention with the Punjab Government, senior district officials, including Senior Superintendent of Police Ankur Gupta and Sub-Divisional Magistrate Upinderjit Kaur Brar, visited the university campus to assess the situation and ensure the safety and security of the students.

Khuehami also stated that Shahi Imam of Punjab, Maulana Mohammad Usman Rahmani Ludhianvi, visited the campus, met students and university authorities, and facilitated dialogue to de-escalate tensions and restore normalcy.

Subsequently, the Chancellor of the University, Charanjit Singh Channi, informed that Vice Chancellor Dr. Nitin Tandon has been terminated over his alleged conduct and handling of the situation. He added that the university has initiated an internal inquiry into the incident, while local authorities continue to monitor developments to ensure transparency and accountability.

The Punjab Government has also constituted a high-level committee, headed by the SDM, to conduct a time-bound probe into the matter, including possible administrative lapses and misconduct.

The Association said the agitation was formally called off after the administration ordered a comprehensive inquiry and the university terminated its Vice Chancellor. JKSA expressed gratitude to the Punjab Government, the university management, the district administration, police authorities, and community leaders for ensuring the matter was resolved peacefully through dialogue and institutional intervention.

Reiterating its stance, the Association said that Punjab has historically been a welcoming and compassionate home for Kashmiri students and traders, and stressed that preserving this legacy of brotherhood and inclusivity remains essential.

Virtual ATMs surpass physical ATMs in J&K

Srinagar, Feb 24: Virtual ATMs are rapidly overtaking traditional physical ATM networks in J&K, signalling a major shift in how people access cash across the region. With services now available at more than 6.5 lakh locations across the country, virtual ATMs have gained significant traction in Jammu and Kashmir, where the facility is operational at over 3,500 locations.

A statement issued here said that the initiative aims to improve access to cash withdrawal services, particularly in remote and rural areas, while reducing dependence on physical ATMs and bank branches.

Unlike conventional ATMs, a virtual ATM allows a bank customer to initiate a cash withdrawal request through the bank’s mobile banking application. The request generates a one-time password (OTP), which can be redeemed at a nearby registered merchant, including kirana stores, Common Service Centres and other authorised outlets.

The expansion of virtual ATM services in the region is being driven by collaborations between banks and fintech companies. Chandigarh-based fintech startup Paymart India Pvt Ltd has partnered with various banks, including Jammu and Kashmir Bank, to offer the service with the objective of eliminating the need for customers to visit physical ATMs or bank branches.

Experts attribute the rapid adoption of virtual ATMs to the high maintenance costs associated with traditional ATM infrastructure, limited penetration of physical ATMs in rural and hilly areas, and the steady rise in digital transactions. In contrast, virtual ATMs leverage existing merchant networks and smartphones, enabling quicker and more cost-effective deployment.

The model offers multiple benefits, including increased convenience for users, no requirement to carry physical debit cards, reduced risk of skimming and card-related fraud, and lower operational costs for banks. For residents in far-flung areas of Jammu and Kashmir, the service has also reduced travel time and eased access to cash.

Amit Narang, founder of Paymart India Pvt Ltd, said that the shift reflects a broader global trend in financial services. “Globally the world is moving from hardware to smart phones and Paymart is pioneer in effecting cardless and hardware free transactions in India,” he said.
