J&K DGP reviews security in Budgam, calls for focused action against terror ecosystem

Srinagar, Feb 25: The Director General of Police (DGP) J&K, Nalin Prabhat today chaired a comprehensive security review meeting in Budgam to assess the prevailing security scenario and operational preparedness of the district.

The meeting was attended by S.J.M. Geelani, Special DGP Coordination; IGP Kashmir Zone V.K. Bird; DIG Central Kashmir Range Rajeev Pandey; SSP Budgam Nikhil Borkar; besides Additional SP Budgam, all SDPOs, DySsP SOG, SHOs, DOs, and other senior officers of District Budgam.

During the review meeting, SSP Budgam presented detailed briefing on counter terror operations, law and order management, measures to prevent crime, action against drug trafficking, area domination plan and overall security scenario of the district.

The DGP reviewed ongoing kinetic and non kinetic operations, anti terror strategies and measures to dismantle overall separatist and terror ecosystem in the district. He stressed for actionable intelligence generation by field officers and directed to maintain sustained operational momentum. Highlighting, the current security challenges, DGP directed officers to undertake non traditional, non conformist and modern tactics to neutralize Pakistani terrorists.

He called for focused approach and renewed efforts against terrorists, their support networks to eliminate terrorism and establishing peace in the district.

To strengthen the overall security grid, the DGP emphasized on maintaining seamless coordination with sister agencies, effective area domination plan and surveillance on traditional terror symathisers and separatists network of the district. While reviewing law and order, he stressed on taking preventive measures against miscreants, engaging peace loving citizens in day to day activities of policing and adopting measures to bridge the gap between police and public.

Before the conclusion of the meeting, the DGP urged officers to continue counter terror operations in the area and remain committed to establish long lasting peace and stability in the district.

New Delhi, Feb 25: The National Investigation Agency (NIA) has apprehended two more terror operatives allegedly involved in the Delhi Red Fort area bomb blast conspiracy, taking the total number of arrests in the case to 11.

The duo, identified as Zameer Ahmad Ahangar of Ganderbal (J&K) and Tufail Ahmad Bhat of Srinagar (J&K), were formally arrested by NIA for their active involvement in the conspiracy related to the Delhi blast. The duo had supplied the weapons to the prime accused in the Delhi blast case, investigations by NIA have revealed.

Eleven persons were killed and several injured in the blast that shook the national capital on 10th November 2025.  The prime accused, Umer Un Nabi, was also killed in the deadly explosion.

NIA, which has been investigating the case (RC-21/2025/NIA/DLI) with the aim of unveiling the complete conspiracy behind the dastardly terror act, found Zameer Ahmad and Tufail Ahmad to be active over ground workers (OGWs) of the Ansar Ghazwat-ul-Hind (AGH) terror outfit.

Investigations by NIA, which has been working in coordination with J&K Police, Haryana Police and other agencies, have further revealed that Zameer and Tufail were involved in the blast conspiracy, and were also a part of various other terror conspiracies. They were engaged in the collection of arms and ammunition, intended for use against the Indian State, NIA has further found through extensive investigation and examination of evidence.

As per the findings of the national counter-terror agency, the Delhi blast conspiracy was masterminded by Umer, along with other accused – Muzammil Ganai, Shaheen Saeed, Mufti Irfan, Adeel Ahmed Rather, as well as five others who had provided shelter and logistical support to the main conspirators. These nine men were arrested earlier from various locations in J&K and Haryana.

Vice President Radhakrishnan arrives in Kashmir on maiden visit amid tight security

Srinagar, Feb 25: Vice President C P Radhakrishnan arrived here on Wednesday evening on his maiden visit to Kashmir valley during which he will attend the Kashmir University’s 21st convocation, officials said.

The Vice President was received by Jammu and Kashmir Lieutenant Governor Manoj Sinha, Chief Minister Omar Abdullah and senior officials of the administration and police on his arrival at the technical airport at around 5 PM, officials said.

The Vice President’s cavalcade drove to the Lok Bhawan here, where he will be staying for the night, they said.

On Thursday, Radhakrishnan will be the chief guest at the 21st convocation of the University of Kashmir here and will address the gathering in his first visit to Kashmir since assuming office.

Meanwhile, a comprehensive multi-layered security grid has been put in place for the VP’s visit, including around the university campus in the Hazratbal area of the city here, the officials said.

Security forces have been deployed in strength at vulnerable locations, with heightened alertness maintained to counter potential terrorist threats. Checking and surveillance have been stepped up across the Valley, officials said.

Additional checkpoints have been set up at important entry points, especially around the city, and increased patrolling, area domination operations, and surprise inspections are being conducted along vital roadways to prevent any untoward incident, they said.

Vehicles are being randomly checked at entry and exit points of the city, especially on the roads leading to the university, the officials said.

Authorities have issued a public advisory for diverting traffic on a number of roads connecting the Kashmir University — the venue of the convocation.

Roads around the University, including the Boulevard Road and Foreshore Road, have been sealed for the general public, the officials added.

Chief Minister Abdullah on Wednesday welcomed the visit of the Vice President to Kashmir.

“Students are eagerly waiting to receive their degrees and medals from him. This is his first visit after assuming office and we welcome him,” Abdullah told reporters here.

LG Sinha, who is also the Chancellor of the Kashmir University, will preside over the convocation, while Chief Minister Abdullah, who is also its Pro-Chancellor, will attend the convocation as the Guest of Honour.

A total of 59,558 degrees, which include 44,910 undergraduates, 13,545 postgraduates, 461 MD/MS, four MCH, 18 M.Phil and 620 Ph.Ds, shall be conferred during the convocation.

Jammu, Feb 25: Jammu and Kashmir Anti-Corruption Bureau (JKACB) on Wednesday registered a Disproportionate Assets (DA) case against Vijay Singh Choudhary, Inspector, J&K Police following a verification conducted on the basis of specific input.

Based on a specific input, a verification was conducted by J&K Anti-Corruption Bureau into the allegations of possession of huge disproportionate assets by Vijay Singh Choudhary, Inspector J&K Police S/o Jia Lal Choudhary R/o Nonial, Nowshera District Rajouri A/P Santokh Vihar, Kaluchack, Jammu posted in UT of Ladakh, which revealed that the suspect while posted in different places raised huge assets amounting to crores of rupees which were found highly disproportionate to his known sources of income, the statement reads.

They said the verification further revealed that more than 10 properties in the shape of houses, shops & plots of land in 100 of kanals valued in crores have been raised by him mostly in the name of family members, his relatives and others.

On the basis of the verification conducted, a prima facie case of criminal misconduct was found made out against the accused Vijay Singh Choudhary, Inspector J&K Police under offences punishable U/S 13(1)(b) r/w section 13 (2) of PC Act 1988. Accordingly, a formal case FIR No. 02/2026 was registered at P/S ACB Central and investigation was taken up.

During the course of investigation, search warrants were obtained for conducting searches from the Hon’ble court of Special Judge Anti-Corruption Jammu. Thereafter, searches were conducted by the ACB teams at different locations which include his residential houses at Santokh Vihar, Kaluchak, Jammu; residential house at Nonial, Nowshera, Rajouri; business premises Stone Crusher and Tile Factory situated at Tutte di Khui, Bajalta, Jammu. Also on the basis of information revealed during investigation, some other locations of Jammu were searched in terms of section 185 BNSS.

During search, incriminating documents have been recovered and seized in the case.

Further investigation of the case is going on, the statement reads.

Srinagar, Feb 25: In a sustained and proactive drive against illegal mining, Jammu and Kashmir Police in Ganderbal has intensified its action across the district. During the course of action, Police teams seized 08 vehicles including 05 Tractors & 03 Tippers involved in the illegal extraction and transportation of minor minerals across the district.

According to the statement, these vehicles were found transporting illegally extracted material from Nallah Sindh without the mandatory permissions. Acting swiftly and in close coordination with the Geology & Mining Department, teams from the respective police stations intercepted and seized these vehicles on the spot, tightening the clampdown on illegal mineral transportation in the area.

Police reaffirm its unwavering commitment to protecting natural resources and curbing such unlawful activities. Offenders are once again strictly warned to desist from illegal mining and mineral transportation. Police will continue to take stringent legal action against all violators involved in unlawful extraction, transportation, or trade of minerals, the statement reads.

PM Modi receives red carpet welcome as he begins 2-day visit to Israel

Jerusalem, Feb 25: Prime Minister Narendra Modi landed in Israel on Wednesday to a red-carpet welcome with his Israeli counterpart Benjamin Netanyahu and wife Sara receiving the Indian leader at the Ben Gurion airport.

It is PM Modi’s second visit to Israel in nine years. The India-Israel relationship was elevated to the level of strategic partnership during his first visit to that country in July 2017.

Netanyahu greeted the Indian prime minister with a warm hug, following which Modi was accorded a ceremonial welcome at the airport, located 20 kilometres southeast of Tel Aviv.

The Indian prime minister will address Israel’s parliament later in the day and will have a tete-a-tete with Netanyahu. The two leaders will hold wide-ranging talks on Thursday.

In his pre-departure statement, Modi said he was confident that the visit will further consolidate the enduring bonds between India and Israel and set new goals for the strategic partnership.

“India and Israel share a robust and multifaceted strategic partnership that has witnessed remarkable growth and dynamism in recent years,” Modi said.

“I look forward to my discussions with Prime Minister Netanyahu aimed at further strengthening our cooperation across various domains, including science and technology, innovation, agriculture, water management, defence and security, trade and investment, as well as people-to-people ties,” he said.

Modi said he and Netanyahu will also exchange views on regional and global issues of mutual interest.

“I am confident that my State Visit will further consolidate the enduring bonds between the two countries, set new goals for the strategic partnership, and advance our shared vision for a resilient, innovative and prosperous future,” Modi said.

The prime minister’s visit assumed greater significance as it is taking place amid the ongoing tensions in the Middle East, including deteriorating ties between the US and Iran.

There has been an upswing in India-Israel ties in the last few years, including in the areas of defence, scientific research, cybersecurity and innovation.

The defence cooperation has emerged as an important pillar of the partnership between the two sides, with Israel supplying a plethora of military platforms and weapon systems to India.

In November last, during the visit of India’s defence secretary to Israel, an important agreement on defence cooperation was signed.

As India is looking at developing an indigenous air defence shield called “Sudarshan Chakra”, it is learnt that New Delhi would like to explore the possibility of incorporating certain elements from Israel’s Iron Dome all-weather air defence system that can intercept and destroy missiles and artillery shells.

The trade and investment ties between the two sides are also witnessing steady progress.

During the visit to Israel of Commerce Minister Piyush Goyal in November, the term of reference (ToR) for the launch of Free Trade Agreement (FTA) negotiations between India and Israel was signed.

In September, the two sides had inked a Bilateral Investment Agreement (BIA) to expand economic cooperation.

The people-to-people ties between the two countries are also an important aspect of the overall relations, with over 41,000-strong Indian diaspora playing a key role in the two-way engagement.

Mendhar, Feb 25: Army troops on Wednesday uncovered a terrorist hideout in a forward village in Jammu and Kashmir’s Poonch district and recovered a cache of arms including two ready-to-use Improvised Explosive Devices and a pistol, officials said.

The recovery was made during a cordon and search operation at Salani Kasblari village in the Mendhar sector. The items, which included two grenades and 24 pistol rounds, were found hidden inside a cave.

According to the officials, the larger IED weighed approximately 4.5 kg, while the second was smaller. Both explosive devices and the grenades were later destroyed through a controlled explosion. No damage was reported during the disposal.

The timely recovery of the consignment has thwarted a planned terror attack in the border district, the officials added.

Jammu, Feb 25: Jammu and Kashmir Deputy Chief Minister Surinder Kumar Choudhary on Wednesday defended his brother in the wake of an Anti-Corruption Bureau (ACB) raid in a disproportionate assets case, and said the action was driven by revenge.

The ACB on Wednesday searched Vijay Singh’s house in Jammu in connection with a disproportionate assets case, officials said.

“This fight has begun, and we will fight it legally. We have faith in India’s judiciary and in many good officers in Jammu and Kashmir who will ensure justice. If Vijay Singh is wrong, then he should be punished,” Choudhary told reporters here.

Defending his brother’s service record, Choudhary said the officer had fought militancy in Gursai, Thanamandi, Doda, and Supwal, and built a reputation for taking on militants and criminals wherever he was posted.

“He is an officer whose entire career, background and service record reflect a consistent fight against militancy and crime. Wherever he served, he earned a name for his courage and professionalism,” Choudhary said.

The National Conference leader termed the raid an attempt to “intimidate and malign” his family.

He alleged that internal rivalry within the police department was behind the stalling of his brother’s promotion.

“Those sitting at the top who think that some hidden treasure will be found in this house will find nothing. You saw the actions taken earlier — what has been recovered so far? Many files come to me where people are caught red-handed and later cleared. So this is a debate,” he said.

“We are not afraid. We know who we are and what we stand for. Truth will ultimately prevail,” Choudhary added.

No immediate implementation of TET in J&K: Education Minister

Srinagar, Feb 25: Jammu and Kashmir will be the last region in the country to enforce the Teacher Eligibility Test (TET) guidelines, Education Minister Sakina Itoo said on Wednesday, a day after the School Education Department (SED) issued the formal order.

Speaking to reporters, Itoo said, “We are not implementing the TET orders immediately. J&K will be the last region in the country to conduct TET examinations.”

She said many teachers have dedicated decades of service to educating students and their concerns will be taken into consideration.

Earlier, the School Education Department had designated the Jammu and Kashmir State Board of School Education as the nodal agency to conduct the TET examination. —(KNO)

MHA effects major IAS reshuffle in AGMUT cadre; Pranjal J Hazarika posted to J&K

New Delhi, Feb 25: The Ministry of Home Affairs (MHA) has ordered the transfer and posting of seven IAS officers of the AGMUT cadre, directing their reassignment to different Union Territories and states with immediate effect.

As per an official order dated February 24, 2026, issued with the approval of the competent authority, the officers have been shifted across various segments of the AGMUT cadre until further orders.

According to the notification, Dr. Sravan Bagaria has been transferred from Delhi to Goa, while K.C. Sundar has been moved from Delhi to Puducherry. Sushil Singh has been posted from Delhi to Mizoram, and Sivakumar A.S. has been shifted from Puducherry to Lakshadweep.

Similarly, Ranjeet Singh has been transferred from Delhi to Mizoram, Ajay Kumar from Delhi to Dadra & Nagar Haveli and Daman & Diu (DNH&DD), and Pranjal Jhazrika from Delhi to Jammu & Kashmir.

The order specifies that the transfers of officers at serial numbers 1, 5 and 6 shall take effect from June 1, 2026.

The notification has been issued by Rakesh Kumar Singh, Under Secretary to the Government of India, and circulated to the concerned Chief Secretaries and administrative authorities for necessary compliance. (KNC)
