Jammu, Feb 20: Chief Minister Omar Abdullah on Friday clarified in the Legislative Assembly that the recent order issued by the Deputy Commissioner Kishtwar regarding regulation of charity donations during Ramadan was not arbitrary but based on inputs from local religious leaders and committees.

Speaking in the House, the Chief Minister said that during yesterday’s proceedings, MLA Bandipora and MLA Bashir Veeri had raised objections, alleging that the government was interfering in religious matters following the DC’s order.

“I looked into the matter and found that the DC did not issue the order on his own,” Omar Abdullah said. He explained that prior to Ramadan, a meeting was convened where all Deputy Commissioners were directed to coordinate with local stakeholders and make necessary preparations for the holy month.

The Chief Minister said that during the meeting in Kishtwar, religious leaders informed the administration that several NGOs emerge only during Ramadan to collect donations. “They collect money in the name of patients or charity, but there is no accountability regarding where the funds are used. Sometimes, it is not even known whether the patient in whose name money is raised is alive or not,” he said.

He added that such practices not only lead to misuse of funds but also harm genuine NGOs that work transparently. According to him, local religious bodies and committees themselves requested the DC to regulate the process to prevent fraud and ensure accountability.

“After taking their inputs, the DC issued the order, which has also been welcomed by local bodies and religious leaders,” the Chief Minister said.

Urging legislators not to politicise every issue, Omar Abdullah said, “We should not mix religion with politics. Some matters require dialogue and understanding at the local level rather than political confrontation.”

He emphasized that the intent behind the order was to ensure transparency and protect the sanctity of charitable contributions during Ramadan. (KNC)

Mumbai, Feb 20: The rupee depreciated 27 paise to 90.95 against the US dollar in early trade on Friday, weighed down by a strong American currency and higher crude oil prices due to the escalated geopolitical tension.

A selling rush in domestic equities further pressured the Indian currency, forex traders said.

At the interbank foreign exchange, the rupee opened at 90.94 and slipped further to trade at 90.95 against the greenback in early deals, losing 27 paise from its previous closing level.

The rupee rose 4 paise to settle at 90.68 against the US dollar on Wednesday. The currency exchange markets were closed on Thursday on account of Chatrapati Shivaji Maharaj Jayanti.

Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, was trading 0.04 per cent higher at 97.89.

Brent crude, the global oil benchmark, was trading 0.14 per cent higher at USD 71.77 per barrel in futures trade.

Analysts attributed the strengthening dollar and crude prices to heightened tension between the US and Iran, with both countries signalling they are prepared for war if talks on Tehran’s nuclear programme fizzle out.

On the domestic equity market front, Sensex fell 150.35 points to 82,347.79 in early trade while the Nifty declined 35.15 points to 25,419.20.

On Thursday, foreign institutional investors offloaded equities worth Rs 880.49 crore, according to exchange data.

Rs 1,684 crore paid for ring road land in J&K, Govt informs House

Srinagar, Feb 20: The Government on Friday informed the Legislative Assembly that over Rs 1,684 crore in compensation has been released so far for land acquired for Ring Road projects in Jammu and Kashmir.

Replying to a question tabled by MLA Devyani Rana, the Revenue Department said the Ring Road in Jammu passes through Jammu and Samba districts, while in Kashmir, the project covers six districts, including Srinagar, Baramulla, Pulwama, Budgam, Ganderbal and Bandipora.

The government said the compensation sharing ratio between NHAI and the UT Government is 90:10.

As per the details provided, they said, in Jammu division, against a total awarded amount of Rs 322.21 crore, an amount of Rs 270.11 crore has been released, while Rs 52.10 crore is pending.

In Kashmir division, out of a total awarded amount of Rs 1,784.49 crore, an amount of Rs 1,514.34 crore has been released, while Rs 270.15 crore remains pending. “The amount disbursed so far stands at Rs 1,450.94 crore, while Rs 63.40 crore is yet to be disbursed,” the reply said.

The government further informed, that compensation cases of several landowners are still pending. In Jammu division, 38 cases in Samba and 112 in Jammu are awaiting disposal due to reasons such as non-deposit of balance funds by the indenting department, litigation, court references and other land-related disputes.

“An amount of Rs 3.73 crore for Jammu district has been uploaded on the Bhoomi Rashi portal.”

They said, in Kashmir division, pending cases include 57 in Srinagar, 7 in Baramulla, 247 in Budgam, 905 in Ganderbal, and 32 in Bandipora and compensation is partly delayed due to litigations and disputes between parties.

It added that an amount of Rs 28.20 crore has been deposited before the High Court of J&K in connection with title disputes between landowners and the Custodian Department. “The compensation in dispute-free cases is being disbursed regularly through the Bhoomi Rashi portal,” the government said. —(KNO)

Srinagar, Feb 20: In a major crackdown on an alleged overseas medical admission fraud, the Economic Offences Wing (EOW) Kashmir of Crime Branch J&K has filed a chargesheet against four accused persons for cheating and criminal conspiracy in connection with a Bangladesh medical college admission scam.

In a statement, a CBK spokesperson stated that the Economic Offences Wing (EOW), Kashmir of Crime Branch J&K has submitted a chargesheet in FIR No. 20/2025 under Sections 420 and 120-B IPC before the Court of Chief Judicial Magistrate, Srinagar, against four accused persons for cheating and criminal conspiracy.

Acting on a written complaint wherein it was alleged that the complainant was introduced by his relative, Peerzada Aabid S/o Peerzada Mohammad Nayeem R/o Bijbehara A/P Azad Basti Natipora Srinagar, to Syed Wasim S/o Syed Bashir Ahmad R/o Karimabad Pulwama A/P Azad Basti Natipora Srinagar, Proprietor of M/s Europe Consultancy Centre. They assured facilitation of admission of the complainant’s son in a medical college in Bangladesh, it reads.

The complainant was further introduced to Syed Suhail Aijaz S/o Syed Aijaz Qadri R/o Takya Magam Kokernag A/P Muslim Abad opposite Nundresh Colony Bemina and Zaigam Khan S/o Gh. Mohammad Khan R/o Mahmadiya Colony, Bemina Srinagar, owners of Overseas Consultancy. On their assurances, the complainant paid lakhs of rupees as fee to be deposited with Park View Medical College, it reads.

Investigation revealed that the accused persons fraudulently obtained lakhs of sums, but deposited only USD 8,000 (approximately ₹6.04 lakhs as per 2021 exchange rates) with the college. Due to non-payment of the remaining amount, the student was asked to leave the institution, it reads.

On the basis of bank records, official communication from the medical college and statements recorded during investigation, the allegations against all four accused persons namely 1. Peerzada Aabid S/o Peerzada Mohammad Nayeem R/o Bijbehara A/P Azad Basti Natipora Srinagar, 2. Syed Wasim S/o Syed Bashir Ahmad R/o Karimabad Pulwama A/P Azad Basti Natipora Srinagar, Proprietor of M/s Europe Consultancy Centre , 3. Syed Suhail Aijaz S/o Syed Aijaz Qadri R/o Takya Magam Kokernag A/P Muslim Abad opposite Nundresh Colony Bemina and 4. Zaigam Khan S/o Gh. Mohammad Khan R/o Bemina Srinagar, owners of Overseas Consultancy stands substantiated, it reads.

Accordingly, the investigation has been concluded as proved and the chargesheet has been presented before the competent court for judicial adjudication, it reads. (KNC)

Surgical instrument found in woman’s abdomen 5 years after surgery in Kerala; inquiry launched

Kochi, Feb 20: An artery forceps was found inside the abdomen of a Punnapra native, five years after she underwent surgery at Alappuzha Medical College in Vandanam, relatives said on Friday.

Usha Joseph was shifted to a private hospital in Kochi on Friday to undergo a procedure to remove the surgical instrument.

According to relatives, Joseph underwent surgery for the removal of a uterine fibroid at the medical college on May 2021.

However, after the surgery, she had been suffering from recurring abdominal pain, her son Shibin told reporters.

Though she approached doctors at the same hospital multiple times, the cause of the pain was not identified, he alleged.

Recently, Joseph consulted a doctor, suspecting that the pain was due to a kidney stone, who advised an X-ray examination, he said.

Shibin said the X-ray reportedly showed an artery forceps, after which doctors at the medical college offered to remove it next week.

“However, we do not want any further issues and moved to a private hospital. The doctors here will scan and locate the exact position and will perform the surgery soon,” Shibin said.

He said the family wants the instrument to be removed from his mother’s body at the earliest and alleged that doctors at the medical college had said no compensation would be paid for the error.

“The doctors at the medical college told us that we can lodge a complaint if we want to. We have now decided to file a complaint at the Ambalapuzha police station,” he said.

Meanwhile, Dr Lalithambika, a retired surgeon at Alappuzha Medical College, against whom the family had raised allegations of surgical error, told reporters that she did not perform the surgery.

“The surgery happened just before my retirement, when I was not attending any major cases. As the unit chief, my name was recorded. Also, the surgery happened during the COVID period, and I was engaged with it,” she said.

She also denied allegations that she took money from patients before surgery.

“I did not take any money from patients for any surgery. You can ask any patient I attended,” she said.

She said it was not a scissor but a mosquito forceps of very small size that was seen in Joseph’s body.

“It is a magnified view in the X-ray. A mosquito is a small surgical tool used to clamp small blood vessels. No doubt that it should not happen,” she said.

She attributed the error to a system failure in a government hospital.

“Usually, the floor nurse should write down the instruments used for surgery on a board and count them when the procedure is completed. However, in government hospitals, there are no floor nurses and no such practice is followed,” she said.

Lalithambika said Joseph had undergone surgery earlier as well and it needs to be examined whether the instrument remained in the body from that procedure.

“This instrument can remain in the body for as long as 20 to 30 years,” she said.

Health Minister Veena George said officials who were part of the surgery and are currently in government service will be suspended as part of the inquiry.

According to her, a preliminary inquiry was conducted into the matter and a report was submitted to the Director of Medical Education (DME).

“It is a painful incident that should not have happened. Based on the preliminary inquiry report, the DME has formed an expert committee comprising senior doctors to conduct a detailed inquiry into the incident,” she said.

She said expert doctors from Kottayam and Thiruvananthapuram Medical Colleges have been deputed to Alappuzha Medical College as part of the inquiry.

“The team is expected to give a detailed report soon. Based on the report, all legal steps will be taken without any leniency. The report will also be forwarded to the police for legal proceedings,” she said.

George said she had spoken to Joseph’s family, who also told her about consulting the concerned doctor at her residence.

“As part of the inquiry, it will also be checked whether such a consultation has happened. The allegation by the family shows that after availing non-practising allowance, they are engaged in medical practice at home,” she said.

Responding to Dr Lalithambika’s remarks about system failure at government medical colleges, the minister denied the allegation.

“It is a guideline of the WHO that is followed by all hospitals. Government hospitals are operating in accordance with all the guidelines. It is easy to put the blame on the system,” she said.

George said the claim made by Dr Lalithambika itself amounts to a violation of norms.

“How can a surgery be conducted without a scrub nurse? If such a surgery were to happen, that itself would be a violation. The doctor claimed that she does not remember the patient but is sure she would not conduct the surgery. This itself is suspicious,” George said.

She said such errors would not be tolerated, recalling that a similar incident was reported in 2017.

George said doctors cannot trivialise the incident by claiming that such equipment can remain in the body for a long time.

“A medical board will also be constituted as it happened a few years back, and currently she is admitted to a private hospital,” she added.

J&K Assembly passes Rs 74,690 crore grants for 13 departments

Jammu, Feb 19: The Jammu and Kashmir Legislative Assembly on Wednesday passed grants amounting to Rs 74,690 crore for 13 departments, including Finance, Power and Housing.

The grants were passed after extensive two-day discussions in the House.

The Assembly also passed 19 supplementary grants amounting to Rs 3,523 crore.

Chief Minister Omar Abdullah expressed gratitude to legislators for their active participation and appreciated the efforts of the administrative machinery in this exercise.

Replying to the discussion on Demands for Grants, the Chief Minister said 43 members participated in the debate.“I would like to thank all the honourable MLAs for taking part in the discussion. By listening to them, we get an opportunity to learn, to understand and to correct some mistakes,” he said.

He also appreciated the efforts of the administrative machinery, including secretaries, heads of departments, officers and staff, particularly in view of the record number of cut motions.

“As you said, there were more than 500 cut motions. Each and every query was answered. The pile of papers on my table is the result of their hard work,” he remarked.

Speaking department-wise, the Chief Minister said the core purpose of the GAD was to ensure smooth functioning of the administration. He said the process of regularisation of daily wagers would begin during the current financial year.

Highlighting Jammu and Kashmir’s financial constraints, Abdullah said tax and non-tax revenue cover only about 25 per cent of expenditure, while 75 per cent comes through the central share and assistance.

“This is not a situation created today, it has been inherited,” he said, adding that efforts are underway to improve financial self-reliance.

He explained the new system of centrally sponsored schemes, under which each scheme now operates through a separate RBI account, requiring the UT’s matching share before funds can be utilised.

“This has reduced financial flexibility, and many states and UTs have faced similar consequences,” he said, expressing confidence that implementation would improve next year.

Underlining the importance of SASCI, the Chief Minister called it one of the best schemes for J&K, particularly due to the provision of 50-year interest-free loans.

“If we take a loan of Rs 3,000 crore today, after 50 years it will be equivalent to about Rs 97 crore,” he said.

Abdullah asserted that the government has ended off-budget borrowing practices. “Today, in J&K, not a single penny is off-budget borrowing. Whatever debt we take is fully recorded. There is no hundi system,” he said.

Acknowledging delays in retirement benefits, he said disbursements have been significantly increased. “In 2026, we released Rs 3,173.39 crore in GPF, Rs 1,170.21 crore in gratuity, Rs 838.28 crore in commutation and Rs 425 crore in leave salary,” he said.

The Chief Minister said climate response has become a compulsion for J&K in view of drought and heavy rains witnessed last year and informed the House about climate budgeting and a mitigation fund.

He also spoke about projects such as the Jammu Riverfront, envisaging its development on the lines of the Sabarmati Riverfront in Ahmedabad.

Emphasising the need to expand tourism into remote areas where industrial scope is limited, particularly in Jammu, he said the region already attracts over one crore pilgrims annually to the Mata Vaishno Devi shrine.

“If we can retain even 10 per cent of these tourists for six to seven days, it can transform Jammu’s economy,” he said.

On encroachments, Abdullah said action would begin against “big sharks” and land grabbers rather than the poor. On solid waste management, he said legacy waste is a serious issue across cities and addressing it would bring major benefits.

He announced that two to three major vertical housing projects would be launched in Jammu and Srinagar this year, with special focus on Economically Weaker Sections (EWS). On revenue reforms, he said incomplete mini-secretariats, including those at Tangmarg, Srinagar and Poonch, would be completed immediately.

Jammu, Feb 20: The Jammu and Kashmir government on Thursday said that the preparation of the detailed project report (DPR) for the Razdan Pass tunnel — aimed at providing all-weather connectivity to Gurez valley — will commence shortly.

Replying to a question by NC legislator Nazir Ahmad Khan in J&K Assembly, Deputy Chief Minister Surinder Choudhary said that preparations for the DPR for the 8-kilometre-long tunnel in Bandipora district will begin shortly.

The deputy CM said the tunnel will facilitate all-weather connectivity to the strategically important border constituency of Gurez and the proposal has been endorsed by the Ministry of Defence.

Ramban, Feb 19: The Srinagar–Jammu National Highway (NH-44) remained open on Thursday for two-way traffic of light and medium passenger vehicles, while heavy motor vehicles (HMVs) were allowed to ply in one direction towards Jammu.

Traffic authorities said the highway will continue to remain open on Friday for two-way movement of light motor vehicles (LMVs) and one-way movement of heavy vehicles towards Kashmir, subject to fair weather and favourable road conditions.

However, traffic movement remained slow at several locations between Maroog and Kishtwari Pather due to single-lane stretches, ongoing four-lane construction works, and subsidence affecting a 20–30 metre stretch of road at Kishtwari Pather.

Officials said hundreds of private cars and light-to-medium passenger vehicles plied on both sides of the highway throughout the day.

The Jammu and Kashmir Traffic Department issued a fresh advisory for Friday, stating that, subject to fair weather and road clearance, LMVs will be permitted to move from both sides of NH-44. HMVs will be allowed from Udhampur towards Kashmir after assessment of road and traffic conditions.

HC issues notice to Govt on PIL over women’s safety measures, seat reservation in public transport

Srinagar, Feb 19: The High Court of J&K and Ladakh has issued notice to the government on a Public Interest Litigation (PIL) seeking to implement safety measures and reservation of seats for women in public transport as mandated under law.

A Division Bench of Chief Justice Arun Palli and Justice Rajnesh Oswal sought the government’s response to the PIL by March 4 after the Government Advocate requested for the same to seek instructions.

The PIL by a woman lawyer underscores that despite in place a Government Circular dated January 7, 2025, mandating reservation of seats 1-12 in large buses and 1-9 in minibuses for women, the directions remain unimplemented on the ground.

The petitioner invokes Articles 15(3), 21, and 38(1) of the constitution, contending that the failure to enforce the circular undermines women’s safety and dignity.

According to the PIL, the information obtained by the petitioner under the RTI Act from the Transport Commissioner and the Regional Transport Office (RTO) Kashmir revealed no record of inspections or penal action against violators of the circular.

The PIL said that no functional public helpline has been established to address complaints, and though RTO Flying Squads were reportedly constituted, no material evidence of enforcement at the ground level was furnished.

The responses from the Deputy Commissioner’s office and the Traffic Police purportedly shifted responsibility to the Transport Department indicating a lack of interdepartmental coordination, the PIL said.

The petitioner asserts that data collected from 298 women at the Local Educational Institutions revealed that 85.6 percent of them experienced harassment or discomfort during their travel in public transport.

And the majority of them was even unaware of any existing complaint mechanism, she said.

Moreover, the petitioner cited examples from states such as Delhi, Karnataka, Maharashtra and Tamil Nadu, where initiatives like ‘Pink Tickets’, ‘Tejaswini Buses’ and ‘Shakti Schemes’ have reportedly been implemented without requiring amendments to the Motor Vehicles Act.
