HC issues notice to Govt on PIL over women’s safety measures, seat reservation in public transport

Srinagar, Feb 19: The High Court of J&K and Ladakh has issued notice to the government on a Public Interest Litigation (PIL) seeking to implement safety measures and reservation of seats for women in public transport as mandated under law.

A Division Bench of Chief Justice Arun Palli and Justice Rajnesh Oswal sought the government’s response to the PIL by March 4 after the Government Advocate requested for the same to seek instructions.

The PIL by a woman lawyer underscores that despite in place a Government Circular dated January 7, 2025, mandating reservation of seats 1-12 in large buses and 1-9 in minibuses for women, the directions remain unimplemented on the ground.

The petitioner invokes Articles 15(3), 21, and 38(1) of the constitution, contending that the failure to enforce the circular undermines women’s safety and dignity.

According to the PIL, the information obtained by the petitioner under the RTI Act from the Transport Commissioner and the Regional Transport Office (RTO) Kashmir revealed no record of inspections or penal action against violators of the circular.

The PIL said that no functional public helpline has been established to address complaints, and though RTO Flying Squads were reportedly constituted, no material evidence of enforcement at the ground level was furnished.

The responses from the Deputy Commissioner’s office and the Traffic Police purportedly shifted responsibility to the Transport Department indicating a lack of interdepartmental coordination, the PIL said.

The petitioner asserts that data collected from 298 women at the Local Educational Institutions revealed that 85.6 percent of them experienced harassment or discomfort during their travel in public transport.

And the majority of them was even unaware of any existing complaint mechanism, she said.

Moreover, the petitioner cited examples from states such as Delhi, Karnataka, Maharashtra and Tamil Nadu, where initiatives like ‘Pink Tickets’, ‘Tejaswini Buses’ and ‘Shakti Schemes’ have reportedly been implemented without requiring amendments to the Motor Vehicles Act.

French President Emmanuel Macron said, “The smartest AI is not the most expensive. It is the one built by the best people and for the right purpose.”

UN Secretary-General António Guterres cautioned against concentrated control of the technology, saying, “The future of AI cannot be decided by a handful of countries or left to the whims of a few billionaires.”

Google CEO Sundar Pichai warned of widening inequalities, saying, “We cannot allow the digital divide to become an AI divide.”

Chairman of Tata Sons, Natarajan Chandrasekaran emphasised inclusive access, saying, “We should put AI tools in the hands of the last person of the country.”

Anthropic CEO Dario Amodei highlighted the pace of change, noting that AI systems are “increasingly close” to surpassing human cognitive capabilities in most domains.

The summit underscored a shared global consensus: AI’s extraordinary potential must be matched with strong governance, international cooperation and a commitment to ensuring that its benefits are widely shared.

Jammu, Feb 19: Criticising an order of the Kishtwar district magistrate on regulation of donations during Ramadhan, the Congress MLAs demanded its immediate revocation in the Assembly on Thursday.

On Wednesday, Kishtwar district authorities issued an order regulating the collection of donations during the holy month, citing concerns over unauthorised fundraising.

The point of order regarding the district magistrate’s directive was raised by Congress MLA Nizam Uddin Bhat during a discussion on the grants of the chief minister’s departments.

Bhat criticised the instructions and said that they need to be revoked.

Seconding Bhat, Congress MLA Ghulam Ahmed Mir said that the order should be condemned by all. “It is against the basic way of life in our religion. We demand it to be revoked immediately,” Mir said.

Talking to reporters outside the Assembly, Peoples Democratic Party leader Waheed ur Rehman Para and National Conference leader Javed Ahmed Beigh also demanded revocation of the order.

However, it found backing from the BJP’s Satesh Sharma. “It is the right decision. There should be monitoring,” Sharma said.

Kishtwar District Magistrate Pankaj Kumar Sharma said it is the statutory obligation of the administration to ensure that public contributions intended for relief, welfare or religious purposes are not misappropriated, laundered or diverted for extraneous or subversive activities.

There has been a tendency of unauthorised collection of donations by certain individuals and organisations during Ramzan, necessitating immediate regulatory intervention, he said in the order.

Srinagar, Feb 19: In a significant step towards strengthening consumer engagement and as a as part of a nationwide awareness campaign, Kashmir Power Distribution Corporation Limited (KPDCL) is observing “Smart Meter Pakhwada” across the Kashmir Valley.

The fortnight-long programme, which commenced on February 9, will continue until February 23. The initiative aims to create aware among electricity consumers about the benefits, features, and functioning of prepaid smart meters, as well as various billing applications line “smartbs” and “bill sahuliyat+” while encouraging greater adoption of these digital power management tools.

As part of the campaign, help desks and informational kiosks have been established at divisional and sub divisional level throughout the Valley. The camps feature interactive sessions and open discussions, allowing consumers to engage directly with officials and seek clarifications on smart meters, said a press release.

Informative leaflets are being distributed, and live demonstrations are being conducted to explain real-time energy consumption tracking and automated billing features which smart metering offers to consumers. Officials are also demonstrating consumer mobile application (billsahuliyat+ & smartbs) that enables users to monitor their electricity consumption in real time. Through this digital platform, consumers can conveniently access usage data from their homes and gain advance insights into their electricity bills.

The campaign is witnessing active participation from senior officers, field engineers, PMA representatives, and the implementing agency, along with encouraging response from consumers.

KPDCL has urged all electricity consumers to actively participate in the awareness camps and take full advantage of the initiative. The corporation emphasized that smart meters represent not merely a technological upgrade, but a vital step toward building a reliable, efficient, and future-ready power distribution system in the region.

New Delhi, Feb 19: Precious metal prices jumped over 7 per cent in the national capital on Thursday, with silver rising to Rs 2.6 lakh per kilogram, while gold advancing to Rs 1.58 lakh per 10 grams, tracking firm global trends and a surge in safe-haven assets amid escalating tensions between the US and Iran.

According to the local marketmen, the white metal surged by Rs 18,000, or 7.32 per cent, to Rs 2,64,000 per kg (inclusive of all taxes) from Wednesday’s closing level of Rs 2,46,000 per kg.

Gold of 99.9 per cent purity also advanced by Rs 1,950, or 1.24 per cent, to Rs 1,58,650 per 10 grams (inclusive of all taxes). It had settled at Rs 1,56,700 per 10 grams in the previous session. In the international market, spot silver was trading 1.03 per cent higher at USD 77.97 per ounce, while gold was quoted marginally higher at USD 4,991.24 per ounce.

“Gold prices rose to around USD 5,000 per ounce on Thursday, supported by a renewed wave of safe-haven demand amid rising speculation over potential US military action against Iran, which has elevated geopolitical risk,” Saumil Gandhi, Senior Analyst – Commodities at HDFC Securities, said.

He added that the collapse of renewed Russia-Ukraine negotiations has also revived global uncertainty, prompting investors to increase allocations toward safe-haven assets.

“With geopolitical flashpoints intensifying, capital is rotating out of risk-sensitive assets and into traditional safe-haven assets, providing sustained support to gold prices,” Gandhi said.

The arrest follows an assessment by Thames Valley Police of a complaint concerning the alleged sharing of confidential material by Andrew during his time as a UK trade envoy with the late convicted sex offender Jeffrey Epstein.

The BBC reported that investigators are examining allegations of misconduct in public office and claims that a second woman was sent to the UK by Epstein for a sexual encounter with Andrew. Andrew, who turns 66 today, has consistently and strenuously denied any wrongdoing. Police said investigations are ongoing.

Jammu, Feb 19: Sunil Sharma, Leader of Opposition in the Jammu & Kashmir Legislative Assembly, launched a scathing attack on the NC-led government, accusing it of complete failure and negligence towards the youth of the Union Territory. He asserted that while the government under Narendra Modi is relentlessly working to empower the youth across the nation, the administration led by Omar Abdullah has miserably failed to secure the future of J&K’s young generation.

Taking serious note of what he termed as the “utter apathy” of the Omar government, Sunil Sharma said that despite the Chief Minister overseeing as many as 18 crucial departments, review meetings are rarely conducted. “This inaction reflects misplaced priorities and administrative paralysis. Jammu & Kashmir deserves accountable governance, not hollow assurances,” he stated.

Highlighting the alarming unemployment scenario, Sharma said that during the tenure of the present government, merely 650 jobs have been created in various departments, making a mockery of the tall promise of providing one lakh jobs to the youth. “The promise of one lakh jobs now stands exposed as yet another political gimmick. Instead of ensuring transparent recruitment, the government is outsourcing jobs to private entities, crushing the aspirations of educated youth,” he said.

He further expressed grave concern over the continued neglect of daily wagers, ReK, ReT, and other temporary workers who have been waiting for years for regularization. These hardworking individuals have devoted the prime of their lives to public service, yet the NC government has abandoned them. Their plight reflects the anti-youth and anti-worker mindset of this regime, he added.

Contrasting the two governance models, Sharma emphasized that the Modi government has consistently prioritized youth welfare through expanded higher education opportunities, technical institutions, skill development missions, start-up support, and transparent recruitment processes. From start-up promotion to skill enhancement and employment generation, the BJP-led government at the Centre is laying a strong foundation for a self-reliant and empowered youth, he said.

Reiterating BJP’s commitment, Sunil Sharma affirmed that the party will continue to raise its voice against every injustice meted out to the youth, students, and marginalized sections under the oppressive and directionless governance of the NC-led government in Jammu & Kashmir.

Srinagar, Feb 19: Divisional Commissioner Kashmir, Anshul Garg, along with the Secretary Transport Department, chaired a meeting to review the progress on preparation of cost estimates for utility interventions along River Jhelum aimed at facilitating water transport.

The meeting was attended by Deputy Commissioners of Srinagar, Budgam, Anantnag, Pulwama, Ganderbal, and Bandipora, the Regional Transport Officer (RTO) Kashmir, Assistant Director IWAI Baramulla, Chief Engineers of KPDCL and KPTCL, Superintending Engineers of R&B and PHE departments, among other officials.

During the meeting, the Divisional Commissioner outlined clear timelines for resolving issues affecting the project. He instructed engineers to submit cost estimates within weeks for key interventions, including removal of cofferdams and ensuring adequate height clearance of 33KV and 11KV power lines along the river stretch.

While reviewing the Action Taken Report (ATR) on land possession at eight identified locations along River Jhelum, officials informed the chair that possession has been secured at seven sites. The remaining location requires further engagement with the local community to resolve pending concerns.

Srinagar, Feb 19: The security forces on Thursday busted an inter-state weapon racket in Nowshera area of Rajouri district, with the arrest of one individual who according to officials was in direct contact with Pakistan-based terrorists and smugglers.

Based on specific and credible intelligence inputs, a joint operation by Jammu and Kashmir Police, and CIF Romeo, under the aegis of White Knight Corps resulted in the swift arrest of an individual, identified as Sachin alias Pamma, resident of Nowshera, officials of White Knight Corps said.

They said the operation reflects seamless coordination and actionable intelligence leading to a decisive outcome.

During the operation, security forces recovered 01 TISAS Zigana 9mm (Turkey-made) pistol, 01 TT-30 (Norinco-China-made) pistol, 02 extended  50-round Zigana magazines, 02 standard pistol magazines, and 15 9mm live rounds.

Preliminary investigation indicates the arrested individual was in direct contact with Pakistan-based terrorists/smugglers and was operating a trans-border and inter-state weapons racket, official said.

With the arrest, intelligence agencies, J&K Police and Romeo Force have effectively busted and thwarted the nefarious designs aimed at destabilizing the peaceful atmosphere in Jammu and Kashmir, official added.

Jammu, Feb 19: Jammu and Kashmir Chief Minister Omar Abdullah on Thursday said the government will initiate the process of regularising daily-rated, ad hoc and other temporary employees in a legally and financially sustainable manner in 2026, even as it works to fill nearly 30,000 vacant posts during the current year.

Replying to the discussion on grants of his departments and cut motions in the Assembly, Abdullah said the issue of daily wagers and temporary workers was raised by members across party lines and acknowledged that the problem had persisted for decades. “These employees have been struggling for 20, 30 and even 40 years. No government has been able to fully resolve the issue,” he said.

“During the discussion on the lieutenant governor’s address and later during the Budget session, I clearly stated that we would begin the process of regularisation of these employees in a legally and financially viable manner this year, God willing,” he said.

The chief minister informed that a committee, under the supervision of the chief secretary, had been constituted to examine the matter to ensure that any policy framed does not get stuck in courts or the finance department. “Once the committee submits its report and the groundwork is completed in a transparent manner, we will place everything before the people,” he added.

Rejecting any suggestion of a hurried decision, Abdullah said regularisation could not be done overnight. “I am not willing to mislead these employees by merely signing a paper without proper preparation,” he said, adding that the number of such workers — whether 70,000, 80,000 or one lakh — would be worked out through a proper timetable.

Over one lakh daily wagers and casual labourers are currently engaged across government departments in Jammu and Kashmir, the chief minister informed the Assembly on Tuesday, assuring that a legally sustainable approach is being adopted on the issue of their regularisation.

He highlighted that the registered workforce includes 69,696 casual labourers, 8,836 daily rated workers, 8,534 seasonal labourers, 5,757 food and civil supplies helpers, 2,153 part-time sweepers and 1,929 persons engaged through the hospital development fund.

On the matter of employment generation, the chief minister mentioned that there was a clear distinction between the creation of posts and appointments. “We have created posts, but filled far more — around 6,000 to 6,500 posts,” he said, reiterating that the government aims to fill nearly 30,000 vacant posts this year without creating new positions.

He also assured the House that all vacancies would be filled in a transparent and time-bound manner in coordination with the Selection Board and the Public Service Commission, to avoid legal challenges that had derailed recruitment processes in the past.
