All tourist destinations shut post-Pahalgam terror attack to reopen by May: CM Omar

Jammu, Feb 19: Chief Minister Omar Abdullah on Thursday announced that all tourist destinations closed in the aftermath of the Baisaran Pahalgam terror incident will be reopened by May this year.

Winding up the discussion on grants for the departments under his charge, CM Omar Abdullah, according to the news agency—Kashmir News Observer (KNO), said that all tourist destinations shut down after the Pahalgam attack will be reopened by May.

“I want to tell you all these destinations will reopen till May,” the CM said, adding that the Jammu & Kashmir Government has discussed the matter with the Union Government.

He said that they have no plan to privatise power distribution companies in Jammu & Kashmir.

The CM said that whenever action is taken against encroachers, they will target the “big fishes” first.

Jammu, Feb 19: Lieutenant Governor Manoj Sinha on Thursday said that return of Kashmiri Pandits with full dignity and security is the commitment of Prime Minister Narendra Modi.

“Jammu Kashmir has been undergoing a profound transformation since 2019. Sinister plot of adversary to destroy the dreams and destiny of people of the UT has been decisively dismantled.

Through tireless effort, this land’s ancient glory has been restored, and development has been accelerated. Very soon, this soil will be completely freed from the scourge of terrorism,” the Lieutenant Governor said.

He was speaking at the release of the book titled “Kashmir-Nativity Regained”, authored by Prof. Ashok Kaul.

“Kashmir-Nativity Regained” explores the Kashmiri Pandit exodus and captures the terror of those dark days and the lasting devastation of being wrenched from ancestral roots.

The Lieutenant Governor said that Prof Kaul’s book is not just a literary endeavour but laudable effort to shatter the silence that has shrouded our collective consciousness for decades.

“I salute the indomitable spirit of Kashmiri Pandit Community. Every displaced family carried within them a living ember of Kashmir. In the crucible of struggle and adversity, they preserved philosophy, spirituality, culture, language, and traditions. Even in agony, they unearthed possibilities and scaled new pinnacles of success,” the Lieutenant Governor said.

The Lieutenant Governor highlighted that in 2021, Kashmiri Migrant web portal was launched to recover house and lands of Kashmiri Pandit community, which were encroached upon by others.

“I firmly believe that among the world’s gravest sorrows is the agony of becoming a stranger on one’s own soil. This is precisely what had transpired in Jammu & Kashmir.

The anguish of the 1989-90 massacre of Kashmiri Pandits by terrorists runs so profoundly deep that even the balm of time has failed to soothe it. The torment of abandoning homes overnight, of being uprooted from one’s roots, lingers like thorns in the veins of displaced families even today,” the Lieutenant Governor said.

The Lieutenant Governor said that terror ecosystem in J&K tried to bury the truth but we can never forget and never forgive those terrorists and their support networks who sowed terror and struck at the souls of generations.

“The younger generation must never forget that Pakistan-backed terrorists have also spilled the blood of thousands of innocent Kashmiri Muslims. Many cases are so heartrending that words falter in their retelling. Justice has begun flowing to those families since last year, with efforts underway to fulfil their employment needs alongside other essentials,” he said.

The Lieutenant Governor stated that in August 2019 when Prime Minister Narendra Modi abolished Article 370 and fully integrated J&K, that day instilled the faith that the young generation of Kashmiri Pandit Community could reclaim those roots without fear.

“Prof Kaul’s book serves as a poignant reminder of Kashmiri Pandit Community’s resilience. This is an era of reconstruction. Through his words, Prof Kaul proclaims to the world that the Kashmiri Pandit community is at the very heart of J&K’s narrative,” the Lieutenant Governor further said.

Prof. Umesh Rai, Vice Chancellor, University of Jammu; Rajiv Jha, Publisher, Readers Press; Prof. Neelu Rohmetra; Dean Research Studies; Dr Neeraj Sharma, Registrar, Jammu University; eminent literary personalities, people from different walks of life and students attended the book release ceremony.

Speaker admits PDP MLA Parra’s resolution flagging hate crimes against Kashmiris outside J-K

Jammu, Feb 19: The speaker of Jammu and Kashmir Assembly has admitted a private member’s resolution moved by PDP MLA Waheed-Ur-Rehman Parra, strongly condemning hate crimes against minorities and calling for strict enforcement of law.

The PDP legislator from Pulwama moved the resolution amid growing incidents of targeted attacks and harassment of Kashmiri students and traders in different parts of the country.

According to an official communication issued by the Assembly Secretariat, the resolution has been admitted under Rule 179 of the Rules of Procedure and Conduct of Business in the J-K Legislative Assembly.

The resolution “strongly condemns all forms of hate crimes against minorities and calls upon the government of India and state governments to take immediate and effective measures to prevent, investigate and prosecute such offences with strict enforcement of the law”.

In recent weeks, incidents involving alleged attacks and intimidation of Kashmiri students and traders in various states have drawn political attention and concern, prompting calls from several quarters for stronger safeguards and accountability mechanisms.

Border resident held with two foreign-made pistols in Rajouri

Jammu, Feb 19: A border resident was arrested with two foreign-made pistols in Rajouri district of Jammu and Kashmir, officials said on Thursday.

Sachin Kumar, a resident of Sair village near the Line of Control, was taken into custody by an Army patrolling party from Raipur village in the Nowshera sector late on Wednesday night, they said.

Two pistols — one made in Turkey and another in China — were recovered from his possession along with four magazines and 15 rounds of ammunition.

A case has been registered against Kumar and further investigation is underway, they said.

Preliminary interrogation revealed that the accused had allegedly received the consignment from across the border and was tasked with delivering it to another person, when he was intercepted by the patrolling party, officials said.

Efforts are on to ascertain the intended recipient of the weapons and to determine other details of the cross-border network, they added.

The officials said that meanwhile, security forces have launched a search operation in Marlog and Lodra forests in Basantgarh area of Udhampur district after receiving information about the movement of three suspected terrorists.

A search operation was underway when last reports were received.

Kanpur, Feb 19: A 65-year-old umpire died while several players were injured after a swarm of bees attacked them during a cricket match in Unnao district, police said on Thursday.

A top office-bearer of the Kanpur Cricket Association, which organised the game, confirmed the incident that took place at Sapru Maidan in the Shuklaganj area on Wednesday evening.

According to police officials, Manik Gupta from Kanpur was officiating as the umpire of the cricket match when a swarm of bees suddenly attacked the players and officials present on the ground, triggering panic. Players and spectators ran for cover to save themselves.

Eyewitnesses said Gupta sustained serious injuries in the attack and fell unconscious. He was initially taken to a private hospital in Shuklaganj and later referred to Lala Lajpat Rai Hospital in Kanpur as his condition deteriorated. Doctors at this hospital declared him dead.

Another umpire and around 15 to 20 players also suffered bee stings, police said.

In an official confirmation of the incident, S N Singh, president of the Kanpur Cricket Association, told PTI that umpire Manik Gupta died after being attacked by a swarm of bees during a cricket match in Unnao.

When Gupta was being rushed to the hospital, bees were still clinging to his face and body, Singh said, underscoring the intensity of the attack.

He conveyed heartfelt condolences on behalf of the association, stating that it stands firmly with the bereaved family in this hour of grief.

New Delhi, Feb 19: Prime Minister Narendra Modi on Thursday pitched for democratising artificial intelligence and making it a tool for inclusion and empowerment, saying humans must not become mere data points or reduced to raw material.

India, he said, believes that artificial intelligence will truly serve the good of the world when it is shared and its codes are open, asserting that the country does not fear AI but sees a fortune in it and a blueprint of tomorrow.

Addressing the India AI Impact Summit, Modi said, “We have to give an open sky to AI, but at the same time we have to keep the reins in our hands”.

“AI will make our systems smarter, more efficient and more impactful. It will open more opportunities for people to take up creative roles. It is a major opportunity for innovation, entrepreneurship and the creation of new industries,” he said at the event attended by world leaders and CEOs of leading companies.

“Some countries believe that AI should be developed in a confidential and closed manner. But India is different. We believe AI will truly serve the good of the world when it is shared and its codes are open. Only then will millions of young minds be able to improve it further,” he said.

Modi said there are two kinds of people in the world today- those who see fear in AI and those who see fortune in AI.

“I proudly and responsibly say that we do not see fear. India sees fortune in AI, India sees a future in AI. In AI, India sees opportunity and the blueprint of tomorrow,” he asserted.

He said the expo is taking place in India, which represents one sixth of humanity, and a country with the world’s largest young population and a hub of the largest tech talent pool.

“Artificial intelligence marks a transformative chapter in human history. India is not just a part of the AI revolution, but is leading and shaping it,” he said.

The prime minister said India not only builds technology but also adopts it at an unprecedented pace.

“Some people have doubts about new technology. But the way the younger generation is embracing AI is unprecedented. There has also been tremendous enthusiasm here regarding the AI Summit exhibition,” he said.

“In the course of human history, there have been certain turning points that shaped entire centuries. These turning points set the direction of civilisation and transform the pace of development. Artificial intelligence is one such transformation in history,” he noted.

The world leaders attending the summit at the Bharat Mandapam include French President Emmanuel Macron, Brazil President Luiz Inacio Lula da Silva, Sri Lanka President Anura Kumara Disanayaka and Bhutan Prime Minister Tshering Tobgay.

Modi said India builds new technology and also adapts it rapidly but the real question in not what AI can do in future, “it is what can we do with AI in the present”.

He said AI is a transformative power; if it strays away from its goals, it will lead to destruction and if used well, it will give solutions.

“Welfare and happiness of all is our benchmark for AI to ensure that humans don’t become a data point or raw material, we have to democratise AI. We have to give an open sky to AI, but at the same time we have to keep the reins in our hands,” he said.

The prime minister said AI is making machines intelligent and at the same time, it is multiplying human capabilities many times over.

India’s perspective on AI is reflected in the theme of this summit which is welfare and happiness for all, he said.

Modi said the present journey from machine learning to learning machine is not only rapid, but also profound and extensive.

“Therefore, we must keep our vision grand and fulfil our responsibility with equal magnitude. Along with the present generation, we must also be concerned about what form of AI we will hand over to the coming generations,” he said.

“It must be made a means of inclusion and empowerment, and especially in the Global South,” he said.

Modi also presented a vision for AI and named it as ‘MANAV’ (Human) with M standing for moral and ethical systems, A for accountable governance, N for national sovereignty, A for accessible and inclusive, V for valid and legitimate.

“We also have talent. We also have energy capacity and policy clarity. I am pleased to share with you that at this summit, three Indian companies have launched their AI models and applications.These models showcase the talent of our youth. They also reflect the solutions that India is offering to the world,” he said.

Mauritius Prime Minister Navinchandra Ramgoolam, Croatia Prime Minister Andrej Plenkovic, Serbia President Aleksandar Vucic, Seychelles Vice President Sebastien Pillay, Estonia President Alar Karis, and Finland Prime Minister Petteri Orpo were among others at the event.

OBC quota in local bodies envisaged, Govt informs House

Srinagar, Feb 19: The Jammu and Kashmir Government on Thursday informed the House that no final decision has yet been taken on reservation for Other Backward Classes (OBCs) in Panchayats and Urban Local Bodies (ULBs), even though such reservation is envisaged under the Jammu and Kashmir Local Bodies Laws (Amendment) Act, 2024, recently enacted by Parliament.

Replying to a question by MLA Sunil Kumar Sharma, the government said that the amendments in the 2024 Act provide for OBC reservation in both rural and urban local bodies.

The government further stated that a three-member Commission, headed by Justice (Retd.) Janak Raj Kotwal, was constituted to determine the OBC reservation quota.

“The recommendations of the Commission are currently under government consideration and no final decision has been taken yet,” the government added. —(KNO)

Srinagar, Feb 19: The government on Thursday informed the House that around 1.35 lakh willow trees have been felled in and around Wular Lake under a phased restoration plan, while over 19 lakh plants have been raised in the catchment area to mitigate the ecological impact.

In response to MLA Irshad Rasool Kar’s query, the Minister-in-Charge said that 1.91 lakh willow trees were identified for removal in the first phase under the Comprehensive Management Action Plan for Wular Lake. Of these, nearly 1.35 lakh trees have already been removed.

The government said, the exercise is not deforestation, but a habitat management measure aimed at restoring the lake’s natural wetland character.

It also said the plan does not provide for blanket removal and instead prescribes selective and need-based cutting aligned with ecological goals.

The Minister further informed the House that, total estimated number of willow trees in and around the lake stands between 19 and 21 lakh. “The removal, the government said, is being carried out in a phased and strategic manner based on management requirements.”

The government also disclosed that the tree removal has generated approximately Rs 31.95 crore in revenue so far. The entire amount has been deposited under government receipts in accordance with financial rules.

“On compensatory measures, the government said, more than 19 lakh plants have been raised in the Wular catchment since the establishment of the Wular Conservation and Management Authority in 2012.”

They said, in the Bandipora catchment alone, over 2,900 hectares have been treated through afforestation, plantation and soil conservation works. These measures, they said, aim to stabilise slopes, control erosion and reduce sediment flow into the lake as part of the larger restoration effort. —(KNO)

Srinagar, Feb 19: The Government on Thursday informed the legeslative assembly that the Northern Railway is undertaking final location surveys for four new railway lines in Kashmir Valley, while assuring that landowners will be duly compensated as per law once the projects are sanctioned.

Replying to an Assembly question tabled by MLA Javid Hassan Baig regarding railway expansion, the Transport Department said the proposed new lines include Baramulla–Uri, Sopore–Kupwara, Anantnag–Bijbehara–Pahalgam and Kakapora–Shopian.

The government said, the alignment of the proposed lines has been finalised in consultation with the concerned district administrations. “The land requirement for these projects has been assessed and, if sanctioned, compensation will be provided to landowners as per applicable laws for the acquisition of land, trees and structures.”

“On concerns about diversion of fertile agricultural land and rehabilitation of affected farmers, the government reiterated that compensation will be paid in accordance with legal provisions during the project execution stage,” the reply said.

Regarding environmental safeguards, the reply stated that once the projects are sanctioned by the Government of India, all mitigation measures will be taken as per environmental policy and the latest guidelines to address issues such as deforestation, soil erosion, water resource disruption and ecological imbalance.

The government further said, coordination with the Government of India and Indian Railways will be maintained during project execution to ensure necessary mitigation measures are implemented to minimise social and environmental impact.

It added that district administrations will remain involved during the execution stage to address local concerns and ensure adherence to prescribed norms for environmental and social safeguards. —(KNO)

Srinagar, Feb 19: The Government on Thursday informed the legislative assembly that around 70,000 persons, mostly youth, are involved in substance use in Kashmir, out of which nearly 50,000 are heroin users, largely through the intravenous route.

Replying to a question tabled by MLA Javid Riyaz, the Health & Medical Education Department said Jammu & Kashmir, like many other regions of the country, is confronted with the menace of narcotic drugs and psychotropic substances, posing serious social and public health concerns.

The government said, it has adopted a multi-pronged strategy to tackle the issue, including awareness campaigns, preventive interventions, strengthening enforcement mechanisms and expansion of treatment and rehabilitation facilities.

It said that, as per a joint survey conducted in 2022 by the Health Department and Social Welfare Department in 10 districts of Kashmir, around 70,000 persons were found to be involved in substance use.

The reply further said, a network of de-addiction and rehabilitation centres has been established across the Union Territory, including facilities in District Hospitals, Government Medical Colleges, and police-run centres. So far, around 69,000 patients have been provided treatment and rehabilitation services in various addiction treatment facilities across J&K.

The government also informed the house that, free services, including OPD/IPD care, emergency services and Opioid Substitution Therapy (OST), are available at Medical Colleges and District Hospitals through Addiction Treatment Facilities (ATFs).

“At present, 1,864 clients are registered, with 358 active beneficiaries receiving treatment.”

They added that Mental Health and Addiction Medicine Clinics have been operationalised to provide specialised care, while awareness and IEC campaigns are being conducted under NHM, NMHP, NAPDDR and Nasha Mukt Bharat Abhiyan in schools, colleges, and community settings.

“The Drug Control Organization is enforcing the Drugs & Cosmetics Act, 1940, and has conducted 518 awareness programmes during 2025–26 (till December). Helpline 104 has also been publicised for immediate assistance and counselling,” the government said.

The government further added that it is committed to strengthening de-addiction counselling and rehabilitation infrastructure, particularly in rural and vulnerable areas. IMHANS Kashmir and Government Medical Colleges are expanding services, while inpatient facilities are being established to provide specialised care.

“Addiction Treatment Facilities at GMC Anantnag, Handwara and Srinagar are fully functional, offering counselling, OST programmes, outreach and referral mechanisms. GMC Baramulla has been sanctioned Rs 5 crore for a dedicated de-addiction building, while Drug Treatment Centres are operational to provide structured treatment and follow-up care.”

The government said, institutional mechanisms for prevention, treatment, and rehabilitation are in place and efforts are being strengthened in a systematic manner to address drug abuse among youth in J&K.—(KNO)
