IGP Kashmir reviews security preparedness for smooth conduct of KIWG 2026 at Gulmarg

Srinagar, Feb 18: Inspector General of Police (IGP) Kashmir Zone, Vidhi Kumar Birdi on Wednesday chaired a high-level security conference in connection with upcoming events in Gulmarg.

During the meeting, comprehensive deliberations were held on security arrangements, area domination, deployment plans, access control measures, traffic regulation, emergency response mechanisms, crowd management and inter-agency coordination to ensure smooth and secure conduct of upcoming events.

The IGP Kashmir directed all agencies to maintain close synergy and ensure foolproof security arrangements. The officers reiterated their commitment to ensure that the upcoming events are conducted in a safe, secure and well-coordinated manner.

The meeting was attended by DIG-P NKR Baramulla Maqsood ul Zaman, Commander 79 Mountain Brigade and senior officers from Indian Army/ RR, CAPFs, civil administration, intelligence agencies, Tourism Department, Fire & Emergency Services, Health Department and District Police Baramulla.

Notably, the world famous ski resort Gulmarg is set to host 6th edition of Khelo India Winter Games 2026 from February 23 to 26. The first leg of KIWG 2026 was held in Ladakh from January 20 to 26. Gulmarg will see four medal events – Ski mountaineering, Alpine skiing, Nordic skiing (cross-country) and snowboarding.

Srinagar Feb 18: Following the announcement of dates for the commencement of 2nd leg of the 6th Edition of the Khelo India Winter Games at Gulmarg, Divisional Commissioner Kashmir Anshul Garg chaired a comprehensive meeting to review preparations for the smooth and successful conduct of the national sporting event.

The meeting was attended by Deputy Commissioner Baramulla, Commissioner SMC, SSP Traffic Srinagar, SSP Security, SSP Traffic Rural, Secretary, J&K Sports Council, CEO GDA, RTO, and officers from various departments including Information, Health, PHE, KPDCL, Transport, Hospitality & Protocol, Tourism, Cable Car Corporation, IMD, ULB, RDD, Rural Sanitation, Doordarshan, and other concerned agencies.

At the outset, Secretary, J&K Sports Council gave a detailed presentation covering the number of participants, expected VIP attendance, scheduled events, accommodation availability, transportation plans, cultural programmes, and promotional activities.

While chairing the meeting, the Divisional Commissioner reviewed a wide range of arrangements, including the arrival of participants at Srinagar Airport, transportation logistics to Gulmarg, accommodation facilities, and essential services such as electricity, drinking water, sanitation, mobile network connectivity, and critical healthcare services. He stressed the need for seamless coordination among all departments.

Emphasizing synergy and accountability, he directed the appointment of nodal officers for specific roles and assignments. He also ordered the activation of a joint control room to facilitate effective communication among stakeholder departments and ensure timely dissemination of information, further strengthening interdepartmental coordination.

The Divisional Commissioner instructed the Chief Medical Officer to ensure the availability of an ECG machine at Gandola, deployment of medical teams, and placement of a critical care ambulance at the venue. He also called for maintaining cleanliness and sanitation at the venues and along the route from Srinagar Airport to Gulmarg.

Highlighting safety measures, he directed an increase in the number of Avalanche Rescue Team members for immediate response to any hazard and emphasized the mandatory use of anti-skid chains by vehicles operating on Gulmarg-Tangmarg road.

Also, he instructed the Director Tourism to leverage the event to promote tourism activities and boost tourist footfall in the region.

Srinagar, Feb 18: Continuing its firm action against drug trafficking and substance abuse, Police have arrested three drug peddlers in separate operations in in Pulwama & Shopian and seized substantial quantities of contraband substances from their possession.

A police party of PS Litter during naka checking intercepted a vehicle bearing registration No. JK13J-1331 at Gudoora Crossing. During search, a carry bag containing approximately 750 grams of charas powder-like substance was recovered. The driver of the vehicle identified as Mudasir Ahmad Malik, son of Ghulam Mohidin Malik, resident of Tahab was arrested and the vehicle used in the commission of the offence has also been seized.

In another operation, a naka party of PS Pulwama apprehended a drug peddler identified as Farooq Ahmad Mir, son of Gh Mohd Mir, resident of Rakhi Shilwat Sumbal Bandipora, at Gudoora crossing. During search, approximately 137.5 grams of heroin-like substance was recovered from his possession.

In Shopian, acting on specific information, Police Station Keller registered a case under FIR No. 06/2026 of NDPS Act and obtained a search warrant from competent authority. A team from Police Station Shopian accompanied by the Executive Magistrate, raided the house of Bashir Ahmad Dar, resident of Vishroo Payeen Keller. During search, 1.880Kgs of Charas and 8.570Kgs of Cannabis-like substance was seized and accused was arrested on spot and further investigation has been initiated.

Accordingly, cases under relevant sections of law have been registered at respective police stations and investigations have been initiated.

Jammu, Feb 18: In continuation of its unwavering commitment to safeguard public health and ensure consumer safety, on the directions of the Chief Minister Omar Abdullah, on the eve of Ramadan , the enforcement team of the Food Safety Organisation (DFCO), Jammu Division, conducted a surprise inspection at the premises of M/s India Fish Company, Warehouse, Jammu and seized & destroyed decomposed and unsafe 5 quintal meat & 6000kg raw fish, under supervision of Smita Sethi, Commissioner, Food and Drug Administration Jammu & Kashmir.

The inspection was led by the Deputy Commissioner, Food Safety Division, Jammu, along with a team of Food Safety Officers duly assisted by District Administration, J&K Police and Jammu Municipal Corporation.

During the inspection, the team unearthed a massive consignment of suspected unsafe fish, including approximately 150 cartons of raw fish measuring around 6000 kgs that had been transported by road from Andhra Pradesh on 10/02/2026 without adequate refrigeration and proper temperature control. Surveillance samples of the fish were drawn for analysis. Preliminary findings indicated that the consignment was unsafe for human consumption.

Additionally, approximately 500 kgs of decomposed meat were seized on the spot at the cost of the Food Business Operator (FBO). The meat was found to be rotten, spoiled, deteriorated, and emitting a putrid and foul smell, rendering it unfit for human consumption.

Legal action has been initiated under the provisions of the Food Safety and Standards Act, 2006 (FSS Act). The FBO has been booked for violation of the Prohibitory order issued in the matter and other sections of the Food Safety Act ,2006 and Regulations of 2011, including maintaining insanitary conditions, storage and supply of unsafe food etc. The licence of the establishment stands liable for cancellation. Further action has been taken under Sections 56 and 58 of the FSS Act for gross violations, including failure to maintain the mandatory temperature chain.

Commissioner FDA J&K, Smita Sethi, reiterated that the Legal action has been initiated under the provisions of the Food Safety and Standards Act, 2006 (FSS Act)Minister H&ME Department Madam Sakina Itoo is monitoring the actions of the department has given clear directions of zero-tolerance against food adulteration, unsafe and insanitary practices. She has strictly directed all Enforcement Officers of DFCO J&K to intensify inspections across all districts and divisions to curb such malpractices and ensure strict implementation of the FSS Act, 2006, in letter and spirit.

The Department has expressed serious concern over the increasing instances of adulteration and improper storage of frozen non-vegetarian products, particularly during the summer season, which pose significant health risks, including food poisoning, hepatitis, cancer, and other life-threatening diseases.

The enforcement drive will continue across markets at block, district, and divisional levels to ensure the availability of safe, pure, and quality food products including meat, fish, milk, milk products, sweets, juices, and other consumables special vigilance shall be maintained during Holy month of Ramadan. Prohibition Orders have already been issued directing food business operators to maintain proper refrigeration for milk and non-vegetarian items, and strict compliance is being monitored.

During the inspection, the team also conducted on-the-spot awareness sessions for Food Business Operators and consumers, emphasizing the importance of maintaining temperature control for frozen products and strictly avoiding the use of unpermitted colours in food items.

The Department appeals to the general public to remain vigilant. In case of any suspected adulteration or unsafe food practices, especially concerning frozen meat, raw fish, or other non-vegetarian products, citizens are requested to immediately inform the Department on Toll-Free Number 104 for prompt action and redressal.

The Office of the Deputy Commissioner, Food Safety Jammu, remains firmly committed to protecting consumer health and will continue its campaign against adulteration and unsafe food practices until this menace is eradicated.

Katra, Feb 18: Lieutenant Governor Manoj Sinha on Wednesday assured that the ongoing ropeway project and related infrastructure developments in Katra will not affect the livelihoods of local residents.

Speaking during the foundation—laying ceremony of the Shankaracharya Temple, LG Sinha, as per the news agency—Kashmir News Observer (KNO), said the Shrine Board has taken full responsibility to construct a clean and green city for the development of the people of Katra, ensuring that no one’s livelihood will be affected, he said.

He reiterated the board’s commitment to sustainable and inclusive growth.

Drawing comparisons with iconic spiritual and cultural landmarks, saying, “Just like Somnath Mandir and Statue of Unity, here too a museum will be built along with a narmitti (holy water) site, so devotees from all over the country can visit and experience it.”

He also highlighted accessibility challenges for pilgrims visiting Devi Mata Vaishno Devi and Bhagwan Bholenath, noting that many devotees found it difficult to reach these sacred sites. “On the ropeway project and other infrastructure developments, he stressed that the livelihood of local people of Katra will not be affected.”

LG Sinha also discussed the collaborative efforts of the Jammu & Kashmir government and the Shrine Board, mandated by an empowered committee of the NGT, to rehabilitate local service providers, particularly people from Pithu, in a phased manner, ensuring their daily income remains secure.

Highlighting the Shrine Board’s past and ongoing initiatives, he said the Board took responsibility during floods, providing relief, health camps and essential supplies, reflecting a long-term commitment to community welfare.

“Fifteen schools have been constructed in Katra and nearby areas to support education post-flood. Last year, five new temples were built and five more are planned to provide spiritual access to local villages. An international museum of the goddess is under construction in Katra to enrich the cultural and spiritual experience,” he added.

LG Sinha also stressed the development of Katra as a clean, green, and spiritually vibrant city, integrating infrastructure, tourism, and urban planning while ensuring that local livelihoods continue unharmed.

Jammu, Feb 18: Saffron production in Jammu and Kashmir has declined from 23.53 metric tonnes in 2023–24 to 19.58 metric tonnes in 2024–25, according to official data.

In a written reply to a question raised by National Conference MLA Hasnain Masoodi, Deputy Chief Minister Surinder Kumar Choudhary said that the total area under Saffron cultivation in the Union Territory has remained constant at 1,116.27 hectares, but output and productivity have fluctuated.

According to the data shared in the House, Saffron production stood at 17.33 MT in 2020–21, fell to 14.87 MT in 2021–22 and 14.94 MT in 2022–23, before registering a sharp rise to 23.53 MT in 2023–24.

It again declined to 19.58 MT in 2024–25, it said.

Average productivity as per traditional and rejuvenated combined improved from 4.02 kg per hectare in 2022–23 to 6.33 kg per hectare in 2023–24, but slipped to 5.27 kg per hectare in 2024–25, it added.

He further said that Saffron exports during 2024–25 were recorded at 17.82 MT, down from 20.47 MT in the previous year.

The value of Saffron production during the year stood at Rs 534.53 crore, while export earnings were pegged at Rs 486.43 crore, he said.

Providing details of the traditional (non-rejuvenated) Saffron areas, the deputy chief minister said production from these fields was 5.02 MT in 2024–25, with a productivity of 4.5 kg per hectare.

In the previous year, production from traditional areas was 5.44 MT with a productivity of 4.87 kg per hectare, he said.

He said efforts are being made to stabilise and enhance saffron productivity through improved agronomic pracatices and rejuvenation measures.

Srinagar, Feb 18: MLA Zadibal and Chief Spokesperson of the Jammu & Kashmir National Conference, Tanvir Sadiq, today delivered a comprehensive and hard-hitting intervention in the Legislative Assembly on the grants of Chief Minister Omar Abdullah, raising serious concerns over discrimination against credible newspapers, the worsening garbage crisis in Srinagar, delays in rehabilitation of Dal Lake dwellers, and urgent structural reforms needed in urban governance.

Opening his remarks with the powerful verse, “Nigah buland, sukhan dil-nawaz, jaan pur-soz — yehi hai rakht-e-safar, mir-e-karwaan ke liye,” Sadiq congratulated Hon’ble Chief Minister Omar Abdullah and his team of officers for their leadership and vision.

He also lauded the historic achievement of the Jammu & Kashmir cricket team in reaching the Ranji Trophy final, terming it a moment of pride and a positive omen for the region. He urged the government to formally felicitate them.

Sadiq revealed shocking irregularities uncovered through his unstarred Assembly question regarding the allocation of government advertisements. He pointed out that government advertisements are being disproportionately allocated to obscure and largely unread publications such as Fish Eye, Lake View, Bargi, Chinar, Bekhouf Shankh, Jumbo, Young Organizer, Bhumi, Rehbar, Nograan, Teesri Ankh, and Teesri Duniya Kashmir.

In contrast, leading and widely respected media institutions—including Gulistan TV, News18, Greater Kashmir, Excelsior, State-times, Rising Kashmir, Kashmir Uzma, Kashmir Times, Kashmir Life, Aftab, and Srinagar Times, Tameel Irshad and others have been comparatively neglected.

He questioned the criteria behind advertisement allocation, asking whether decisions are based on readership and credibility or proximity and favoritism. Sadiq demanded a review and reform of the 2020 Advertisement Policy to ensure transparency, fairness, and equal treatment.

He further called for pension benefits for accredited journalists, noting that many Indian states already provide such social security, and stressed the need to introduce journalism courses from the 10+2 level to strengthen professional standards.

Highlighting the alarming waste management crisis in Srinagar, Sadiq emphasized the urgent need to move beyond outdated dumping practices. He strongly advocated adoption of the Refuse-Derived Fuel (RDF) model, which converts waste into fuel for cement plants.

“This is a scientifically proven solution that addresses both waste disposal and energy needs. The delay is administrative, not technical. We must act now,” he said.

Sadiq expressed deep concern over the slow pace of rehabilitation of Dal Lake residents, particularly in Mir Behri. Despite identification of nearly 400 structures and policy acceptance of rehabilitation, only about 150 allotments have been made, with barely half the beneficiaries receiving support.

He pointed out that affected families are unable to process basic revenue mutations due to lack of ownership clarity, causing severe financial and legal distress.

He reiterated his demand for development of a Tourist Village in Dal Lake, ease of registration processes, and infrastructure projects like the Khushalsar Boardwalk to promote eco-tourism and livelihoods.

Sadiq highlighted structural discrimination against Srinagar due to NABARD’s rural funding limitations and called for dedicated urban funding mechanisms through CRF, AMRUT expansion, and special urban infrastructure packages.

He emphasized the need for vertical housing development to reduce land costs and address urban housing shortages, and called for creation of an Urban Commission to address sewerage, drainage, and infrastructure challenges.

He also demanded urgent action on key issues including allocation of the Leper Hospital, construction of J&K House in Delhi.

Raising a matter of grave concern, Sadiq highlighted the disappearance of a historic chandelier at Hazratbal Shrine, reportedly of Czechoslovakian origin, and demanded a thorough investigation and accountability.

In a sharp political remark, Sadiq cautioned the opposition against distorting historical facts, stating:

“Tum se pehle wo jo ik shakhs yahan takht-nasheen tha,
Us ko bhi apne khuda hone pe itna hi yaqeen tha.”

He added, “Power is temporary. History is permanent. Leadership must remain grounded in truth and accountability.”

Jammu, Feb 18: Jammu & Kashmir Government on Wednesday said that the issue to enhance the upper age limit for candidates appearing in the Jammu & Kashmir Combined Competitive Examination (JKCCE) is under examination.

In response to cut motion of MLA Handwara Sajad Gani Lone, the Minister in-charge General Administration Department said that issue is under examination to assess its feasibility in light of the existing provisions of the Jammu & Kashmir Combined Competitive Examination 2018 Rules, overall service requirements, cadre management considerations, and comparative recruitment standards followed in other jurisdictions.

The Government said that prior to the issuance of SRO 103 of 2018, the upper age limit for appearing in the Combined Competitive Examination was 30 years for Open Merit candidates and 32 years for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and those holding a civil post in the state in a substantive capacity or having served in a temporary post continuously for at least three years.

The Minister said that Rules unveiled in 2018 prescribed 32 years upper age limit for Open Merit category candidates, 34 years for reserved categories and in -service candidates and 35 years for physically handicapped candidates. —(KNO)

Srinagar, Feb 18: The Rehmat-e-Alam Hospital building at Sarnal in south Kashmir’s Anantnag district has been declared unsafe, and the government has no plans to conduct a fresh safety audit because retrofitting the structure would cost more than constructing a new facility, government told the House on Wednesday.

In a written reply to a question, the government said, “Rehmat-e-Alam Hospital building at Sarnal Anantnag has been declared unsafe by IIT Jammu vide report dated 07-06-2021.”

The reply added that there is currently no proposal to conduct a safety audit of the building.

“As of now, there is no proposal for conducting Safety Audit of the building as retrofitting cost of the existing building surpasses the cost for construction of New Building as suggested by NIT Srinagar,” the government said.

It further cited an assessment by the Design Inspection and Quality Control wing and the Chief Engineer, Public Works (Roads and Buildings) South Kashmir, stating that the structure is not viable.

“Besides, the report of the DIQC/Chief Engineer, PW (R&B) South, Kashmir, indicates that the existing building structure has been assessed as non-viable, notwithstanding the retrofitting cost estimated at around Rs 37.00 crore,” the reply said.

The Health and Medical Education Department took over the Rehmat-I-Alam Hospital from a local trust (Rehmat I – Alam) in 2017, including its assets and liabilities.

This acquisition was part of an initiative launched in 2015 to relocate the Maternity and Child Care Hospital (MCCH) from its unsafe and congested Sherbagh premises to the KP Road facility.

However, 11 years later, the project remains incomplete, with construction stalled for over five years.

The original structure, comprising two floors built by the trust two decades ago, was slated for expansion with two additional floors.

Initially, the Jammu and Kashmir Housing Department commenced construction before transferring the project to the Jammu and Kashmir Project Construction Corporation Limited (JKPCC) and later to Public Works Department (PWD)- R&B.

Despite multiple setbacks, the departments nearly completed the structure, spending Rs 6 crore out of the sanctioned Rs 13 crore.

However, minor portions, including parts of the truss, remained unfinished when the work was halted due to safety concerns.

In response to safety concerns, IIT Jammu was tasked with conducting an audit of the building at a cost of Rs 20 lakh.

 After a year-long study, the institute concluded that the structure failed to meet safety criteria. It recommended retrofitting and jacketing of vital beams and columns on the first two floors.

A subsequent audit by the National Institute of Technology (NIT) Srinagar, conducted with a budget of Rs 23 lakh, confirmed similar findings.

The initial estimated cost of strengthening the structure was Rs 6.5 crore, later revised to Rs 8.5 crore by the Design Inspection Quality Control (DIQC) department, which also recommended reinforcing underground work.

JKPCC later projected a total cost of Rs 20 crore, including retrofitting, electrical, mechanical, and interior finishing work.

In May 2023, the Health and Medical Education (H&ME) Department granted administrative approval to strengthen the building and complete pending work.

The department outlined the costs at Rs 18.57 crore for pending construction and Rs 6.51 crore for shear walls, jacketing, and Variable Frequency Drives (VFDs).

 However, no further progress was made.

With JKPCC now defunct, the Public Works Department (PWD) took over the project and re-estimated the cost, adding Rs 37 crore for retrofitting, central heating installation, and finishing work.

 An official said that restarting the work would require revised administrative approval.

“Yes the building does not meet post-2005 earthquake safety standards for hospital use and needs strengthening,” the official said.

 He expressed concerns over the apparent waste of Rs 13 crore spent so far.

Given that the hospital has around 30 Kanals of land, officials believe it remains a viable site for future healthcare expansion.

“The health department should take ownership of the structure and put it to appropriate use,” an official said.

 The Jammu and Kashmir government is now planning to construct a 249-bedded Maternity and Child Care Hospital (MCCH) in Anantnag, in the premises of Mrza Afzal Beg Memorial- (MAMB)- GMC Anantnag Janglatmandi hospital premises.
