NIA carries out raid at retired govt employee’s residence in Srinagar

Srinagar, Feb 17: National Investigation Agency (NIA) on Tuesday carried out searches at the house of a retired government employee in Srinagar, reports said.

As per news agency PTI, the raids were conducted in connection with a terrorism case registered in 2024.

Quoting officials, it said the searches were conducted at the residence of Nazir Ahmad Bhat in the Mehjoor Nagar area of the city.

Further details were awaited as the search operation was still going on.

No proposal to waive power bill arrears of small, marginal farmers in J&K: Govt

Jammu, Feb 17: The Jammu and Kashmir Government on Tuesday informed the Jammu and Kashmir Legislative Assembly that there is no proposal under consideration to waive off outstanding electricity usage charges or arrears for small and marginal farmers in the Union Territory.

In a written reply to a question raised by Prof. Gharu Ram, Minister In-charge, Power Development Department (PDD), stated that the government does not intend to waive electricity arrears.

The House was informed that the DISCOMs are already providing electricity supply to the agriculture sector at heavily subsidised tariff rates. (KNC)

Over 17.27 lakh kanals of state land encroached in J&K, 14.29 lakh recovered: Govt informs house

Srinagar, Feb 17: The Government on Tuesday informed the House that over 17.27 lakh kanals of state land have been encroached across Jammu and Kashmir, of which over 14.29 lakh kanals have been retrieved so far.

Replying to a question tabled by MLA Sham Lal Sharma regarding the status of encroached and retrieved state land, the Revenue Department told the House that in the Kashmir division, 3,27,198.50 kanals of state land have been encroached, of which 2,16,912.98 kanals have been retrieved.

It stated that in the Jammu division, 14,00,049.66 kanals of land have been encroached, while 12,12,287.44 kanals have been retrieved.

In total, 17,27,248.16 kanals of state land were found encroached across J&K, of which 14,29,200.42 kanals have been retrieved. —(KNO)

PM Modi welcomes French President Macron; talks in Mumbai today, Delhi visit on Wednesday

New Delhi, Feb 17: Prime Minister Narendra Modi on Tuesday extended a warm welcome to French President Emmanuel Macron, expressing confidence that the high-level visit will take the India–France strategic partnership to new heights.

Highlighting the importance of the visit, Modi said engagements in Mumbai and later in Delhi would provide fresh momentum to bilateral ties. He reaffirmed that cooperation between India and France would not only benefit the two countries but also contribute positively to global progress.

Prime Minister Narendra Modi is scheduled to meet President Macron in Mumbai late this afternoon. The French leader will then travel to Delhi on Wednesday for further official engagements.

In a post on X, Modi wrote: “Welcome to India! India looks forward to your visit and to advancing our bilateral ties to new heights. I am confident that our discussions will further strengthen cooperation across sectors and contribute to global progress. See you in Mumbai and later in Delhi, my dear friend @EmmanuelMacron.”

Earlier, Macron posted on X while en route to India: “En route to India! Three days from Mumbai to New Delhi to take our strategic partnership even further. On board with me: business leaders and the economic, industrial, cultural and digital players who give real, tangible life to the ties between India and France. Together, we will go even further in our cooperation. See you tomorrow, my dear friend @NarendraModi.”

The Ministry of External Affairs also welcomed the French President. MEA spokesperson Randhir Jaiswal said on X, “Towards a stronger India-France strategic partnership! Warm welcome to the President @EmmanuelMacron of the French Republic.” He added that the French President was received at the Mumbai airport by the Governor of Maharashtra and Gujarat, Acharya Devvrat and Chief Minister of Maharashtra.

Jammu, Feb 17: The Jammu and Kashmir Legislative Assembly on Tuesday paid obituary reference to former Minister Peerzada Ghulam Ahmad Shah during the ongoing session in Jammu.

Speaker Abdur Rahim Rather made a reference to the sad demise of the former minister, following which members of the House observed a two-minute silence as a mark of respect to the departed soul.

Meanwhile, condolences were also expressed over the sad and untimely demise of Sh. Brij Mohan Sharma, former MLC and Vice President JKNC Jammu Province. In a condolence message, it was stated, “Deeply shocked on the sad and untimely demise of Sh. Brij Mohan Sharma, Ex-MLC & Vice President JKNC Jammu Province. May the noble soul of the departed rest in peace and give strength to the family members to bear this irreparable loss.” (KNC)

175 people fall ill after consuming ‘contaminated’ food in Jharkhand

Medininagar, Feb 17: At least 175 people, most of them children, fell ill after they allegedly consumed contaminated food at a fair in Jharkhand’s Palamu district, officials said on Monday.

The incident was reported from Dwarka village under the Panki Police Station limits when these people became sick due to “food poisoning”, Palamu Civil Surgeon Dr Anil Kumar Shrivastav said.

Most of the patients were suffering from vomiting, diarrhoea, and abdominal pain since Sunday night, another official said.

“Altogether, 175 people were admitted to the Panki Community Health Centre (CHC), but now only 22 of them are undergoing treatment. The initial symptoms indicate food poisoning. The exact cause will only be ascertained after the investigation reports come,” Shrivastav said.

These people consumed contaminated food items at a fair organised on the occasion of Mahashivratri, another official said.

The health department arranged for additional medicines and medical personnel, and the affected children were being continuously monitored, the civil surgeon said.

“I have instructed the doctors to ensure proper treatment for the patients and make sure medicines, beds, and medical staff are available as required,” he said.

The health department is fully alert and prepared to deal with any emergency situation, another official said.

The Mahashivratri fair was organised in the Raghua Khad area of Dwarka, and people from Dwarka, Yadav Tola, Jamuatand, and several surrounding villages attended.

3 killed, including suspect, in shooting during Rhode Island youth hockey game

Rhode Island, Feb 17: Three people, including the suspect, were fatally shot during a Rhode Island youth hockey game Monday, authorities said.

Pawtucket Police Chief Tina Goncalves told reporters that three other victims are hospitalized in critical condition.

“It appears that this was a targeted event, that it may be a family dispute,” she said. Goncalves did not provide details about the suspect or the ages of those who were killed, though she said it appeared that both victims were adults.

Authorities were continuing to try to piece together what happened and speak with witnesses, she said.

The shooting happened at Dennis M. Lynch Arena in Pawtucket, a few miles outside Providence.

Outside the arena, tearful families and high school hockey players still in uniform could be seen hugging before they boarded a bus to leave the area. Roads surrounding the arena were shut down as a heavy police presence remained and helicopters flew overhead.

Pawtucket is nestled just north of Providence and right under the Massachusetts state border. A town of just under 80,000, Pawtucket had up until recently been known as the home to Hasbro’s headquarters.

All efforts on to ensure speedy execution of development works: Deputy CM

Jammu, Feb 16: Deputy Chief Minister, Surinder Choudhary on Monday reiterated government’s determination towards ensuring people-centric governance in Jammu and Kashmir.

The Deputy Chief Minister, as per an official statement, was interacting with various public and individual delegations at the Civil Secretariat, Jammu.

During the interaction, the Deputy Chief Minister said that all efforts are being made to ensure timely completion of developmental projects and prompt service delivery across all government offices.

The delegations who called on the Deputy Chief Minister hailed from Kishtwar, Rajouri, Jammu, Kathua, Baramulla, Srinagar, Ganderbal and other districts of Jammu and Kashmir. They raised issues pertaining to construction of roads, bridges and culverts, mining-related matters, concerns of the labour class, employee-related issues and other public demands.

The Deputy Chief Minister assured the delegations that all their genuine issues would be taken up with the concerned departments for prompt redressal.

“Our agenda is to ensure time-bound grievance redressal and seamless relief to the people,” he said.

Bormio (Italy), Feb 16: India’s top alpine skiier Arif Mohammad Khan finished 39th in the men’s slalom event after two combined runs in the Milan Cortina Winter Olympic Games here on Monday.

Khan clocked a combined time of 2 minute 41.60 seconds to take the last spot among those who completed both the two runs at the Stelvio Ski Centre, to log India’s best-ever finish in men’s slalom event at the Winter Olympics.

He was 44th out of 96 competitors in run one with a time of 1:22.12 and 39th in run two with a time of 1:19.48, giving him a combined time of 2:41.60 for a 39th place finish.

Kishore Ratna Rai’s 49th-placed finish with a time of 2:52.21 at the 1988 Winter Olympics in Calgary was the previous best among Indian men..

India’s best slalom finish at the Winter Olympics, however, belongs to Shailaja Kumar, who finished 28th after clocking 2:52.27 in the women’s event in Calgary 1988.

The 35-year-old Khan’s combined time was 47.99 more than the gold winner Loic Meillard of Switzerland, who clocked 1:53.61.

Fabio Gstrein of Austria finished second with a time of 1:53.96 while Henrik Kristoffersen of Norway took the bronze with 1:54.74.

Brazil’s Lucas Pinheiro Braathen, who had made history by clinching the giant slalom even on Saturday as he became the first athlete from South America to win a medal at a Winter Olympics, failed in his bid to win another gold. His ski slipped out on a fast first run.

Slalom is a high-speed technical alpine skiing or snowboarding discipline where competitors race down a, slope, navigating a zigzag course marked by closely spaced, alternating, sets of poles or “gates”..

It is the fastest-turning event in alpine skiing, requiring quick, short turns to achieve the fastest combined time across two runs.

Failure to pass through any gate in Run 1 results in a DNF (Did Not Finish), which means the athlete cannot start the second run. Missing a gate or crashing off course in Run 2 also leads to a DNF, making the skier ineligible for a final classification.

Each competitor gets two runs, and the final rankings are based on the combined time from both attempts — the lower the total time, the better the result.

This was Arif Khan’s second Winter Olympics appearance.

At Beijing 2022, he had failed to finish in men’s slalom but finished 45th in giant slalom — also India’s best-ever finish in the event at the Winter Olympics.

Khan had turned to crowdfunding for the Winter Olympic participation.

India’s campaign also ended after Khan’s event.

Earlier, India’s Stanzin Lundup had finished 104th in the men’s 10km freestyle cross-country skiing event.

Budgam farmers await enhanced compensation for Ring Road land despite High Court directions

Srinagar, Feb 16: Even as the revenue authorities have issued a fresh award in compliance with directions of the Jammu and Kashmir and Ladakh High Court for land acquired in Wathoora village of Chadoora for the Srinagar Semi Ring Road, the enhanced compensation has yet to be disbursed, the affected landowners said.

According to the order issued by the Collector Land Acquisitions, ACR Budgam, ìNearly 488 kanal (approximately 60 acres) of agricultural land in Wathoora was acquired in 2019 for the Ring Road project. While initial compensation was paid following a 2020 award, several landowners challenged the rates before the High Court, seeking reassessment. In judgments dated November 16, 2022, and September 2, 2025, the High Court set aside the final award insofar as it pertained to the petitioners and directed the Collector, Land Acquisition Budgam, to pass a fresh award.î

The court instructed that the date of the final award be treated as the relevant date for determining market value while applying the yardsticks under the Jammu and Kashmir Land Acquisition Act, Svt 1990.

It further directed that statutory benefits, including interest, be calculated from March 13, 2018, the date possession of the land was taken.

Special leave petitions (SLPs) filed by the Union Territory of Jammu and Kashmir before the Supreme Court were dismissed on December 1, 2023, and August 6, 2024, rendering the High Court judgment final.

Pursuant to the court directions, the Collector issued a fresh award ñ No DCB/LAS/2025-26/1127-29 on November 21, 2025.

The award pertains to writ petitions WP(C) No. 1274/2020 titled Gulzar Ahmad Akhoon and Others and WP(C) No 1726/2020 titled Abdul Salam Bhat and Ors versus UT of J&K and Others.

The land acquisition proceedings had originally been processed under the 1990 Act, with the Administrative Department, Revenue, a competent authority approving compensation at Rs 38 lakh per kanal for proprietary land measuring 211 Kanals and 9 Marlas (269 square feet) and Rs 32.76 lakh per kanal for Shamilat land measuring 21 Kanals and 7 Marlas (223 square feet), along with 15 percent Jabirana.

The final award was issued on August 11, 2020.

In the fresh award, the Collector adopted Rs 38 lakh per kanal as the base rate, inclusive of statutory benefits, 15 percent Jabirana, 6 percent interest for the first year (March 13, 2018, to March 13, 2019), and 10 percent interest thereafter until payment.

The order also adds that the 2020 stamp duty rate for irrigated agricultural land in the village was Rs 40.30 lakh per kanal and states that by adopting this rate, all prescribed yardsticks have been applied while determining market value.

The award further considers certain non-fruit-bearing tree cases that were authenticated but not previously awarded, as well as left-out land parcels forwarded by the Tehsildar, Chadoora, and subsequently authenticated by the NHAI Project Director.

Necessary corrigenda and addenda have been issued, and details of the concerned survey numbers have been tabulated as part of the order.

Despite the issuance of the fresh award in November 2025 and a formal request for over Rs 125 crore from NHAI to facilitate payment, the enhanced compensation, according to farmers, has not been released.

ìMore than three dozen affected families remain unpaid,î they said.

ìWe have a fresh award and court orders in our favour, but the payment has not been released,î said Nazir Ahmad, a landowner from Wathoora. ìWe handed over possession in 2018. It has been years, and we are still waiting.î

ìThe aggrieved landowners have been moving from one office to another for many years, seeking fair compensation.  They got some relief when the High Court granted a 20 percent enhancement in 2023. The award was prepared by the District Administration in November last year, but the NHAI has not released the compensation yet,î said Raja Muzaffar Bhat, a social activist from the area.

In December 2025, Union Road Transport and Highways Minister Nitin Gadkari said in a written reply that NHAI was coordinating with land acquisition authorities to ensure the timely disbursal of pending amounts.

However, affected families say the enhanced compensation has yet to reach them.

The 60.84-km Srinagar Ring Road, a flagship project under the Prime Ministerís Development Package for Jammu and Kashmir, is being executed in two phases.

The Phase I, spanning 42 km from Galander to Narbal, is nearing completion, while Phase II will cover the 18.84-km stretch from Narbal to Ganderbal.

Project Director NHAI Srinagar- Akashdeep Singh, however, said they are yet to receive the revised award from the revenue authorities.

ìOnce we get the award, we will issue the funds accordingly,î he said, adding he will still look into the issue.
