KPDCL announces power shutdown

Srinagar, Feb 16: The Kashmir Power Distribution Corporation Limited (KPDCL) on Monday said that due to some unavoidable maintenance work, the power supply in several part of Kashmir division will remain affected in coming days.

In a communication, Chief Engineer, Distribution, KPDCL said that the shutdown of 33 KV Sarnal-Akura line will be observed due to which power supply to Akura, Nanil, Aung, Adlash, Nambal, Chee, Prakashpora and adjoining areas will be affected from 09 AM to 03 PM on 17 February 2026.

Similarly, shutdown of 33 KV Potushai Nadihal line will be observed due to which power supply to the Nishat, Papchan, Ajas, SK Bala, Sadunara, Bazipora, Nadihal, Guroora, Argam and adjoining areas will be affected from 10 AM to 03 PM on 17 February 2026.

Likewise, shutdown of 33 KV Bandipora Gurez line will be observed due to which power supply to Kanzalwan, Baktoor, Kuragbal, Dawar, Wampora, Achoora, Markoot, Churwan,Razdan, NHPC Colony, Tragbal and adjoining areas will be affected from 09 AM 03 PM on 21 February 2026.

Similarly, shutdown of 33 KV Pampore-Khrew line will be observed due to which power supply to Shar A, Shar B, Wahab Sahab, Bathan, Nagandar and adjoining areas will be affected from 09 AM to 03 PM on 21 & 24 February 2026.

Likewise,  shutdown of 33 KV Pampore-Lethpora line will be observed due to which power supply to Samboora, Lethpora, CRPF, Lethpora, Ladhoo, Konibal, Chandhara, LIS and adjoining areas will be affected from 09 AM to 03 PM on 22 & 26 February 2026.

Tarique Rahman to take oath as Bangladesh’s new PM on Tuesday

Dhaka, Feb 16: Tarique Rahman will take oath as Bangladesh’s new Prime Minister on Tuesday after leading his party to a forceful victory in the crucial general elections.

Breaking with a long-standing tradition, the swearing-in ceremony of the 60-year-old Bangladesh Nationalist Party Chairman would be held at the South Plaza of the Parliament Complex instead of Bangabhaban.

President Mohammed Shahabuddin will administer the oath to the new cabinet members at the South Plaza of the Jatiya Sangsad on Tuesday afternoon, state-run BSS news agency reported on Monday.

“The Parliament Secretariat is set to hold the oath-taking ceremony of the new cabinet members at 4:00 pm tomorrow. Earlier, the Parliament Members (MPs) will be sworn in at 10:00 am at the South Plaza of the Jatiya Sangsad Complex,” Secretary of the Jatiya Sangsad Secretariat Kaniz Maula told BSS earlier.

BNP has called a parliamentary party meeting at the Parliament Building at 11:30 am to elect the parliamentary party leader.

“As the leader of the majority party, our party chairman, Tarique Rahman, will be the Prime Minister,” said Salah Uddin Ahmed, a member of the standing committee of the BNP.

Lok Sabha Speaker Om Birla will represent India at the swearing-in ceremony of Rahman. Foreign Secretary Vikram Misri and Secretary-General of Lok Sabha Utpal Kumar Singh are also likely to accompany Birla, people familiar with the matter said.

According to the Election Commission (EC), the BNP has bagged 209 out of 297 seats, while right-wing Jamaat-e-Islami secured 68 seats.

After his party’s victory, Rahman visited the homes of his political rivals, including Jamaat-e-Islami chief Shafiqur Rahman and National Citizen Party (NCP) Convener Nahid Islam, where he exchanged greetings and held cordial discussions.

Rahman would become the prime minister for the first time. He will replace the interim government chief Muhammad Yunus, under whose tenure Dhaka’s relations with New Delhi witnessed a significant downturn.

Bangladesh held the significant 13th parliamentary election on February 12 after a period of tumultuous political vacuum, instability and fragile security situation, including widespread attacks on minorities after the student-led protests brought down the 15-year rule of Sheikh Hasina in August 2024.

Hasina’s Awami League party was barred from contesting the polls, which recorded 59.44 per cent voter turnout.

Four candidates from minority communities, including two Hindus, all from the BNP, won in the elections.

Goyeshwar Chandra Roy, a member of the BNP’s highest policy-making standing committee, and Nitai Roy Chowdhury, one of the vice presidents of the party, won their seats.

The third minority MP-elect is Saching Pru, a senior BNP leader and follower of the Buddhist faith, while the fourth minority candidate, Dipen Dewan, belongs to the Buddhist majority Chakma ethnic minority group.

Hindus comprise approximately eight per cent of the population in the Muslim-majority country of 170 million people.

Maldives President Mohammed Muizzoo, Turkish Undersecretary Beris Ekinci and Sri Lanka’s Minister of Health and Mass Media Dr Nalinda Jayatissa would be among those attending Rahman’s oath ceremony.

Jammu, Feb 16: Chief Secretary, Atal Dulloo today underscored the need for timely and effective relief to disaster-affected families while chairing the 4th meeting of the State Executive Committee (SEC) of the Department of Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R).

Emphasizing the vulnerability of disaster-hit communities in Jammu & Kashmir, the Chief Secretary observed that families impacted by natural calamities often have no recourse except the support extended by the government. He stressed that relief assistance must reach the affected households without any delay and directed officers to always ensure prompt disbursement of assistance to the affected populations.

The meeting was attended by Principal Secretary, Home; Special Director General, Coordination; Special Secretary, Finance; senior representatives from concerned departments; and officers of DMRR&R.

Taking serious note of pending relief claims, the Chief Secretary unequivocally directed the immediate clearance of outstanding amounts in favour of Deputy Commissioners of districts affected by last year’s flash floods. He sought a detailed compliance report to ensure that funds had been released strictly as per the assessed requirements of each district.

Highlighting the unpredictable nature of disasters, the Chief Secretary called for establishing a robust and clearly defined mechanism to respond to such emergencies. He directed the departments to strengthen preparedness measures, undertake mitigation efforts in advance, and institutionalize a standardized framework delineating roles and responsibilities of officers to ensure swift, coordinated, and effective action on the ground.

Earlier, Principal Secretary, Home, Chandraker Bharti, briefed the Committee on the Action Taken Reports (ATRs) following previous SEC meetings. He informed that the process for constituting Urban Disaster Management Authorities for both Jammu and Srinagar is currently underway. He further disclosed that engagement of the United Nations Development Programme (UNDP) as a technical partner for Disaster Risk Management in J&K is in progress to facilitate formulation of a comprehensive and forward-looking disaster mitigation plan for the Union Territory.

The Principal Secretary also provided details regarding the release of approximately ₹96 crore to districts under the State Disaster Response Fund (SDRF) in the wake of recent disasters. He highlighted various capacity-building initiatives undertaken by the department to enhance preparedness and response capabilities across districts.

He further apprised the Committee about the Post Disaster Needs Assessments (PDNA) carried out in the Union Territory with the support of the National Disaster Management Authority (NDMA), in accordance with guidelines of the Ministry of Home Affairs (MHA). The assessments aim to comprehensively evaluate losses and damages and formulate a structured reconstruction and recovery strategy.

To strengthen disaster response at the divisional and district levels and operationalize the Incident Response System (IRS) at the grassroots, the Committee approved a standardized IRS notification for both divisions and districts. This step is expected to ensure a coordinated, coherent, and prompt response during emergencies.

The meeting also deliberated on further strengthening the District Disaster Management Authorities (DDMAs). It was informed that the Finance Department will provide necessary funds for hiring consultants to enhance the technical and institutional capacity of DDMAs across the Union Territory.

Reiterating the government’s commitment to safeguarding lives and livelihoods, the Chief Secretary directed the departments to work for building a resilient and responsive disaster management framework for Jammu & Kashmir for the times to come.

New Delhi, Feb 16: After the complete implementation of the three new criminal laws in the country in the coming years, the rate of conviction in criminal cases will go up to 80 per cent, Union home minister Amit Shah said on Monday.

Addressing the 79th Raising Day Parade function of Delhi Police here, Shah also said that the fight against Maoist violence is in its last phase and assured that by March this year, the menace will be put to rest forever.

Shah said the three new justice-based criminal laws are one of the milestones achieved by the country in the last 11 years that would help to enhance the rate of disposal of cases and conviction, after being fully implemented in coming few years.

The home minister was referring to the three new criminal laws — the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA) — that replaced the IPC, CrPC, and Indian Evidence Act on July 1, 2024.

The home minister also launched various new initiatives of Delhi Police, including an integrated headquarters for the Special Cell and the first phase of the Safe City project.

He said that under the first phase of the Safe City project, 2,100 out of 10,000 AI-enabled CCTV cameras have been connected to the surveillance network. Also, 15,000 already existing CCTV cameras were integrated with it, he said.

Shah lauded the Delhi Police, saying it has been able to successfully deal with challenges faced by the national capital which is the heartbeat of the country’s democracy and symbol of its honour and identity.

Srinagar, Feb 16: The General Officer Commanding (GOC) of the Indian Army’s White Knight Corps Lt Gen P K Mishra Monday conducted a visit to the Kishtwar region of Jammu and Kashmir to assess the counter terrorism grid and review the readiness of forces deployed on the ground.

In a post on X, Indian Army’s White Knight Corps said: “The GOC White Knight Corps, accompanied by GOC CIF (Delta), visited the general area of Kishtwar, J&K, to review the counter terrorism grid and assess the operational preparedness of deployed units.

He was briefed on the prevailing security situation and measures to further strengthen the security framework and inter-agency synergy.

Pertinently, in the aftermath of Pahalgam terror attack on April 22 last year which left 25 tourists and a local guide dead, PM Narendra Modi had announced a slew of punitive measures against Islamabad that included suspension of the Indus Waters Treaty of 1960.

 

PM Modi had speeded up the hydroelectric projects in Jammu region to ensure optimal use of river waters. The Shahpur Kandi barrage, a national project, was revised after four decades following the intervention of the PM.

Since the terror attack in Baisaran valley in Pahalgam last year, India made a steady progress on four ongoing hydel power projects in Jammu and Kashmir over the Chenab river, and they are likely to be commissioned in 2027-28.

Under the flawed Indus water treaty, brokered by the World Bank, six rivers were divided between the two countries The eastern rivers (Ravi, Beas, Sutlej) were given to India and the western rivers (Indus, Jhelum, Chenab) were given to Pakistan, with India permitted limited, non-consumptive use of the latter.

On December 6, 2018, the cabinet chaired by PM Modi approved implementation of the Shahpur Kandi project, and a central assistance of 485.38 crore (for irrigation component) was granted. On completion of the project, an irrigation potential of 5,000 hectares of land in Punjab and 32,173 hectares in J&K’s Kathua and Samba districts would be created.

Implementation of the project in collaboration with Punjab would help minimising the water of the River Ravi which was going waste through the Madhopur Headworks downstream to Pakistan.

In addition, water being released to provide irrigation in 1.18 lakh hectares area in Punjab would be managed/regulated efficiently through this project.

On completion, Punjab would also be able to generate 206 MW of hydropower.

The project goes back decades. A bilateral agreement was signed between Punjab and J&K in 1979, as per which the construction of Ranjit Sagar Dam (Thein Dam) and Shahpur Kandi Dam was to be taken up by Punjab. The project was approved by the Planning Commission in 2001. A revised cost was approved by the Centre in 2009.

However, work could not progress on Shahpur Kandi much due to non-availability of funds on the part of the government of Punjab for the power component and later interstate issues with J&K. A series of meetings followed between J&K and Punjab, and with the Centre. Finally, an agreement was reached between Punjab and J&K states in Delhi in 2018. The then PM PV Narsimha Rao had laid the foundation stone in 1995. The project was declared a national project by the Union Ministry of Water Resources in February 2008.

About 80 km of the Ravi canal and 492.5 km of distribution network in J&K constructed years ago had remained unutilised due to continuous delays in the completion of the barrage.

J-K govt to conduct survey in 10 districts on drug abuse

Jammu, Feb 16: The Jammu and Kashmir government will conduct a survey on drug abuse in 10 districts of the Union territory as it has launched a community rehabilitation programme, Circle of Care, to support de-addiction counsellors in every village, officials said on Monday.

Jammu and Kashmir has the highest number of functional addiction treatment facilities (ATFs) in the country, with these facilities having provided around 1.5 lakh patient consultations so far.

“A survey will soon be launched in 10 districts of the Union territory to study substance use disorders in depth. The survey will be part of a national exercise on substance use disorder,” Minister for Health Sakina Itoo said.

She further said that the government has launched the Circle of Care to support de-addiction counsellors in every village. “About 600 counsellors from the health, education and other departments have been trained under the initiative,” she said.

The government is further strengthening the programme to make primary care the first line of treatment for addiction-related disorders, with plans to increase inpatient ATFs and develop long-term rehabilitation facilities in one region of Jammu and Kashmir, she said.

On the de-addiction front, the minister said that Jammu and Kashmir has the highest number of functional addiction treatment facilities in the country. “In the public health sector, 21 addiction treatment facilities (ATFs) are operational, with at least one facility in each district. These ATFs have provided around 1.5 lakh patient consultations so far,” she added.

She said that drug de-addiction rules are currently being finalised and are expected to be completed soon. “Once implemented, these rules are anticipated to significantly enhance efforts to combat the drug menace across Jammu and Kashmir,” she said.

The minister said that a bill against the drug menace will also be brought in the current session to tackle this social menace in J&K.

To ensure food safety, she said the government undertook major initiatives through stronger enforcement and enhanced sampling during 2025–26. “Inspections rose by 25 per cent, with 19,115 inspections conducted against a target of 7,080, achieving 100 per cent of the highest food inspection target under the Food Safety and Standards Authority of India,” she added.

The minister said that 12 special enforcement drives were carried out, focusing on high-risk food items such as meat, paneer, ghee, sweets and milk products. “Under mobile food safety operations, 57 tonnes of unsafe food products worth Rs 99.40 lakh were seized and destroyed,” she said.

She added that during the period, authorities launched 1,007 prosecutions, including 63 criminal and 944 civil cases, with penalties amounting to Rs 1.72 crore.

“Forty ‘stop-use’ notices were issued. As many as 66 licence and registration camps were organised, benefiting 7,516 stakeholders, while 3,463 awareness and training camps were conducted through mobile food testing vans at the grassroots level,” she said.

Casual employees, daily wagers seeking regularisation of services protest in Srinagar

Srinagar, Feb 16:  A large number of daily wagers and contractual employees took out a protest march here on Monday to demand regularisation of their services in the Jammu and Kashmir government.

The protesters marched from Nawa-i-Subah complex to TRC crossing, raising slogans in support of their demand for regularisation of their services in the government.

The employees, who had gathered under the banner of Employees Joint Action Committee (EJAC), were carrying placards which read ‘nothing short of regularisation in service will be acceptable’.

The protesting employees said the Omar Abdullah government should “wake up” and fulfil the promises made to them.

The EJAC had organised a similar protest here on February 12.

There are more than 60,000 employees who have been working as daily wagers in Jammu and Kashmir for many years.
