Trump says Iran talks underway, urges Putin to end war in Ukraine

Washington, Feb 04: President Donald Trump has said that the United States is negotiating with Iran and indicated the talks involve more than one meeting, while also saying he wants Russia’s Vladimir Putin to end the war in Ukraine.

Asked at a White House event on Tuesday (local time) whether negotiations with Iran were happening this week, Trump replied, “Yeah.”

Pressed on where the meetings would be held and what the US needed to hear from Iran, he said: “They’re all over, but they are negotiating.” He added: “They’d like to do something, and we’ll see if something is going to be done.”

Trump also referenced earlier US action as he described the stakes for Tehran. “They had a chance to do something a while ago, and it didn’t work out, and we did Midnight Hammer,” he said. “I don’t think they want that happening again, but they would like to negotiate.”

He said the discussions are active.

“We are negotiating with them right now,” Trump said. When asked again for the location, he responded: “I can’t tell you that.” He added: “There really is more than one meeting.”

On the war in Ukraine, Trump described a limited pause in attacks during freezing conditions and said strikes resumed after the pause ended.

“It was Sunday. It was Sunday to Sunday, and it opened up, and he hit him hard last night,” Trump said, referring to renewed attacks. He added, “No, he agreed. He kept his word on that.”

Trump said Putin wanted a broader end to the conflict. “I would have liked him — I want him to end the war,” he said. “I spoke to him. I want him to end the war.”

The President’s comments came during a bill-signing ceremony, where he took questions from reporters after remarks on domestic legislation and other issues.

Trump also fielded questions on his meeting earlier Tuesday with Gustavo Petro, describing it as positive and saying the two discussed counter-narcotics efforts and sanctions.

“Yeah, we did. We worked on it, and we got along very well,” Trump said. “We are; we’re working on that, and we’re working on some other things too, including sanctions.”

Security forces planning final assault on two holed-up terrorists in J-K’s Udhampur

Jammu, Feb 04: Security forces are preparing for a final assault on two Jaish-e-Mohammad (JeM) terrorists holed up inside a natural cave in the Udhampur district of Jammu and Kashmir, with no exchange of fire reported during the night, officials said on Wednesday.

The terrorists were located inside the cave by joint search teams of the Army, police and the CRPF in the Jaffer forest area of Ramnagar around 4 pm on Tuesday, triggering an intense gunfight that lasted for more than an hour, the officials said.

According to them, one of the terrorists was hit during the encounter but managed to retreat into the natural cave along with his accomplice.

A fresh exchange of fire and deafening explosions rocked the area around 7.30 pm when the terrorists attempted to flee under the cover of darkness, the officials said, adding Army reinforcements, including paratroopers and dog squads, were rushed in to further tighten the cordon.

The night passed without any firing, and the security forces maintained a tight vigil over the area, particularly around the cave, using drones for surveillance, the officials said.

They said the preparations are underway to launch a final assault on the cave to flush out the hiding terrorists who refused to come out and surrender.

Bhaderwah, Feb 3: Authorities have intensified snow-clearance operations on the strategic Bhaderwah–Chamba interstate road following fresh snowfall, deploying multiple high-tech machines to restore traffic movement across high-altitude stretches in Doda district, officials said on Tuesday.

The Hi-tech machines are clearing the snow from the highway which passes through high altitude passes including Padri Gali located at a height of 10,700 ft above sea level.

Assistant Executive Engineer Mechanical Division Doda, Manjeet Kotwal said that department has deployed half a dozen hi-tech snow-clearing machines to carry snow-clearing operation on a war footing.

“The interstate road is of strategic importance and keeping in view the utility of this road link, multiple hi-tech machines are on the job round the clock to clear the snow,” said Manjeet Kotwal AEE Mechanical Division Doda.

“As of now the road stretch has been made motorable upto Thanhala village which is the last habitation of Jammu and Kashmir and hopefully we will clear the snow upto Khanni Top Army camp by this evening,” Kotwal added.

Beside housing famous tourist destinations Khanni Top, Padri Galli, Khundi Maral and Bhaderwahi Ghoth, Bhaderwah-Chamba interstate Road is the only road link after Lakhanpur that connects Jammu and Kashmir with rest of the country.

Jammu, Feb 3: Speaker Abdul Rahim Rather on Tuesday rejected Peoples Democratic Party (MLA) Waheed-ur-Rehman Para’s adjournment motion on the “hate crimes” against Kashmiri Muslim students outside J&K.

Para had sought the suspension of all the listed business to discuss the issue of “urgent public importance” vis-a-vis alarming rise in harassment and targeted violence against Kashmiri students and labourers, outside J&K.

This had created an atmosphere of insecurity among the Kashmiri youth, living outside in pursuit of education and employment. He had sought coordinated interventions by the Union and state governments.

During the Question Hour, when Para sought status of his adjournment motion when the issue was being flagged by the NC legislators, the Speaker Abdul Rahim Rather maintained, “A matter which can be raised under any other procedural devices like Calling Attention Notice, Questions, half-an hour discussions etc., cannot be raised through an adjournment motion.”

Govt to introduce 2 bills on Governance Reforms, Social Justice in Assembly today

Srinagar, Jan 3: Jammu and Kashmir Chief Minister Omar Abdullah is scheduled to introduce two important Bills related to governance reforms and social justice during the Legislative Assembly proceedings on Wednesday.

According to the List of Business issued by the Jammu and Kashmir Legislative Assembly Secretariat, the House will meet on Wednesday, February 4, with proceedings commencing at 10:00 am.

As per the agenda, questions listed separately will be taken up first, following which the Chief Minister will introduce two significant legislative proposals.

The first is “A Bill to amend certain enactments of the Union Territory of Jammu and Kashmir for decriminalising and rationalising offences to further enhance trust-based governance for ease of living and doing business” (L.A. Bill No. 01 of 2026). The Bill aims to reduce criminal provisions in regulatory laws and promote a trust-based governance framework, and has already been published in an extraordinary issue of the Official Gazette.

The second proposed legislation is “A Bill to amend certain enactments of the Union Territory of Jammu and Kashmir to eliminate discrimination or denial of equal treatment for persons affected by leprosy and to enable the Union Territory to discharge its positive obligations through affirmative action” (L.A. Bill No. 02 of 2026). This Bill seeks to address social discrimination and ensure equal rights and dignity for persons affected by leprosy, and has also been notified earlier through the Official Gazette.

Following the introduction of the Bills, the House will continue discussion on the Motion of Thanks on the Address of the Hon’ble Lieutenant Governor, marking a key stage in the ongoing Assembly proceedings.

New Delhi, Feb 3: India has ensured the interests of its sensitive agriculture and dairy sectors are completely protected in the bilateral trade pact that it is finalising with the US following months of negotiations, Commerce and Industry Minister Piyush Goyal said on Tuesday.

Hours after US President Donald Trump announced cut in tariff to 18 percent from 50 percent in return for favourable treatment by New Delhi, Goyal said a joint statement will be issued by both countries soon that will spell out the details of the pact.

The two countries have reached a framework for a bilateral trade agreement.

He said that a joint statement will be issued by both countries “shortly” which will have details of the pact, which was awaited by industry and exporters eagerly.

The minister assured that the agreement will provide huge opportunities for people of the country and “will protect the sensitive sectors, the interests of our agriculture and our dairy sectors in full respect”.

Goyal said that the agreement will open huge opportunities for Indian labour-intensive sectors, such as textiles, plastics, apparel, home decor, leather and footwear, gems and jewellery, organic chemicals, rubber goods, machineries and aircraft.

Import duty on most of these sectors will come down soon to 18 percent from the present 50 percent in the US markets.

The minister said that India is a fast-growing and large economy and demand is continuously increasing for goods such as ICT products, data center equipment, high-quality technology and innovation items, and raw materials.

“And in that situation, this deal also opens up opportunities for India to get the best-in-class, world-class technologies to further power the India growth story,” he told reporters here.

He said that India has got a “very good” trade deal with the US, better than the competitors of India.

The major countries which compete with Indian labour-intensive sectors in the global markets include China, Vietnam (20 percent), Malaysia (19 percent), Bangladesh (20 percent), Cambodia and Thailand (19 percent each).

Without giving details of what has been agreed with Washington, Goyal said the trade deal is in the final stages, and an Indo-US joint statement will be issued shortly detailing the contours of the agreement.

According to sources, the US has agreed to remove the 25 percent punitive tariff on India for purchasing Russian oil and the reciprocal tariff has come down to 18 percent from 25 percent.

“So the final tariffs on India will be 18 percent,” a source said.

Sectors such as leather and footwear; marine products (including shrimp); chemicals, plastics and rubber; home decor and carpets; machinery; and select agricultural products, including processed items, will gain a major advantage in the US market vis-‡-vis competing nations as the American duties will come down to 18 percent.

“These goods will now get best rates in the US,” a source said adding different Indian clusters like Tirupur (apparels), Surat (gems and jewellery) which were affected by the high tariffs will now gain.

India’s exports from these sectors stood at USD 30 billion to the US.

Now duties on these will come down to 18 per cent from 25 percent.

The country’s shipments worth USD 4 billion are already in the exempted category like minerals and natural resources and certain agri products.

Further pharma and mobile phones worth USD 25 billion are also out of the ambit of US tariffs.

Though the US is major market for these segments of goods, Indian exporters have started diversifying their sale sin other countries.

India has agreed to grant duty concessions in sectors in the same manner as it has done under other free trade agreements (FTAs).

While import duties will be eliminated in certain areas on the day the agreement comes into force, in others they will be phased out over time.

In some sectors, duties will be reduced, while in others quota-based concessions will be provided.

India has always kept out sensitive sectors such as dairy, rice, wheat, meat, poultry, cereals, GM foods, soymeal, and maize out of the ambit of its trade agreements.

On the Trump’s statement that India has committed to buy USD 500 billion worth of American goods such as energy, technology, agricultural items, coal, another goods, sources said it would be over five years and will also include purchase of aircraft and parts.

“…we will be importing goods worth USD 50-55 billion, for data centres alone we will need goods worth USD 20 billion a year, ” the source said.

New Delhi, Feb 3: US President Donald Trump’s decision to slash tariffs on Indian goods to 18 per cent augurs well for the country as it will boost exports, Finance Minister Nirmala Sitharaman said Tuesday.

“So, actually our exports will pick up now, that is my expectation… along with having found new markets where they will continue to operate,” she said in an interview to PTI Videos.

“It is a good augury for them (exporters),” Sitharaman said.

Trump’s steep 50 per cent tariffs last year dented Indian exports by raising landed costs, squeezing exporter margins, and eroding competitiveness in the American market. Sectors such as steel, aluminium, textiles, engineering goods and some agricultural products were hit as higher duties led US buyers to shift orders to alternative suppliers.

On Monday, Trump agreed to slash US tariffs on Indian goods to 18 per cent from 50 per cent in exchange for India lowering trade barriers as well as stopping its purchases of Russian oil and instead buying oil from the US and potentially Venezuela.

On implementation, the deal would bring tariffs on India in line with most other Asian countries of around 15-19 per cent.

Sitharaman said while the details of the agreement will be announced soon, the cut in tariffs is a “good auguring” for exporters.

Taken together with the new markets exporters had tapped after becoming uncompetitive in the US, the “exports will pick up now,” she said.

Earlier punitive US tariffs caused India’s bilateral trade surplus with the US to shrink by USD 2.5 billion each month on average in September-December 2025 (versus the monthly average in January-August 2025), according to HSBC Global Investment Research.

There have also been USD 14 billion of equity outflows by foreign investors since July 2025 amid weak sentiment.

The new 18 per cent levy undercuts tariffs on key regional competitors such as Vietnam and Bangladesh, both facing duties of 20 per cent, restoring India’s price advantage in the US market. The move offers significant relief to a broad range of labour-intensive exports, including apparel, footwear and jewellery makers, which had been hit by punitive 50 per cent tariffs imposed in August, sharply denting competitiveness and order flows.

Earlier in the day, Sitharaman had in a post on X called the tariff reduction announcement “Good news for #MadeInIndia products. They will now face reduced tariff of 18%.”

Trump’s announcement via a social media post late Monday night is part of a general agreement under which India has apparently agreed to stop buying Russian oil, reduce “their tariffs and non-tariff barriers against the United States to zero”, and India buying an incremental USD 500 billion of “US energy, technology, agricultural, coal, and many other products” over the next five years.

Traffic authorities stated that, subject to fair weather and road conditions, NH-44 is expected to remain open on Wednesday as well under the same traffic arrangement for Kashmir-bound movement. Earlier in the day, slow traffic was reported on the highway due to single-lane movement between Marog and Kishtwari Pather, coupled with the breakdown of two heavy vehicles.

Authorities said a 20–30 metre single-lane stretch at Kishtwari Pather, caused by road subsidence, has prompted restrictions, with HMVs being allowed to ply on alternate days.

Passengers and LMV operators have been advised to undertake travel on the Jammu–Srinagar National Highway during daytime hours, while night travel has been discouraged owing to the risk of shooting stones, landslides, and ongoing construction work between Ramban and Banihal.

Officials also warned of frost formation between Nachlana and the Navyug Tunnel due to recent snowfall, which may result in slippery road conditions. Commuters have been urged to follow lane discipline, cautioning that wrong-lane driving could lead to congestion.

Subject to weather and road conditions, LMVs, passenger vehicles, HPVs, and private cars are permitted to travel from both Jammu and Srinagar. However, HMVs will be allowed only from Jakheni (Udhampur) towards Srinagar after assessment of road and traffic conditions. No heavy vehicle will be allowed to proceed after 2 pm, and Traffic Control Units at Udhampur and Ramban will coordinate before releasing HMV traffic on Wednesday. Meanwhile, the Kishtwar–Sinthan–Anantnag National Highway (NH-244) continues to remain closed for vehicular movement due to heavy snow accumulation.

Srinagar, Feb 3: Education Minister Sakeena Itoo on Tuesday informed the Legislative Assembly that the present financial position of the UT does not allow the School Education Department (SED) to up-grade the existing schools to their next level.

The revelation was made by the government during the question hour of the ongoing Budget Session in the Assembly.

Replying to a query raised by MLA Mir Saifullah regarding the government plans about up-gradation of the schools, particularly in the Trehgam constituency, the minister for education Sakeena Itoo informed the House that the up-gradation of schools involved huge financial implications. “SED has no immediate proposal for establishment of new high and higher secondary schools viz-a-viz up gradation of schools as a large number of schools have already been upgraded,” education minister Sakina Itoo informed the House.

She further said that the department was presently focusing on creation of required infrastructure and providing staff to all the schools, especially the upgraded ones.

“The upgradation of the schools to their next level involves huge financial implications for creation of infrastructure and the posts of the teaching staff which required finance concurrence from the Finance Department,” she said. The minister further informed the House that it was not possible to arrange the required financial resources for the upgradation purpose given the financial position of J&K at present. “Moreover, the upgradation is subject to the fulfillment of the laid down criteria and norms,” she said.

MLA Mir Saifullah had raised a concern that there was a need to establish new schools considering the rise in the population.

“The SED is conscious of the educational needs arising out of the increasing population, particularly in far flung and rural areas of the Trehgam constituency,” she said. The minister further said that establishment of new educational institutions and up gradation of existing schools to higher levels was continuing periodically by the SED.

“As and when there is any proposal of the SED for the up gradation with the schools, the said schools of Trehgam constituency shall also be examined for consideration,” the minister informed the House.

To a separate query raised by MLA Arvind Gupta about utilisation of funds by SED, the education minister in a written reply informed the House that 93.03 percent and 93.05 percent funds were utilised during 2023-24 and 2024-025 financial year. The written reply reads that the Annual works plan and budget is prepared annually by JK Samagra Shiskha through the concerned Chief Education Officers (CEOs). “Clear instructions have been issued to all CEOs to formulate the annual work plan in consultation with elected representatives,” the written reply reads. It reads that there was no separate cadre for the primary and pre-primary teachers in the School Education Department.

“The teachers are being appointed in the department as General Line Teachers in accordance with the JK SED (subordinate) service recruitment rules, 2008. There is no proposal for cadre restructuring,” the written reply reads.
