Current fiscal position not favourable for schools’ upgradation: Sakeena Itoo

Srinagar, Feb 3: Education Minister Sakeena Itoo on Tuesday informed the Legislative Assembly that the present financial position of the UT does not allow the School Education Department (SED) to up-grade the existing schools to their next level.

The revelation was made by the government during the question hour of the ongoing Budget Session in the Assembly.

Replying to a query raised by MLA Mir Saifullah regarding the government plans about up-gradation of the schools, particularly in the Trehgam constituency, the minister for education Sakeena Itoo informed the House that the up-gradation of schools involved huge financial implications. “SED has no immediate proposal for establishment of new high and higher secondary schools viz-a-viz up gradation of schools as a large number of schools have already been upgraded,” education minister Sakina Itoo informed the House.

She further said that the department was presently focusing on creation of required infrastructure and providing staff to all the schools, especially the upgraded ones.

“The upgradation of the schools to their next level involves huge financial implications for creation of infrastructure and the posts of the teaching staff which required finance concurrence from the Finance Department,” she said. The minister further informed the House that it was not possible to arrange the required financial resources for the upgradation purpose given the financial position of J&K at present. “Moreover, the upgradation is subject to the fulfillment of the laid down criteria and norms,” she said.

MLA Mir Saifullah had raised a concern that there was a need to establish new schools considering the rise in the population.

“The SED is conscious of the educational needs arising out of the increasing population, particularly in far flung and rural areas of the Trehgam constituency,” she said. The minister further said that establishment of new educational institutions and up gradation of existing schools to higher levels was continuing periodically by the SED.

“As and when there is any proposal of the SED for the up gradation with the schools, the said schools of Trehgam constituency shall also be examined for consideration,” the minister informed the House.

To a separate query raised by MLA Arvind Gupta about utilisation of funds by SED, the education minister in a written reply informed the House that 93.03 percent and 93.05 percent funds were utilised during 2023-24 and 2024-025 financial year. The written reply reads that the Annual works plan and budget is prepared annually by JK Samagra Shiskha through the concerned Chief Education Officers (CEOs). “Clear instructions have been issued to all CEOs to formulate the annual work plan in consultation with elected representatives,” the written reply reads. It reads that there was no separate cadre for the primary and pre-primary teachers in the School Education Department.

“The teachers are being appointed in the department as General Line Teachers in accordance with the JK SED (subordinate) service recruitment rules, 2008. There is no proposal for cadre restructuring,” the written reply reads.

India conducts capacity-building programme with central Asian nations to counter terror financing

New Delhi, Feb 3: India has organised a capacity-building programme for representatives of Central Asian Republics aimed at countering the financing of terrorism through emerging digital channels. The initiative was conducted by the Department of Revenue in collaboration with the Ministry of External Affairs and the National Security Council Secretariat. Held in New Delhi on April 21–22, 2025, the programme focused on tackling terror financing through cryptocurrencies, crowdfunding platforms and misuse of non-profit organisations. It was delivered by experts from the Department of Revenue’s FATF Cell, Financial Intelligence Unit–India, National Investigation Agency, Ministry of Home Affairs and the Eurasian Group.

The sessions covered detection and investigation of virtual asset misuse, extremist financing through crowdfunding, and regulatory and financial intelligence frameworks for monitoring non-profit organisations. Indian agencies also shared case studies and provided customised study material tailored to the participants’ jurisdictions.

The government clarified that the sharing of expertise with Central Asian participants was limited to the April training programme and that no further exchange has taken place since. India said it plans to extend similar cooperation to other regions facing terror financing challenges, with a thematic capacity-building programme for BIMSTEC countries under consideration. India is also a member of the Asia Pacific Group and the Eurasian Group on Combating the Financing of Terrorism. The information was shared by Minister of State for Home Affairs Nityanand Rai in a written reply to the Lok Sabha.

Salman Sagar urges GOI in his pre-budget speech

Jammu, Feb 03: National Conference (NC) leader and MLA Hazratbal, Salman Ali Sagar on Tuesday called on the Government of India to take bold steps to reintegrate political leaders who have, for various reasons, remained outside the mainstream political spectrum.

Speaking in response to Lieutenant Governor Manoj Sinha’s address to the Assembly on Monday, Salman said that the government of India must make efforts to bring political leaders outside the ambit of mainstream into mainstream.

The NC leader also demanded the release of political prisoners, urging for the general amnesty of the youth who have been detained without trial and have been languishing in different jails of the country on minor charges.

Addressing the role of coalition partners and the Congress party specifically, Salman said, “Our coalition partners, with all due respect, should also forcefully voice the aspirations of the people here at the national level. Whether in Parliament or outside, they should realize the demand of the state. (‘Unko bhi dekhna chahiye ki statehood kī demand chahe vo parliament mein ho ya parliament ke bahar ho, vo ek bahut baṛa block hai.’)” He further called on the Congress leadership—described as a “major national party” to amplify the demand for restoration of statehood to Jammu and Kashmir and stressed that their support could make a substantial difference.

He acknowledged the Chief Minister Omar Abdullah’s sincerity and approach in dealing with the challenging circumstances, describing it as a “genuine healing touch,” and urged Delhi and opposition to appreciate the balancing act being performed by the national conference led government in Jammu and Kashmir. “Given the situation, I am confident the people in Delhi must understand the fine balance Omar Sahb is maintaining, which is not easy,” Salman said in his address.

The national conference leader also critiqued the opposition for being quick to protest any step taken by the government, saying, “They waste no time in opposing through Twitter and social media.” He cautioned against forgetting the historical context and responsibility of those who previously held power, remarking, “Sometimes people say, ‘Let’s forget,’ but we will not forget, because these stains, these issues of statehood, business rules, or the return of seats—all are the result of those who today talk of reconciliation and healing touch.

He highlighted that the BJP, Congress, alliance partners, and independents all must answer to the people and support initiatives that benefit the region. Salman reflected on unity across the country—citing examples from Maharashtra, Bengal, and the idea of “Akhand Bharat”—and contrasted it with political divisions in Jammu and Kashmir. “In Jammu and Kashmir, the BJP is divided and only talks about Jammu. Some members only speak for their constituencies.

Salman also appealed for respect for the efforts being made and called on all stakeholders to support the Chief Minister’s work for the people and also urged for the need for political reconciliation, inclusive dialogue, and a united effort for the restoration of statehood and real democracy in Jammu and Kashmir.

Jammu, Feb 03: Member of Parliament (MP), Anantnag-Rajouri segment Mian Altaf Ahmad today welcomed the announcement of the Union Railways minister Ashwini Vaishnaw regarding the upcoming Jammu-Rajouri railway line project.

In a statement issued, MP Mian Altaf welcomed the announcement of the Jammu-Rajouri railway project by Railway Minister Ashwini Vaishnaw. According to the Railway Minister, the Detailed Project Report (DPR) work for the Jammu-Rajouri rail line is progressing rapidly. Mian Altaf said that for last two years the matter was taken up with the Central Government and followed couple of times during the meeting with the Union Railway Minister who had assured about the progress and development of this vital railway line.

Mian Altaf expressed gratitude to the Prime Minister Narendra Modi and Railways Minister Ashwini Vaishnaw for considering and fulfilling the demand.  “The Jammu-Rajouri rail line project aims to enhance connectivity in the region, promoting development, tourism, and employment. The project has been a long-standing demand of the local people, and its announcement has been met with enthusiasm” the statement added.

Jammu, Feb 03: Jammu and Kashmir Chief Minister Omar Abdullah on Tuesday said that Pakistan’s decision to withdraw from the high-profile T20 World Cup match against India was the result of the problematic intersection of sports and politics.

Abdullah, a cricket enthusiast, emphasised that merging sports with political issues often leads to adverse outcomes.

“We have now completely stopped differentiating between sports and politics. Time and again, through the media, whenever there is a match between India and Pakistan, it is presented as a war. You never cover it like a normal match,” the chief minister told reporters from the Assembly lawns here.

Asserting that India’s matches with Pakistan are always blown out of proportion, Abdullah said it was one of the reasons for such controversies to arise.

“When we play against other countries, it does not receive as much attention, but when it’s against Pakistan, it is blown out of proportion. That is when such situations arise. It should not happen. Yes, they are participating in this World Cup, but they will not play against us,” the chief minister said.

The International Cricket Council (ICC) has warned Pakistan of severe repercussions for its selective pullout from the high-profile T20 World Cup contest against India in Colombo on February 15.

Pakistan’s decision, conveyed through an official government statement, is being seen as a political protest linked to Bangladesh’s removal from the tournament after the world body declined its request to shift matches from India to Sri Lanka on security grounds.

Eight members suspended from Lok Sabha for ‘unruly behaviour’

New Delhi, Feb 03: In an escalation of the tussle between the government and the opposition, seven Congress members and one CPI-M MP were suspended from the Lok Sabha on Tuesday for ‘unruly behaviour’ after they tore papers and threw them at the Chair.

Their suspension from the House for the remaining part of the Budget Session that concludes on April 2 will intensify the face-off with the government over various issues, including Leader of Opposition Rahul Gandhi being denied an opportunity to cite an article based on excerpts from an unpublished ‘memoir’ of former Army chief M M Naravane on India-China conflict of 2020.

The suspended members are Gurjeet Singh Aujla, Hibi Eden, C Kiran Kumar Reddy, Amarinder Singh Raja Warring, Manickam Tagore, Prashant Padole and Dean Kuriakose (all Congress) and S Ventakesan (CPI-M).

The opposition has also raised concerns about American President Donald Trump announcing the India-US trade deal and the alleged demolition drive at the Manikarnika Ghat in Varanasi.

As soon as the House met at 3 pm following multiple adjournments, Dilip Saikia, who was in the Chair, named the eight members.

Subsequently, Parliamentary Affairs Minister Kiren Rijiju read out a resolution seeking suspension of the eight members for the remaining period of the Budget session.

Moving the resolution seeking their suspension, Rijiju said the members acted in utter disregard to the House and the authority of the Chair.

They also tore papers and them on the Chair and were named by the Chair for their behaviour, the minister added.

The suspended members had tried to climb on to the table of the Secretary General, tore papers and threw them at the Chair.

The House passed the resolution by a voice vote, following which the proceedings were adjourned for the day amid uproar.

Congress members, led by Rahul Gandhi, staged a protest outside Parliament building against the suspension of party members.

Later, Opposition MPs said the suspended members will continue to protest outside the House.

The suspended MPs also spoke with the media after coming out of the House.

Congress MP Tagore said, “This is an attack on the democracy of India, and we all know that the Prime Minister Modi does not want the Leader of the Opposition to speak.”

“Yesterday, Opposition leader Rahul Gandhi ji was asked to submit authenticated documents on the book of General ( Former Army Chief) MM Naravane … Today, he did, and after that he was not allowed to speak. This has never happened… We protested that and then we were suspended,” he said.

Congress MP Eden said Gandhi was not allowed to speak in the House and that is why “we raised slogans and got onto the dais, and that is when we got suspended”.

“Eight of our members of the House were suspended, but we will continue our fight inside and outside Parliament. The members who are not suspended will fight inside,” he said.

Another suspended Congress MP Warring said, “If I tore a paper, why did that situation arise? Why was it forced upon us? Because you suppressed our voice. You suppressed the voice of the Opposition and the Leader of the Opposition. For two consecutive days, you have not allowed the respected Leader of the Opposition, Rahul Gandhi, to speak. Why?”

Aujla, who was also suspended, slammed the BJP and said “they are disciples of Godse”.

Krishna Prasad Tenneti, who was in the chair earlier during the day said one member addressed the Chair as “yaar” and at that moment he took a stand and questioned the MP.

“Another member standing next to him questioned what was objectionable about saying ‘yaar’, which itself was inappropriate and should not have happened. Subsequently, they came down to the Table of the House and threw papers. These actions are objectionable,” he said.

Congress general secretary in-charge organisation K C Venugopal said the entire country is witnessing how the government is turning Parliament into a mockery.

“Yesterday, Rahul ji referred to an article from a magazine quoting the memoir of a former Army chief. At that time, the Speaker gave a ruling, on the government’s instructions, that books or magazines cannot be quoted unless authenticated. Today, even before starting his speech, Rahul ji sought permission from the Chair to authenticate the magazine. The Chair permitted it, and he authenticated the magazine and laid it on the Table of the House.”

“Even then, he clearly stated that he was not quoting the book or the magazine, but was speaking broadly on the country’s internal security. Despite this, his microphone was switched off. If the Leader of the Opposition is not allowed to speak in Parliament, what will happen to parliamentary democracy,” Venugopal asked.

Suspended MP Krishna Kumar Chamala said, “We were suspended from Parliament for one reason: questioning the BJP and its governance. Over the past two years, Leader of Opposition Rahul Gandhi ji has often been disturbed by BJP MPs while speaking the facts. Even today, as he spoke on the President’s address, they tried to distract him to hide the truth from the people.

“This disruption is planned, with speakers sent specifically to distract him and prevent the failures of the BJP from being exposed,” he said.

Since Monday afternoon, the House has been witnessing uproar after Gandhi was disallowed to cite the article based on excerpts from Naravane’s unpublished book on India-China conflict of 2020.

Srinagar, Feb 03: Minister for Health and Medical Education, Sakeena Itoo today remarked that strengthening of existing medical infrastructure is top priority of the Government and creation of any additional Medical Blocks shall be considered subject to requirement, feasibility, availability of manpower and infrastructure.

The Health Minister said this while replying to a question of Legislator Sheikh Ahsan Ahmad on Medical Blocks during ongoing Budget Session of J&K Legislative Assembly.

The Minister informed the House that district Srinagar, having a population of over 15 lakh, is presently having one Medical Block and four Medical Zones and these four Medical Zones are functioning directly under the administrative control of Chief Medical Officer, Srinagar. She added that the administrative, supervisory and field-level implementation of health programmes in district Srinagar is being carried out smoothly and satisfactorily with existing manpower and infrastructure, with no major impediments reported in the delivery of health care services under the present administrative setup.

The Health Minister also informed the House that District Srinagar is administratively covered by four Medical Zones and one Medical Block, collectively catering to the eight Assembly Constituencies of district Srinagar.

She added that the existing health care delivery mechanism in the district is being adequately supported by the presence of premier tertiary and secondary health care institutions like Government Medical College Srinagar, Gousia Hospital, SKIMS Soura, SMHS Hospital, JLNM Hospital and SKIMS Bemina, which significantly enhance patient care services and help in managing the patient and service load across the district.

Centre halts 3 proposed railway projects in Kashmir

Srinagar, Feb 03: The Centre on Tuesday said that three proposed railway projects in Kashmir have been put on hold following objections from locals and elected representatives, who raised concerns over large-scale land acquisition and its impact on apple orchards.

According to news agency—Kashmir News Observer (KNO), Union Railway Minister Ashwini Vaishnaw said that there is already a railway line from Srinagar to Baramulla, and there was a demand to set up three more railway lines.

“Later, the Jammu and Kashmir government and Members of Parliament raised concerns that these lines must not be set up as these would have impacted apple orchards significantly. Now, the government has decided to put these proposed protects on hold,” he said.

The decision comes amid protests by apple growers and residents in Pulwama, Shopian and Anantnag districts, voicing concern that these projects would affect the agricultural and horticultural land, damage orchards, and lead to displacement of families.

Several protest demonstrations were held over the past months, with locals demanding rerouting of the projects, fair compensation, and consultation before any land acquisition.

Jammu, Feb 03: Lieutenant Governor Manoj Sinha on Tuesday emphasised the need for forward-thinking teachers who can equip students for tomorrow’s uncertainties, like Artificial Intelligence (AI) disruptions, climate shifts, inspire to pioneer breakthroughs and fuel a dynamic and innovation-driven economy.

The Lieutenant Governor was speaking at the “Inspirational Teachers Award” ceremony organized by Amar Ujala Group at Padma Shri Padma Sachdev Government College for Women, Gandhi Nagar, Jammu. At the ceremony, a total of 101 best inspirational teachers from various schools across Jammu were honoured with the prestigious Award.

In his address, the Lieutenant Governor lauded the valuable contribution of teaching community in shaping the character and cultivating the talents that boldly reshape the future at full throttle, equipping young students with skills and courage to brave an unpredictable world.

“I believe teachers and their craft form the backbone of a society and the soul of the nation,” the Lieutenant Governor said.

The Lieutenant Governor observed that like a master artisan at the forge, teacher knows learning ignites from sheer curiosity.

“Inspirational teachers avoid rote learning and they weave science into captivating tales that electrify the classroom and for them history transcends mere dates and timelines, blooming into vivid sagas of human triumphs and tumbles,” he said.

The Lieutenant Governor highlighted that we need more inspirational teachers who can transform students from passive listeners into intrepid explorers.

“Teachers are bedrock of tomorrow. A classroom is not just four walls and a blackboard. A classroom is the glowing forge of a blacksmith, where raw futures are hammered and shaped anew.

I envision classrooms where teachers don’t merely dispense bookish answers but ignite inquiry with probing questions. To forge a knowledge economy and vibrant society, transform learners from passive consumers of information into sharp analysts who dissect it,” the Lieutenant Governor said.

The Lieutenant Governor exhorted upon the teachers to cultivate a culture of collaboration in their classrooms.

“The truth is, tomorrow’s world belongs to those who work as a team. So, we need to turn classrooms into collaboration hubs, where research, writing, and innovation unfold as collective quests,” he said.

The Lieutenant Governor further advised the teaching community to think beyond the curriculum’s rigid map. He stated that curriculum offers mere direction, but creativity and curiosity propel students toward life’s true readiness.

The Lieutenant Governor said that a teacher must tie learning to life itself, so every day sparks fresh discoveries and generates further curiosity.

“In this AI era, teaching isn’t about rote delivery but nurturing creativity. I believe humanity’s greatest asset in future will be innovative and creative thinking. I want our teachers to break down preconceived boundaries and offer every student not just knowledge but unlimited possibilities,” he said.

Srinagar, Feb 03: Deputy Chief Minister Surinder Choudhary today said that Rs 289.39 crores were released during the current financial year, 2025-26, under the State Disaster Response Fund (SDRF), besides an amount of Rs. 100.00 crores (Rs 5.00 crore for each district) has been released under the UT Capex Budget (2025-26) of DMRRR under the activity “Flood Relief Measures” to undertake urgent flood restoration works across Jammu and Kashmir.

The Deputy Chief Minister said this while replying to a question, on behalf of Chief Minister Omar Abdullah, raised by Legislator Rajiv Jasrotia in the House.

He informed the Assembly that no funds till date have been released by the Government of India for flood restoration works during the current financial year 2025-26.

The Deputy CM also said that based on the report of Inter-Ministerial Central Team (IMCT), the Gol under SASCI (Scheme for Special Assistance to States for Capital Investment) has allocated Rs. 1431.00 Cr. for J&K for flood restoration works.

He added that, Jal Shakti Department has received funds for ongoing flood management projects under Flood Management & Border Area Programme (FMBAP) during the current financial year. He said that the released funds are mainly for Flood Management Works JK-21, JK-22, JK-23 amounting to Rs. 164.35 lacs and for Comprehensive Flood Management of River Jhelum, Phase-II (Part-A) amounting to Rs. 6041.25 lacs.
