Foreign Ministers of Arab countries call on PM Modi

New Delhi, Jan 31: Foreign Ministers of Arab countries on Saturday called on Prime Minister Narendra Modi, who appreciated their role in supporting peace and stability in West Asia.

The foreign ministers of Arab nations are in New Delhi for the second India-Arab Foreign Ministersí Meeting.

PM Modi highlighted the deep and historic people-to-people ties between India and the Arab world, which have continued to inspire and strengthen the relations between the two sides over the years, a statement from the Prime Ministerís Office (PMO) said.

The PM outlined his vision for the India-Arab partnership in the years ahead and reaffirmed Indiaís commitment to further deepen cooperation in trade and investment, energy, technology, healthcare and other priority areas, for the mutual benefit of the people of the two sides, it said.

ìThe PM reiterated Indiaís continued support for the people of Palestine and welcomed ongoing peace efforts, including the Gaza peace plan,î the statement said.

PM Modi conveyed his appreciation for the important role played by the Arab League in supporting efforts towards regional peace and stability, it said.

Rajouri, Jan 31: Former Minister and Vice President, Jammu and Kashmir BJP, Chowdhary Zulfkar Ali on Saturday reiterated the long-standing demands of the people of the twin border districts of Rajouri and Poonch for the establishment of a National Law University (NLU) at Rajouri and for the inclusion of Rajouri–Poonch under the Fifth Schedule of the Constitution of India.

Speaking to the media, Chowdhary Zulfkar Ali highlighted the strategic significance of Rajouri Poonch as a sensitive border belt adjoining the Line of Control (LoC), marked by difficult terrain, socio-economic challenges, and a long history of sacrifice for the unity and integrity of the nation.  He said that despite these realities, the region continues to suffer from chronic institutional and educational neglect.

He asserted that the establishment of a National Law University at Rajouri is a justified and urgent requirement.

“An NLU at Rajouri will provide access to world-class legal education for students of Rajouri–Poonch and adjoining areas, who are otherwise compelled to migrate to distant states,” he said.

Srinagar, Jan 31: Renowned environmentalist and social activist Manzoor Wangnoo has been conferred the Green Hero Award 2026 at the International Conference and Global Leadership Awards held in New Delhi.

The award was presented in recognition of his sustained, community led work in environmental conservation, education, ethical tourism, and social welfare.

Wangnoo, who has worked for over two decades on the revival of degraded lakes and springs in Kashmir, is the Chairman of the Nigeen Lake Conservation Organisation, Nigeen Tourist Traders Association, and Moral Education Environment and Relief Council of private schools association JK. Through his flagship initiative Mission Ehsaas, he has led large scale efforts to restore Khushalsar, Gilsar, Nigeen, and other neglected water bodies, while promoting public participation and long term sustainability.

New Delhi, Jan 31: Cross-border terrorism is unacceptable as it violates the basic principles of international relations and zero-tolerance for terrorism must be an “uncompromising universal norm”, External Affairs Minister S Jaishankar said on Saturday.

In an address at the second India-Arab Foreign Ministers’ Meeting, he also asserted that societies targeted by terrorism have the right to defend themselves and will “understandably exercise it”.

Jaishankar, touching upon the current geopolitical environment, said nowhere is this more apparent than in the Middle East as the landscape in the region has undergone a dramatic change in the last year.

“This obviously impacts all of us and India as a proximate region. To a considerable degree, its implications are relevant for India’s relationship with Arab nations as well,” he said.

The external affairs minister said multiple developments, each of considerable consequence, have taken place in the Middle East over the last few years and many of those have reverberated well beyond the region.

In this context, he highlighted the situation in Gaza, the conflict in Sudan, the situation in Yemen, Syria and Libya.

Contemplating this multitude of challenges, “our shared interest” warrants strengthening the forces of stability, peace and prosperity, he said.

In his remarks, Jaishankar flagged serious concerns over the challenges posed by terrorism and called for concerted global efforts to combat it.

“A common threat in both our regions to these objectives is that of terrorism in all its forms and manifestations,” he said.

“Cross-border terrorism is particularly unacceptable because it violates the basic principles of international relations and diplomacy,” Jaishankar said in remarks seen as an apparent reference to Pakistan.

“Societies targeted by terrorism have the right to defend themselves and will understandably exercise it,” he said.

Jaishankar said it is essential that international cooperation is strengthened to combat what is a “global scourge”.

“Zero-tolerance for terrorism must be an uncompromising universal norm,” he asserted.

Srinagar, Jan 31: Smt. Santosh Sharma, wife of late Baldev Sharma, former MLA, and mother of senior IAS officer Amit Sharma, passed away in Jammu today.

She was the mother of Amit Sharma, IAS, Director of Census Operations for Jammu and Kashmir and Ladakh. He is a 2012 batch AGMUT cadre officer.

Smt. Santosh Sharma was widely respected for her dignity and quiet support to public life.

The last rites of the deceased were performed at Shastri Nagar Cremation Ground, Jammu. (KNS)

Srinagar, Jan 31: Reaffirming the Central Reserve Police Force’s commitment to peace and stability in Jammu and Kashmir, G. P. Singh, Director General of the Central Reserve Police Force (CRPF), reviewed the operational preparedness of units deployed in the Valley and assessed the prevailing security situation.

Singh, who is on a two-day visit to Kashmir, arrived in Srinagar on Thursday afternoon and proceeded to the 54 Battalion CRPF at Nishat. Accompanied by senior officers, including Vitul Kumar, Special Director General (Operations Directorate); Rajesh Kumar, Additional Director General, J&K Zone; Vineet Brijlal, Inspector General (Operations), Kashmir Sector; and Pawan Kumar Sharma, Inspector General, Srinagar Sector, the CRPF chief conducted a detailed inspection of the battalion.

During the visit, the DG chaired an operational meeting to review ground-level preparedness and interacted with jawans, acknowledging their role in maintaining security in a demanding and sensitive environment.

He later visited the Srinagar Sector Headquarters, where he chaired a high-level security meeting and reviewed the functioning of the newly established Command and Control Centre, aimed at strengthening real-time coordination and response capabilities.

Taking stock of the evolving security scenario in the Valley, Singh reiterated the CRPF’s commitment to ensuring an incident-free environment. He emphasised the need for coordinated operations, intelligence-led action and sustained vigilance to counter emerging security challenges.

The DG also visited the Group Centre Srinagar, where he held detailed deliberations with commanders on the overall security situation and operational readiness of units deployed across the region. The discussions focused on enhancing preparedness, improving logistical support and addressing welfare measures for personnel operating in sensitive areas.

Singh later visited the 44 Battalion CRPF and interacted with jawans during a Sainik Sammelan. He listened to their grievances and assured timely redressal, while praising the personnel for their discipline, dedication and sacrifices in safeguarding national security.

Expressing confidence in the Force, the CRPF chief said personnel would continue to serve the nation with zeal, valour and unwavering dedication, reiterating the leadership’s full support for troops deployed in Jammu and Kashmir.

The visit comes amid heightened vigilance across the Valley, highlighting the CRPF’s central role in counter-terrorism operations and the maintenance of peace and public order in the region.

Jammu, Jan 31: Under the patronage of Chief Justice, High Court of Jammu & Kashmir and Ladakh (Patron-in-Chief, J&K Judicial Academy), Arun Palli and guidance of  Chairperson and members of Governing Committee for J&K Judicial Academy, the Jammu & Kashmir Judicial Academy today organised a one day orientation programme on “ICT and e-Courts Induction Programme” for the newly recruited Civil Judges (ECT-17-2025)” and “Artificial Intelligence and its Impact on Judiciary” at J&K Judicial Academy, Janipur, Jammu.

The programme was inaugurated by the Chief Justice, who in his inaugural address observed that the judiciary is entering a decisive phase where technology and justice delivery are inseparably linked.

Referring to recent observations of the Chief Justice of India, he noted that Artificial Intelligence and digital platforms will increasingly be used for monitoring case pendency, data analysis and case management.

The Chief Justice emphasised that for officers serving in remote and challenging districts, technology is not merely an aid but a vital instrument to ensure timely and effective justice. Stressing that such programmes are meant to build not only technical proficiency but also institutional understanding, the Chief Justice called upon the officers to adopt technology with confidence and purpose to strengthen the justice delivery system.

In his special address, Justice Rajnesh Oswal, Judge, High Court of Jammu & Kashmir and Ladakh and Chairperson, Governing Committee for J&K Judicial Academy, observed that Artificial Intelligence is increasingly being used in the process of adjudication, including as an aid in the drafting of judgments.

Justice Rajnesh Oswal remarked that while AI has significant merits and can substantially assist the judicial officers in research, analysis and efficiency, it also carries inherent limitations and demerits.

Emphasising the need for judicious application, Justice Oswal cautioned that AI should be used profusely as a supportive tool but never as a substitute for human reasoning. He said that the judicial officers must use AI with their own intellect and discernment, without relying solely upon it.

The programme commenced with an introductory address by Naseer Ahmad Dar, Director, J&K Judicial Academy. He highlighted that the objective of the programme was to sensitise the newly recruited Civil Judges to the practical aspects of ICT tools, e-Courts applications and emerging technologies, including Artificial Intelligence.

 M.K. Sharma, Registrar General, High Court of J&K and Ladakh, and Rajeev Gupta, Registrar Vigilance, High Court of J&K and Ladakh, along with other officers of the Registry, also attended the inaugural session.

During the first technical session, Umesh Sharma, Registrar (IT), High Court of J&K and Ladakh, provided an overview of the e-Courts Project, introduced the Case Information System (CIS) and conducted a practical demonstration of key CIS features relevant to day-to-day judicial functioning.

The second Technical session was conducted by Faizan I Nazar, CPC, e-Courts, High Court of J&K and Ladakh, who deliberated on the rules governing ICT, including e-Filing Rules, Nyay-Shruti Rules, NSTEP and the rules relating to preparation and supply of copies, including e-True Copies of records in the Union Territories of J&K and Ladakh.

In the third technical session, Dr. Karnnika A. Seth, Advocate, Supreme Court of India, delivered an insightful lecture through virtual mode on “Artificial Intelligence and its Impact on Judiciary”, discussing the opportunities, challenges and ethical considerations associated with the use of AI in judicial processes.

The programme concluded with an interactive session and feedback from the participants, followed by a vote of thanks proposed by the Director, J&K Judicial Academy.

Srinagar, Jan 31: Director General of the Central Reserve Police Force (CRPF, GP Singh on Saturday emphasized a renewed focus on ensuring robust security, sustaining normalcy, and achieving the complete elimination of militancy in Jammu and Kashmir.

The DG was chairing a high-level security review with Valley-based senior officials and ground commanders of CRPF. The meeting was held at the CRPF Group Centre (GC) Srinagar during Singh’s tour of Jammu and Kashmir.

Officials said the DG CRPF was on a two-day visit to J&K and arrived in Srinagar on Friday and reviewed the operational preparedness of the force.

Taking stock of the security scenario in the Valley, he reaffirmed CRPF’s unwavering commitment to ensuring an incident-free environment and maintaining peace, particularly with regard to countering terrorist activities, officials said.

The DG also visited 44 Battalion CRPF where he interacted with personnel during a Sainik Sammelan and addressed their grievances.

In his address, the DG lauded the jawans for their steadfast commitment, professionalism, and dedicated service to the nation. Expressing confidence in the Force, he said the CRPF would continue to serve the country with zeal and valour.

FM may unveil measures to steady growth, boost manufacturing, jobs

New Delhi, Jan 31: Finance Minister Nirmala Sitharaman will on February 1 present her ninth straight Budget, which is expected to unveil measures to sustain growth momentum, maintain fiscal discipline, and contain reforms that could buffer the economy from global trade frictions, including US tariffs.

The presentation of the Budget for April 2026 to March 2027 fiscal (2026-27) will be on Sunday, a first in independent India’s history.

Sitharaman’s sweeping income tax and GST cuts, together with spending on infrastructure and the RBI’s interest rate reductions, have so far helped the Indian economy withstand the punitive 50 per cent tariff US President Donald Trump has imposed on Indian goods. But now, she has to come up with measures to sustain the momentum.

The FY27 Budget comes against a complex backdrop. While domestic demand has held up and inflation has moderated from recent highs, global uncertainties – including geopolitical tensions, volatile commodity prices and uneven monetary easing by major central banks – continue to cloud the outlook. At home, the government faces pressure to boost consumption, accelerate job creation and step up capital spending, while keeping the fiscal deficit on a downward path.

However, the tax cuts have nibbled into government revenue, limiting her options to support the economy in the new Budget.

Her biggest challenge will be to find a new growth driver, particularly against the backdrop of a global economy ravaged by heightened uncertainty and fragmentation, financial markets on a precipice, and global commodity prices on a continued uptrend.

Sitharaman, economists said, also faces the difficult task of restoring investor confidence in the near term, as uncertainty over India’s trade talks with the US has unsettled financial markets, with foreign investors continuing to sell Indian equities and pushing the rupee to a record low.

Some believe she may use the proven cash cow – petrol and diesel – to shore up revenues. Availing of a limited window available before international oil prices boil, the minister may raise excise duty on the two auto fuels. The duty hike is expected not to be passed on to consumers, but adjusted against the retail price cut that was warranted when global oil prices fell last year.

She may focus on simplifying regulations and pushing structural reforms to attract domestic and foreign investment.

Despite the tight purse strings, she is not expected to cut spending and may include new measures for the poll-bound states — West Bengal, Tamil Nadu, Kerala and Assam. Some schemes may be re-packaged.

CAPEX PUSH LIKELY TO CONTINUE

Capital expenditure is expected to remain the central pillar of the budget. Over the past few years, the government has sharply increased spending on roads, railways, defence manufacturing, urban infrastructure and logistics to crowd in private investment.

For FY27, economists expect another meaningful rise in capex, though at a more measured pace compared to the post-pandemic surge. Railways, renewable energy, power transmission, defence and urban transport are seen as priority areas, with continued support for state-level infrastructure through interest-free loans.

TAX STABILITY OVER BIG GIVEAWAYS

On the tax front, major changes are considered unlikely. The government has repeatedly signalled a preference for stability and predictability, especially in direct taxes. Any tweaks to personal income tax are expected to be incremental, potentially aimed at easing the burden on the middle class to support consumption.

Corporate tax rates are also likely to remain unchanged, with the focus instead on improving compliance and widening the tax base through digitisation and data-driven enforcement.

JOBS, MANUFACTURING & MSME

Job creation is expected to feature prominently, with possible incentives linked to labour-intensive manufacturing, skilling and apprenticeships.

Schemes supporting micro, small and medium enterprises (MSMEs), which have faced margin pressures from high input costs and tight credit conditions, could see enhanced allocations or credit-guarantee support.

There may also be refinements to production-linked incentive (PLI) schemes as the government assesses their impact on manufacturing capacity, exports and employment.

GREEN TRANSITION & ENERGY SECURITY

With India pushing ahead on its energy-transition goals, the FY27 Budget is expected to strengthen support for renewable energy, green hydrogen, battery storage and electric mobility. Measures to enhance domestic manufacturing of clean-energy equipment and reduce import dependence are also likely.

At the same time, allocations for oil and gas infrastructure and strategic reserves could be maintained to address energy-security concerns amid global volatility.

POLITICAL UNDERTONES

Though not an election year, the Budget FY27 will be closely read for its political signals ahead of key state polls. Balancing welfare spending with fiscal prudence will be a delicate task, especially amid calls for higher rural support and targeted subsidies.

Overall, Sitharaman’s FY27 Budget is expected to prioritise continuity over surprise, reinforcing the government’s long-term growth strategy while navigating near-term economic risks. Markets will look for reassurance that India can sustain high growth without compromising macroeconomic stability.

According to economists at SBI Research, the Budget comes against the domino effects of a new emerging order of realpolitik, still largely opaque, yet frightening. A bigger concern is if crude oil breaks free from the artificially managed supply glut and joins the bandwagon, even for a short while.

“We expect modest growth in tax revenue and flat growth in non-tax revenue,” they said. “Government capex may cross Rs 12 lakh crore in FY27, a YoY growth of around 10 per cent.”

Net tax receipts are on course to miss budgeted estimates due to the GST rate rationalisation measures, direct tax relief, and lower tax buoyancy on the back of weaker nominal growth, said Radhik Rao, Senior Economist, DBS Bank.

“We expect Budget measures to align with the economy’s strategic ambitions, including on manufacturing and social welfare.”

Srinagar, Jan 31: Anti-Corruption Bureau, Jammu today produced charge-sheets in two cases before the Hon’ble Court of Special Judge, Anti-Corruption Jammu regarding illegal transfer of huge chunk of state land situated in Nagrota in favour of beneficiaries and issuance of ration in favour of non-existent BPL/AAY families in village Khandwal Jammu respectively.

As per the statement issued, the charge-sheet in case FIR No. 09/2020 u/s 5(1)(d) r/w 5(2) J&K PC Act, 2006 and section 120-B RPC pertaining to the illegal transfer of state land situated in villages Jagti, Nagrota, Dung, Marh and Sitni of Tehsil Nagrota, District Jammu in favour of beneficiaries, in violation of Govt. Orders No. LB-6/C of 1958 and S-432 of 1966 was produced before the Hon’ble court of Special Judge, Anti-Corruption, Jammu against the accused persons, namely, Rajesh Kumar, then Incharge Tehsildar Nagrota, Riaz Ahmed, then Incharge Patwari Halqa Jagti Nagrota along with other 31 beneficiaries.

The case pertains to the period 2016 to 2018, during which the then Tehsildar Nagrota, Rajesh Kumar, and Patwari Halqa Jagti, Riaz Ahmed, in furtherance of a criminal conspiracy, dishonestly conferred proprietary (ownership) rights over State land in favour of private individuals, who were in illegal occupation of the same. Investigations conducted by ACB Jammu revealed that the accused public servants, in connivance with the illegal occupants/beneficiaries, fraudulently invoked Government Notifications LB-6/C of 1958 and S-432 of 1966, while willfully violating the mandatory conditions and safeguards prescribed under the said notifications. As a result, State land measuring 196 Kanal and 10 Marla was illegally transferred to private individuals through 18 unauthorized mutations, the present market value of which is more than rupees 22 crores. These illegal acts resulted in wrongful loss to the State exchequer and corresponding unlawful gain to the beneficiaries, thereby depriving the Government of valuable State land. After completion of a thorough investigation, the Anti-Corruption Bureau found sufficient evidence establishing the commission of offences by the accused public servants and private beneficiaries. Accordingly, a charge-sheet has been filed today before the Hon’ble Court of Special Judge, Anti-Corruption, Jammu, which further transferred the same to the Hon’ble Court of Addl. Sessions Judge, Anti-Corruption, Jammu for judicial determination.

Charge-sheet in case FIR No. 16/2011 u/s 5(1)(c)(d) r/w 5(2) J&K PC Act, 2006 and sections 409, 120-B RPC  pertaining to the  issuance of ration to 188 non-existent BPL/AAY families in village Khandwal, Jammu was produced before the Hon’ble Court of Special Judge, Anti-corruption, Jammu against accused persons, namely, Bhajan Singh, then Tehsil Supply officer (TSO), Jammu. (2) Miraj-U-Din, then Assistant Director, CA&PD, Rural Jammu. (3) Mohd Rashid, then Patwari Halqa Khandwal, (4) Paramdeep Singh, then Sarpanch Panchyat Khandwal, (5) Dhrub Singh, then Panch village Khandwal, (6) Harbans Lal, then Ration Dealer Panchyat Khandwal (now expired), (7) Balbir Singh, then Panch village Khandwal (now expired), (Romesh Singh, then Nambardar village Khandwal (now expired) and (9) Ami Chand, then Chowkidar village Khandwal (now expired).

The instant case came to be registered at P/S VOJ (now ACB) on 10-08-2011, on the basis of a verification conducted by this bureau, into the allegations that  in the year, 2004 then Tehsil Supply officer (TSO), Bhajan Singh and others, in connivance with Harbans Lal and others, dishonestly processed and recommended the application of Harbans Lal to higher officers of CA&PD Department, Jammu for his appointment as Dealer in the said area without proper verification of families mentioned in the list, which contained non-existent BPL/AAY families, thereby facilitating the appointment of Harbans Lal as Dealer. Verification has further revealed that from the year, 2004 to 2010 on the basis of said list of beneficiaries, CA&PD Officers/Officials from time to time without verification of the said list kept on issuing subsidized ration to 165 and 66 families under BPL/AAY categories respectively of village Khandwal to ration Dealer Sh. Harbans Lal, out of which during verification only 26 and 17 families respectively under BPL/AAY categories were found genuine and 139 families under BPL category and 49 families under AAY category i.e., total 188 families under BPL/AAY categories were found non-existent.  During this period, approximately 1852.19 quintals wheat/Atta and 1564.72 quintals Rice under BPL quota, 586 quintals wheat/Atta and 601.6 quintals Rice under AAY category was found issued to the non-existent families by the Officers/Officials of CA&PD Department, Jammu through the Ration Dealer Sh. Harbans Lal and 498.05 quintals approximately of excess sugar was also found issued to the said dealer during the period (2007-2010). In this manner, Bhajan Singh then TSO and others Officers/Officials of CA&PD Department, Jammu, by abuse of their official position and in pursuance to a conspiracy hatched with the ration Dealer of Village Khandwal Sh. Harbans Lal and others, misappropriated the ration meant for BPL/AAY families, causing a huge loss amounting to Rs 30,33,326.05  to the State Exchequer, for their pecuniary advantages as the said ration carries a huge subsidy provided by the Government.  After the completion of investigation of the case as Proved, charge-sheet has been produced against the said above named accused persons for judicial determination, the statement added.
