Trump says Russia-Ukraine settlement “very close”

Washington DC, Jan 31: US President Donald Trump on Friday (local time) noted that progress was being made toward ending the Russia–Ukraine conflict, while acknowledging that strained relations between Ukrainian President Volodymyr Zelenskyy and Russian President Vladimir Putin continue to make peace efforts “difficult”.

Speaking to reporters at the White House, Trump said, “Zelenskyy and Putin hate each other, and it makes it very difficult. But I think we’re getting very close to getting a settlement.” He added, “I think that we have a good chance of getting it settled.”

Trump’s remarks came a day after he disclosed that he had recently spoken with Putin and requested a temporary halt to attacks on Kyiv and other cities amid extreme winter conditions.

“I personally asked President Putin not to fire into Kyiv and various ‌towns ‍for a week, ‍and he agreed to do ‌that,” Trump said during a Cabinet meeting. “It was very ‍nice. A lot of people ‍said, ‘Don’t waste the call, you’re not going to get that.’ And he did it,” he added.

Explaining the context of his request, Trump pointed to unusually harsh weather affecting the region. “It’s extraordinary. It’s not just like cold, it’s extraordinary cold. Record setting cold, over there too, they are having the same, it’s a big pile of bad weather,” he said, drawing a comparison with a cold snap in Washington.

Reiterating his remarks, the US President added, “They’ve never experienced cold like that. And I personally asked President Putin not to fire into Kyiv and the various towns for a week. And he agreed to do that, and I have to tell you, it was very nice.”

Trump’s comments come even as violence continues on the ground. Ukrainian officials on Thursday said three people were killed in an overnight Russian drone attack in the southern Zaporizhzhia region, while Zelenskyy cautioned that Russia could be preparing for another major assault.

These developments are unfolding ahead of planned US-mediated peace talks expected to take place over the weekend.

Against this backdrop, Russia has invited Zelenskyy to Moscow for negotiations aimed at ending the nearly four-year-long conflict, Kremlin spokesperson Dmitry Peskov said on Thursday.

The proposal follows last week’s first trilateral meeting involving Russia, Ukraine and the United States in Abu Dhabi. Speaking to TASS, Peskov said Moscow is being considered as the potential venue for the discussions.

This marks the second consecutive day that senior Kremlin officials have signalled readiness to host Zelenskyy for peace talks. On Wednesday, presidential aide Yuri Ushakov said Ukraine’s leader would be welcome in Moscow if he agrees to meet.

Ushakov also said Russia would ensure Zelenskyy’s security and provide all necessary arrangements for the talks should he accept the invitation, according to Russia Today.

Jammu, Jan 31: The Northern Army Commander Lt Gen Pratik Sharma visited Jammu and Kashmir’s Kishtwar district on Saturday to review the counter-terrorism grid and commended the troops for their unwavering resolve in the ongoing anti-terror operation.

A firefight is underway to neutralise a group of three holed-up Jaish-e-Mohammad terrorists in the district.

The visit of the Army commander to the mountainous district comes after a high-level security review of the evolving security dynamics in the Jammu region, with a focus on strengthening the counter-terrorism grid on Thursday, officials said.

“Lt Gen Pratik Sharma, Army Commander, Northern Command, visited Kishtwar today to review the counter-terrorism grid and operational preparedness,” Northern Command Headquarters said on X.

The Army commander, while interacting with ground commanders and troops, commended them for their unwavering resolve in the ongoing efforts.

On Thursday, the Northern Army commander chaired a high-level security meeting in Jammu and reviewed the evolving security dynamics in the Jammu region, with a focus on strengthening the counter-terrorism grid, officials said.

The ongoing anti-terror operation in the snowbound Chatroo belt to track down and neutralise a group of three holed-up Jaish-e-Mohammad terrorists is underway.

Mobile internet services remained temporarily suspended within a radius of 6 km covering Singhpora, Chingam and Chatroo to avoid misuse by anti-national elements during the ongoing operation on Friday.

The operation in the area was launched on January 18, leading to a fierce gunbattle in the Sonnar forest near Mandral-Singhpora, resulting in the killing of a paratrooper and injuries to seven soldiers.

Although the terrorists managed to escape by taking advantage of thick vegetation and challenging terrain, security forces continued their hunt despite more than 2 ft of snowfall.

Two more encounters took place between the Army and the terrorists at Mali Dana Top on January 22 and Janseer-Kandiwar on January 25, but the terrorists once again slipped deep into the forest area.

Kishtwar has seen six encounters in the past seven months as forces continue their crackdown on Pakistan-based terrorists operating in the region, which shares borders with Doda and Udhampur districts.

BRO eyes Mughal Road’s first-ever mid-winter opening

Rajouri, Jan 30: To restore inter-provincial surface connectivity between Srinagar and Jammu, the Border Roads Organisation (BRO) has, for the first time, undertaken snow clearance operations on the Mughal Road during the peak winter season.

Traditionally, the Mughal Road used to remain closed for nearly four to six months every winter due to heavy snowfall, with no snow clearance activity being carried out during this period.

Restoration work was usually taken up only after the onset of the summer season.

The 90-km-long Mughal Road holds immense strategic and public importance as it connects the twin border districts of Rajouri and Poonch in the Pir Panjal region with the Shopian district in Kashmir, serving as a crucial alternate route to the Srinagar-Jammu National Highway.

Passing through the Pir Ki Gali mountain ranges, the road traverses extremely tough and high-altitude terrain, an area that witnesses heavy to very heavy snowfall during winters, often leading to prolonged closure.

Recently, the BRO was designated as the nodal agency for the maintenance of the Mughal Road, which has been included with a newly sanctioned National Highway, referred to as NH-701A.

Now, in a policy shift, BRO decided to initiate snow clearance work even during winter.

Officials of BRO said that snow cutter machines had been deployed and were working round-the-clock to restore the road.

“Snow clearance operations are being carried out simultaneously from both sides, from the Shopian side in Kashmir by BRO’s Project Beacon and from the Rajouri Poonch side by Project Sampark,” they said.

BRO officials said that if weather conditions remain favourable, the snow clearance work is expected to be completed within the next 10 to 12 days.

They said that the objective was to make the road functional at the earliest and significantly enhance surface connectivity in Kashmir and Jammu.

BRO officials said that this would mark the first time the Mughal Road is restored in the middle of the winter season, a development expected to bring substantial relief and benefits to the people of Rajouri and Poonch districts, besides strengthening strategic and logistical connectivity in the region.

KCCI flags tourism slowdown, seeks Govt support

Srinagar, Jan 30: The President, Kashmir Chamber of Commerce & Industry (KCCI), Javid Ahmad Tenga, along with the President of the Kashmir Hotel and Restaurant Owners Association, Gowher Maqbool, on Friday met Ashish Chandra Verma, Additional Chief Secretary and Financial Commissioner (Tourism), at the Civil Secretariat Jammu here to discuss pressing issues confronting the tourism sector in J&K.

A statement said that during the meeting, Tenga apprised the Additional Chief Secretary that the tourism industry has suffered a severe setback following the April 22 terror attack in Pahalgam, which triggered widespread cancellations and a sharp decline in tourist footfall.

He said the downturn has resulted in acute financial stress across the sector, impacting hoteliers, houseboat owners, tour operators, transporters, tourist guides and thousands of daily-wage earners who are directly dependent on tourism for their livelihoods.

Tourism promotion remained a key focus of the discussion, with the KCCI President strongly advocating for an intensive, well-coordinated pan-India and international promotional campaign to restore traveller confidence and safeguard the upcoming tourism seasons. He stressed that timely and visible promotional efforts are crucial to reversing the prevailing slowdown.

The issue of renewal of registrations for hotels, houseboats and guest houses was also discussed at length. Tenga pointed out that delays, lack of clarity and procedural complexities in the renewal process are creating serious operational challenges for hospitality units. He sought the introduction of a single-window, digitised and time-bound mechanism for renewals, with special emphasis on houseboats, describing them as an iconic and integral part of Kashmir’s tourism identity.

The KCCI President further expressed concern over notices being issued by the Pollution Control Committee to hotels and hospitality establishments at a time when the sector is already under immense strain.

Other issues raised included the absence of a clearly defined annual calendar for tourism promotion events, with stakeholders often informed at short notice, limiting effective participation. The delegation also highlighted infrastructure constraints in congested areas such as Lal Chowk, fire safety compliance under Smart City initiatives, the need for improved airport facilitation, waiver of municipal and allied fees during the downturn, and the urgent requirement of sewage treatment plants in major hotel clusters.

Tenga requested the Additional Chief Secretary to visit these hotel clusters to assess the situation on the ground. Verma gave a patient hearing to the delegation and assured that the issues raised would be examined with due consideration, reiterating the government’s commitment to reviving tourism and improving the overall business environment in J&K.

Srinagar, Jan 30: The High Court of J&K and Ladakh ruled on Friday that the declaration of the Roshni Act as unconstitutional does not, by itself, prevent prosecution of public servants and beneficiaries under the Prevention of Corruption (PC) Act.

However, the court quashed criminal proceedings in cases where no evidence was found to support corrupt intent or undue benefit.

In a batch of pleas, some senior officers and beneficiaries had called in question prosecution against them with the contention that once Jammu and Kashmir State Lands (Vesting of Ownership to the Occupants) Act, 2001) popularly known as the Roshni Act had been declared void ab initio by the Division Bench in case of Prof S K Bhalla versus State of J&K, no prosecution against them could sustain in law.

Further, the petitioners had contended that even offences under the PC Act and other laws were not made out against them.

They had contended that at the most they had committed breach of procedure which was trivial in nature and hence no prosecution could be launched on these trivial issues.

In keeping with the DB directions, investigations were initiated by the CBI, resulting in registration of FIRs and a subsequent process which was under challenge before the single bench.

A bench of Justice Sanjay Dhar, while deciding the pleas, ruled that criminal liability under the PC Act could still arise if acts of bribery, abuse of official position, or conspiracy were established.

The court observed that the accused were not being prosecuted for violations of the Roshni Act itself, but for alleged criminal misconduct under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act.

The court noted that it would be illogical and preposterous to say that a public servant who has taken a bribe or illegal gratification while implementing the Roshni Act would get scot-free merely because the Roshni Act has been declared unconstitutional.

The court held that even if, pursuant to the judgment in Bhalla’s case, the accused are required to surrender the State land vested in them back to the State, saying that such surrender would not, by itself, result in their exoneration from charges of criminal misconduct.

The court ruled that where the material on record discloses that proprietary rights over the land were obtained by the beneficiaries through conspiracy with public servants who misused their official position to confer such benefits illegally, criminal liability would continue to subsist.

“Once an offence has been committed by a person, merely because the benefit derived by the said person has been restituted in favour of the person against whom the said offence has been committed, cannot lead to the obliteration of the offences committed,” it said.

The court noted that the CBI investigations stem from explicit and wide-ranging directions issued by the Division Bench in the SK Bhalla judgment, which had termed the Roshni scheme a massive land scam involving arbitrary, dishonest and illegal vesting of State land.

The court reiterated that it cannot dilute or bypass those binding directions mandating investigation and prosecution wherever criminality is disclosed.

However, in the specific cases before the court, the petitioners – public servants involved in land allotments – were granted relief.

Crucially, the court found, there was no material on record to show that the officials had obtained any pecuniary advantage, adopted corrupt means, or acted with dishonest or mala fide intent.

“In the absence of any material on record to show that the accused public servants had either adopted any corrupt means or obtained any pecuniary advantage for themselves, it cannot be stated that the offence of criminal misconduct is made out against them,” the court said, underlining that dishonest intention was the gist of the offence under Section 5(1)(d) of the Prevention of Corruption Act which is punishable under Section 5(2) of the act.

“Unless it is shown that a public servant has, by corruption or illegal means, abused his position, it cannot be stated that he has committed the offence of criminal misconduct,” the court said.

The court noted that the trivial procedural irregularities do not constitute a blatant violation of the provisions of the act or the rules framed thereunder so as to attract criminal liability.

The court noted that once the fundamental facts on the basis of which ownership could have been vested in favour of the beneficiaries are established from the record, mere discrepancies in the application forms cannot form a ground for prosecuting those public servants who have dealt with the matter.

The day is observed annually as Martyrs’ Day to honour Mahatma and others who sacrificed their lives for the country.

Mahatma led India’s freedom struggle through nonviolent resistance, or ahimsa, and civil disobedience, mobilising millions against colonial rule.

Each year, national leaders gather at Raj Ghat, the memorial marking Gandhi’s cremation site in New Delhi, to pay homage.

Prayers and remembrance ceremonies are held across the country, reaffirming Gandhi’s enduring influence on India’s political ethos and national identity.

New Delhi, Jan 30: The India U-19 team, currently playing in the ongoing U-19 World Cup, had a virtual interaction with batting great Sachin Tendulkar ahead of their crucial Super Six clash against Pakistan.

With England sealing their semifinal spot with a win over New Zealand on Friday, Sunday’s clash between India and Pakistan has taken on added significance, with only one team set to advance to the knockout stage from Super Six Group B.

“In what was an invaluable experience, the next generation got insights and perspectives on the important ingredients for success and longevity in an ever evolving sport,” BCCI said in a post on ‘X’ along with pictures of the virtual meet.

Jammu, Jan 30: Lieutenant Governor Manoj Sinha has accorded sanction to the naming of Kathua Railway Station as “Martyr Captain Sunil Kumar Choudhary Kathia Railway Station” in the district of Kathua.

General Administration Department (GAD) Commissioner Secretary M Raju issued an order on behalf of the Lieutenant Governor, according sanction to the rechristening of Kathua Railway Station.

Following it, the Union Minister of State in PMO Jitendra Singh, who is also the Member Parliament from Kathua-Udhampur-Doda Lok Sabha constituency, through a post on social media, thanked Prime Minister Narendra Modi for “expeditiously responding to the popular demand” presented before the PM “from the people of Kathua for renaming of Kathua Railway Station after the war martyr who was a son of the soil.”

Singh also thanked Home Minister Amit Shah and Railway Minister Ashwini Vaishnaw for their “kind cooperation in facilitating the official process.”

Meanwhile, the father of Captain Sunil Kumar Choudhary and other members of the family also thanked the government for renaming the station after their son.

Srinagar, Jan 30: The five-year integrated courses offered by the Universities has thrown up a major challenge for the Higher Education Department (HED) to attract students for UG programmes at college level.

Over the years, the Universities across J&K have started offering five-year integrated courses due to which the students directly move towards the varsity, leaving the degree college without students. The trend has started at a time when the government has established 52 new degree colleges over the last few years to provide students more access to higher education. The colleges were established with an aim to take higher education to the door steps. However, most of the newly established colleges receive lukewarm response from students, defeating the purpose of the establishment of these institutions. Lukewarm response to the newly colleges and Universities offering five-year integrated courses has put the HED in a tight spot.

Talking to Greater Kashmir, Director Colleges J&K, Prof Sheikh Aijaz Bashir acknowledged that the Universities offering five-year integrated programmes was a challenge for the department.

“We accept this as a challenge at the UG level, since we have also started certain PG programs in the college, but we accept this as a challenge because universities are also going now into integrated programmes,” he said. He said the Universities were giving a five-year solution to a student in terms of an integrated programmes.

“Universities are offering UG programmes now but how far they will carry it, that’s a matter of debate, but the point is that it is not going to impact us,” he said. He said that HED caters to large number of students from different corners of the J&K. “But my appeal to students will be that they should not focus moving towards such colleges which are established (old colleges). New colleges have also come up with an excellent infrastructure,” Prof Sheikh Aijaz told Greater Kashmir.

He said that students should not only aspire to seek admission in old colleges but in the newly established ones which are situated in their nearby areas. “If a student from any district, like Baramulla, aspires to seek an admission, it is not necessary for him to come to Baramulla Boys College only. He can go to other colleges of the district as well,” he said. He said the newly established degree college in Baramulla like GDC Hadipora, Bumai and other areas have also good infrastructure. “We are trying to bring higher education to the doorstep but that is not being accepted by the students because they still prefer old colleges,” he said.

Director Colleges further said that society (parents) has a role to play in it to convince students to seek admission in new colleges, he said. When asked that new colleges do not offer different courses than old colleges, Director Colleges said that the department is mulling to start new programmes in new colleges. “We are trying to create hybrid models also in terms of programmes. We are working on that. We are looking towards our universities, our Board of Studies also, to give us new ideas,” he said.

Mumbai, Jan 30: The proposed merger of two Nationalist Congress Party (NCP) factions – each headed by Ajit Pawar, who was killed in a plane crash two days ago, and his uncle Sharad Pawar – is “very much on course”, with talks reaching an “advanced stage” even before the deputy chief minister’s death, sources said. However, the merger will also bring with it change in power dynamics as the NCP (SP) camp believes that veteran leader Sharad Pawar will now naturally resume a “central role” in guiding the unified cadre, while the ruling NCP is keen on proposing late Ajit Pawar’s wife Sunetra Pawar, a Rajya Sabha MP, for the post of deputy CM to maintain the family’s political legacy, they said.

The talks about the reunification had already started when Ajit Pawar was alive. In fact, the two parties even contested the civic polls in Pune and Pimpri Chinchwad together.

The NCP, founded by Sharad Pawar in 1999, was vertically split after Ajit Pawar joined the Eknath Shinde-led Mahayuti government in July 2023. He was appointed the deputy CM at that time. Pawar’s stint in the same post continued after Devendra Fadnavis came to the helm as CM following the November 2024 assembly polls.

The claim over the (NCP’s) party name and poll symbol had seen a bitter contest between the two factions with Ajit Pawar’s camp getting the original ‘NCP’ name and analogue alarm clock poll symbol. At present, NCP is part of the Mahayuti government, while NCP (SP) is a constituent of the Opposition Maha Vikas Aghadi (MVA).
