Airlines to offer 60% seats in flights without additional charges from Apr 20

New Delhi, Mar 29: Airlines will start offering at least 60 per cent of seats in a flight without levying any additional charge from April 20, as well as maintain a transparent seat allocation policy, according to aviation watchdog DGCA.

On March 18, the civil aviation ministry announced that directions have been issued to the DGCA to direct airlines to allocate a minimum of 60 per cent of seats for selection on any flight free of charge to ensure fair access for passengers.

In this regard, the Directorate General of Civil Aviation (DGCA) issued the amended Air Transport Circular dated March 20.

A DGCA official said the circular would come into effect from April 20.

The regulator has said that airlines should ensure at least “60 per cent of the seats in any flight shall be offered free of charge”.

“Airlines should maintain transparent seat allocation policies and clearly communicate the availability of free seats and applicable conditions on their booking interfaces,” as per a revised circular dated March 20.

Also, the regulator has said that passengers travelling on the same PNR (Passenger Name Record) should, as far as practicable, be allotted seats in close proximity to one another, ordinarily meaning adjacent seats in the same row.

An official said airlines are preparing to implement the new directive.

At present, 20 per cent of the seats can be booked free of charge, while the rest are paid.

Generally, airlines charge Rs 200 to Rs 2,100 for choosing seats, depending on various factors, including front rows and extra leg room, a travel industry executive had said.

Among other aspects, the circular has mentioned that all relevant charges for optional services relating to sports equipment or musical instruments, including any liability conditions in case of damage, should be displayed in a transparent and unambiguous manner on airline websites and booking platforms.

DGCA has said the circular will take effect 30 days from its issuance date.

The move also comes against the backdrop of rising concerns that airlines are levying high charges for various services, including seat selection.

Last week, IndiGo, Air India and SpiceJet raised strong objections to the decision, asking airlines not to levy any charges for the selection of at least 60 per cent seats on flights, saying the move will force them to hike airfares to recover lost revenues.

In a letter to the civil aviation ministry on March 20, the Federation of Indian Airlines (FIA), which represents the three airlines, had urged the ministry to take steps to withdraw the decision.

Indian airports handle over five lakh passengers daily.

Jammu, Mar 29: In a major push to promote awareness and conservation of medicinal plants, the National Medicinal Plants Board under the Union Ministry of Ayush has approved a Rs 53 lakh project to establish 100 School Herbal Gardens across Jammu, an official spokesperson said on Sunday.

The initiative envisages the development of herbal gardens in selected schools, with 10 schools to be covered in each district of the division, the spokesperson said.

He said the project has been approved after recommendations from the Directorate of Ayush, J&K (J&K Medicinal Plants Board), with the objective of integrating the rich heritage of medicinal plants into the school education system in a meaningful and practical manner.

The herbal gardens will serve as vibrant learning spaces where the students will gain first-hand knowledge about the identification, cultivation and uses of important medicinal plants, while also developing a deeper appreciation for nature and traditional systems of healthcare, the spokesperson said.

He said 100 schools have been identified by the Directorate of School Education, Jammu.

Director Ayush, J&K and CEO, J&K Medicinal Plants Board, Ajay Kumar Tikoo, termed the approval as a significant milestone and expressed confidence that these herbal gardens will evolve into centres of experiential learning and inspire students to actively engage with nature and wellness practices.

Praying for Iran to emerge victorious, war to end, says Mehbooba Mufti

Kathua, Mar 29: PDP president Mehbooba Mufti on Sunday said she is praying to Allah for Iran to emerge victorious in the West Asia conflict, and for the war to come to an immediate end, calling it essential to restore stability and curb the “escalating” inflation.

She also accused the National Conference government in Jammu and Kashmir and the BJP-led Centre of “completely failing” to resolve people’s problems.

“Iran has had very deep relations with India. It was unfortunate that the prime minister (Narendra Modi) visited Israel just before the war began, which did not send a good message,” Mufti told reporters on the sidelines of a PDP rally at Hiranagar in Kathua district.

“Jammu and Kashmir used to be called ‘Iran-e-Sagheer’ (Little Iran), which shows how close our ties have been. Islam came to us through Iran, and we share many similarities.

“The way the people of J-K have come out on the streets for Iran – collecting money, offering help, donating gold jewellery and household items – shows a great spirit,” she said.

The former J-K chief minister said they are praying to Allah for Iran to emerge victorious, and for the war to come to an end.

“The war is having a very negative impact on India as well. The whole world is affected, and things are becoming more expensive,” Mufti said.

Stating that a large number of people from India, including Jammu and Kashmir, work in the Gulf countries, the PDP chief said, “They will naturally return if conditions worsen, and unemployment will increase. Therefore, the war should stop as soon as possible, so that peace can be restored and inflation can also be brought under control.”

The war in West Asia, which began after the US-Israel combine attacked Iran on February 28, prompting retaliatory strikes by Tehran across the Gulf region, has now stretched into its fifth week, with no immediate end in sight.

It has impacted the global economy, including oil and gas prices, which have had repercussions on the lives of citizens across the region.

The PDP organised the rally to welcome former Congress district general secretary, Kavel Jarotia, into the party along with his supporters.

Mufti also said that after the abrogation of Article 370 in 2019, the people of J-K have faced significant disempowerment.

“That is why they have advocated the passage of a Private Member’s Bill moved by the PDP seeking a statutory framework for reorganisation of administrative divisions, districts, sub-divisions and tehsils in the Union territory,” she said.

“People feel they have no authority left in their hands. The far-flung areas, be it the Chenab Valley, Pir Panjal or the Bani-Basohli region, are very remote and require proper administration.

“That is why new districts should be created, and new divisions should be formed to give relief to people. We have introduced a Bill. Let’s see what the government does now,” Mufti said.

On the performance of the National Conference government, she said people had a lot of expectations from it.

“The National Conference got 50 seats, and people felt that their problems would be resolved. People had similar expectations from the BJP, thinking that since it is in power in Delhi, it would help address the issues here. But it seems both parties have completely failed to resolve people’s issues,” Mufti said.

Jammu, Mar 29: Jammu Police on Sunday said that an accused namely Parveen Kumar, S/o Shugan Chand, R/o Panipath Haryana who was arrested in case FIR No. 67/2026 US 318(4), 127(3)/308(2)BNS of Police Station Gandhi Nagar Jammu, currently on police remand today complained of severe stomach pain and was immediately rushed to hospital for treatment, where doctors later declared him dead.

According to officials, the said accused along with 04 others were arrested from Kolkota in the aforementioned case and police after conducting proper medical examination &  transit remand shifted the said persons to Police Station Gandhinagar on 25.03.2026 and all were on Police Remand upto 30.03.2026.

They said that regular medical examinations of the accused were conducted and all precautions were taken in the police custody.

Accordingly today i.e on 29.03. 2026 medical examination of the accused was again conducted from Police Hospital Jammu. However, later on the subject complained of severe stomach pain and was immediately rushed to Government Hospital Gandhi Nagar for treatment, where doctors later declared him dead.

Post mortem is being conducted by the board of doctors at GMC Jammu and family of the deceased has been informed and the post-mort will be conducted in presence of family members and the Executive Magistrate. All the CCTV footages and other evidences are being preserved, officials held.

Meanwhile, police has initiated inquest proceedings and District Magistrate Jammu has been requested to initiate magisterial inquiry into the matter.

Anantnag, Mar 29: The Anti Corruption Bureau Jammu and Kashmir on Sunday said they have trapped and arrested an SPO of Police Station Larnoo, Anantnag, for demanding and accepting a bribe of Rs 18,000 from a complainant.

In a statement issued to the news agency—Kashmir News Observer (KNO), a spokesperson said the J&K Anti Corrupting Bureau received a written complaint to the effect that on 26-03-2026, the complainant was driving his Load Carrier from Mati to Badihar and was stopped by Police Naka Party at Badihar Bridge.

He said the Police Party searched the Load Carrier and checked the documents of the Load Carrier but didn’t return back documents of Load Carrier to the complainant, instead told him to report at Police Station Larnoo on next day.

“On next day i.e. on 27-03-2026 the complainant proceeded to Police Station Larnoo where he met SPO Imtiyaz Ahmad Bhat who verbally demanded to pay an amount of ₹30000 for release of documents but later on demanded an amount of ₹25000 on phone, which was finally settled on ₹18000.”

The spokesperson said, complainant chose not to pay bribe and instead approached Anti Corruption Bureau for taking legal action against the said Police Official as envisaged under law.

“On receipt of the complaint, a discreet verification was conducted which confirmed the demand by the said Govt. employee and accordingly Case FIR No. 03/2026 u/s 7 of PC Act 1988 read with amendment Act-2018 was registered in PS ACB Anantnag and investigation was taken up,” said the spokesperson.

He said, during the course of investigation a trap team was constituted. The team laid a successful trap and caught the said Official Imtiyaz Ahmad Bhat No 176/SPO of Police Station Larnoo Anantnag, S/o Khazir Mohammad Bhat R/o Batpora Larnoo Kokernag Anantnag red handed while demanding and accepting bribe.

“He was arrested on spot and bribe amount was also recovered from his possession in presence of independent witnesses associated with the trap team. Subsequently, search of residential houses of the accused Police Official was carried out in presence of Executive Magistrates and independent witnesses. Further investigation of the instant case is going on,” spokesperson added.

New Delhi, Mar 29: Prime Minister Narendra Modi on Sunday urged all citizens to join hands to overcome the “challenging” situation emerging due to the ongoing “fierce war” in West Asia.

Addressing his monthly radio broadcast ‘Mann Ki Baat’, Modi also cautioned those politicising the present crisis and said there is no place for self-serving politics in the prevailing situation.

He said those who are spreading rumours are causing major harm to the country.

“Presently, a fierce war is going on in our neighbourhood for a month. These certainly are challenging times. Today, through ‘Mann Ki Baat’, I would once again urge all my countrymen that we must unitedly overcome this challenge,” the prime minister said.

Those who are politicising this issue should refrain from doing so as this is a matter concerning the interests of 140 crore citizens. There is no place for self-serving politics, he said.

“I would also appeal to all citizens to remain vigilant and not be misled by rumours. Trust only the continuous information provided by the government and take action based only on that,” he added.

As always, Modi said, he was confident that just as the people of the country have overcome past crises with their collective strength, this time too, “we will together emerge victorious from this difficult situation”.

He said millions of Indian family members live in these Gulf countries and are working there.

“I am deeply grateful to the Gulf countries, which are providing all kinds of assistance to more than 1 crore such Indians living there,” he said.

The PM said West Asia is a major centre of India’s energy needs and on account of that, a crisis is emerging around the world regarding petrol and diesel.

“Our global relations, the support we receive from various countries and the strengths the country has built over the past decade have enabled India to bravely confront these circumstances,” he said.

At the outset of this address, Modi said the month of March has been full of turbulence globally.

He said all citizens of the country remember that the entire world faced myriad problems for a long time on account of Covid.

“Indeed, all of us had expected that after emerging from the Corona crisis, the world would move forward on the path of renewed progress,” Modi said.

However, he said, situations of war and conflict have continuously arisen in different parts of the world.

The West Asia conflict started on February 28. While the US and Israel attacked Iran, the Islamic Republic retaliated by targeting Washington’s allies in its neighbourhood and Tel Aviv.

Iran controls the Strait of Hormuz, a key shipping route through which 20 per cent of the world’s energy is transported. Since the conflict began, Iran has allowed very few ships to cross it.

Modi has spoken to a number of world leaders, including those from Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, Jordan, Iran, France, Israel and Malaysia, since the conflict started.

He has also spoken to US President Donald Trump. After a telephonic conversation between the two on March 24, Modi said he “had a useful exchange of views on the situation in West Asia”.

Jammu, Mar 29: Lieutenant Governor Manoj Sinha on Sunday said that the Jammu Marathon symbolises the profound transformation Jammu Kashmir has embraced since 2019.

“Peace, prosperity and enabling conditions have made the UT a destination for world-class events. Its dream realised at last, as after seven decades, J&K claims its rightful place on the global stage,” the Lieutenant Governor said.

The Lieutenant Governor was speaking at the felicitation ceremony of Jammu Marathon at MA Stadium, Jammu.

The first-ever International Half Marathon in Jammu, organized by J&K Tourism department, featuring 21 km, 10 km and 5 km race categories, witnessed the participation of more than 3000 runners from across the country and abroad.

Terming the Jammu Marathon as a historic milestone, the Lieutenant Governor said that the Jammu has firmly established itself on the global running map. He said the success of the mega event promises a surge in tourism to the enchanting city of Jammu, benefiting Trade and Businesses and heralding an era of comprehensive development.

“I see the marathon as the one event where runners don’t worry about trophies, rankings, or medals. They just think about the next step. And that’s the biggest lesson from a marathon.

Jammu Kashmir itself embodies this principle. Since 2019, we have advanced one step at a time, crafting a new identity for this Union Territory. We have transformed it into a hub of peace and prosperity, now capable of hosting international marathons, cricket tournaments, and even international events,” the Lieutenant Governor said.

The Lieutenant Governor said when Government of India first conceived the Kashmir Marathon in December 2023 meeting, the goal wasn’t just to organize a race but it envisioned a new Jammu Kashmir announcing its arrival on the global sporting stage.

“Under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji, Jammu Kashmir is now showcasing its boundless tourism potential on the world map,” the Lieutenant Governor said.

The Lieutenant Governor said that long-awaited dreams and aspirations are becoming a reality.

“Through Jammu Marathon, the participants have not only discovered new experiences within themselves but also witnessed the profound changes sweeping Jammu Kashmir,” he said.

Speaking during his monthly radio programme Mann Ki Baat, Modi highlighted the team’s success as a landmark moment for the region and for Indian domestic cricket.

The Prime Minister said the victory carries wider significance beyond sport, noting that it is expected to have a positive impact on youth in Jammu and Kashmir.

“India is proud of the Jammu and Kashmir team for their historic Ranji Trophy win. This will have a very positive impact in J&K and inspire many others to pursue sports,” Modi said.

Srinagar, Mar 29: Fresh snowfall in many areas of the higher reaches of Kashmir has led to the closure of two national highways, while rains lashed the plains of the valley, the meteorological department said on Sunday.

Under the influence of a western disturbance, the higher reaches, including Gulmarg, Pahalgam, Yousmarg, Gurez, Razdan Top, and Sonamarg-Zojila Axis, received light to moderate snowfall overnight, officials said.

The fresh snowfall led to the closure of the Srinagar-Leh national Highway and the Bandipora-Gurez road.

The plains of the valley, including Srinagar city, were lashed by moderate widespread rains, which were intermittent at several places, they said.

According to the Met, the overcast conditions led to a rise in the minimum temperatures across the valley. Srinagar recorded a low of 10.3 degrees Celsius, 3.8 degrees above the seasonal normal.

The night temperature was three to five degrees above normal across the valley.

The Met said there is a possibility of intermittent light to moderate rain in the plains, and snow in the higher reaches with thunder/gusty winds (40-50 kmph) till Monday night.

There is a possibility of moderate snow over a few higher reaches of north and central Kashmir, it added.

On March 31, the weather is likely to remain cloudy with a brief spell of light rain/snow at scattered places, while from April 1-2, there are chances of a brief spell of light rain at isolated places, it said.

The weather office also predicted spells of light rain/snow at isolated to scattered places from April 3-7. It advised farmers to suspend all farm operations until Monday.

North Korea conducts engine test for missile capable of targeting US mainland

Seoul, Mar 29: North Korean leader Kim Jong Un observed a test of an upgraded, high-thrust, solid-fuel engine for weapons and hailed it as a signficant development to boost the country’s strategic military capability, state media reported Sunday.

While the test was in line with Kim’s stated goal of acquiring more agile, hard-to-detect missiles targeting the United States and its allies, some experts speculate North Korea’s claim may be an exaggeration.

The Korean Central News Agency reported Kim watched the ground jet test of the engine using a composite carbon fiber material. It said the engine’s maximum trust is 2,500 kilotons, up from about 1,970 kilotons reported in a similar solid-fuel engine test in September.

KCNA reported the test was conducted as part of the country’s five-year arms build-up meant to upgrade “strategic strike means,” a term referring to nuclear-capable ballistic missiles and other weapons.

Kim said the latest engine test had “great significance in putting the country’s strategic military muscle on the highest level,” according to KCNA.

KCNA did not report exactly when or where the test occurred.

North Korea’s report on the latest test could be “bluffing” as it didn’t disclose some key information like the engine’s total combustion time, said Lee Choon Geun, an honorary research fellow at South Korea’s Science and Technology Policy Institute.

When North Korea described the September test as the ninth and final ground test of a solid-fuel engine that it earlier said would be used for intercontinental ballistic missiles. Observers predicted at the time North Korea would soon test-launch an ICBM loaded with that engine, but it hasn’t done so yet.

North Korea’s solid-fuel engine development program may be facing some delays or the country might have determined to develop a better engine, possibly with Russian technical assistence, Lee said. Cooperation between the countries has deepened in recent years, with the North sending troops and conventional weapons to support Russia’s war against Ukraine.

In recent years, North Korea has test-fired a variety of ICBMs demonstrating the potential range to reach the US mainland, including missiles with solid propellants that make detection prior to liftoff more difficult. The country’s older liquid-fuel missiles must be fueled before liftoffs and cannot last long.

Some of North Korea’s past claims about major weapons test-launches drew outside scepticm. In 2024, North Korea claimed to have successfully tested a multiwarhead missile, but South Korea quickly dismissed the claim as deception to cover up a failed launch.

Some foreign experts say North Korea still faces technological hurdles before it has a functioning ICBM, such as ensuring its warheads survive the harsh conditions of atmospheric reentry. But others dispute that assessment given the number of years the country has spent on its nuclear and missile programs.

Possession of more powerful and efficient solid-fuel engines would allow North Korea to build smaller ICBMs that can be launched from submarines or land-based mobile launch trucks, Lee said. Other observers say a push to increase the engine power is likely associated with efforts to place multiple warheads on a single missile to increase chances of defeating US defences.

North Korea has pushed hard to expand its nuclear arsenal since Kim’s high-stakes diplomacy with US President Donald Trump collapsed in 2019. In a ruling Workers’ Party congress in February, Kim left open the door for dialogue with Trump but urged Washington to drop demands for the North’s nuclear disarmament as a precondition for talks.
