SI among six chargesheeted in Rs 3 crore cheating case in Jammu

Jammu, Jan 30: Six persons, including a police sub-inspector, were chargesheeted here for allegedly duping a Hyderabad-based businessman of Rs three crore under the guise of selling Kashmir Blue Sapphires, a police spokesman said.

The charge sheet was filed in a local court here in the cheating and fraud case, which was registered at police station Bahu Fort in Jammu city on December 15, 2024, the spokesman said.

The accused in the case include sub-inspector Mohd Maqbool Dugga, Mohd Taj Khan, Kulwinder Singh, Mohd Rayaz, Showkat Hussain and Mohd Shafi.

Earlier, the police had recovered and returned Rs 62 lakh to the complainant, Mir Firasath Ali Khan.

The investigation revealed a larger criminal conspiracy in which Taj Khan, along with others, was allegedly involved in selling rare Kashmir Blue Sapphires from the treasure of the Raja of Jammu.

The police seized multiple fake gemstones and other forged articles from the possession of Khan, Shafi and Maqbool during a search of their houses, the spokesman said.

The police also identified the property acquired by the accused using the proceeds of crime and have lodged an application before the railway court, Jammu under relevant sections of the law for attachment of the same, marking a shift towards a more victim-focused justice system, he said.

Srinagar, Jan 30: The Kashmir Power Distribution Corporation Limited (KPDCL) on Friday announced power shutdown in several areas of Kashmir division in coming days.

Chief Engineer, Distribution, KPDCL informed that Shutdown of 33 KV Alusteng-Zakura line will be observed due to which power supply to Ahmad Nagar, Umerhair and adjoining areas will be affected from 11 AM to 02 PM on 31 January 2026.

Similarly, shutdown of Cheshmashahi-TRC-Nedous line will be observed due to which power supply to  Dal, Paras Hospital and 33 KV installations of Rajbagh Tapline will be affected from 10 AM to 03 PM on 01 February 2026.

Likewise, shutdown of 33 KV Budgam SIDCO Tap line will be observed due to which power supply to Ompora, Sheikhpora, Housing Colony, Mohanpora, NIFT and adjoining areas will be affected from 12 Noon to 03 PM on 31 January 2026.

Futher, shutdown of 33 KV Lassipora-Keegam line will be observed due to which power supply to Pakherpora, Rajpora, Rahmoo, Keegam, Gulshanabad, Akhal, Chararipora and adjoining areas will be affected from 09 AM to 03 PM on 01, 04, 07 & 10 February 2026.

US issues ‘security alert’, asks Americans to remain vigilant and avoid crowds in Bangladesh

Dhaka, Jan 30: The US on Friday issued a “security alert” for its citizens in Bangladesh, asking them to remain vigilant and avoid crowds as political violence or extremist attacks may occur, potentially targeting rallies, polling stations, and religious sites during the election period.

In an advisory posted on its official website, the US Embassy in Bangladesh also instructed its citizens to avoid demonstrations and exercise caution in the vicinity of any large gatherings.

Bangladesh will hold parliamentary elections and a national referendum simultaneously on February 12.

“During the election period, political violence or extremist attacks may occur potentially targeting rallies, polling stations, and religious sites such as churches, temples, mosques, and other places of religious significance,” the security alert said.

“US citizens should practice vigilance and remember that demonstrations or rallies intended to be peaceful can turn confrontational and escalate into violence. You should avoid demonstrations and exercise caution in the vicinity of any large gatherings,” it added.

The Bangladesh government has announced restrictions on transportation beginning on February 10 for motorcycles and all transportation on February 11 and 12.

The advisory said that the US Embassy in Dhaka will have limited onsite services on February 11 and 12.

It also advised US citizens to review security plans and plan for alternative travel routes while keeping a low profile.

On Friday, US Ambassador to Bangladesh Brent T Christensen met Jamaat-e-Islami chief Shafiqur Rahman and discussed upcoming elections.

“In our meeting today, I heard Jamaat Ameer Dr Shafiqur Rahman’s perspectives on the upcoming elections. The United States looks forward to working with all Bangladeshi political parties to advance shared peace and prosperity,” the envoy said after the meeting.

Nearly 2,000 candidates, including representatives from more than 50 political parties and independent contenders, are vying for 300 parliamentary seats in the February 12 polls, state-owned Bangladesh Sangbad Sangstha (BSS) reported.

According to police data, so far four people have been killed till Thursday since the formal election campaign started on January 22, it said.

At least 16 countries have accepted Bangladesh’s invitation to send a total of 57 election observers for the country’s 13th general election, it added.

Former prime minister Khaleda Zia’s Bangladesh Nationalist Party (BNP) has emerged as the frontrunner in the changed political landscape in the country after the interim government disbanded deposed premier Sheikh Hasina’s Awami League last year.

Div Com Kashmir reviews status of UEED development projects in Srinagar

Srinagar, Jan 30: Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting to review the status of ongoing and proposed development projects being executed by the Urban Environmental Engineering Department (UEED) in Srinagar.

The meeting was attended by Vice Chairman LCMA, Additional Deputy Commissioner Srinagar, Chief Engineers of KPDCL, PHE and R&B, Superintending Engineer UEED, General Manager NBCC Srinagar, Deputy Director Planning, and other senior officers.

At the outset, the Superintending Engineer, UEED, gave a detailed presentation on ongoing and envisioned projects across the Kashmir Division, with special focus on Srinagar city. He briefed the meeting on the number of Urban Local Bodies (ULBs) in the division, DPRs framed, projects tendered, live projects, and projects under evaluation.

The SE UEED also apprised the meeting of the status of Sewage Treatment Plant (STP) works under SBM (Urban) 2.0, the overall sewerage scenario of Srinagar city, pollution abatement measures for water bodies in the city, major ongoing UEED projects, the sewerage scheme for Zone-3 of Greater Srinagar, and the project status along with issues related to the 60 MLD Noorbagh STP.

It was given that Noor Bagh STP shall be fully commissioned by March.

Addressing the meeting, the Divisional Commissioner directed UEED to compile stage-wise timelines for all ongoing and envisioned projects to ensure effective monitoring.

He further instructed for urgent resolution of issues pertaining to the 60 MLD Noorbagh STP, including augmentation of power supply, plugging of leakages, connection of all 20,000 households, completion of line connections at Alamgiribazar, and ensuring proper road connectivity.

Five AGMUT cadre IPS officers promoted to DGP rank by MHA

Srinagar, Jan 30: The Ministry of Home Affairs has promoted five AGMUT cadre IPS officers to the rank of Director General of Police (DGP), including three officers who have been granted proforma promotion while on Central deputation.

As per an order issued by the Ministry, Dr Shiv Darshan Singh Jamwal and David Lalrinsanga have been promoted to the DGP rank in Level 16 of the pay matrix, with effect from Feb 1, 2026, or from the date they assume charge, whichever is later.

The promotions were made following the recommendations of the Screening Committee meeting held on Dec 8, 2025, and were approved by the competent authority.

Meanwhile, the three officers accorded proforma promotion are Satish Shriramaji Khandare, Rajesh Kumar and Tsewang Namgyal Kalon.

Israel will reopen Gaza’s border crossing with Egypt on Sunday, after nearly 2 years of closure

Jerusalem, Jan 30: Israel said Friday that it will reopen Gaza’s border crossing with Egypt in both directions over the weekend, allowing Palestinians to enter and leave the territory after nearly two years of closure.

COGAT, the Israeli military body in charge of coordinating aid to Gaza, said in a statement on Friday that “limited movement of people only” would be allowed.

The reopening of the Rafah crossing on Sunday will mark an important step forward for US President Donald Trump’s Gaza ceasefire plan. The crossing, Gaza’s main gateway to the outside world, has been largely closed since May 2024.

Both Israel and Egypt will vet individuals for exit and entry through the crossing, which will be supervised by European Union border patrol agents.

Palestinians who left Gaza during the war will be allowed to return upon getting Israeli security clearance.

Israel had resisted reopening the crossing, but the recovery of the remains of the last hostage in Gaza on Monday cleared the way to move forward.

Srinagar, Jan 30: Highlighting public welfare, safety of Kashmiris outside the Union Territory and democratic representation as pressing issues, National Conference MLA and Chief Spokesperson Tanvir Sadiq on Friday said the forthcoming budget should address people’s aspirations and long-pending demands.

Talking to media persons, Tanvir Sadiq, as per news agency Kashmir News Corner (KNC), said that budgets are not merely financial documents but reflect the intent of a government towards its people. He said the Omar Abdullah-led government has consistently maintained that all decisions will be taken keeping public interest at the centre.

Sadiq said several public demands are pending and hoped that the upcoming budget would seriously consider these issues after proper review. He added that commitments made to the people must translate into concrete policy decisions to provide relief and development on the ground.

Raising concern over incidents of Kashmiris being targeted in other states, Tanvir said such acts are unacceptable and must be dealt with strictly. Referring to the recent Uttarakhand incident, he said timely intervention by Chief Minister Omar Abdullah led to immediate action and arrest of the accused. He appealed for exemplary punishment to deter such incidents in future.

He also criticised attempts to malign Kashmiris on social media for personal publicity, saying traders and students from J&K travel outside only for livelihood and education. He reiterated that Kashmiris have always opposed violence and terrorism and said ensuring their safety is the constitutional responsibility of all states.

On the continued detention of Doda MLA Mehraj Malik, Tanvir Sadiq said the situation is depriving the people of their elected voice. He said Malik should be released at least during the ongoing Assembly session so that he can effectively represent the concerns of his constituency.

Tanvir emphasised that safeguarding democratic rights, public welfare and dignity of citizens must remain the priority of any responsible government.

New Delhi, Jan 30: Declaring the right to menstrual health as part of the right to life under the Constitution, the Supreme Court on Friday directed all states and Union Territories to provide free oxo-biodegradable sanitary napkins to girl students and functional, gender-segregated toilets for all the students.

In a landmark judgment to ensure gender justice and educational equity, a bench comprising Justices J B Pardiwala and R Mahadevan issued a slew of directions to all states and UTs to ensure that these facilities are provided in schools irrespective of whether they are government-run, aided or private.

The verdict, authored by Justice Pardiwala, warns of stringent consequences for non-compliance, including the de-recognition of private schools and holding state governments directly accountable for failures in public institutions.

“The right to life under Article 21 of the Constitution includes the right to menstrual health; access to safe, effective and affordable menstrual hygiene management measures helps a girl child attain the highest standard of sexual and reproductive health. The right to healthy reproductive life embraces the right to access education and information about sexual health,” the bench held.

“As regards the availability of menstrual absorbent, we direct that all states and Union Territories shall ensure that every school where the government-run or privately managed in both urban and rural areas provides oxo-biodegradable sanitary napkins manufactured in compliance… free of cost,” it ordered.

Sanitary napkins shall be made accessible to girl students, preferably within toilet premises, through vending machines, or, where such installation is not immediately visible, at a designated place or with a designated authority within schools, it said.

On the issue of toilets, it directed all states and UTs to ensure that “every school… is provided with the functional gender segregated toilets with usable water connectivity”.

It said all the existing and newly constructed toilets in schools shall be designed, constructed and maintained so as to ensure privacy and accessibility, including by catering to the needs of children with disabilities.

“All school toilets shall be equipped with functional hand washing facilities with soap and water available at all times,” it ordered.

Justice Pardiwala said the right to education has been termed as a multiplier right as it enables the exercise of other human rights.

“The Right to Education (RTE) forms part of the broader framework of the right to life and human dignity, which cannot be realised without access to education,” the verdict said.

The substantive approach to equality under Article 14 demands that treatment be accorded with due regard to the individual, institutional, systemic and contextual barriers that impede the translation of rights in reality, it said, adding, “At the same time, the state, as a benefactor, is under an obligation to remedy such structural disadvantages”.

“Inaccessibility of menstrual hygiene management measures undermines the dignity of a girl child as dignity finds expression in conditions that enable individuals to leave without humiliation, exclusion or avoidable suffering,” it said.

“Privacy is inextricably linked with dignity. As a corollary, the right to privacy entails a duty on the state to not only refrain from violating privacy but also an accompanying obligation on the state to take necessary measures to protect the privacy of an individual,” it added.

It said the right to equality is expressed through the right to participate on equal terms; at the same time, equality of opportunity necessitates that everyone has a fair chance to acquire the skills necessary to access benefits.

“Inaccessibility of menstrual hygiene management measures strips away the right to participate on equal terms in school. The domino effect of the absence of education is the inability to participate in all walks of life later,” it said.

It also dealt with the fundamental right to education under Article 21 A and the RTE Act which comprises compulsory and quality education.

The verdict said all schools must act in accordance with the norms and standards laid down in Section 19 of the RTE.

“In case of a school not established, owned or controlled by the appropriate government or the local authority is found to be in contravention of the provisions of the RTE Act, it would be derecognised and the consequences therefrom would follow…,” it said.

All states and UTs shall ensure that every school establish menstrual hygiene management corners, the bench said, and also issued directions on the awareness and training about menstrual health and puberty.

The detailed judgment is awaited.

The court framed four questions including whether inaccessibility to pads and toilets creates systemic barriers that prevent adolescent girls from participating in education on equal terms with boys in violation of Article 14 (equality).

It also dealt with whether menstrual health is essential for reproductive health and a life lived with dignity under Article 21 of the Constitution.

It reserved its verdict on a PIL filed by Jaya Thakur on December 10, 2024, seeking pan-India implementation of the ‘Menstrual Hygiene Policy for school-going girls’.

Jammu, Jan 30: The Jammu and Kashmir government has issued work orders for 775 mobile tower sites to provide 4G mobile connectivity to uncovered and remote villages, particularly in border, hilly and far-flung areas of the Union Territory. Secretary, Information Technology department, Piyush Singla said the project is being implemented under the Universal Service Obligation Fund (USOF) of the Centre, with BSNL as the executing agency.

Singla was briefing the 10th State Broadband Committee meeting, chaired by chief secretary Atal Dulloo here on Thursday, an official spokesman said.

He said the meeting was convened to review the status of key digital infrastructure initiatives, including 4G saturation project, Amended BharatNet Programme (ABP), 5G readiness, Call Before You Dig (CBuD) and other allied telecom projects being implemented across J-K.

The secretary said land has already been allotted at all 775 identified locations, and power supply has been extended to most sites with the support of the Power Development Department (PDD).

The chief secretary asked implementing agencies to further pace up installation and commissioning works, particularly for the 269 sites targeted for completion by March 31, and to fast-track approvals for the remaining locations.

The meeting also reviewed the status of border village saturation, covering 1,421 border villages, and stressed the importance of ensuring seamless connectivity in strategically important areas to bridge the digital divide and enhance service delivery, the spokesman said.

He said the chief secretary took note of the steady advancement across multiple verticals and emphasised the need for accelerating execution timelines to ensure timely completion of all sanctioned sites.

The Amended Bharat Net Programme (ABP) was also reviewed in detail, the spokesman said, adding the project, funded by Digital Bharat Nidhi and owned by the Department of Telecommunications, aims to provide optical fibre connectivity to all gram panchayats with a minimum 98 percent network uptime.

Key milestones achieved include signing of agreements with project implementation agencies, establishment of a Network Operations Centre at Jammu, centralized billing mechanisms, and resolution of inter-departmental issues through a tripartite MoU, he said.

On 5G preparedness, the spokesman said the IT department highlighted initiatives taken for Right of Way facilitation, 5G street furniture mapping, and capacity building, including a one-day workshop on 5G and RoW organised in November 2025 in collaboration with the Department of Telecommunications (DoT).

The chief secretary, while assessing the rollout of the Samriddh Gram Panchayat Pilot Project, which seeks to digitally empower rural institutions through FTTH connectivity, covering 2,234 schools and 1,138 primary health centres in rural areas. He said digital connectivity at the grassroots level is critical for improving governance, education, healthcare and entrepreneurship.

Kulgam, Jan 30: A massive fire broke out in the Dragdan village of DH Pora area of south Kashmir’s Kulgam district on Friday, gutting two residential houses and causing significant property damage.

Officials said that the fire incident occurred in Dragdan village, which falls under Kulgam district jurisdiction, where a residential house belonging to Gulzar Ahmad Malik and Mohammad Yousuf Dar was engulfed by fire.

Fire and Emergency Services rushed to the spot and brought the blaze under control after hectic efforts.

No loss of life was reported in the incident; however, household goods were damaged. The cause of the fire was not immediately known.

Meanwhile, authorities have taken cognizance of the incident. (KNC)
