Notorious drug peddler arrested, 1.6 kg heroin seized in Srinagar: Police

Srinagar, Jan 18: Continuing its relentless efforts to dismantle illegal drug trafficking ecosystem in Jammu and Kashmir, Srinagar Police, in a major breakthrough, have arrested a notorious drug peddler and recovered around 1.6 kg heroin from his possession in the Munawar area of Srinagar near the Sewage Treatment Plant, officials said on Sunday.

A police spokesperson said in a press statement that “a police team from Police Station Khanyar apprehended a suspicious individual during routine checking at Munwarabad near the Sewage Treatment Plant. Upon conducting a search, two packets of heroin weighing approximately 1.6 kilograms were recovered from his bag.”

During the course of investigation, the statement reads, the accused disclosed his identity as Fayaz Ahmad Dar, son of Ghulam Hussain Dar, resident of Ichgam, Budgam.

Accordingly, FIR No. 04/2026 under Sections 8/21 of the NDPS Act has been registered at Police Station Khanyar. The accused has been arrested, and further investigation is in progress to ascertain the source and network involved in the trafficking of narcotics, it further reads.

Srinagar Police reiterated its firm resolve to take stringent action against drug traffickers and appeals to the general public to cooperate by sharing any information related to drug abuse or illegal narcotics trade, so that this social menace can be effectively curbed.

New Delhi, Jan 18: The Supreme Court has directed that a plea seeking directions to the Centre and the Reserve Bank of India to formulate a Standard Operating Procedure governing freezing and de-freezing of bank accounts during cybercrime probes be placed before Chief Justice of India Surya Kant.

A bench of Justices Pankaj Mithal and SVN Bhatti directed the apex court registry to seek instruction from the CJI and place the matter accordingly before appropriate bench after it was informed by the Centre that the CJI-led bench was already hearing a suo moto matter related to digital arrests, where the same issue is under consideration.

“Anil Kaushik, ASG further submits that as far as prayers ‘B’ and ‘C’ are concerned, they are the subject matter of consideration before another bench of this Court in Suo Moto Writ Petition (Crl.) No…. In view of the above, the registry to obtain appropriate orders from the Chief Justice of India and post the matter accordingly,” the top court said in its order on January 16.

The top court had earlier agreed to examine the plea which have prayer ‘B’ stating that no bank account shall be frozen without a written reasoned order and intimation to the account holder within 24 hours of such action and every freezing order shall be forthwith reported to the jurisdictional magistrate as mandated under Section 106(3) of BNSS/ 102(3) of the CrPC.

Its prayer ‘C’ seeks direction to the Centre and the Reserve Bank of India to formulate a uniform Standard Operating Procedure (SOP) governing freezing and de-freezing of bank accounts during cybercrime investigations, so as to prevent arbitrary action and ensure procedural fairness nationwide.

At the outset, Kaushik informed the bench that Centre has not freezed the bank accounts of petitioners, who alleged the action was taken without intimation.

On January 6, the top court had asked the copy of the petition to be served on the Centre within three days, and listed the matter next week.

The plea also sought the issuance of appropriate guidelines to all investigating agencies, including cyber cells across the country, to ensure that no bank account is frozen without a written, reasoned order and intimation to the account holder within 24 hours of such action.

The plea filed by petitioner Vivek Varshney, through advocate Tushar Manohar Khairnar ,said he was aggrieved by the “arbitrary freezing/holding” of his bank account(s) by the Cyber Cell of Tamil Nadu police allegedly without any prior notice, communication or judicial approval, thereby violating his fundamental rights under Articles 19(1)(g) and 21 of the Constitution.

The petitioner claimed that the freezing order in his case has resulted in complete financial paralysis, restricting him from carrying out his professional and personal obligations, including payment of essential expenses, taxes and liabilities.

“It is respectfully submitted that Section 106(3) of BNSS/ 102(3) of the Cr.P.C. mandates that any seizure or freezing of property must be forthwith reported to the jurisdictional magistrate. However, in the instant case, no such compliance has been made. The action of the respondents is, therefore, without jurisdiction, arbitrary, and unconstitutional,” it said.

The plea highlighted that there is currently no uniform procedure or Standard Operating Protocol (SOP) governing the freezing and unfreezing of bank accounts during cybercrime or financial investigations.

“Consequently, citizens across different states are subjected to inconsistent practices, prolonged freezing periods, and deprivation of their financial rights without due process.

“Hence, this court’s indulgence is sought to (i) direct the immediate defreezing of the petitioner’s account(s); and (ii) frame uniform guidelines to ensure procedural safeguards, proportionality, and accountability in all future actions of this nature,” it said.

Varshney, whose bank account was allegedly frozen due to transaction related to sale of jewellery, submitted that his writ petition was filed to formulate a rule that unless an account holder is proven to be complicit in a crime, their entire bank account or amount more than alleged to be involved in the crime should not be frozen merely because a suspicious transaction has been traced to it.

“Recognising the increasing frequency of such cases”, the plea urged the court to “formulate guidelines to save the common man from suffering from unnecessary harassment”.

It also urged the court to direct “the Ministry of Home Affairs, Government of India to formulate a uniform policy and standard operating procedures (SOPs) in the cases of similar nature where cyber cell issues notices freezing accounts”

Jammu, Jan 18: An elderly woman among two people found dead under mysterious circumstances in separate incidents within the Jammu region on Sunday, officials said.

Official sources said that a 46-year-old woman, identified as Anju Devi, wife of Yashpal, was found unconscious at her home in the Akhnoor area.

She was immediately transported to the Government Medical College (GMC) in Jammu, where doctors pronounced her dead on arrival.

In a separate incident, an unidentified man, approximately 45 years old, was found unconscious in Lane 4 of the Belicharana locality. He was also rushed to GMC Jammu, where doctors declared him dead.

The bodies of both individuals have been sent for a post-mortem examination to determine the exact cause of death, sources added.

A police official said that police have initiated inquest proceedings and registered formal cases under relevant legal sections in connection with both deaths.

“A thorough investigation into the circumstances surrounding both incidents is now underway,” he added. (KNS)

Srinagar, Jan 18: The Economic Offences Wing (EOW) of Crime Branch Kashmir has registered a case against seven persons for allegedly running a fake government recruitment racket and duping unemployed youth by offering jobs in lieu of money.

According to a statement issued by a CBK spokesperson, the Economic Offences Wing (EOW), Crime Branch Kashmir, has registered a criminal case against seven individuals for allegedly cheating and duping innocent people, particularly unemployed youth, on the pretext of providing government jobs.

The statement says, the case originated from a written complaint received by the EOW, wherein it was alleged that certain persons were fraudulently inducing aspirants by promising employment in various government departments, including Banks, the Agriculture Department, and Defence services.

“It was further alleged that the accused persons collected an amount of approximately ₹39.00 lakhs from different victims for facilitating their appointment in government services. However, instead of securing legitimate employment, the accused allegedly provided the victims with fake and forged appointment orders.”

The statement also says, upon receipt of the complaint, a preliminary verification was initiated by the Economic Offences Wing, Crime Branch Kashmir. During the course of the probe, the allegations were prima facie substantiated. It was revealed that the accused persons had managed and used SIM cards registered in the names of other individuals to commit acts of cheating and fraud. Verification of the appointment orders supplied to the victims confirmed that the documents were fake and forged.

“The acts of the accused prima facie disclose the commission of offences punishable under Sections 420, 468, 472, and 120-B of the RPC. Accordingly, cognizance has been taken and a case has been formally registered at Police Station Economic Offences Wing, Crime Branch Kashmir. Further investigation is underway.”

The statement further says, the Economic Offences Wing, Crime Branch Kashmir, advises the general public, especially unemployed youth, to remain vigilant against individuals or groups offering government jobs in exchange for money. Any such fraudulent activity should be promptly reported to the nearest police station or the Economic Offences Wing to prevent further victimization.—(KNC)

New Delhi, Jan 18: Delhi continued to grapple with a severe air pollution crisis on Sunday morning as air quality in the national capital remained in the ‘severe’ category, with the Air Quality Index (AQI) recorded at 439 at 7 am, according to data released by the Central Pollution Control Board (CPCB).

The situation worsened overnight, with the AQI recorded at 432 at 10 pm on Saturday, placing it in the ‘severe’ category, before deteriorating further by early Sunday morning. The persistent high pollution levels have raised serious health concerns, particularly for children, the elderly and people suffering from respiratory and cardiovascular ailments.

Several areas across the city reported alarmingly high pollution levels, reflecting the widespread nature of the pollution crisis. Anand Vihar recorded an AQI of 489, Ashok Vihar 463, Bawana 467, Chandni Chowk 464, Dwarka Sector 8 469, ITO 448, Narela 412, Punjabi Bagh 476, RK Puram 467 and Wazirpur 478. All these locations fell under the ‘severe’ category, indicating extremely poor air quality and heightened health risks.

As per AQI classification, a reading between 0 and 50 is ‘good’, 51 to 100 ‘satisfactory’, 101 to 200 ‘moderate’, 201 to 300 ‘poor’, 301 to 400 ‘very poor’ and 401 to 500 ‘severe’.

Furthermore, visibility across the city remained poor as cold wave conditions continued and dense fog covered large parts of Delhi. The India Meteorological Department (IMD) reported that dense fog persisted in the morning hours, with moderate fog observed at several locations and dense fog at isolated spots. Minimum temperatures on Sunday hovered between 5 and 7 degrees Celsius, remaining below normal by 1.6 to 3 degrees Celsius.

In response to the deteriorating air quality, the Commission for Air Quality Management (CAQM) on Saturday reinvoked Stage-IV measures under the Graded Response Action Plan (GRAP) across Delhi and the National Capital Region (NCR).

“Keeping in view the prevailing trend of air quality and relevant factors and in an effort to prevent further deterioration of air quality in the region, the CAQM Sub-Committee on GRAP unanimously decides to invoke all actions as envisaged under Stage-IV of the extant GRAP – ‘Severe+’ Air Quality (DELHI AQI > 450), with immediate effect, in the entire NCR, as a proactive measure. This is in addition to the actions under Stages I, II & III of the extant GRAP already in force in NCR,” the order from the CAQM read.

The order further added, “NCR Pollution Control Boards and other agencies concerned have been asked to escalate the preventive measures to prevent further deterioration of air quality in the region.”

With severe pollution, cold wave and dense fog persisting, authorities have urged citizens to limit outdoor activities, follow health advisories, and take precautions against the hazardous air quality.

The programme was held exclusively for beneficiaries under the PM Vishwakarma scheme with the objective of creating awareness about entrepreneurship, self-employment opportunities and institutional support available under various government initiatives.

Officials from DIC Ganderbal briefed the participants on key self-employment schemes being implemented in the Union Territory, including the Prime Minister’s Employment Generation Programme (PMEGP) and Mission YUVA. They explained the eligibility criteria, application process, subsidy provisions and the role of these schemes in promoting sustainable livelihoods for artisans.

JKBOPEE reopens PG admissions registration amid national cut-off reductions

Srinagar, Jan 17: J&K Board of Professional Entrance Examinations (JKBOPEE) has announced the reopening of online registration for NEET PG-2025 admissions to MD, MS, and PGD courses.

This follows the recent decision to lower merit thresholds in line with national guidelines.

With a considerable number of vacancies in medical colleges for postgraduate seats, the Ministry of Health and Family Welfare, Government of India, on January 9 directed to have better occupancy of postgraduate seats.

A subsequent notification by the Medical Counselling Committee (MCC) potentially opened the door for thousands of candidates who previously fell short of qualifying cut-offs.

In J&K as well, a significant number of postgraduate seats are vacant.

An official in the J&K Health and Medical Education Department said the seats are mostly vacant in new medical colleges.

The official said that the vacant PG seats would reflect negatively on the medical colleges and the healthcare delivery.

Talking to Greater Kashmir, Chairperson JKBOPEE, Minu Mahajan, said that the online registration portal, which had closed after earlier rounds, had been reopened and remains accessible until January 20, 2026.

“We were waiting for a nod from MCC for the third round, where the seats that have not been filled in earlier rounds will be available. Now that the go-ahead for lowering of merit has been given, eligible candidates from J&K and Ladakh will need to apply or update their details under the revised criteria,” she said.

Mahajan said the provisional merit list would be available by January 22 to 23.

She said that the counseling process would start after January 27 as per the directions of MCC.

Seats that have been left unfilled by higher-merit candidates would now cascade down to those lower on the list.

Mahajan said the higher merit students would not be affected by these adjustments.

“However, lower merit students may now gain access to opportunities that were out of reach with the cut-off that existed,” she said.

The lowering of the qualifying NEET-PG score, in some cases, even below the zero percentile, is being criticised by many.

Stakeholders have raised concerns about patient safety and educational standards.

The United Doctors Front (UDF) National President Dr Lakshya Mittal, has challenged “arbitrary and unprecedented reduction of qualifying cut-off percentiles for NEET-PG 2025-26, including zero and negative scores”.

The body has approached the Supreme Court demanding that the decision be reversed.

The doctors’ body has sought protection of the minimum qualifying standards in postgraduate medical education.

The National Board of Examinations in Medical Sciences (NBEMS) slashed NEET PG 2025 qualifying percentiles to an unprecedented low earlier this month.

For general category candidates, the cut-off was reduced to the 7th percentile.

However, for Persons with Disabilities (PwDs) in the general category, it dropped to the 5th percentile.

For reserved categories, including SC, ST, and OBC, the thresholds were lowered to the 0th percentile.

In simpler words, a candidate with a score as low as 40 marks is eligible to try her or his luck at a postgraduate seat.

As per the ministry, the drastic reduction has been implemented to fill the reported 18,000 vacant seats in the country.

The seats would be filled in the third round of counseling.

Jammu, Jan 17: Chief Secretary Atal Dulloo on Saturday asserted that the J&K government was focusing on creating a favourable ecosystem for sportspersons to ensure ample enterprising opportunities.

“In case of sports, we need to think at two levels – first we will have to make our maximum possible children inclined towards sports so that sport talent can be identified and honed from childhood. Our children have talent, determination and passion but they lack opportunities,” he said, while responding to media queries on the sidelines of the inaugural event of two-day national level sports conference -Srijan at the Convention Centre, Jammu.

The conference was inaugurated by Lieutenant Governor Manoj Sinha.

“Therefore, our basic endeavour should be and will be to provide them with ample opportunities to participate in different disciplines of sports. For that we will have to develop infrastructure and provide them with good coaches. To be precise, we’ll have to develop an ecosystem where the children can exhibit their sports talent and hone their skills. Second priority is to nourish and nurture the good talent spotted and prepare them for participation at the national and international level tournaments so that they can win medals and laurels for themselves as well as for J&K,” Dulloo spelt out the UT government’s priorities for the promotion of sports in J&K.

Responding to a question about lack of job opportunities for national and international level sportspersons in J&K, the Chief Secretary maintained that one should not focus exclusively on government jobs only as the arena of sports, itself, offered a full-fledged career.

“See, if you think that government employment is only the job (for sportspersons), it will not be the correct perspective. As regards the point raised, that issue is being sorted out and grievance is being redressed. Process is underway. But my contention is that the Sports, in the present milieu, is itself a full-fledged career. Sportspersons have excelled in different disciplines and shaped excellent careers that don’t require jobs,” Dulloo stated, confronting a query pointing out that no jobs were offered to the sportspersons even those of international level in J&K since 2011.

Elaborating about the government’s vision for sportspersons, he said, “Sports is such an ecosystem where there are ample enterprising opportunities. We are thinking in that direction. Yes, the due jobs too will be given.”

When J&K would witness national and international level sports events including IPL matches like the neighbouring Himachal and Punjab states, in response to that question, the Chief Secretary said, “Cricket is not the only sport, where you can organize national and international events. In J&K, there are many sports centres where national and international events are being organized.”

“Yes, right now, we don’t have that kind of cricket sports stadium which can host an international match. How that can be developed, the deliberations are on in that direction also. We have to see whether it is possible for the government single-handedly or not; or should we invite BCCI or other professional associations and take them on board on this aspect – all such aspects are being deliberated. Because after its construction, there will be issues of its maintenance as well,” Dulloo said.

With regard to inadequate sports infrastructure and the significance of “Srijan” event, he stated, “Yes that is why we have to focus on rectifying deficiencies vis-a-vis infrastructure, strengthening coaching facilities and creation of ample opportunities for our sportspersons. Here lies the significance of this two-day sports conference. We will listen to eminent sportspersons and will come to know about our deficiencies, we will analyse and then we will frame a roadmap for sports and work on it.”

Ramban, Jan 17: The Srinagar-Jammu National Highway remained open for two-way movement of Light Motor Vehicles (LMVs) and heavy vehicles on Saturday.

Traffic authorities said that, subject to fair weather and favourable road conditions, the highway is expected to remain open for two-way traffic on Sunday as well.

Earlier in the day, vehicular movement remained slow at several stretches due to single-lane road conditions.

Officials reported traffic congestion at Balli Nullah, Dewal, Nashri-Dalwas, Maroog, and Kishtwari Pather stretches between Udhampur and Banihal.

The situation was aggravated by the breakdown of two heavy vehicles at different locations, resulting in delays.

Despite sluggish movement at some points, hundreds of LMVs and heavy vehicles crossed the Chenani-Nashri and Banihal-Qazigund tunnels till late Saturday evening, traffic authorities regulating movement in Ramban district said.

In a fresh advisory issued for Sunday, the Traffic Department reiterated that the highway would remain open for all categories of vehicles during the day, subject to fair weather and good road conditions.

LMV operators and private car owners have been advised to plan their journeys during daylight hours and avoid night travel.

“Night travel should be avoided due to the apprehension of shooting stones and landslides. Ongoing construction work between the Ramban and Banihal sectors may also cause inconvenience to commuters,” the advisory said.

Drivers have been urged to strictly maintain lane discipline, adhere to traffic regulations, and avoid overtaking or wrong-side driving, as such violations often lead to traffic jams and delays.

Meanwhile, commuters were advised to stay updated with the latest traffic advisories before commencing their journey.

Authorities said that the Kishtwar-Sinthan Top-Anantnag National Highway remained closed for the past several days due to heavy snowfall and accumulation of snow along the route.
