Govt exploring development of international-standard cricket stadium in J&K: CS Dulloo

Srinagar, Jan 17: The Jammu and Kashmir government is exploring the development of a cricket stadium capable of hosting national and international sporting events, Chief Secretary Atal Dulloo said on Saturday.

Dulloo said the government was examining the feasibility of the project within Jammu and Kashmir’s fiscal capacity and was also considering involving professional sports bodies and the business community for the development and long-term maintenance of the facility.

“The government is assessing whether such a project can be undertaken independently or whether collaboration with professional bodies such as the BCCI and other sports associations would be more effective,” he told reporters on the sidelines of a two-day National Sports Conference.

He said the objective was not limited to creating new infrastructure but also ensuring its upkeep to national and international standards.

Responding to a query, Dulloo said cricket was not the only sport that hosted major events and that several other disciplines regularly held national and international competitions. “At present, we do not have a cricket stadium of that standard, but discussions are underway,” he said.

The chief secretary said the government aimed to address gaps in sports infrastructure, strengthen the coaching ecosystem, and create more opportunities for athletes in the Union Territory.

He said the National Sports Conference had been organised to seek inputs from eminent sportspersons on existing shortcomings and to carry out a detailed assessment of the sports sector.

“Based on this assessment, the government intends to formulate a comprehensive sports roadmap and implement it in a phased and systematic manner,” Dulloo said. (KNS)

Tourist dies of suspected heart attack in south Kashmir

Anantnag, Jan 17: A 26-year-old tourist died after reportedly suffering a suspected heart attack while travelling towards Pahalgam in south Kashmir’s Anantnag district on Saturday, officials said.

An official told news agency Kashmir News Corner (KNC) that a private tourist vehicle, bearing registration number from outside the UT, was en route from Srinagar to Pahalgam when it halted at Badrian, Aishmuqam, after one of the passengers suddenly fell unconscious.

The tourist was identified as Sahil, son of Jai Bhagwan, a resident of Lakhan Majra, Rohtak, Haryana. He was immediately evacuated to Seer Hamdan Hospital, Mattan, where the attending doctors declared him brought dead, he said.

The death is suspected to have been caused by a heart attack, while further medico-legal formalities are being carried out.

New Delhi, Jan 17: Integrating ocean science and biotechnology will help strengthen India’s economy, environment, and employment, said Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, on Saturday.

Singh said this while on a visit to the Atal Centre for Ocean Science and Technology for Islands (ACOSTI) to launch and review key marine technology initiatives aimed at strengthening the Blue Economy and livelihoods in the Andaman & Nicobar Islands.

“India’s future economic value addition will increasingly come from untapped marine resources as the country moves rapidly towards becoming one of the world’s top economies,” the Minister said.

He highlighted that the government’s strong focus on the Blue Economy reflects Prime Minister Narendra Modi’s vision that India cannot develop in isolation by focusing only on the mainland while leaving behind island territories and coastal regions.

“Marine resources, long under-explored, will play a decisive role in sustaining India’s growth trajectory as conventional resources get exhausted. The Blue Economy will significantly contribute to employment generation, exports, environmental sustainability, and overall economic resilience,” Singh noted.

Singh pointed out that India is among the few countries with a dedicated biotechnology policy, BioE3 (Biotechnology for Economy, Environment and Employment). Marine bio-resources can provide biodegradable alternatives to plastic, new medicinal compounds, and high-value bio-products.

Such initiatives, he added, will generate employment, protect the environment, and strengthen the bioeconomy simultaneously.

The Minister further highlighted emerging areas such as non-animal food products, alternative marine-based nutrition, waste-to-wealth technologies, and export-oriented marine produce, noting that there is a growing international market, particularly in Europe.

He stressed that Self-Help Groups and women’s participation must be enhanced so that these initiatives supplement household incomes and strengthen the “Vocal for Local” and “Local for Global” vision.

“With institutional collaboration, including potential involvement of CSIR and biotechnology research centres, the Andaman & Nicobar Islands can emerge as a major hub of India’s Blue Economy initiatives,” Singh said.

He reaffirmed the government’s commitment to sustained engagement with the region and conveyed confidence that these efforts will yield long-term scientific, environmental, and socio-economic benefits for the islands.

Jammu, Jan 17: Jammu and Kashmir unit of BJP on Saturday held a meeting here to deliberate on the upcoming voting process for the election of party’s national president, a party spokesperson said.

The meeting, attended by national council members and state council members, took place at Trikuta Nagar party headquarters here and was part of the ongoing organisational elections being conducted across the country under the banner of “Sangathan Parv”, the spokesperson said.

The BJP on Friday released the schedule for the election of the party’s national president, saying nominations for the post will be filed on January 19, and the name of the new party chief will be announced the next day.

Addressing the gathering, JK BJP president Sat Sharma said the election of the national president is not a symbolic exercise but a well-defined, transparent, and participatory process in which party workers from the grassroots to the national level play an active role.

“The entire organisational election process has been carried out systematically, beginning from the primary membership drive, reflecting the party’s commitment to discipline, inclusiveness, and democratic values,” he said.

Congress accuses Modi govt of ‘communalisation of education’

New Delhi, Jan 17: The Congress on Saturday accused the Modi government of indulging in “communalisation of education” following the withdrawal of permission for MBBS course at Shri Mata Vaishno Devi Institute of Medical Excellence (SMVDIME) and demanded that the college be reopened.

Earlier this month, the National Medical Commission (NMC) revoked the Letter of Permission to J&K’s Katra-based college, citing non-compliance with minimum standards and extensive deficiencies in faculty strength, clinical material and infrastructure.

The order followed an agitation by the Sangharsh Samiti, a recently-formed conglomerate of right-wing outfits backed by the BJP, demanding cancellation of admissions to the medical college and seeking reservation of seats exclusively for students professing faith in Mata Vaishno Devi.

Congress general secretary in-charge Jammu and Kashmir Syed Naseer Hussain accused the Modi government of indulging in “communalisation of education.”

“Admissions to students at the Vaishno Devi Medical College in Jammu-Kashmir were done based on NEET. The number of Muslim students in the final admission list was higher in the admission list; 42 out of 50 students were Muslim. This happened because the Muslim community has a larger population in that area. During counselling, most children chose colleges in their own region so they could stay close to home,” Hussain said at a press conference here along with J&K AICC Secretary Divvya Madernna.

The National Medical Commission cancelled the permission for this college altogether, he said.

“In such a situation, the question arises — wasn’t a proper inspection done before granting a license to this college? Weren’t all the rules followed before granting the license? Let us tell you that there are many such examples in Hindustan, where a large number of children from other communities also study in Muslim or Christian colleges,” Hussain said.

Posing questions to the government, Hussain asked why a sudden inspection was conducted at Vaishno Devi Medical College, who complained about it and whether action was taken against the college due to the pressure being issued in the public domain.

“Were the circumstances so serious that the entire medical college had to be shut down. Was no information taken about the examination system? In September 2025, permission was granted to the medical college for the MBBS course, so was no inspection related to infrastructure conducted before that?” he said.

The Congress leader also asked whether, just as the ED, the CBI, the IT and the ECI are being misused, the National Medical Commission is also being misused in the same way.

Raising the demands of the Congress, Hussain called for the reopening of the medical college after taking corrective measures.

Hussain and Maderna also raised the issue of a demolition in the Betul district of Madhya Pradesh.

A person named Abdul Naeem reportedly invested Rs. 20–22 lakh of his personal savings, purchased land, secured the required NOCs and licenses and established a school to educate children from nearby villages and tribal communities, they said.

“Despite this, rumours were spread branding the school a ‘madrasa’, even though only three Muslim families live in the village. Subsequently, the district administration used a bulldozer to demolish the school structure, allegedly without prior notice or a transparent investigation,” they alleged.

They called for rebuilding and permitting the reopening of the school demolished in Betul, Madhya Pradesh.

The Congress leaders also called for an investigation by a high-power committee in both these cases and to punish the guilty.

BJP should put an end to bulldozer culture and toxic politics, they said.

The Betul district administration has said it has demolished an illegal portion of a building for not completing formalities, rejecting reports that rumours of a madrasa or a school being operated from the structure prompted the action.

A team led by Sub-Divisional Magistrate (SDM) Ajit Maravi razed the building’s shed constructed with iron sheets in Dhaba village under Bhainsdehi tehsil last Tuesday.

In her remarks, Madernna said, “Sonia Gandhi ji brought the Right to Education Act during the UPA government, but the BJP government is coming with the Right to Demolish Education System. For BJP, education has become nothing more than an election slogan.”

The BJP government wants to systematically destroy the rationality and critical thinking of educated youth through a well-planned conspiracy, so that they can run the curriculum of their WhatsApp University, she alleged.

Ganderbal, Jan 17: The traffic movement on Zojila pass axis along Srinagar-Leh highway was restored on Saturday after two days of road closure due to recent snowfall in the area.

The border roads organisation (BRO) started the snow clearance work on the Zojilla pass along Srinagar Lehhighway on Saturday morning with improvement in weather, following the fresh snowfall.

An official said that the machinery was pressed into work for snow clearance on the Zojilla pass which experiences about 8-10 inch of snow on Friday.

The road was closed as a precautionary measure and the road clearance work was started early Saturday morning with the improvement in weather.

An official said that after the road was cleared the traffic movement was restored on the highway from Kargil side. The authorities have urged the drivers to take precautions while travelling on the road.

Meanwhile, as per the traffic police advisory after getting green signal from BRO traffic from Sonamarg side towards Kargil will be allowed on Sunday.

Srinagar, Jan 17: Ruling National Conference MLA Tanvir Sadiq has submitted a resolution in the Jammu and Kashmir Assembly, calling upon the Centre to review the decision to revoke the permission for MBBS course to Shri Mata Vaishno Devi Medical College.

The National Medical Commission (NMC) revoked the Letter of Permission to the college, citing non-compliance with minimum standards and extensive deficiencies in faculty strength, clinical material and infrastructure.

According to sources, Sadiq’s Private Member’s resolution urged the House to call upon the Union government and the National Medical Commission to immediately review and reconsider the withdrawal of the Letter of Permission.

The NMC’s decision came amid protests by right-wing outfits against large number of non-Hindu candidates getting admitted to the MBBS course, and the controversy is likely to dominate the initial proceedings of the Budget session of the Jammu and Kashmir Assembly which is scheduled to meet next month. .

The resolution has sought a fair and transparent reassessment from the governing body and all necessary steps to restore the MBBS course at SMVD Institute of Medical Excellence in the larger public interest.

It has pointed out that SMVDIME was set up to cater to the healthcare and medical education requirements of the people of Jammu and Kashmir and was developed with substantial public funding and infrastructure support.

The resolution underscores that any regulatory shortcomings should have been addressed through corrective measures and reasonable opportunity for compliance.

Al Falah University hired doctors linked to Red Fort area blast without police verification: ED

New Delhi, Jan 17: Faridabad-based Al Falah University had appointed three doctors — two arrested by the National Investigation Agency and the third an alleged suicide bomber of the November 2025 Red Fort area blast — apart from other specialists without police verification or scrutiny, the Enforcement Directorate has found.

The agency, as part of its money laundering probe against the promoter of the university, is understood to have furnished statements of various senior executives and faculty of the varsity in this context in a chargesheet filed before a Delhi court on Friday.

Arrested 61-year-old Al Falah Group chairman Jawad Ahmad Siddiqui and the Al Falah Charitable Trust that controls all the educational institutions of the varsity are the two accused named in the complaint filed under various sections of the Prevention of Money Laundering Act (PMLA).

The about 260-page chargesheet seeks prosecution of Siddiqui and his Trust for alleged generation of illicit funds from fees paid by students, while allegedly misrepresenting the accreditation and recognition of his institutions.

In a statement issued on Friday, the Enforcement Directorate (ED) said it has provisionally attached the university land and building, worth about Rs 140 crore and located in the Dhauj area of Faridabad.

The court is yet to take cognisance of the ED chargesheet.

Quoting the ED chargesheet, officials told PTI that doctors at the medical college were employed “on paper” and were listed under a “22 days punch” or “two days per week” clause to be represented as regular faculty “just to obtain” requisite approvals from the National Medical Commission (NMC) so that the healthcare facility runs uninterrupted.

According to officials, the ED has recorded the statement of the Registrar of the University, who “acknowledged” the visit of probe agencies to the campus and the arrests of “Dr Muzammil and Dr Shaheen, associated with the University hospital.”

He said in his statement that the doctors of the medical college, established in 2019, were hired “without” any police verification.

The Vice-Chancellor and Principal of the University told the ED that the doctors reported to be involved in terror-related activities — Dr Muzammil Ganaie, a junior resident in general medicine department since October 2021; Dr Shaheen Saeed, an associate professor in pharmacology since October 2021, and Dr Umar Nabi, the alleged suicide bomber and an assistant professor in general medicine since May 2024 — were appointed during her tenure.

She informed the agency that these appointments were, however, “recommended” by the varsity’s HR head and “approved” by Siddiqui, following which she issued formal appointment letters.

The V-C is also understood to have told the ED that “no police verification or scrutiny” was conducted while appointment of these doctors.

The explosives-laden car blast near Delhi’s Red Fort area on November 10 last year killed 15 people and injured several others. Nabi was stated to have been driving the car and was killed in the blast, while Ganaie and Saeed were arrested by the NIA. They, along with some others, are currently in judicial custody.

A document appended in the chargesheet also lists the name of Nabi as a regular doctor at the medical facility.

Siddiqui, in his statement before the agency, is stated to have denied having “any connection” with a terrorist or banned organisation.

The ED records statements of various persons in a money laundering investigation under Section 50 of the PMLA and such statements are admissible before court.

Officials said the agency has recorded statements of senior executives and faculty of Al Falah University. It is alleged that the specialists, who were in the pay roll of the medical college, were listed in documents as “on paper doctors”, “22 days punch” and “two days per week”, but in reality, they neither attended college on a regular basis nor took classes or attended to patients at its hospital.

The “on paper” doctors are employed only for the purpose of obtaining NMC clearance and other regulatory inspections, the ED is understood to have claimed in the chargesheet.

The “on paper staff” of the medical college were in clear knowledge of their status and their terms of employment were “under control” of Siddiqui. He has allegedly provided “fake” work experience certificate to some of them, as per ED findings.

The agency also claimed that financial terms of certain consultants, appointed as associate professors and senior faculty members in the paediatrics and neonatology departments, linked remuneration and appraisal to occupancy levels in critical care units “irrespective” of clinical necessity.

The agency found that Siddiqui continued to “defraud” NMC even during its last inspection of the medical college in June 2025, following which it was granted permission to increase MBBS seats from 150 to 200.

These “on paper” doctors were paid “significantly” lower salaries compared to other doctors of the same designation within the same department, the ED is understood to have found.

It is evident, the ED is stated to have concluded, that several doctors were hired on a temporary basis to meet requirements during regulatory inspections and even those working in the Al Falah medical college had multiple fraudulent employment terms.

Some text and video chats appended by the agency in the chargesheet apparently show that there were no patients, staff or doctors present in the hospital premises and the entire facility appeared to be “non-functional” less than three weeks prior to the NMC inspection and assessment.

It added that chats and records also show that “fake” patients were admitted before the inspection.

The ED claimed that Siddiqui played a central, dominant and controlling role in this case of alleged money laundering.

The alleged proceeds of crime established by the agency in the case stand at Rs 493.24 crore and this, it claimed, was received as annual tuition fee and examination fee by “deceiving” students of the Al Falah University on the basis of “false” claims of NAAC (National Assessment and Accreditation Council) accreditation and due UGC (University Grants Commission) recognition.

The agency is expected to file an additional chargesheet, as the “proceeds of crime”, or illicit funds under PMLA, are likely to increase since the current probe has taken into account the varsity’s finances only until March 2025.

Jammu, Jan 17: Chief Secretary Atal Dulloo on Friday said that the tourism sector in Jammu and Kashmir, which suffered a major setback following the Pahalgam terror attack and subsequent adverse weather conditions, is gradually showing signs of recovery, with tourist arrivals picking up as conditions improve.

Dulloo said that a major project has been conceptualised to promote sustainable tourism in emerging destinations with the objective of reducing pressure on traditional hotspots across J&K, and its implementation is being carefully planned.

“If we look at tourism, the impact after the Pahalgam attack and subsequently the rise in incidents of heavy rains and floods caused significant losses in 2025. However, we are now gradually seeing a recovery. As weather conditions improve, tourist arrivals have started increasing again,” Dulloo said in a video interview here.

He said that while revival is underway, the government is reassessing its tourism strategy to prepare for rising visitor numbers and sustainable growth. “As tourism grows, we must also focus on how prepared we are to manage the increasing footfall. This calls for a reassessment of our tourism strategy and capacity,” he added.

The chief secretary stressed the need to develop new tourist destinations to reduce pressure on traditional hotspots that often exceed their carrying capacity during peak seasons. “By developing new destinations, tourist footfall will be distributed more evenly. This will generate employment for local communities, lead to infrastructure development, attract investment and help mitigate seasonal tourism peaks,” he said.

The tourism sector in Kashmir was severely impacted after last year’s April 22 Pahalgam attack, in which 26 civilians, including 25 tourists, were killed by terrorists.

Following the attack, around 50 tourist spots and resorts were closed for security reasons. Several destinations have recently been reopened, and more will be thrown open to tourists after the completion of security audits.

He said a major project has been conceptualised in this direction and its implementation is being carefully planned, including transportation and other infrastructure arrangements. “Our focus will remain on developing new tourist destinations to ensure sustainable growth of the tourism sector,” Dulloo said.

Referring to the SPREAD initiative, the chief secretary said it seeks to decongest overburdened tourist spots by developing eco-sensitive, year-round alternatives while balancing economy, ecology and equity.

He said that with support from the Department of Economic Affairs and implementation through the Economic Reconstruction Agency, the SPREAD project will focus on infrastructure development, waste management, ecological conservation and livelihood generation.

“Community engagement and private sector participation are central to this initiative, which envisions holistic development across both Jammu and Kashmir regions in line with global best practices,” he added.

Dulloo also underlined the need for a targeted strategy to convert the rising pilgrim footfall in Jammu into longer tourist stays. “A focused approach is required to promote the region’s wider leisure, heritage, adventure and spiritual attractions beyond the main pilgrimage routes,” he said.

He stressed proactive use of digital platforms and social media, including collaboration with influencers, to expand outreach and attract national and international tourists. “We need a comprehensive strategy to convert the massive influx of pilgrims into multi-day tourists by encouraging them to explore experiences beyond traditional pilgrimage circuits,” Dulloo said.

Highlighting J&K’s potential as a year-round tourism destination, he said that the introduction of adventure activities such as rafting, paragliding, bungee jumping, and water sports would transform the region into a tourism hub while creating significant employment opportunities for local youth.

Hamima, Jan 17: Syrian government forces entered the outskirts of a northern town Saturday morning after the command of Kurdish-led fighters said it would evacuate the area in an apparent move to avoid conflict.

This came after deadly clashes erupted earlier this month between government troops and the US-backed and Kurdish-led Syrian Democratic Forces in the city of Aleppo, Syria’s largest. It ended with the evacuation of Kurdish fighters from three neighbourhoods taken over by government forces.

An Associated Press reporter saw on Saturday government tanks, armoured personnel carriers and other vehicles, including pickup trucks with heavy machine-guns mounted on top of them, rolling toward the town of Deir Hafer from nearby Hamima after bulldozers removed barriers. There was no SDF presence on the edge of the town.

Meanwhile, the Syrian military said Saturday morning its forces were in full control of Deir Hafer, captured the Jarrah airbase east of the town, and were working on removing all mines and explosives. It added that troops would also move toward the nearby town of Maskana.

Over the past two days, more than 11,000 people fled Deir Hafer and Maskana using side roads to reach government-controlled areas after the government announced it would launch an offensive to take the two towns.

On Friday night, after government forces started pounding SDF positions in Deir Hafer, the Kurdish-led fighters’ top commander Mazloum Abdi posted on X that his group would withdraw from contested areas in northern Syria. Abdi said SDF fighters would relocate east of the Euphrates River starting 7 am (0400 GMT) Saturday.

The easing of tension came after US military officials visited Deir Hafer on Friday and held talks with SDF officials in the area.

The United States has good relations with both sides and has urged calm.

The SDF’s decision to withdraw from Deir Hafer was made after Syria’s interim President Ahmad al-Sharaa issued a decree Friday boosting the rights of the country’s Kurds, who made up about 10% of Syria’s population of 23 million before the conflict began in 2011.

Over the past decades, Syria’s Kurds had been marginalised and deprived of their cultural rights under the rule of the Baath party that ran Syria for six decades until Bashar Assad’s fall in December 2024.

Al-Sharaa’s decree recognised Kurdish as a national language, along with Arabic, and adopted the Newroz festival, a traditional celebration of spring and renewal marked by Kurds around the region, as an official holiday.
