US plans to ‘run’ Venezuela and tap its oil reserves, Trump says, after operation to oust Maduro

Caracus, Jan 04: Hours after an audacious military operation that plucked leader Nicolás Maduro from power and removed him from the country, President Donald Trump said Saturday that the United States would run Venezuela at least temporarily and tap its vast oil reserves to sell to other nations.

The dramatic action capped an intensive Trump administration pressure campaign on the South American nation and its autocratic leader and months of secret planning resulting in the most assertive American action to achieve regime change since the 2003 invasion of Iraq.

Legal experts immediately raised questions about whether the operation was lawful. Venezuela’s vice president Delcy Rodríguez demanded in a speech that the US free Maduro and called him the country’s rightful leader, before Venezuela’s high court ordered her to assume the role of interim president.

Speaking to reporters hours after Maduro’s capture, Trump revealed his plans to exploit the leadership void to “fix” the country’s oil infrastructure and sell “large amounts” of oil to other countries.

Maduro and his wife, seized overnight from their home on a military base, were first taken aboard a US warship on their way to face prosecution for a Justice Department indictment accusing them of participating in a narco-terrorism conspiracy.

A plane carrying the deposed leader landed around 4:30 pm Saturday at an airport in New York City’s northern suburbs. Maduro was escorted off the jet, gingerly making his way down a stairway before being led across the tarmac surrounded by federal agents. Several agents filmed him on their phones as he walked.

He was then flown by helicopter to Manhattan, where a convoy of law enforcement vehicles, including an armoured car, was waiting to whisk him to a nearby US Drug Enforcement Administration office.

A video posted on social media by a White House account showed Maduro, smiling, as he was escorted through that office by two DEA agents grasping his arms.

He was expected to be detained while awaiting trial at a federal jail in Brooklyn.

 

Move lacks congressional approval

The legal authority for the incursion, done without congressional approval, was not immediately clear, but the Trump administration promoted the ouster as a step toward reducing the flow of dangerous drugs into the US. The president touted what he saw as other potential benefits, including a leadership stake in the country and greater control of oil.

Trump claimed the US government would help run the country and was already doing so, though there were no immediate signs of that. Venezuelan state TV continued to air pro-Maduro propaganda, broadcasting live images of supporters taking to the streets in Caracas in protest.

“We’re going to run the country until such time as we can do a safe, proper and judicious transition,” Trump said at a Mar-a-Lago news conference where he boasted that this “extremely successful operation should serve as warning to anyone who would threaten American sovereignty or endanger American lives.”

Maduro and other Venezuelan officials were indicted in 2020 on “narco-terrorism” conspiracy charges, but the Justice Department released a new indictment Saturday of Maduro and his wife, Cilia Flores, that painted the regime as a “corrupt, illegitimate government” fuelled by a drug trafficking operation that flooded the US with cocaine. The US government does not recognize Maduro as the country’s leader.

Early morning attack

The operation followed a monthslong Trump administration effort to push the Venezuelan leader, including a major buildup of American forces in the waters off South America and attacks on boats in the eastern Pacific and Caribbean accused of carrying drugs. Last week, the CIA was behind a drone strike at a docking area believed to have been used by Venezuelan drug cartels — the first known direct operation on Venezuelan soil since the US began strikes in September.

Maduro had decried prior military operations as a thinly veiled effort to topple him from power.

Taking place 36 years to the day after the 1990 surrender and seizure of Panama leader Manuel Antonio Noriega following a US invasion, the Venezuela operation unfolded under the cover of darkness early Saturday as Trump said the US turned off “almost all of the lights” in the capital city of Caracas while forces moved in to extract Maduro and his wife.

Gen Dan Caine, the chairman of the Joint Chiefs of Staff, said US forces had rehearsed their maneuvers for months, learning everything about Maduro — where he was and what he ate, as well as details of his pets and his clothes.

“We think, we develop, we train, we rehearse, we debrief, we rehearse again and again,” Caine said. “Not to get it right, but to ensure we cannot get it wrong.”

Early Saturday, multiple explosions rang out and low-flying aircraft swept through Caracas. Maduro’s government accused the US of hitting civilian and military installations, calling it an “imperialist attack” and urging citizens to take to the streets.

The assault lasted less than 30 minutes, and the explosions — at least seven blasts — sent people rushing into the streets, while others took to social media to report what they saw and heard. Some Venezuelan civilians and members of the military were killed, said Rodríguez, the country’s vice president, without giving a number. Trump said some US forces were injured but none were killed.

Video obtained from Caracas and an unidentified coastal city showed tracers and smoke clouding the landscape as repeated muted explosions illuminated the night sky. Other footage showed cars passing on a highway as blasts illuminated the hills behind them. The videos were verified by The Associated Press.

Smoke was seen rising from the hangar of a military base in Caracas, while another military installation in the capital was without electricity.

Under Venezuelan law, Rodríguez would take over from Maduro. Rodriguez, however, stressed during a Saturday appearance on state television that she did not plan to assume power, before Venezuela’s high court ordered that she assume the interim role.

“There is only one president in Venezuela, and his name is Nicolás Maduro Moros,” Rodriguez said.

 

Some streets in Caracas fill up

Venezuela’s ruling party has held power since 1999, when Maduro’s predecessor, Hugo Chávez, took office, promising to uplift poor people and later to implement a self-described socialist revolution.

Maduro took over when Chávez died in 2013. His 2018 reelection was widely considered a sham because the main opposition parties were banned from participating. During the 2024 election, electoral authorities loyal to the ruling party declared him the winner hours after polls closed, but the opposition gathered overwhelming evidence that he lost by a more than 2-to-1 margin.

In a demonstration of how polarizing a figure Maduro is, people variously took to the streets to protest his capture and celebrate it.

At a protest in the Venezuelan capital, Caracas Mayor Carmen Meléndez joined a crowd demanding Maduro’s return.

“Maduro, hold on, the people are rising up!” the crowd chanted. “We are here, Nicolás Maduro. If you can hear us, we are here!”

Earlier, armed people and uniformed members of a civilian militia took to the streets of a Caracas neighbourhood long considered a stronghold of the ruling party.

In other parts of the city, the streets remained empty hours after the attack. Some areas remained without power, but vehicles moved freely.

“How do I feel? Scared, like everyone,” said Caracas resident Noris Prada, who sat on an empty avenue looking down at his phone. “Venezuelans woke up scared, many families couldn’t sleep.”

In Doral, Florida, home to the largest Venezuelan community in the US, people wrapped themselves in Venezuelan flags, ate fried snacks and cheered as music played. At one point, the crowd chanted “Liberty! Liberty! Liberty!”

 

Questions of legality

Some legal experts raised immediate concerns about the operation’s legality.

The UN Security Council, acting on an emergency request from Colombia, planned to hold a meeting on US operations in Venezuela on Monday morning, according to a council diplomat, who spoke on the condition of anonymity to discuss a meeting not yet made public.

Lawmakers from both political parties in Congress have raised reservations and flat-out objections to the US attacks on boats suspected of drug smuggling near the Venezuelan coast. Congress has not specifically approved an authorization for the use of military force for such operations in the region.

Connecticut Rep. Jim Himes, the top Democrat on the House Intelligence Committee, said he had seen no evidence that would justify Trump striking Venezuela without approval from Congress and demanded an immediate briefing by the administration on “its plan to ensure stability in the region and its legal justification for this decision.”

New Delhi, Jan 04: Venezuelan President Nicolás Maduro and his wife, Cilia Flores, were flown to New York after being apprehended by US forces, according to international media reports. Their aircraft landed at Stewart Air National Guard Base before they were transferred by helicopter to Manhattan’s Westside Heliport.

Maduro was then driven to the US Drug Enforcement Administration’s headquarters for booking and charges under US law, US media said.

He is expected to be moved to the Metropolitan Detention Center (MDC) in Brooklyn ahead of a court appearance in Manhattan on drug trafficking and weapons charges. The facility is known for holding high-profile detainees, the BBC reported.

The capture followed US strikes on Venezuela on Saturday. A 25-page US indictment accuses Maduro, his wife, their son, other politicians, and an alleged cartel leader of running a violent cocaine trafficking network, allegations the Venezuelan leader has long dismissed as an attempt at regime change.

US President Donald Trump said the United States would “run” Venezuela until a “safe, proper and judicious transition” is ensured. Speaking at a news conference, Trump said US oil companies would enter Venezuela, invest billions of dollars to repair its “badly broken” oil infrastructure, and “start making money for the country”. He described Venezuela’s oil sector as “a total bust for a long period of time”.

Secretary of State Marco Rubio said Washington’s next steps would depend on the Venezuelan government’s actions in the coming days. Venezuela has declared a state of national emergency and condemned the US operation as “military aggression”, with Vice-President Delcy Rodríguez insisting Maduro remains the country’s only legitimate leader. The United Nations Security Council is scheduled to hold an emergency meeting on Monday at the request of Colombia, with support from Russia and China.

Srinagar, Jan 3: As Chillai Kalan nears the end of its second week, intense cold conditions on Saturday continued across Kashmir, with several locations recording sub-zero night temperatures.

Clear night skies contributed to a further drop in minimum temperatures, while the prolonged cold continued to affect daily routines and increase demand for heating devices across the Valley.

Srinagar recorded a minimum temperature of minus 1.5 degrees Celsius, while nearby areas – Pampore recorded minus 1.5 degrees Celsius, Ganderbal minus 1.6 degrees Celsius, and Budgam minus 2 degrees Celsius.

Qazigund registered a minimum of minus 2.6 degrees Celsius, Awantipora minus 2.4 degrees Celsius, and Anantnag shivered at minus 3 degrees Celsius, IMD officials said.

According to the officials, colder conditions prevailed in south Kashmir with Pulwama at minus 3.9 degrees Celsius and Shopian at minus 4.7 degrees Celsius, while tourist destination Pahalgam recorded minus 5.2 degrees Celsius.

In north Kashmir, Kupwara saw a low of minus 1.6 degrees Celsius, Baramulla minus 0.5 degrees Celsius, and Bandipora minus 0.2 degrees Celsius.

The tourist resort of Gulmarg was the coldest station at minus 6.5 degrees Celsius.

As temperatures dropped further during the ongoing cold spell, demand for heating appliances, including electric heaters, blowers, and electric blankets, has risen sharply across Kashmir, traders said.

“Sales have picked up significantly over the past week as people prepare for prolonged freezing nights,” said Muhammad Shafi, a local electrical goods dealer in Srinagar. “Portable heaters and blowers were in particularly high demand.”

In both urban and rural areas, residents have also made traditional hammams fully functional, while electric hammams are being widely used to maintain indoor warmth.

“We rely on the hammams throughout Chillai Kalan because it keeps the house warm for long hours,” said Altaf Ahmad of Anantnag’s S K Colony.

However, the use of the traditional Kangri, a firepot woven in wicker, has declined in urban areas due to safety concerns and the availability of electric heating, though it continues to be commonly used in rural households, especially during early mornings and evenings.

“Electric hammams are easy to use, but due to a shortage of electricity, people here use mostly traditional hammams and kangris,” said Ghulam Muhammad of Shopian’s Kellar block.

Many residents said that the biting cold has restricted the movement of people.

“People largely choose to stay indoors due to icy winds,” residents from different parts of Kashmir said.

Meteorological Department officials said the cold spell is expected to continue in the days ahead, with low temperatures likely to prevail across Kashmir as the weather will remain largely dry till January 5.

Port Blair, Jan 3: Member of Parliament from north Kashmir, Chowdry Muhammad Ramzan, on Saturday strongly pitched for strengthening forensic science infrastructure in Jammu and Kashmir during a Consultative Committee Meeting of the Ministry of Home Affairs on NFSL-CFSU held at Port Blair in the Andaman and Nicobar Islands.

The meeting was chaired by Union Home Minister Amit Shah and was attended by Members of Parliament of the Consultative Committee, the Union Home Secretary, and senior officials of the Ministry of Home Affairs.

During the deliberations, Ramzan, who is a Member of the Parliamentary Consultative Committee on Home Affairs, actively participated and highlighted key issues related to the urgent need for strengthening forensic science and forensic laboratories across the country, with particular emphasis on J&K, where he said timely forensic support was critical for justice delivery, security, and lasting peace.

He underlined that the region was witnessing a rise in complex crimes, including cyber crimes, drug trafficking, explosives, and weapon-related offences, which require swift scientific investigation and reliable evidence collection.

Ramzan said that at present, a large portion of the forensic workload from J&K depends on the Central Forensic Science Laboratory (CFSL) Chandigarh, resulting in delays that adversely impact trials, facilitate bail for accused persons, and erode public confidence in the justice system.

He said that the Supreme Court had repeatedly affirmed that speedy trial was a fundamental right under Article 21 of the Constitution, and that delays arising from investigation gaps, lack of scientific evidence, or slow forensic reports were unacceptable.

Ramzan said that reliable and timely forensic evidence was essential for fair trials and lawful convictions.

He highlighted that the National Forensic Sciences University (NFSU), India’s premier forensic university and an Institution of National Importance under the Ministry of Home Affairs with headquarters at Gandhinagar, Gujarat, had limited training capacity in comparison to the needs of a country with a population of 1.42 billion.

Ramzan said that this limitation reinforced the urgent requirement for establishing new NFSU campuses in strategic regions such as J&K.

Drawing attention to the escalating drug abuse crisis in J&K, he cited the Parliamentary Standing Committee on Social Justice and Empowerment (August 2023), which reported that nearly 13.5 lakh people in J&K were affected by substance abuse, including around 11.8 lakh adults and about 1.68 lakh children in the age group of 10 to 17 years.

Ramzan also referred to findings of IMHANS, Srinagar (2023), which indicate that more than 33,000 syringes are used daily by heroin-dependent persons in Kashmir alone, highlighting serious public health and security implications.

He emphasised the urgent expansion of rehabilitation and drug de-addiction centres, along with skill development and employment opportunities, to divert vulnerable youth away from drugs, crime, and social breakdown.

To address these challenges, Ramzan proposed the establishment of a full-fledged NFSU in J&K, with dedicated campuses in border districts, including Kupwara, along with modern forensic laboratories in border areas.

He noted that sensitive border districts face unique security and cross-border challenges, and such institutions would provide state-of-the-art forensic training, create a skilled cadre of professionals, generate employment, and offer productive avenues for youth, thereby discouraging involvement in crime, drug abuse, and other social menaces.

The Union Home Minister gave a patient hearing to these recommendations and assured that modernisation of forensic infrastructure, capacity building, and strengthening of border districts would receive focused attention to enhance security, law enforcement efficiency, and public trust.

The Ministry of Home Affairs also assured the deployment of 23 mobile forensic units across Jammu and Kashmir to enable rapid on-site crime-scene investigations, immediate evidence collection, and faster case processing, significantly reducing dependence on distant laboratories.

Emphasis was also laid on strengthening DNA analysis, cyber forensics, narcotics testing, and explosives examination to ensure comprehensive and timely forensic support across all categories of cases.

Srinagar, Jan 3: The government of India has announced a comprehensive Rs 7,295-crore financial support package aimed at making it easier and cheaper for exporters, particularly small and medium enterprises, to access credit and compete in global markets. For Kashmir’s handicraft, horticulture, and manufacturing exporters, this could be a significant opportunity to expand their international presence. Here’s what the package entails and how local exporters can benefit:

What Does the Package Include?

The package has two main components to be rolled out over six years (2025-31):

Interest Subvention Scheme (Rs 5,181 crore): This provides a direct subsidy on the interest rates exporters pay for pre-shipment and post-shipment export credit. Currently, MSMEs pay between 9.5 per cent and 12.5 per cent for export credit. Under the scheme, eligible MSME exporters will receive subsidy benefits ranging from 2.75 per cent, significantly reducing their borrowing costs.

The subsidy is capped at Rs 50 lakh per firm annually, but this will still cover 75 per cent of all product categories—over 12,000 tariff lines. The scheme has been resumed after a one-year gap, with the previous scheme having expired in December 2024.

Collateral Support (Rs 2,114 crore): This addresses another major hurdle for small exporters—the lack of collateral to secure loans. Under this measure, the government will provide credit guarantee support for export-linked working capital loans up to Rs 10 crore per firm. Micro and small exporters will get up to 85 per cent guarantee coverage, while medium exporters will receive up to 65 per cent coverage.

Kashmir Context: Who Can Benefit?

Kashmir’s export sector, dominated by MSMEs in handicrafts (carpets, papier-mâché, walnut wood carving, pashmina), horticulture products (apples, saffron, dry fruits), and emerging manufacturing units, stands to gain substantially from these measures.

Local exporters have long struggled with high credit costs and collateral requirements, often relying on personal assets or foregoing expansion opportunities altogether. The package directly addresses these pain points, potentially enabling Kashmir’s artisans and traders to access working capital at more competitive rates.

For instance, a Srinagar-based carpet exporter or a Sopore fruit trader seeking pre-shipment credit can now avail loans at substantially reduced interest rates, improving their margins and competitiveness in international markets like the US, Europe, and Gulf countries.

The collateral support is particularly significant for Kashmir’s small-scale exporters who often lack adequate assets to pledge against loans.

How Will It Work?

The interest subvention rates will be reviewed biannually in March and September based on domestic and global interest rate benchmarks. When policy rates fall, the subsidy will also decrease proportionately. Additional benefits will be provided to MSMEs exporting to new and emerging markets, though details are yet to be notified—a provision that could particularly benefit Kashmir exporters looking to diversify beyond traditional markets.

The Reserve Bank of India will implement the interest subvention scheme along with the Directorate General of Foreign Trade, whilst the Credit Guarantee Fund Trust for Micro and Small Enterprises will handle the collateral support. Both measures will initially be rolled out on a pilot basis with scope for refinement based on feedback.

The schemes apply to exports from a selected positive list of products, including defence and SCOMET (Special Chemicals, Organisms, Materials, Equipment and Technologies) products. However, restricted items, waste and scrap, and products already covered under production-linked incentive schemes are excluded.

Kashmir’s traditional export items like handicrafts and horticulture products are expected to be covered under the positive list, though final guidelines will clarify the exact scope.

This package addresses two critical challenges faced by Kashmir’s MSME exporters: high borrowing costs and lack of collateral. By reducing the cost of credit, local exporters can price their products more competitively in international markets, particularly important at a time when global trade faces headwinds from high tariffs imposed by countries like the United States.

Kashmir’s handicraft sector, which employs lakhs of artisans and contributes significantly to the local economy, has often been constrained by limited access to affordable finance. The package could enable carpet weavers, papier-mâché artists, and pashmina traders to scale up production, meet larger international orders, and explore new markets.

Similarly, horticulture exporters from Sopore and Shopian, dealing with perishable produce, require quick access to credit for packaging, cold storage, and transportation. Lower interest rates and easier collateral norms can make these operations more viable and profitable.

The measures are part of a larger Rs 25,060-crore Export Promotion Mission approved in November 2025. The first component—market access support worth Rs 4,531 crore—was rolled out on December 31, 2025, making this the second major intervention.

Local exporters should stay informed about the detailed guidelines to be released by the RBI and DGFT. The pilot rollout phase will be crucial for providing feedback on implementation challenges specific to Jammu and Kashmir, such as connectivity issues, documentation requirements, and awareness gaps.

Jammu, Jan 3: The four-day 7th Jammu and Kashmir Union Territory Karate Championship 2025 concluded, with Udhampur district emerging as overall champions in the multi-category event that drew more than 600 athletes from across the Union Territory.

The championship was organised by the Amateur Karate-Do Association of Jammu & Kashmir (AKAJK).

The championship, as per a statement, witnessed participation of athletes from various districts across the Union Territory, competing in Sub-Junior, Cadet, Junior, Under-21 and Senior categories.

Udhampur District emerged as the overall champion, while Jammu District secured the first runner-up position and Kupwara District finished as second runner-up.

Jammu, Jan 3: Army Recruiting Office, Jammu has notified that an army recruitment rally will be conducted at Zorawar stadium Sunjwan, Jammu with effect from February 3 to 23, 2026.

An army spokesperson has informed the candidates, shortlisted after Common Entrance Exam (CEE), that the admit cards for physical rally have been forwarded on the registered email IDs.

“If email has not been received, admit cards can be downloaded from candidate’s JIA account. Candidates are required to bring good quality colour print out of admit card. Mobile phones and any electronic devices are not permitted at rally ground, hence they should not be carried,” the spokesperson cautioned.

“Party President Ms @MehboobaMufti has expressed her deepest condolences on the passing of Mohd Aslam Laigroo Sahab, uncle of party leader Arif Laigroo. A distinguished administrator and accomplished sportsman, his service, integrity, and contribution to J&K’s public life and sporting legacy will be remembered with respect. May Allah Tallah grant him the highest place in Jannah and give patience to the bereaved family,” a post on PDP’s official X handle said.

Meanwhile, a delegation of PDP, led by Party General Secretary Muhammad Khursheed Aalam, visited the residence of party leader Arif Laigaroo at Hyderpora to offer condolences.

Hyderabad, Jan 3: In a significant blow to the CPI (Maoist) insurgency, high-ranking commander Badse Sukka alias Deva, along with 19 underground cadre, surrendered before the Telangana police, official sources said on Saturday.

This surrender sounded the death knell for the People’s Liberation Guerrilla Army (PLGA) and the Telangana State committee of the CPI (Maoist) party.

The surrendering group turned over the ‘arms dumps’ of the PLGA, including that associated with Hiduma and Badse, a press release from the police said.

Srinagar, Jan 03: From safer childbirths to healthier childhoods, Jammu & Kashmir is scripting a quiet healthcare success story, with sustained reforms translating into measurable improvements in maternal, infant and child health indicators across the Union Territory.

Jammu & Kashmir is witnessing tangible progress in maternal and child health, positioning J&K among the better-performing regions in the country. For instance, the Maternal Mortality Ratio (MMR) in the Union Territory stands at 47 per 100,000 live births, substantially lower than the national average of 88. This achievement is attributed to improved institutional delivery care, wider availability of Emergency Obstetric and Newborn Care (EmONC) and blood services, along with strengthened referral transport systems under the National Health Mission (NHM).

Jammu & Kashmir has also performed commendably in infant and neonatal health indicators. The Neonatal Mortality Rate (NMR) is 10 while the early NMR stands at 6, both significantly better than the national averages of 19 and 13, respectively. The Under-5 Mortality Rate in the UT is 15, compared to the national average of 29 while the Infant Mortality Rate (IMR) is 14, against the national average of 25.

The Union Territory has further achieved impressive immunization outcomes with full immunization coverage reaching 96.5 per cent, placing J&K among the highest-performing regions in the country. This progress is attributed to intensified routine immunization drives and robust monitoring mechanisms.

In another significant step, Jammu & Kashmir is introducing the HPV vaccine under the Universal Immunization Programme (UIP) for girls aged 14–15 years, reinforcing its preventive healthcare framework.

These achievements reflect the Union Territory’s sustained commitment towards strengthening the healthcare delivery and position Jammu & Kashmir among the better-performing States and Union Territories in the country.
