Accused used ‘ghost’ SIM cards to communicate with Pakistani handlers

Accused used ‘ghost’ SIM cards to communicate with Pakistani handlers

New Delhi, Jan 04: Investigations into the “white-collar” terror module linked to the blast near Delhi’s Red Fort on November 10 last year show that highly educated doctors used a sophisticated web of “ghost” SIM cards and encrypted apps to coordinate with Pakistani handlers, officials claimed on Sunday.

The outcome of the investigations essentially formed the basis for the Department of Telecommunications (DoT) to issue a sweeping directive on November 28 last year, mandating that app-based communication services like WhatsApp, Telegram and Signal must be continuously linked to an active, physical SIM card within the device.

The officials said the probe into the “white-collar” terror module and the blast led to a web of “ghost” SIM cards being used by the arrested doctors, including Muzammil Ganaie, Adeel Rather and others, as part of a tactical “dual-phone” protocol to evade security agencies.

Each accused, including Dr Umar-un-Nabi, who was killed while driving the explosives-laden vehicle near the Red Fort, carried two to three mobile handsets, they said.

The accused carried one “clean” phone registered in their own names for routine personal and professional use to avoid suspicion and one was the “terror phone” used exclusively for WhatsApp and Telegram communication with their handlers in Pakistan (identified by codenames ‘Ukasa’, ‘Faizan’, and ‘Hashmi’).

The SIM cards for these secondary devices were issued in the names of unsuspecting civilians whose Aadhaar details were misused, the officials said.

Jammu and Kashmir Police further unearthed a separate racket where SIMs were issued using fake Aadhaar cards, they added.

According to the officials, the security agencies noted a disturbing trend where these compromised SIMs remained active on messaging platforms across the border in Pakistan-occupied Kashmir (PoK) or Pakistan.

By exploiting features that allow messaging apps to run without a physical SIM in the device, the handlers were able to direct the module to learn IED assembly via YouTube and plot “hinterland” attacks, despite the recruits initially wanting to join conflict zones in Syria or Afghanistan.

To plug these security gaps, the Centre has invoked the Telecommunications Act, 2023, and Telecom Cyber Security Rules to “safeguard the integrity of the telecom ecosystem”, which includes a rule that within 90 days, all Telecommunication Identifier User Entities (TIUEs) must ensure their apps function only if an active SIM is installed in the device.

The order further directs the telecom operators to automatically log out users from apps like WhatsApp, Telegram and Signal in case of the absence of an active SIM, the officials said, adding that all service providers, including Snapchat, Sharechat and Jiochat, must submit compliance reports to the DoT.

This feature of using apps without a SIM is posing a challenge to telecom cyber security as it is being misused from outside the country to commit cyber frauds and terror activities, the DoT statement had said while explaining the reasoning behind the move.

The directive is being fast-tracked in the Jammu and Kashmir telecom circle. While officials admit it will take time to deactivate all expired or fraudulent SIMs, the move is seen as a critical blow to the digital infrastructure used by terror networks to radicalise and manage “white-collar” operatives.

Failure to comply with these norms will attract stringent action under the Telecom Cyber Security Rules and other applicable laws, the officials said.

The “white-collar” terror module began to unravel on the intervening night of October 18-19, 2025, when posters of the banned Jaish-e-Mohammad (JeM) surfaced on walls just outside Srinagar city. The posters warned of attacks on police and security forces in the valley.

Treating it as a serious matter, Senior Superintendent of Police, Srinagar, G V Sundeep Chakravarthy formed several teams to conduct an in-depth investigation into the case.

After piecing together the statements of the arrested accused, the probe led the Srinagar police to Al Falah University in Haryana’s Faridabad, where two doctors — Ganaie, a resident of Koil in south Kashmir’s Pulwama and Shaheen Sayeed from Lucknow — were arrested. A huge quantity of arms and ammunition, including 2,900 kg of ammonium nitrate, potassium nitrate and sulphur, was also seized.

The car explosion case near the Red Fort claimed 15 lives and is being investigated by the National Investigation Agency.

GMC Jammu issues cold weather advisory as temperatures dip

Jammu, Jan 04: Amid a sharp dip in temperatures across Jammu and Kashmir, Government Medical College Jammu has issued a public advisory urging people to take precautionary measures to protect themselves from extreme cold conditions.

According to the advisory, cold-related injuries disproportionately affect vulnerable sections of society. It states that nearly 50 percent of such injuries occur among people aged above 60 years, while around 75 percent of the cases are reported among males. The advisory further notes that about 20 percent of cold-related incidents take place inside homes.

Medical experts at the college warned that hypothermia and frostbite are the most common and serious risks during extreme cold. Hypothermia occurs when the body temperature drops below 95 degrees Fahrenheit, while frostbite can damage body tissues within as little as 30 minutes of exposure to wind chill temperatures of minus 20 degrees Fahrenheit.

The advisory also cautioned against other cold-related hazards including carbon monoxide poisoning due to improper use of heating devices, power failures, frozen water pipes, and vehicle breakdowns during severe weather conditions.

As part of preventive measures, people have been advised to stay indoors during peak cold hours and regularly check on elderly persons and other vulnerable individuals. The advisory recommends insulating household water pipes, keeping safe emergency heating arrangements ready, and avoiding the use of candles to reduce the risk of fire.

Citizens have also been urged to carry winter survival kits in their vehicles, comprising blankets, flashlights, snacks, drinking water, and a fully charged mobile phone. Dressing in layers of warm clothing, covering the head and mouth, and using mittens instead of gloves has also been advised.

In addition, vehicle owners have been asked to ensure proper winterization, including the use of antifreeze, maintaining correct tyre pressure, and checking wipers and other essential components.

Doctors at the medical college emphasized that prevention of hypothermia and frostbite is far easier than treatment, and appealed to the public to remain vigilant and strictly follow safety guidelines during the ongoing cold wave. [KNT]

Partly cloudy conditions likely in Kashmir till January 15, Fog advisory issued for Jammu division

Srinagar, Jan 04: Weather across Kashmir is expected to remain largely dry over the next two days, with a brief change likely around January 6, according to the latest forecast.

A Weather official said that January 4 and 5 are expected to remain mostly dry across the region, providing relief from active winter conditions. On January 6, weather is likely to turn generally cloudy, with a possibility of light snowfall over isolated higher reaches of North and Central Kashmir.

He said that plains and lower areas are unlikely to witness any significant precipitation during this period. However, higher altitude areas may experience brief snowfall if cloud cover intensifies.

From January 7 to January 15, weather conditions are expected to remain partly cloudy across Kashmir. No major wet spell or widespread snowfall is anticipated during this phase, allowing normal daily activities to continue without major disruption.

Authorities have advised people, especially those travelling to higher reaches, to remain alert to local weather advisories, as conditions in mountainous areas can change rapidly during winter.

The forecast suggests that the ongoing cold wave conditions may persist due to nighttime temperature drops, even as precipitation activity remains limited in the coming days.

Meanwhile, an advisory has been issued for the Jammu division, warning of moderate fog over the plains with dense to very dense fog likely at a few places over the next three days.

Officials said the foggy conditions are expected to affect visibility during early morning and late evening hours, particularly in low-lying areas and open stretches of highways across the plains of Jammu. The advisory cautions that reduced visibility may pose risks to road traffic and daily commuting.

Commuters have been urged to exercise caution while travelling, especially during the night and morning hours. Drivers have been advised to use fog lights, avoid overspeeding, and maintain safe distances to prevent accidents under poor visibility conditions.

Authorities said fog conditions may also impact vehicular movement on major roads and highways passing through the Jammu plains. People have been advised to plan their travel accordingly and remain alert to changing weather conditions.

The advisory remains in effect for the next three days, during which fog intensity may vary from place to place. [KNT]

Centre sanctions 24 chip design projects in big push to India’s semiconductor industry

New Delhi, Jan 04: As many as 24 chip design projects have been sanctioned across areas such as video surveillance, drone detection, energy meters, microprocessors, satellite communications, and broadband and IoT Systems-on-Chip (SoCs) under the Centre’s Design Linked Incentive Scheme (DLI) scheme, according to an official statement issued on Sunday.

Additionally, 95 companies have received access to industry-grade Electronic Design Automation (EDA) tools, significantly reducing design and infrastructure costs for Indian chip design startups.

Semiconductor chip design is the main value driver in the supply chain, contributing up to 50 per cent of value addition and 30–35 per cent of global semiconductor sales via the fabless segment.

DLI-supported projects are scaling rapidly, with 16 tape-outs, 6 ASIC chips, 10 patents, 1,000+ engineers engaged, and over 3× private investment having been leveraged, the statement said.

The Design Linked Incentive (DLI) Scheme is being implemented by the Ministry of Electronics and Information Technology (MeitY) with an outlay of Rs 76,000 crore. The programme supports investments in semiconductor and display manufacturing as well as the design ecosystem. The DLI Scheme operates under this programme, ensuring end-to-end backing for design, fabrication and productisation. C-DAC, a premier R&D organisation of the MeitY, is responsible for the implementation of the DLI Scheme as the nodal agency.

The Semicon India Programme aims to catalyse a strong, self-reliant chip design ecosystem by providing financial incentives and access to advanced design infrastructure for domestic startups and MSMEs.

The scheme is now driving the transition from design validation to productisation, enabling start-ups and MSMEs to move toward volume manufacturing, system integration, and market deployment. This evolving ecosystem not only strengthens India’s domestic semiconductor capabilities but also positions the country as a credible player in global chip design and innovation, the statement said.

India’s semiconductor ecosystem is being strengthened through a coordinated institutional framework that combines policy leadership, investment support, capacity building, and indigenous technology development. The key programmes and agencies provide end-to-end backing — from incentivising chip design and manufacturing to developing skilled talent and fostering open-source microprocessor architectures — ensuring India’s progression toward a self-reliant and globally competitive semiconductor design ecosystem.

The Chips to Startup (C2S) Programme, being implemented, is an initiative aimed at academic organisations spread across the country to generate 85,000 industry-ready manpower at B.Tech, M.Tech, and PhD levels, specialised in semiconductor chip design.

The DLI scheme aims to offset the existing disabilities in India’s domestic semiconductor design industry. It seeks to help Indian companies move up the semiconductor value chain.

Without strong fabless capability, a nation remains dependent on imported core technologies even if electronics are manufactured locally. Building a robust fabless ecosystem, therefore, enables India to own the most critical layer of the value chain, retain intellectual property, reduce imports, attract manufacturing, and establish long-term technological leadership, the statement further said.

Elon Musk’s X to remove illegal content, permanently ban offending users

New Delhi, Jan 04: Microblogging site X will act against illegal content by removing it, permanently suspending accounts that uploaded the material and working with local governments as required, the Elon Musk-owned social media platform said on Sunday.

The statement from the Global Government Affairs account of X was issued hours after it said people using the platform’s AI service, Grok, to create illegal content will face the same consequences as those uploading illegal content.

“Anyone using Grok to make illegal content will suffer the same consequences as if they upload illegal content,” Musk said on X in response to a post on “inappropriate images”.

Global government affairs at X reiterated Musk’s stance on illegal content.

“We take action against illegal content on X, including Child Sexual Abuse Material (CSAM), by removing it, permanently suspending accounts, and working with local governments and law enforcement as necessary.

“Anyone using or prompting Grok to make illegal content will suffer the same consequences as if they upload illegal content,” Global Government Affairs on X said.

The Global Government Affairs handle also shared a link for X rules, which allows sharing of “consensually produced and distributed adult nudity or sexual behaviour, provided it’s properly labelled and not prominently displayed”.

The Indian government has found vulgar, obscene and other unlawful content being uploaded on X that are in violation of local laws.

The statement from Musk and Global Government Affairs follows the direction from the Ministry of Electronics and IT (Meity), issued on January 2, to immediately remove all vulgar, obscene and unlawful content, especially generated by AI app Grok, or face action under the law.

Meity has directed X to take action against offending content, users and accounts.

The ministry asked the US-based social media firm to submit a detailed action taken report (ATR) within 72 hours from the date when the order was issued.

The government has received from time to time, including through public discourse and representations from various parliamentary stakeholders, that certain categories of content circulating on X may not be in compliance with applicable laws relating to decency and obscenity, the order said.

Earlier, Rajya Sabha member Priyanka Chaturvedi had written to the Union Minister Ashwini Vaishnaw seeking urgent intervention on increasing incidents of the AI app Grok being misused to create vulgar photos of women and post them on social media.

The order said that “Grok AI” service, developed by X, is being misused by users to create fake accounts to host, generate, publish or share obscene images or videos of women in a derogatory or vulgar manner to indecently denigrate them.

On December 29, Meity asked social media firms to immediately review their compliance framework and act against obscene and unlawful content on their platform, failing which they may face prosecution under the law of the land.

The advisory came after Meity noticed that social media platforms have not been strictly acting on obscene, vulgar, inappropriate, and unlawful content.

Govt Adviser Asif tells BCB

Govt Adviser Asif tells BCB

New Delhi, Jan 04: The Bangladesh Cricket Board (BCB) has been instructed by its sports ministry to seek shifting of the country’s T20 World Cup league games from India to Sri Lanka as there are “concerns about players’ safety” following Mustafizur Rahman’s ouster from the IPL on BCCI instructions.

The Shah Rukh Khan co-owned IPL franchise Kolkata Knight Riders (KKR) released the Bangladesh left-arm pacer, who was bought for Rs 9.20 crore after a bidding war at last month’s auctions in Abu Dhabi, following BCCI’s diktat.

BCB president and former Bangladesh skipper Aminul Islam Bulbul refrained from making any public comment after an Emergency board meeting following the development.

However, government advisor Asif Nazrul said he has instructed the Board to ask the Jay Shah-led ICC to shift Bangladesh’s four league games — three in Kolkata and one in Mumbai — to Sri Lanka.

“As the adviser in charge of the Ministry of Sports, I have instructed the Cricket Control Board to put the entire matter in writing and explain it to the ICC,” Nazrul wrote in Bengali on his Facebook page.

“The board must make it clear that if a Bangladeshi cricketer, despite being under contract, cannot play in India, then the Bangladesh national team cannot feel safe travelling to India to play the World Cup.

“I have also directed the board to formally request that Bangladesh’s World Cup matches be held in Sri Lanka instead,” he further wrote.

Bangladesh’s four league games are — against West Indies (February 7), Italy (February 9), England (February 14) in Kolkata followed by their last game against Nepal (February 17) in Mumbai.

A BCCI source, however, insisted that the shift is next to impossible with just a month left for the tournament.

“You can’t just change games at someone’s whims and fancies. It is a logistical nightmare. Think about opposition teams. Their air tickets, hotels are booked.

“Also on all days there are three games each which means one game is in Sri Lanka. There is broadcast crew. So it will be easier said than done,” the BCCI source said.

India’s arch foe Pakistan already is already playing its World Cup game sin Sri Lanka as per an understanding worked out months ago.

The Indo-Bangladesh relationship has plunged into chaos after the ouster of Bangladesh Prime Minister Sheikh Hasina, who fled to India in August last year following anti-government protests.

She was sentenced to death in absentia by a tribunal for her alleged role in a deadly crackdown during the agitation in which several students were killed.

Although the BCCI did not explicitly cite the current political situation for its decision to seek Rahman’s release, it did say that the move was triggered by what’s been happening all around.

Hindus have been targetted for violent attacks since Hasina’s ouster.

IPL broadcast to be suspended in Bangladesh?

Nazrul also said that he has requested the adviser for Bangladesh’s Information and Broadcasting Ministry (I&B) to ensure that broadcast of IPL in Bangladesh is suspended.

“I have requested the adviser for Information and Broadcasting to ensure that the broadcast of the IPL in Bangladesh is also suspended.

“Under no circumstances will we tolerate any insult to Bangladeshi cricket, cricketers, or Bangladesh itself. The days of servitude are over,” he said.

There is a bit of disbelief in the BCB corridors that things took such a turn after India’s External Affairs Minister S Jaishankar attended former PM Khaleda Zia’s funeral in Dhaka.

“The BCB announced the schedule for India’s tour of Bangladesh because there was a sense of positivity but now we need to get an official confirmation from the Indian board as to why Mustafizur’s contract was cancelled,” a BCB source told PTI on conditions of anonymity.

“Till now BCCI hasn’t communicated anything to BCB officially. Only after official communication will BCB decide further course of action,” the source said.
