NIA court sends accused Yasir in agency’s custody till Dec 26

New Delhi, Dec 18: Special NIA court at Patiala House on Thursday remanded Yasir Ahmed Dar in NIA custody till December 26. He was produced before the court after his arrest in the Delhi blast case. He is the 9th accused in this case.

Principal District and Session judge (Special NIA Judge) Anju Bajaj Chandana remanded Dar in NIA custody after hearing submissions of counsel for the agency. The court held the hearing in a closed room. The accused was produced before the court amid heavy security.

On December 15, the court extended the custody of Dr. Bilal Nasir Malla and Shoyeb for a further 4 days. Both accused were produced after expiry of their NIA custody.

During the hearing, the special NIA judge had allowed an application of the NIA seeking permission to take handwriting samples of Bilal Nasir Malla. Thereafter, the handwriting samples were obtained before a magistrate.

The next day, the voice sample of Malla was also obtained with the permission of the court.

A total of 15 people were killed and over two dozen others injured in the Delhi blast that occurred around 7 pm on November 10 in a moving Hyundai i20 car driven by one alleged suicide bomber, Umar Un Nabi.

NIA has forensically established the identity of the deceased driver of the vehicle-borne IED as Umar Un Nabi, a resident of Pulwama district and Assistant Professor in the General Medicine Department in Al Falah University at Faridabad.

The anti-terror agency has also seized another vehicle belonging to Nabi. The vehicle is being examined for evidence in the case, in which NIA has so far examined 73 witnesses, including those injured in the blast that rocked the national capital.

Working in close coordination with Delhi Police, Jammu and Kashmir Police, Haryana Police, Uttar Pradesh Police and various sister agencies, the NIA is continuing its investigation across states.

Jammu, Dec 18: The Jammu and Kashmir government has amended the rules governing concession, storage and transportation of minor minerals, making GPS-enabled vehicles, RFID registration and a valid e-Challan mandatory for mineral transportation across the Union territory, officials said on Wednesday.

The Mining Department has fixed January 26 as the deadline for ensuring GPS, RFID and e-Challan compliance for all mineral transportation, a move aimed at curbing large-scale illegal mining in the Union territory.

According to a notification issued by Mining Department Additional Chief Secretary Anil Kumar Singh, amendments have been made to the Jammu and Kashmir Minor Mineral Concession, Storage, Transportation of Minerals and Prevention of Illegal Mining Rules, 2016, under powers conferred by the Mines and Minerals (Development and Regulation) Act, 1957.

As per the revised rule 71, no mineral concessionaire — including mining lessees, licensees, permit holders, crusher unit holders and brick kiln unit holders — shall transport or cause transportation of minerals such as RBM, nallah muck, stone, boulders, sand, clay, crushed bajri and bricks without GPS-enabled vehicles registered with the department and carrying a unique RFID number, the notification said.

It further said that transportation of minerals will also require a valid e-Challan in Form ‘A’ bearing a QR code or watermark, generated through the department’s designated e-Challan web portal.

The government has also mandated that all vehicles and machinery engaged in extraction and transportation of minerals must be registered with the department and equipped with operational GPS tracking systems to ensure effective monitoring and compliance.

In addition, a GST-compliant invoice must be issued by the lessee, licensee, permit holder or crusher unit holder to the consignee or buyer for transportation of raw or processed minor minerals.

Officials said a pilot run of GPS-enabled mineral-carrying vehicles has been successfully conducted in Samba district and the department plans to extend GPS, RFID and e-Challan compliance to all mineral transportation across the Union territory by January 26, 2026, following an extensive awareness and enforcement campaign.

The department is also setting up Quick Response Teams (QRTs) at the district level, equipped with modern gadgets and logistics, to respond swiftly to incidents of illegal mining. Point-of-Sale (PoS) machines are being provided to enforcement agencies for on-the-spot digital challaning and compounding of violations, they added.

An Integrated Mining Surveillance System (IMSS), developed in collaboration with BISAG-N (Bhaskaracharya Institute for Space Applications and Geoinformatics), has also been deployed. The system integrates GPS tracking, RFID, e-challan, weighbridge data and public grievance redressal on a real-time digital dashboard to enhance transparency and accountability in mining operations, officials said.

They said that 114 system-generated alerts were verified on the ground, leading to confirmation of 14 cases of illegal mining and imposition of penalties amounting to Rs 90 lakh.

For the financial year 2025–26, the department has set a revenue target of Rs 300 crore, including Rs 200 crore from minor minerals and Rs 100 crore from related activities. Revenues from major minerals are projected from 2026–27 following completion of the limestone auction process, officials added.

New Delhi, Dec 18: The government will implement barrier-free toll collection at all 1,050 toll plazas across the country by 2026 and about 40 lakh annual FASTag passes have been issued in four months since August, Road Transport and Highways Minister Nitin Gadkari said on Thursday.

Answering queries during Question Hour in the Lok Sabha, Gadkari said annual FASTag passes will allow private cars to cross 200 toll plazas at Rs 3,000 a year, or an average of Rs 15 per toll.

The pass is much cheaper when compared to the current cost of Rs 15,000 for crossing 200 tolls.

“By 2026, we will put in place sophisticated AI-based system for collecting tolls at all the 1,050 plazas, which include 350 private toll booths and 700 government). Cars can move at Rs 80km/hour on highways without stopping at toll plazas,” Gadkari said.

The minister said the new barrier-free seamless highway and expressway toll collection system will replace the current system of toll collection, wherein cars have to stop at toll plazas for money to be deducted from FASTag.

Beginning August 15, 2025, the government has started the FASTag annual pass. The annual pass eliminates the need to frequently recharge FASTag through one-time fee payment of Rs 3,000 for one-year validity or 200 toll plaza crossings.

New Delhi, Dec 17: India’s technology workforce is entering a decisive new phase, with a surge in AI governance roles, an acceleration in cybersecurity hiring, and a rise of tier‑2 cities as digital talent engines, a report said on Wednesday.

The report from tech solutions provider Randstad said that foundational skills such as Java, Salesforce, and Agile still account for nearly one‑third of IT roles, but demand is surging for AI‑enabled and governance‑focused functions.

Demand for AI and machine learning engineers, data scientists, and AI governance specialists is set to surge in 2026, while cybersecurity is being reshaped by AI-driven threats, it said.

Companies are forced to rebuild security operations, creating new opportunities for forensic analysts, AI security experts, ethical hackers, and incident responders.

“Skills in large language model orchestration, prompt engineering, and human-AI interaction are seeing double-digit growth, ensuring that AI systems remain accurate, secure, and context-aware,” the report noted.

“We are witnessing the most profound redefinition of work in a generation. By 2026, ubiquitous AI and deeper human–machine collaboration will make every role a technology role. AI is no longer a support technology, but the strategic foundation of business,” Randstad Digital India Managing Director Milind Shah said.

Organisations today need professionals who can not only build AI systems but also govern and secure them responsibly — balancing innovation with ethics, compliance, and trust, he added.

Randstad highlighted that Assisted AI, Augmented AI, and Autonomous Intelligence AI require distinct expertise, with growing demand for the workforce in prompt engineering and Cloud FinOps.

Cloud FinOps expertise is increasingly sought as companies seek to optimise cloud spending within AI-enabled infrastructures, it noted.

Bengaluru leads the demand for AI talent with 35.88 per cent share, followed by Hyderabad, Pune, and Chennai, and tier‑2 cities, including Chandigarh, Visakhapatnam, Coimbatore, Indore, Jaipur, and Kochi, are emerging as specialised talent hubs.

Jammu, Dec 18: A security conference chaired by Lieutenant Governor Manoj Sinha began on Thursday to discuss and review various aspects of security in Jammu and Kashmir, officials said.

The Union territory-level security conference is being held in the presence of of the national Director General of Police (DGPs) and Inspector General of Police (IGPs).

“The first-ever UT-level security conference is being held here on the lines of the DGPs and IGPs conference. Lieutenant Governor Manoj Sinha is chairing the meeting,” an official said.

The conference started at the IIT campus in Jagti on the outskirts of Jammu.

Apart from Director General of Police Nalin Prabhat, IGPs of the police, BSF, and CRPF, intelligence officers and other officials are participating in the conference.

“The conference will discuss and review all aspects of security,” an official said.

Court convicts man in Rs 5 lakh cheque bounce case in Shopian

Shopian, Dec 18: A local court in Shopian has convicted a man in a five lakh rupee cheque dishonour case and ordered one year of simple imprisonment along with compensation to the complainant. The judgment was delivered on December 17 by the Court of the Chief Judicial Magistrate, Shopian, in a case titled Shahnawaz Ahmed Bhat versus Bashir Ahmed Bhat.

As per the judgment, the complainant Shahnawaz Ahmed Bhat had alleged that the accused Bashir Ahmed Bhat, a resident of Bongam Shopian, had issued a cheque of five lakh rupees in September 2018 towards a financial liability arising out of work they were undertaking together. The cheque was presented in the J&K Bank HR Shopian branch but was returned unpaid with the remark “Exceeds Arrangement.” The complainant later issued a demand notice, which the court found to have been duly served.

After a detailed trial involving multiple witnesses, the court held that the statutory requirements under Section 138 of the Negotiable Instruments Act had been fully met. The judgment notes that the accused failed to rebut the legal presumption regarding liability and could not prove that the cheque was lost or misused. The court concluded that the cheque had been issued in discharge of a legally enforceable debt.

The court sentenced the accused to simple imprisonment for one year and imposed a fine of ten thousand rupees. It further directed him to pay the cheque amount of five lakh rupees along with six percent interest from the date of issuance, in addition to fifty thousand rupees as compensation to the complainant.

The court also cancelled the bail bonds of the accused and ordered that he be taken into custody and lodged in District Jail Pulwama. [KNT]

New Delhi, Dec 18: Amid the marathon debate in the Parliament over renaming of MGNREGA to VB-G RAM G, Congress MPs and several Opposition leaders held a demonstration outside the complex on Thursday, to register their protest over Centre’s “dictatorial approach” in repealing a law, that has been instrumental in transforming crores of lives in vast rural swathes of India.

Congress MPs led by party president Mallikarjun Kharge held a march from the Gandhi Statue to Makar Dwar inside the Parliament premises, to protest renaming of the UPA-era scheme. Sonia Gandhi also joined the march, demanding a rollback of the new legislation that seeks to replace MGNREGA.

The Opposition lawmakers carried posters and placards, with photos of Mahatma Gandhi inscribed on them and raised slogans — “Mahatma Gandhi ka apman nahin sahenge, nahin sahenge” (won’t tolerate insult to Mahatma Gandhi).

They said that this was not just an affront to the Father of the Nation by the Modi government, but also a brazen attempt to snatch the Right to Work, which brought socio-economic changes in lakhs of villages across the country.

Congress president vowed to launch a pan-India protest, from the Parliament to the streets, against the “tyranny of the ruling dictatorial government” and claimed that the Centre was not just erasing the gamechanger scheme but also crushing the poor’s right to work under MGNREGA, a guaranteed 100-day employment, given to peasants and landless labourers, during the UPA dispensation.

Kharge, speaking to scribes, said, “This is not about changing names. This is about snatching the right to work, particularly for those belonging to weak, marginalized communities and of Dalit classes.

“Our party will hold demonstrations and protest marches across the country against this autocratic government. Our workers will resist any attempt to deprive the poor people of their right to work, and it will take place in all districts and states,” he further stated.

Notably, the renaming of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) to VB G RAM G has kicked off a major controversy, with many Opposition MPs taking exception to the removal of Mahatma Gandhi’s name, stating that it will strip the scheme of its moral compass and also the government’s commitment to serve the poor and downtrodden classes.

Srinagar, Dec 18: The prolonged dry spell in the Valley is likely to end as two back-to-back Western Disturbances (WDs) are expected to cause precipitation across Jammu and Kashmir from December 20 to 23 (Saturday to Tuesday). The change in weather activity is also expected to significantly improve the Air Quality Index (AQI) across the Union Territory, according to data shared by Kashmir Weather.

As per the data, December 18 and 19 are expected to remain largely dry with cloudy conditions across J&K. On December 20, the weather is likely to stay mostly dry; however, a few higher reaches may receive a light spell of snowfall, especially along the Sonamarg–Drass axis and in the upper areas of Bandipora and Kupwara.

The first western disturbance is expected to start affecting the region from Saturday night onwards, while the second system will merge with it on Monday and is likely to persist until Tuesday afternoon. Rain and snow activity is expected to commence from Saturday night, beginning over higher reaches, with peak activity likely on Sunday or Monday.

“Current analysis suggests that the higher reaches of north Kashmir, particularly Kupwara district, are likely to be the most affected. Snowfall over higher elevations is expected to range from light to heavy, with heavy snowfall mainly anticipated in Kupwara’s upper reaches. Snowfall may also extend to higher areas of Bandipora, Ganderbal and Baramulla.” the data states.

Overall, the data suggests, the intensity of the weather system is expected to remain light to moderate. The plains are likely to witness light rainfall, with moderate rainfall in some areas. Due to relatively higher temperatures, snowfall over plain areas appears unlikely.

Tourist destinations such as Gulmarg and Sonamarg are also expected to receive snowfall, with conditions favourable for light to moderate accumulation. The second western disturbance may prolong snowfall activity over Kupwara’s higher reaches until Tuesday afternoon. With temperatures expected to remain relatively lower between Monday night and Tuesday morning, dry snow is possible if precipitation occurs, and nearby areas of Kupwara district may also be affected.

Jammu region is expected to experience light to moderate rainfall during this time.

The data notes that while overall precipitation is not expected to be high, cold temperatures may lead to higher snow accumulation due to dry snow over elevations above 3,200 metres. Flight operations are not expected to be affected.

Air pollution levels are likely to drop significantly, offering short-term relief, while the risk of forest fires is also expected to reduce considerably. Any changes in the forecast will be updated based on real-time ground observations.

Leopard kills 7 sheep, injures many others in Sopore village

Sopore, Dec 18: Panic gripped Shiva village on the outskirts of Sopore in north Kashmir’s Baramulla district after a leopard attacked a flock of sheep, killing at least seven and injuring many others.

An official said that the wild animal entered the sheep shed belonging to Showket Ahmad Dar during the intervening night and mauled several livestock. “Seven sheep were found dead on the spot, while seven others sustained grievous injuries,” he said.

The incident has triggered fear among residents, who have appealed to the Wildlife Department to deploy teams and set up cages in the area to capture the leopard before it causes further damage.

Meanwhile, a team from the Wildlife Department reached the village soon after the incident and launched a hunt to track and capture the wild animal—(KNO)

Youth found dead under mysterious circumstances in Rajouri

Rajouri, Dec 18: The dead body of a 20-year-old youth, was found near his house under mysterious circumstances in the Nonial area of Rajouri on Thursday.

An official said the deceased has been identified as Sukhvinder Singh, son of Inder Pal Singh, resident of Nonial, Nowshera.

Police have reached the spot and initiated an investigation into the incident to determine the cause of death.

Further details regarding the circumstances surrounding the youth’s death are awaited as the investigation continues. (KNC)
