AI Express flight from Jeddah to Kozhikode makes emergency landing at Cochin airport

Kochi, Dec 18: An Air India Express flight from Jeddah to Kozhikode with 160 passengers carried out an emergency landing at the Cochin International Airport here on Thursday due to issues involving its landing gear and tyre failure, an official said.

The Cochin International Airport Limited (CIAL), in a statement, said that it successfully facilitated the safe emergency landing of Air India Express flight IX 398 from Jeddah to Kozhikode, which was diverted to Kochi due to a technical issue involving the right main landing gear and tyre failure.

The aircraft landed safely at 09.07 am under full emergency conditions, it said.

“All emergency services were activated in advance, and there were no injuries reported among passengers or crew. Post-landing inspection confirmed that both right-side tyres had burst,” a CIAL spokesperson said in the statement.

Subsequently, the runway was cleared and released for operations, the statement added.

RTOs, ARTOs designated as executive magistrates in J&K

Srinagar, Dec 18: The Jammu and Kashmir Government has empowered all Regional Transport Officers (RTOs) and Assistant Regional Transport Officers (ARTOs) to act as Executive Magistrates within their respective jurisdictions.

As per a government notification issued by the Department of Law, Justice and Parliamentary Affairs, the decision has been taken under sub-section (1) of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS).

The order further authorizes these officers to exercise the powers of Executive Magistrates “as prescribed under the provisions of BNSS, until further orders.”

The order says, the move aims to strengthen enforcement of transport and road safety laws across Jammu and Kashmir by enabling RTOs and ARTOs to take magisterial action on violations within their jurisdictions. —(KNO)

EOW chargesheets two in fake government job scam

Srinagar, Dec 18: The Economic Offences Wing (EOW) Kashmir of the Crime Branch Kashmir (CBK) has submitted a charge sheet against two accused in a fake job scam case in Budgam, officials said on Thursday

They said the chargesheet has been filed against Ishrat Bano, daughter of Mohd Ayoub Bhat, a resident of Zirhama, district Kupwara, and Gulzar Ahmad Wani alias Shahid, son of Shamas Din Wani, a resident of Zirhama/Liderwan, district Kupwara, in FIR No. 08/2024 under Sections 420 and 120-B of the IPC before the Court of the Chief Judicial Magistrate, Budgam, in connection with a cheating and criminal conspiracy case involving a fake promise of a government job.

A CBK spokesperson said in a statement that the case owes originated from a written complaint alleging that Mst. Ishrat Bano D/o Mohd Ayoub Bhat, resident of Zirhama, District Kupwara, dishonestly induced the complainant to part with a sum of ₹11,00,000/- on the false pretext that her husband would arrange a government job for him. Acting on this assurance, the complainant transferred the said amount into a bank account. Despite repeated assurances, neither was any government job arranged nor was the money returned.

Upon receipt of the complaint, a detailed probe was initiated by the Economic Offences Wing, Srinagar. During investigation, it surfaced that the amount was credited into the bank account of accused Gulzar Ahmad Wani @ Shahid S/o Shamas Din Wani, resident of Zirhama/Liderwan, District Kupwara. The probe further revealed that there existed no husband-wife relationship between the accused Gulzar Ahmad Wani @ Shahid and Mst. Ishrat Bano, exposing the conspiracy and fraudulent intent behind the transaction.

The investigation established prima facie involvement of both accused in acts of cheating and criminal conspiracy. Consequently, the case was registered at Police Station EOW Srinagar (Crime Branch Kashmir) and, after completion of investigation, the allegations were found proved. Accordingly, the charge sheet has been submitted before the competent court for judicial adjudication.

Delhi enforces ‘No PUC, No Fuel’ rule from today; bars BS-VI vehicles from outside

New Delhi, Dec 18: Under the Delhi government’s new measures to curb air pollution in the national capital, the ‘No PUC, No Fuel’ rule will come into force from Thursday.

Additionally, only BS-VI compliant vehicles registered outside Delhi will be allowed to enter the city from Thursday, while trucks carrying construction material will remain banned. Construction activity continues to be prohibited under GRAP norms, with strict action promised against violators.

The national capital continues to gasp under severe pollution, prompting the Delhi government to announce an expansive set of emergency and long-term measures targeting vehicular emissions, dust, waste and traffic congestion.

Earlier on Wednesday, Environment Minister Manjinder Singh Sirsa said the government was acting on multiple fronts as residents remained exposed to hazardous smog.

Addressing a press conference, Sirsa announced a complete overhaul of the Pollution Under Control Certificate (PUCC) system, the introduction of third-party monitoring, a city-wide car-pooling app, integrated traffic management reforms and large-scale deployment of mechanised road-cleaning equipment.

“Delhi government is considering an overhaul of the Pollution Under Control (PUC) certificate issuing system, as the existing centres are old with many shortcomings. A third-party monitoring system will be brought in,” he said.

Sirsa said Wednesday was the last day for vehicle owners to obtain valid PUC certificates. “From tomorrow, polluting vehicles will not be given fuel,” he said, adding that ANPR cameras, voice alerts at petrol pumps and police deployment would ensure compliance.

To enforce the fuel ban, 126 checkpoints have been set up across Delhi, including border points, with deployment of 580 police personnel and 37 Prakhar Vans.

Enforcement teams from the transport department will also be stationed at petrol pumps and border checkpoints. Sirsa urged citizens to cooperate, saying, “Delhiites are requested not to argue with officers at petrol pumps or borders and checkpoints. This step is for your health and your children’s future.”

The government has also mandated 50 per cent work from home across government and private establishments to reduce vehicular load.

The Delhi government is also exploring partnerships with Google Maps and Map India to identify traffic congestion hotspots using live data.

Sirsa said he chaired a high-level meeting with Google Maps officials on Wednesday to explore the creation of an integrated traffic management system that could dynamically adjust traffic signals based on real-time congestion.

“This collaboration will allow us to use live traffic data to identify emerging hotspots, decongest roads faster and reduce vehicular idling emissions,” he said.

The government plans to identify at least 100 vehicular pollution and traffic hotspots for targeted intervention. Sirsa noted that pollution hotspots in Delhi have increased from 13 during the previous AAP government’s tenure to 62 at present.

Highlighting pollution sources, Sirsa said, “There are four sources of pollution in Delhi, vehicular, industrial, dust and solid waste.”

The Public Works Department has been directed to deploy 70 mechanical road sweepers and water sprinklers, while around 1,000 litter pickers and 300 water sprinklers will operate across the city.

The Delhi government will provide Rs 2,700 crore over 10 years to the Municipal Corporation of Delhi for procuring mechanised sweepers and litter pickers.

The PWD has also launched a permanent pothole-monitoring mechanism led by a third-party survey agency under an Annual Rate Contract model to ensure repairs within 72 hours. The agency will conduct year-long surveys, identify potholes, take photographs and submit real-time data, as potholes significantly contribute to dust pollution.

The environment minister also announced an MoU with IIT-Madras to identify and develop “smog-eating” surfaces.

These titanium oxide-based photocatalytic coatings, already used in some global cities, can reduce nitrogen dioxide and harmful hydrocarbons. Pilot testing will be carried out in selected areas of the city.

Anantnag, Dec 18: A 55-year-old CRPF jawan posted at Railway Station Anantnag died after suffering a heart attack during the night, officials said on Thursday.

Officals said that the deceased was identified as Lakhwinder Singh, son of Ajaib Singh, a resident of Punjab, and was serving with the 90 Battalion of the Central Reserve Police Force (CRPF). He was taken to the Government Medical College (GMC) Anantnag for treatment, where doctors declared him brought dead.

They said the cause of death was cardiac arrest. —(KNC)

Jammu, Dec 17: Lieutenant Governor Manoj Sinha on Wednesday said that the divisive insider-outsider narrative must be put to end.

“The divisive insider-outsider narrative must be put to an end, and those spreading such a narrative are creating hurdles in the development process,” LG Sinha said, addressing the three-day ‘Strategic Management Forum Conference on Policy Making and Strategic Planning for achieving Viksit Bharat by 2047’ organised by the Indian Institute of Management (IIM), Jammu, in collaboration with Strategic Management Forum (SMF), and the NITI Aayog.

In his keynote address, he underlined the need to boost revenue by tapping into Jammu and Kashmir’s vast but underutilised mining sector.

“J&K holds immense potential in limestone, sapphire, lithium, and other minerals. With strategic planning, in the next 5 to 7 years, we can generate additional annual revenue of Rs 15,000 crore to Rs 20,000 crore,” the LG said.

He also called for maximising the hydro power sector, and suggested necessary amendments to the Holistic Agriculture Development Programme (HADP) to ensure it meets evolving economic needs.

LG Sinha highlighted the challenges and opportunities facing India in a rapidly evolving world, as well as the critical role of policymakers and business leaders.

“Our focus should be on macroeconomic stability and high investment in education and health. Digital tools, participatory governance, transparency, accountability, speedy project implementation, and effective public services for a growing population will be key for all-around development,” he said. “The core values, principles, ideals of our forefathers, and values of good governance will guide us to navigate the present challenges to build a prosperous future.”

The LG said that the policies must be formulated in accordance with the needs of the people, industry, trade, and business, and it must be ensured that their voices are heard.

“There is also a need to maintain the balance between industrial growth and social welfare initiatives,” he said.

LG Sinha said that the rapid growth, under the leadership of Prime Minister Narendra Modi, was unprecedented in Indian history.

“Wherever I go, I see that our great nation is on the move towards progress and prosperity. Our manufacturing and services sectors are showing impressive growth, and there is renewed confidence among industry leaders to take on the challenge of the rest of the world. I also see our village industries, including the handloom and handicraft sector, competing with the best. PM Modi’s clarion call for Swadeshi has given fresh impetus to this sector. Inclusive and equitable growth lies at the core of the PM’s vision. The government policies have focused on job creation, support for small businesses, increased public investment, and financial empowerment of the middle class and entrepreneurs, ensuring that the economic progress benefits every citizen,” he said.

The LG reaffirmed his resolve to ensure that the benefits of programmes like ‘Modern India’ and ‘Digital India’ reach the citizens on the last ladder of development.

“Decentralised governance has brought about significant positive change, and continuous efforts are being made to ensure that policies are not merely on paper but are responsive, morally sound, and action-oriented, thereby shaping the commitment to a people-first approach,” he said.

LG Sinha said that the terrorists hiding in rugged terrains, mountains, and dense forests will be eliminated soon.

He said that not a single top commander of terrorist organisations operating in the region was alive today.

“Local recruitment into terrorism has seen a sharp decline. Hardly one or two youth are being recruited now,” the LG said.

However, he said that the nature of terrorism had changed with educated and well-informed people getting involved in it.

“I believe that the task of eliminating terrorism in J&K, Karnataka, and a small part of Kerala cannot be carried out by the security forces alone. Society and certain wings of the administration must also contribute,” the LG said.

He accused Pakistan of continuing to push terrorists across the border through infiltration.

“People have developed confidence that they will no longer follow the path of terrorism. Those who have come from across the border are hiding in forests, and I assure you, they will be eliminated. No matter how long it takes, they will not survive,” LG Sinha said.

He also unveiled the Basohli Painting Exhibition.

The event also marked the valedictory session of the Basohli Painting workshop and felicitation of Basohli Painting artists by the LG.

“Basohli Painting is our priceless artistic heritage, which holds immense value for present and future generations. I commend IIM Jammu and the Indira Gandhi National Centre for the Arts (IGNCA) for the unique initiative,” he said.

Chillai Kalan likely to bring snowfall with it

Srinagar, Dec 17: Kashmir is set to welcome Chillai Kalan, the harshest phase of winter, with a Western Disturbance expected to end the prolonged dry spell and bring snowfall and rain to the region around December 21-22, Meteorological Department (MeT) officials said on Wednesday.

“The next Western Disturbance is likely to impact J&K around December 21 and 22, bringing much-needed precipitation,” a MeT official said. “This will mark the beginning of Chillai Kalan, the coldest period of winter.”

The 40-day Chillai Kalan period, traditionally the coldest and snowiest stretch of winter, begins this weekend and continues until January 29.

Officials said the approaching weather system is likely to cause moderate to heavy snowfall in higher reaches and light to moderate snowfall or rain across the plains of J&K, accompanied by a sharp drop in temperatures.

Noted meteorologist Sonam Lotus said the spell could significantly disrupt transportation and daily life. “Heavy snowfall is expected between the night of December 20 and the morning of December 22,” Lotus said. “Major high-altitude passes like Zojila, Razdan, Sadhna, Margan, and Sinthan are likely to be severely affected.”

He warned that traffic movement on key routes could be disrupted.

“Zojila, Shinkula, Changla, Khardongla, and Razdan Top may witness traffic disruptions, and flight operations from Srinagar are also likely to be affected during this period,” Lotus said.

Kashmir has already been experiencing intense cold, with most areas recording sub-zero night temperatures.

Srinagar recorded a minimum temperature of minus 1.6 degrees Celsius, while Qazigund settled at minus 3 degrees Celsius and Kupwara at minus 2.2 degrees Celsius.

Pampore recorded minus 4 degrees Celsius, while Pulwama and Shopian each registered minus 4.4 degrees Celsius.

Anantnag recorded a low of minus 4.2 degrees Celsius, making these areas among the coldest places in Kashmir overnight.

In north Kashmir, Baramulla recorded a minimum of minus 3.5 degrees Celsius and Bandipora minus 2.2 degrees Celsius, while Ganderbal settled at minus 1.4 degrees Celsius.

Tourist resort Pahalgam recorded minus 2.8 degrees Celsius, while ski resort Gulmarg, due to persistent cloud cover, was relatively warmer at 1.6 degrees Celsius.

Srinagar airport recorded a low of minus 2.6 degrees Celsius, while Awantipora settled at minus 3.2 degrees.

The Zojila Pass recorded an extreme low of minus 16 degrees Celsius.

In the Jammu region, night temperatures remained significantly higher.

Jammu city recorded a minimum of 9 degrees Celsius, while Katra settled at 11.1 degrees Celsius.

Batote and Kishtwar recorded 7.6 degrees Celsius each, Kathua 8.2 degrees Celsius, while Banihal, Bhaderwah, and Udhampur recorded lows ranging between 3 and 4 degrees Celsius.

In Ladakh, Leh recorded a minimum temperature of minus 6.3 degrees Celsius, Kargil minus 5.8 degrees Celsius and the Nubra Valley minus 5 degrees Celsius.

Director of the Meteorological Department for Kashmir, Mukhtar Ahmad, said weather conditions are expected to remain unstable over the coming days.

“Weather will remain partly to generally cloudy till December 19, with the possibility of very light snowfall over isolated higher reaches of north and central Kashmir,” Ahmad said.

He said that snowfall activity would intensify thereafter.

“Light to moderate snowfall is expected over higher reaches from late night on December 20 through December 21, while light rain is likely at many places in the plains,” Ahmad said.

The MeT has also warned of reduced visibility.

“Shallow to moderate fog is likely to persist at many places in the Kashmir division and isolated areas of the Jammu division,” Ahmad said.

Authorities have advised commuters and transporters to remain cautious.

“Snowfall combined with sub-freezing temperatures may lead to slippery road conditions, especially over higher passes, and people are advised to follow traffic and administrative advisories,” officials said.

Citizen outreach under DCID scheme across J&K strengthened: Centre

New Delhi, Dec 17: Union Minister of State for Information and Broadcasting and Parliamentary Affairs, L Murugan on Wednesday said that the Development Communication and Information Dissemination (DCID) scheme is a central sector scheme of the Ministry of Information and Broadcasting aimed at supporting information dissemination and citizen outreach of government programmes, schemes, and initiatives across the country, including Maharashtra and Jammu and Kashmir.

In a written reply to a question in the Lok Sabha, Murugan said that the DCID Scheme places special emphasis on reaching rural, tribal, remote and urban populations and is implemented through the media units of the Ministry, namely the Central Bureau of Communication (CBC), Press Information Bureau (PIB) and the New Media Wing (NMW).

Under the scheme, the Central Bureau of Communication carries out multiple multimedia publicity campaigns to disseminate information about key Government initiatives such as the Swachh Bharat Mission, Pradhan Mantri Awas Yojana (Rural and Urban), Jal Jeevan Mission and Pradhan Mantri Kisan Samman Nidhi. Activity-wise details of expenditure incurred under the DCID Scheme are available on the official website of the Central Bureau of Communication.

Murugan stated that during the current financial year, the Government has significantly enhanced the effectiveness of the scheme by adopting a modern, multi-platform communication strategy with a strong focus on digital outreach and local-level engagement.

Targeted communication campaigns are being undertaken across various digital platforms to increase outreach among youth and other target audiences, in line with the Government of India’s Digital Advertisement Policy, 2023.

The Minister further informed that the Central Bureau of Communication plans and executes all media campaigns, including those conducted in specific districts and constituencies such as Jalgaon, by aligning communication strategies with the requirements of client Ministries and the identified target audience of respective programmes.

A delegation from traders and locals said that power supply was snapped for hours during the day.

“We are not receiving the power supply as per the schedule. This has affected our business. We urge PDD authorities to strictly adhere to the curtailment schedule for the convenience of traders and locals,” they said.

Rajouri, Dec 17: Shri Mata Vaishno Devi Sangharsh Samiti on Wednesday held protest demonstrations across Jammu province against the Shri Mata Vaishno Devi Shrine Board (SMVDSB) and the Jammu and Kashmir government over the ongoing controversy surrounding admissions to the MBBS course in the newly established Shri Mata Vaishno Devi Institute of Medical Excellence (SMVDIME) under Shri Mata Vaishno Devi University (SMVDU), Katra.

Samiti, which was recently constituted with the stated objective of opposing what it termed as irregularities and injustice in the admission process of the medical college, held protests in different parts of Jammu region against admission to 42 students of a particular community out of total 50 students selected in SMVDIME.

The protesters termed this as a direct affront to the sentiments of the Hindu community, asserting that funds generated through offerings made by pilgrims at the shrine were being utilised for running the university.

As part of the protest, the demonstrators blocked the main Jammu–Rajouri–Poonch National Highway (NH-144A) at Salani bridge in Rajouri, resulting in suspension of vehicular movement for over an hour and causing inconvenience to commuters.

Raising slogans, the protesters demanded that the Shrine Board should ensure transparency and fairness in admissions to the institutions run under its aegis.

Similar protest demonstrations were also held in Poonch, Ramban, Doda, Kishtwar, Jammu, Udhampur, Reasi and other districts of the province by the respective units of the Sangharsh Samiti.
