Ambulance delays to SKIMS, other hospitals turn emergencies into tragedies

Ambulance delays to SKIMS, other hospitals turn emergencies into tragedies

Srinagar, Dec 16: The newly demarcated sections of Srinagar Smart City roads promise to make cycling enjoyable and walking aesthetically pleasing, but fail dismally to allow ambulances to pass smoothly.

There are no expressways for ambulances and no traffic plans to clear the way for a vehicle rushing a patient to the hospital, even as the Golden Hour slips away minute by minute in traffic jams.

Recently, the Srinagar administration brainstormed the Sonarkol Road Project for “ambulances and commuters”.

The administration said the alternate route to SMHS Hospital, Super Specialty Hospital, and other hospitals would reduce travel time and offer a sustainable solution to traffic congestion along this critical corridor.

According to stakeholders, routes that bypass market areas and densely populated zones on hospital stretches are a vital lifeline that the J&K government must prioritise.

Traffic snarls are not merely a daily nuisance in Kashmir.

They can cost lives.

With no dedicated lanes or express routes for ambulances, emergencies often turn into tragedies.

In J&K, road traffic accidents are common and frequently result in casualties or critical injuries.

In addition, patients suffering strokes, heart attacks, falls, burns, electrocutions, and other medical emergencies are brought from across Kashmir to SKIMS Soura or SMHS Hospital for specialised treatment.

Over the years, people have voiced concern about patients routinely arriving late at these hospitals.

Sometimes, the consequences are fatal.

Many vehicles on the road do part ways for blaring sirens, yet ambulances frequently get trapped in gridlock caused by massive volumes of cars, public transport and unregulated parking.

Vendor encroachments create another layer of delay.

For those transporting loved ones in private vehicles during an emergency, the situation is even dire.

No amount of honking can ease the passage to the hospital.

It can become a death sentence.

Roads leading to SKIMS Soura and SMHS Hospital are in a state of despair – narrow at many points and narrowed further by divisions into cycle tracks, footpaths, dividers, and encroaching elements.

Vehicles struggle to navigate stretches such as Karan Nagar, Jehangir Chowk, Athwajan-Pantha Chowk, Batamaloo-Qamarwari, Shalteng and Noorbagh-Safakadal, among others.

These roads have been consistently devastating when it comes to rapid patient transport.

As per hospital records and social media reports, many patients reach hospitals late – often beyond the point at which their lives, hearts, brains, limbs and organs could have been saved.

“Every second counts in an emergency, but for us, traffic turned minutes into eternities,” said Aisha Malik of Pampore, whose father suffered a heart attack in October this year. “He was gasping and sinking, and we kept honking and blaring the siren.”

Although the family used an ambulance to ferry him to SMHS Hospital, it took nearly one and a half hours to arrive, after getting stuck at Pantha Chowk and Jehangir Chowk.

“The helplessness of even those commuters who want to help an ambulance is heartbreaking,” Malik said.

Health advocates, social activists and citizens have consistently urged the government to prioritise emergency lanes and digital traffic management systems to ensure smoother passage for ambulances.

New Delhi, Dec 16: Members of Parliament (Rajya Sabha) Chowdry Muhammad Ramzan, Sajjad Ahmad Kitchloo, and Gurwinder Singh Oberoi on Tuesday met the Union Home Minister, Amit Shah, and submitted a detailed memorandum highlighting key constitutional, democratic, and humanitarian concerns of Jammu and Kashmir.

During the meeting, the MPs drew the attention of the Home Minister to the humanitarian issues faced by prisoners from Jammu and Kashmir who are lodged in jails outside J&K. They highlighted the severe hardships faced by families due to long distances, financial constraints, and limited access to legal and social support.

The MPs urged that prisoners who do not face serious criminal charges should be released at the earliest on humanitarian grounds.

They urged that in the case of prisoners facing serious charges should be transferred back to Kashmir.

Such a transfer would ensure timely access to legal counsel, court proceedings, and would also enable their families to access them without the burden of long-distance travel and heavy financial expenses. The MPs also strongly urged the early restoration of full statehood to Jammu and Kashmir, underscoring that this demand is in line with repeated assurances given by the Government of India as well as the observations of the Supreme Court.

They stressed that restoration of statehood is vital for upholding constitutional values, strengthening democratic institutions, and fulfilling the political and administrative aspirations of the people of the region.

The MPs also sought the immediate notification of the Business Rules for J&K, stating that the absence of clearly defined rules is hampering effective administration and democratic functioning. They emphasised that timely notification of the Business Rules would bring clarity in governance, enhance accountability, and ensure smoother coordination between elected representatives and the administration in the larger public interest of J&K .

NIT Srinagar’s full-time director’s post vacant for over 2 years, Centre tells Parliament

Srinagar, Dec 16: The Union Ministry of Education on Tuesday informed Parliament that the post of Director at the National Institute of Technology (NIT), Hazratbal, Srinagar, has effectively remained without a full-time regular incumbent since early 2024, following the premature exit of the last appointed Director.

Raising the issue in the Lok Sabha, National Conference MP Mian Altaf Ahmad sought to know whether the Director’s post at NIT Srinagar had been lying vacant for more than two years and, if so, the reasons behind the delay in filling the key academic and administrative position.

Replying on behalf of the Ministry of Education, Minister of State Dr Sukanta Majumdar said that a regular Director was appointed at NIT Srinagar in May 2023 for a tenure of five years. “However, after serving for only eight months, the Director reverted to his parent organisation due to administrative reasons there.”

Dr Majumdar informed the House that since the Director’s departure, the additional charge of the post has been assigned to the regular Director of another National Institute of Technology to ensure the smooth functioning of NIT Srinagar.

He further stated that the process for appointing a regular Director is underway. According to the minister, a Search-cum-Selection Committee has been constituted in accordance with Section 17(1) of the National Institutes of Technology, Science Education and Research (NITSER) Act, 2007, and the relevant statutes framed under the Act.

“The interviews of shortlisted candidates for the post have already been conducted,” the minister said, indicating that the appointment process has reached an advanced stage.

NIT Srinagar, one of the premier technical institutions in the region, has been functioning under interim leadership for several months, a situation that has drawn concern from academic circles over institutional stability and long-term planning.

Gold declines Rs 1,700 to Rs 1.35 lakh/10g; snaps 4-day record rally

New Delhi, Dec 16: Snapping the four-day record rally, gold prices declined by Rs 1,700 to Rs 1,35,900 per 10 grams in the national capital on Tuesday as investors booked profits amid weak global cues, according to the All India Sarafa Association.

The precious metal of 99.9 per cent purity had surged by Rs 4,000 to touch an all-time high of Rs 1,37,600 per 10 grams on Monday. The metal rose by Rs 6,000 over the previous four days, trading at record highs.

“Gold prices witnessed profit booking and remained volatile, with the yellow metal slipping towards the USD 4,275 level in global markets and staying under pressure,” Jateen Trivedi, VP Research Analyst – Commodity and Currency, LKP Securities, said.

Echoing sentiments, Dilip Parmar, Research Analyst, HDFC Securities, said, “Domestic gold prices also softened, curtailing a four-day advance. These losses were, however, notably mitigated by the persistent weakness in the Indian Rupee which quoted at a record low level”.

In the local bullion markets, silver prices also depreciated by Rs 1,000 to Rs 1,98,500 per kilogram (inclusive of all taxes). The white metal had ended flat at Rs 1,99,500 per kg, also its all-time high level, as per the association.

Parmar added that physical jewellery demand is expected to be subdued commensurate with the onset of the inauspicious period, investment demand is forecast to remain robust, a tendency driven by prevailing risk-averse market sentiments.

In the international markets, spot gold snapped a five-day winning streak, declining by USD 27.80, or 0.65 per cent, to USD 4,277.42 per ounce.

“Gold prices experienced a modest decline, easing following five consecutive sessions of appreciation, as market participants strategically positioned themselves ahead of a critical suite of US economic data releases this week,” Dilip Parmar said.

These incoming reports are poised to offer significant clarity regarding the Federal Reserve’s predilection for implementing further interest-rate cuts, a key macroeconomic catalyst for the non-yielding asset, he added.

Spot silver also dropped by USD 1.07, or 1.67 per cent, to USD 63.02 per ounce in the overseas markets.

Bullion prices are trading lower as caution prevails ahead of US nonfarm payroll (NFP) data to be released later in the day, which will show NFP figures of both October and November, Praveen Singh, Research Analyst, Mirae Asset ShareKhan, said.
