Shopian gears up for scientific waste treatment with new Rs 1.15 Cr FSTP project

Shopian, Dec 4: The Municipal Council Shopian has initiated work on a faecal sludge treatment plant (FSTP) under the Used Water Management (UWM) component of the Swachh Bharat Mission 2.0, aiming to curb the unsafe disposal of liquid waste in the town.

The project, sanctioned at a cost of Rs 115.56 lakh, includes the design and construction of a 15 KLD (kilolitres per day) treatment facility along with five years of operation and maintenance. Officials say the plant will be the first dedicated system for the scientific treatment of faecal sludge and used water within municipal limits, addressing concerns of water contamination and related public health risks.

The initiative is part of the Union government’s push for improved sanitation under SBM 2.0, especially in towns with populations below one lakh. The UWM component mandates safe collection, transport and treatment of all wastewater — including sewage, septage and grey water — with a focus on reusing treated output.

Small municipalities like Shopian, dependent largely on septic tanks and pit latrines, often face challenges in managing untreated sludge that ends up in open drains and agricultural land. Authorities say the new plant is expected to put an end to this practice by creating a formal collection and treatment mechanism.

The 15 KLD capacity has been planned to meet present requirements with scope for expansion. The proposed technology emphasises energy-efficient, low-maintenance modules in line with SBM 2.0 guidelines, promoting decentralised and climate-resilient sanitation infrastructure.

Officials maintain that the treated waste will meet environmental standards, reducing pathogen levels and safeguarding water sources in the apple-growing region.

Deputy Commissioner Shopian Shishir Gupta termed the project a “transformative step” for the district. “Scientific management of used water is no longer optional. This facility will protect public health and our environment while reducing pressure on natural resources,” he said.

Gupta added that Shopian is moving towards becoming a model town in sanitation under Swachh Bharat Mission 2.0.

Executive Officer Municipal Council Shopian, Suhail Malik, said tenders for the plant were floated on December 1, and the contracting process is underway. The administration, he said, will monitor execution to ensure the project is completed and commissioned at the earliest.

Mumbai/New Delhi, Dec 04: The country’s largest airline IndiGo on Thursday cancelled more than 550 domestic and international flights, and services were delayed at various airports as operational disruptions continued for the third straight day, impacting travel plans of hundreds of passengers.

On a day when the civil aviation ministry and watchdog DGCA held a meeting with senior IndiGo officials to take stock of the situation as well as the mitigation plans, the airline’s CEO, Pieter Elbers, told the staff that normalising operations and bringing back punctuality will not be an “easy target”.

The airline, which generally operates around 2,300 flights daily and presents its punctuality as a hallmark, recorded an on time performance of 19.7 per cent on Wednesday, a steep fall from 35 per cent reported on Tuesday.

Grappling with significant flight disruptions due to a multitude of factors, including cabin crew woes and technology issues, the airline has adjusted its schedules which means that pre-planned service cancellations are being carried out as part of normalising operations.

Sources told PTI that more than 550 flights were cancelled at different airports, including 172 flights at the Delhi airport, on Thursday.

There were at least 118 flight cancellations at the Mumbai airport, 100 at Bangalore, 75 at Hyderabad, 35 at Kolkata, 26 at Chennai, and 11 at Goa. Flight cancellations were reported at other airports also.

“IndiGo has been experiencing a sharp rise in cancellations, reaching approximately 170-200 flights per day, which is substantially higher than normal,” the Directorate General of Civil Aviation (DGCA) said in a statement.

Jammu, Dec 04: Lieutenant Governor Manoj Sinha on Thursday addressed the inaugural session of ‘APCON 2025’, the 73rd Annual Conference of the Indian Association of Pathologists & Microbiologists (IAPM) and International Academy of Pathologists -Indian Division (IAP-ID), at Government Medical College, Jammu.

The 5-Day annual conference on the theme “Emerging Trends in Pathology: From Morphology to Molecular Insights,” has brought together leading pathologists and microbiologists to deliberate on the latest advancements and innovations shaping the field of pathology.

In his keynote address, the Lieutenant Governor highlighted the need to integrate Artificial Intelligence (AI) and big data analysis into diagnostic processes for accuracy and speed and to strengthen the bridge between Science and Medicine.

“Healthcare system must focus on enhancing diagnostic accuracy and reducing time to treatment. Mainstreaming the Precision Medicine approach through advanced diagnostic tests is crucial. Labs should develop modern infrastructure to transform data into clinical insights for doctors,” the Lieutenant Governor said.

The Lieutenant Governor made valuable suggestions for developing preventative strategies and improving public health.

“First, empower the pathology field with cutting-edge advancements and develop standard protocols for patient treatment through multidisciplinary research.

Secondly, identify and bridge gaps in educational programs by developing new training modules.

The Lieutenant Governor stated that, under the leadership of Prime Minister Narendra Modi, the healthcare sector has seen historic transformation. He urged all stakeholders to work together to expand digital records and the Ayushman Bharat Health Account (ABHA) facility to remote areas and link smaller health centers with larger labs for expert advice.

“Building a modern healthcare system and improving the quality of life for all, is our goal. Public and private sectors must collaborate to provide dedicated diagnostic facilities in remote areas and reduce the time between diagnosis and treatment in far-flung areas,” the Lieutenant Governor said.

New Delhi, Dec 04: Gold prices fell by Rs 600 to Rs 1,31,600 per 10 grams in the national capital on Thursday, following weak global trends and investor caution ahead of the US Federal Reserve’s policy meeting next week.

The precious metal of 99.9 per cent purity had closed at Rs 1,32,200 per 10 grams on Wednesday.

Silver extended its losses for the second straight day, depreciating by Rs 900 to Rs 1,80,000 per kilogram (inclusive of all taxes) from the previous close of Rs 1,80,900 per kg.

“Gold prices retreated on Thursday amid a lack of follow-up buying and a cautious tone among market participants ahead of next week’s Federal Open Market Committee policy decision,” Saumil Gandhi, Senior Analyst – Commodities at HDFC Securities, said.

Globally, spot gold slipped by 0.15 per cent to USD 4,197.10 per ounce.

“Spot gold is currently trading around at USD 4,193 as mixed US data are leading to further consolidation,” Praveen Singh, Research Analyst, Mirae Asset ShareKhan, said.

He noted that the latest US ADP employment report showed that payrolls in November declined, which is the worst data since 2023, raising the bets on a potential rate cut by the Federal Reserve.

In addition, spot silver was trading 2 per cent lower at USD 57.34 per ounce in the overseas market.

Silver eased to around USD 57.2 per ounce as markets are awaiting US jobless claims and Challenger layoffs later in the day,” Kaynat Chainwala, AVP Commodity Research, Kotak Securities, said.

However, softening labour trends, cooling growth, strong central-bank demand, and expectations of a Fed cut continue to support the near-term outlook, she added.

Silver had hit a record of USD 58.97 per ounce in the global markets on Wednesday.

Renisha Chainani, Head – Research at Augmont, said, silver remains at record highs, as investors gain confidence in a Federal Reserve rate cut next week and exchange traded fund (ETF) inflows continue.

Chainani noted that silver-backed ETFs added almost 200 tons on Tuesday, bringing overall holdings to their highest level since 2022 due to strong demand.

“Silver has risen 100 per cent this year due to concerns about market liquidity, following outflows to US and Chinese inventory, inclusion on the US vital minerals list, and a structural supply deficit,” she said.

According to the Chief Engineer, Distribution, KPDCL, power shutdown of 33 KV Switchyard of 132/33 KV, 100 MVA GSS Badampora will be observed due to which power supply to Kurhama, Yangpora, Baroosa, Old Dab, Checki baba salun, Sainik School, Rabitar, Kondbal, GCET Safapora, Lar, Waliwar, Watlar, Repora, Tulmulla, Dangerpora, Theeru, Larsun, Safapora, Central University, Gratbal, Jarakobagh, Hajin, Preng, Madwan, Banyari, Hakbara, Army Camp, Chandgeer and adjoining areas will be affected from 09.00 AM to 03.30 PM on 06 December, 2025.

Jammu, Dec 04: Jammu and Kashmir DGP Nalin Prabhat on Thursday visited Udhampur district and reviewed ongoing operations and the overall security situation in the mountainous belt.

Director General of Police (DGP) Prabhat is reaching out to police and security forces at the grassroots level in hinterland and border areas to review the security situation, operational preparedness, and anti-terror operations in various districts of Jammu and Kashmir.

“The DGP visited the Basantgarh area to review ongoing operations. He chaired a joint meeting with officers of all forces, reviewing operational preparedness, coordination, and the overall security situation,” a police spokesperson said.

He was accompanied by Inspector General of Police, Jammu Zone, Bhim Sen Tuti, IG CRPF Gopal Rao, SSP Udhampur Amod Nagpure, and officers from the CRPF and the Army.

The DGP interacted with personnel at Forward Operating Bases (FOBs), appreciated their commitment in tough conditions, and urged them to stay alert while ensuring the safety of the local population.

He emphasised stronger community engagement, improved outreach, and prompt grievance redressal to enhance public confidence.

Prabhat also reviewed infrastructure upgrades and stressed the need for modern equipment, better mobility, and enhanced use of technology for effective responses.

Senior officers briefed him on the current security scenario, recent developments, and steps taken to strengthen inter-agency coordination, the spokesperson said.

The Dudu-Basantgarh area, along with other parts of the Jammu region, has been the site of multiple search and anti-terror operations throughout 2025.

Basantgarh lies on a traditional infiltration route used by Pakistani terrorists who enter from the International Border in Kathua and move via higher reaches to Doda and Kishtwar districts in the Jammu region and further into the Kashmir Valley.

It has witnessed several encounters and terror incidents in the past.

Russian president Putin arrives in Delhi on 2-day visit

New Delhi, Dec 04: Russian President Vladimir Putin arrived in New Delhi Thursday evening on a two-day visit to further expand a nearly eight-decade India-Russia partnership that remained in stead notwithstanding a fractious geopolitical environment.

Prime Minister Narendra Modi will host a private dinner for Putin this evening to set the tone for the 23rd India-Russia summit talks on Friday.

Boosting defence ties, insulating India-Russia trade from external pressure and exploring cooperation in small modular reactors are set to be the focus of the summit meeting between the two leaders that is expected to be closely watched by Western capitals.

The Russian leader’s nearly 27-hour visit to New Delhi has assumed greater significance as it is taking place against the backdrop of rapid downturn in India-US relations. Following the summit, the two sides are expected to seal several agreements including in areas of trade.

On Friday morning, Putin will be accorded a ceremonial welcome at the Rashtrapati Bhavan before the summit.

Modi will also host a working lunch for the Russian leader and his delegation at Hyderabad House, the venue for the summit.

Putin will also visit Rajghat in the morning, according to people familiar with the matter.

After the summit, Putin is set to launch the new India channel of Russian state-run broadcaster, following which he will attend a state banquet to be hosted in his honour by President Droupadi Murmu.

The Russian leader is expected to leave India around 9 pm on Friday.

Jammu, Dec 04: Police on Thursday claimed to have busted a cross-border narcotics racket by arresting six people and recovering nearly five kilograms of heroin along with three pistols here, officials said.

The value of the seized drug is more than Rs 30 crore in international market, they said.

“A major narcotics racket has been busted in Jammu. Six members have been arrested. Four of them have been sent to judicial custody. As many as 4.95 kilograms of heroin was recovered from them. Besides, three pistols were also recovered,” Superintendent of Police Ajay Sharma told reporters here.

Asserting that the accused were linked across the border as part of narco-terrorism, the SP said “when we checked their digital footprints, we came to know that they were connected across the border with Pakistani handlers supplying narcotics and drugs to destroy the next generation of this country”.

Sharma said they wanted to carry forward an unconventional war against the country. “We have invoked relevant sections of the UAPA also. This is a clear case of narco-terrorism, which the Jammu Police South Zone has successfully intercepted.”

A case has been registered at Gandhi Nagar police station under the NDPS Act.

During investigation, Karan Sharma of Jourian and Nikhlesh Verma of Udhampur were arrested with 3.26 kg of heroin, the SP said.

Later, police arrested Mohammad Yousef in Narwal (Jammu), financial handler Gulshan Kumar of Rajouri, and Jasvinder Kumar of Nowshera, and recovered more heroin from their possession, he said.

The SP said Gulshan’s vehicle was seized and found to be modified with cavities to smuggle narcotics. “Jasvinder was already in custody in another narcotics case,” he added.

Further probe in the case led to the arrest of Shamdin of Nikki Tawi (Jammu), from whose house a pistol, live rounds, and 619 grams of heroin were recovered, he said, adding another accused Abdul Hamid of Maraliya in RS Pura is absconding.

“From his house, police have recovered two pistols, including an automatic pistol, along with ammunition,” he said.

Most of the members of the racket were from areas close to the Indo-Pak border in Jammu, police said.

Srinagar, Dec 04: In continuation of its sustained crackdown on illegal mining, Jammu and Kashmir Police have seized 06 vehicles involved in unlawful extraction and transportation of minerals in Shopian and Pulwama.

In Shopian, during routine patrolling, a police team from Police Post Keegam intercepted one Dumper & Two JCBs found indulging in illegal mining activities In Keegam area, without valid royalty documents. Accordingly, FIR No. 260/2025 has been registered at Police Station Shopian under relevant provisions of law, police in a statement said.

In Pulwama, during the routine patrolling, a police team from Police Station Litter seized one JCB, one dumper, and one tractor involved in unauthorized soil extraction at Astanpora Litter. All seized machinery has been taken into custody. Accordingly, a case FIR No. 105/2025 under Section 303(2) of the Bharatiya Nyaya Sanhita (BNS) and Section 3 of the PDPP Act stands registered at Police Station Litter. Further investigation has been initiated.

Police urged the general public to refrain from unlawful extraction and to cooperate with authorities in protecting the environment and community interests.

Srinagar, Dec 04: Jammu and Kashmir Anti Corruption Bureau (ACB) Thursday registered a case against Patwari and Chokidar from revenue department for  demanding and accepting illegal gratification from the complainant.

According to the news agency—Kashmir News Observer (KNO), Jammu and Kashmir Anti Corruption Bureau in a statement said that it registered a case FIR No. 03/2025 u/s 7 of Prevention of Corruption Act, 1988 and section 61(2) BNS, 2023 against public servants, namely, Ganderab Singh, Patwari, Patwar Halqa, Thalora Tehsil Majalta, District Udhampur and Kuldeep Kumar, Chowkidar for demanding and accepting illegal gratification from the complainant.

“The said accused public servant, demanded the bribe amounting to Rs 10,000 from the complainant for correction of his name in the revenue record. Since, the complainant didn’t want to pay bribe and approached Anti-Corruption Bureau for taking legal action against the accused public servant under law,” it reads.

It also said that “On receipt of the compliant, a discreet verification was conducted, which corroborated the demand of bribe by the public servant concerned and accordingly, a case FIR No. 03/2025 u/s 7 of Prevention of Corruption, Act, 1988 and section 61(2) BNS, 2023 was registered at P/S ACB Udhampur and investigation was taken-up.”

“During the course of investigation, a trap team headed by Dy. SP rank Officer was constituted. The team laid a successful trap and both accused public servants were caught red-handed while demanding and accepting bribe amount from the complainant in the presence of independent witnesses. Both the accused were arrested on the spot by the ACB team after following due process of law,” reads the statement.

ACB further said that the bribe money was also recovered from their possession in presence of independent witnesses associated with the trap team.

“Moreover, search was also conducted in the accommodation of the accused Patwari, situated at Khoon, Majalta Udhampur, in presence of Magistrate,” it reads.

Further investigation of the instant case is going on.
