Srinagar, Nov 2: Awami Itihaad Party (AIP) Chief Spokesperson Inam Un Nabi has said that the Budgam bye-election marks a historic opportunity for the district to script a new chapter of honest politics and people-centric governance, asserting that Budgam will soon have both its MP and MLA from AIP.

Addressing youth delegations from various areas of Budgam, Inam Un Nabi said the people, especially the younger generation are demanding transformation, not token promises.

“Budgam’s youth want dignity, jobs, sports infrastructure and real development. AIP is the only party that matches their aspirations, not betrays them,” he said.

Jaipur, Nov 02: At least 18 people were killed and around six others injured when a tempo traveller carrying passengers rammed into a stationary trailer truck in Rajasthan’s Jodhpur district on Sunday, the police said.

The tragic incident occurred near the Matoda area in the Phalodi subdivision, around 160 km from Jodhpur city, when the vehicle returning from Kolayat in Bikaner collided with a trailer parked by the roadside.

According to police, the tempo traveller was carrying pilgrims from the Sursagar area of Jodhpur who were returning home after visiting the Kolayat fair, a religious event held annually in Bikaner district.

“Preliminary investigation suggests that the vehicle was travelling at high speed and failed to spot the stationary trailer in time due to low visibility in the early morning hours,” a senior officer of Matoda Police Station said.

According to sources, the deaths of 18 people have been confirmed so far, while at least six others sustained injuries.

Following the accident, local residents and police personnel from nearby stations launched a rescue operation to extricate the passengers trapped inside the mangled vehicle.

The injured individuals were rushed to a hospital, while the bodies of the deceased have been sent for post-mortem examination.

Senior officials, including police officers, reached the spot soon after receiving information.

Efforts are underway to identify all victims and inform their families. It has been learned that the front portion of the tempo traveller was completely crushed in the accident, indicating the severity of the impact.

The trailer onto which the tempo traveller rammed was reportedly carrying construction material.

Chief Minister Bhajan Lal Sharma has expressed grief over the loss of lives and directed officials to ensure prompt medical assistance to the injured.

“The loss of lives in the road accident in the Matoda area of Phalodi is extremely tragic and heart-rending. My condolences are with the bereaved families. Instructions have been given to the district administration officials to ensure proper treatment for all the injured. I pray to the Almighty to grant peace to the departed souls and provide speedy recovery to the injured,” Chief Minister Sharma wrote on X.

Police have registered a case and are investigating the cause of the accident.

Sources citing officials said that both vehicles involved in the accident would be mechanically examined to ascertain the exact cause of the accident and also check for reasons such as brake failure or driver fatigue.

Srinagar, Nov 02: Two persons were injured after being allegedly assaulted following an argument over a speeding vehicle in Srinagar’s Parimpora area on Sunday evening, officials said.

An official said that a written complaint was received from a resident of Parimpora, stating that a vehicle was on its way towards Qammarwari when the incident took place near Parimpora Chowk.

He said the complainant and his friend had reportedly asked the driver to slow down the vehicle, following which the driver and some of his associates allegedly assaulted both of them, leaving them injured.

He identified the duo as Adil Farooq Mir, son of Farooq Ahmad Mir and his friend Asrar Ahmad Mir—both residents of Parimpora, Srinagar, who have been shifted to Hospital in injured conditions.

L-G asks officials to adopt 360-degree approach to dismantle terrorism in J-K

Srinagar, Nov 02: Lieutenant Governor Manoj Sinha on Sunday asked officials to adopt a 360-degree approach to dismantle terrorism in Jammu and Kashmir during a high-level meeting here to review the security situation in the Kashmir division.

A spokesperson said the L-G asserted that officers should continuously assess the circumstances on the ground and remain prepared to eliminate terrorism from the Valley. He took a comprehensive review of various aspects of security scenarios with the officers and called for concerted efforts to achieve the goal of a terrorism-free Jammu Kashmir, the official said.

The meeting was attended by Chief Secretary Atal Dulloo, DGP Nalin Prabhat, Special DGP S J M Gillani and other police officials, including range and district police chiefs of the Kashmir valley.

Sinha directed the civil administration and police to work shoulder to shoulder for effective law-and-order maintenance, security, and the success of anti-terror operations.

“We must adopt a 360-degree approach to completely dismantle terrorism and its support system,” the L-G said.

He also emphasised the need for a comprehensive strategy to counter fake news and false narratives. He directed the police and district administrations to connect youth with self-employment opportunities and ensure quality disposal of grievances of the people.

The L-G exhorted officials to remain vigilant and ready to counter any threat during the winter season.

Five drug peddlers arrested with heroin in J-K’s Kathua, Samba

Jammu, Nov 02: Five drug peddlers were arrested with heroin in separate incidents in Kathua and Samba districts of Jammu and Kashmir on Sunday, police said.

Satish Kumar Khajuria and Babbu Singh were apprehended after 8.18 grams of the drug was recovered from their car during a check at Phinter in the Billawar area of Kathua district, a police spokesperson said.

He said the duo tried to speed away when they were signalled to stop. Police chased them and checked the car, leading to the recovery of the narcotic substance, the spokesperson added.

Two mobile phones and the car were also seized from them, the spokesperson said.

Mohd Anjum was arrested with 5.34 grams of heroin during frisking at Berrian-Pattan in Kathua, the police spokesperson said.

He said a police party also intercepted a motorcycle at Bari Brahmana in Samba district and recovered 5.62 grams of heroin from the possession of motorcyclist Munish Kumar and pillion rider Aslam Choudhary.

Three separate cases were registered under the NDPS Act against the arrested persons, and further investigations are on, he said.

NIA gives go-ahead to cable car project in JK’s Pahalgam

New Delhi, Nov 02: The National Investigation Agency (NIA) has given its nod to the Jammu and Kashmir government for a cable car project in Baisaran in the tourist resort of Pahalgam, the site of the April 22 terror attack, officials said on Sunday.

The Jammu and Kashmir government had sought approval from the NIA, which is probing the attack, in which 26 people, mostly tourists, were killed by Pakistan-based terrorists.

NIA officials said the anti-terror agency was approached for its views on the project by the Union territory administration.

“We were asked about our views (about starting the cable car project) and we conveyed that we do not have any objection from the investigation angle,” an official said.

On October 27, in response to an unstarred question by Pahalgam MLA Altaf Ahmad Wani in the Jammu and Kashmir Assembly, the government said the project work has been allotted to a company but it has not begun “in view of the post-Pahalgam scenario”.

The alignment for the 1.4-km project has been identified by the Jammu and Kashmir Cable Car Corporation (JKCCC).

“The lower terminal point is located near the Yatri Niwas in Pahalgam and the upper terminal point is located in Baisaran. The total length of the project would be 1.4 km. The… 9.13 Hects (land required) for the project belongs to the Forest Department,” Chief Minister Omar Abdullah, who holds the tourism portfolio, said in a written reply.

The government said the Jammu and Kashmir Cable Car Corporation (JKCCC) has floated tenders for the engagement of a consultant for the preparation of a detailed project report and a tender document for the said project.

The tenders have been finalised and the work has been allotted to a qualified agency — Ronmas India Pvt. Ltd.

An agreement has been signed between the JKCCC and the executing agency. However, the agency could not carry out its assignment in view of the post-Pahalgam scenario, the CM said.

The executing agency has sought permission to visit the site for conducting topography and geotechnical studies.

“The matter for grant of permission to conduct site visit has been taken up with the deputy commissioner, Anantnag, who has conveyed to take up the matter with the National Investigation Agency,” the Department of Tourism said.

According to the department, the project is estimated to cost Rs 100-120 crore and the work shall be completed within the shortest possible time of 18 months.

Sriharikota, Nov 02: The heaviest communication satellite to be launched from the Indian soil onboard a new generation, homegrown ‘Bahubali’ rocket was successfully placed into the intended orbit on Sunday, ISRO said.

The communication satellite CMS-03, weighing 4,410 kg was flown on a LVM3-M5 rocket enabling the Indian space agency accomplish this rare feat. CMS-03 is a multi-band communication satellite and would provide services over a wide oceanic region including the Indian landmass, according to ISRO.

The satellite was placed in the desired Geosynchronous Transfer Orbit (GTO).

It is also a replacement to the GSAT 7 series, launched in 2013.

ISRO Chairman V Narayanan said the launch vehicle successfully injected the communication satellite in the required orbit.

The “4410 kg satellite is precisely injected,” he said. In his address from the Mission Control Center post launch, he described the LVM 3 satellite as ‘Bahubali,’ in an apparent reference to its heavylift capability.

He recalled that the rocket’s previous launch was the “most prestigious Chandrayaan 3 which brought pride to nation.”

It achieved “yet another pride” on Sunday after succeeding with the “heavier satellite.”

All the eight LVM 3 launches, including its experimental mission, have been successful, showing a 100 per cent success rate.

The satellite was designed to provide communication services for at least 15 years and is “yet another shining example of Atmanirbhar Bharat” (self-reliant India),” Narayanan, also Secretary, Department of Space, added.

The ISRO scientists had a tough time with the mission since the weather was not cooperative, but they worked hard and ensured success, he said.

Prior to Sunday’s launch, the Indian space agency has been utilising the services of Kourou launch base in French Guiana by Ariane rockets offered by France-based Arianespace, for launching heavier satellites.

On December 5, 2018 ISRO had launched its heaviest communication satellite GSAT-11 weighing 5,854 kg, onboard an Ariane-5 VA-246 rocket from French Guiana.

LVM3-M5, a three stage launch vehicle with two solid motor strap-ons (S200), a liquid propellant core stage (L110) and a cryogenic stage (C25) gives ISRO full self-reliance in launching heavier communication satellites that weigh up to 4,000 kg in GTO.

LVM3 is also termed by ISRO scientists as Geosynchronous Satellite Launch Vehicle (GSLV) MkIII.

Scientists at ISRO have classified launch vehicles depending upon the mission objectives, targeted orbit, altitude among others.

The launch vehicles or launchers used by ISRO include Polar Satellite Launch Vehicle (PSLV), GSLV) and LVM3 (Launch Vehicle Mark-III). The space agency has been providing launch services for customer satellites since 1999 from Sriharikota.

PSLV has been ISRO’s trusted workhorse for scientists due to its reliability in achieving mission success. PSLV has been a versatile launch vehicle and can carry payloads of about 1,750 kg.

For satellites weighing up to 500 kg and required to be placed in Low Earth Orbit at an altitude of about 500 km, ISRO banks on its Small Satellite Launch Vehicle (SSLV).

The GSLV with cryogenic upper stage is used for carrying heavier satellites of about 2,200 kg while the LVM-3 rockets have enhanced the capability by carrying payloads of over 4,000 kg, ISRO said.

As regards Sunday’s mission, LVM3 rocket holds significance as it has successfully launched heavier communication satellite from Indian soil. The LVM3-M5 is the fifth operational flight, ISRO said.

The LVM3 vehicle was developed with completely indigenous technology including the C25 cryogenic stage. It has a track record of all successful launches, from the first development flight LVM-3 Crew module Atmospheric Re-entry Experiment (CARE) launched in December 2014, ISRO said.

For the ambitious Gaganyaan Mission, ISRO had planned the Human rated LVM3 rocket as the launch vehicle, which is named as HRLV, ISRO said.

This LVM3 rocket is capable to carry payload to GTO weighing 4,000 kg and for Low Earth Orbit, payloads of 8,000 kg with its powerful cryogenic stage. The two S200 solid rocket boosters located on the sides of the rocket provide the thrust required for lift off. The S200 boosters are developed at Vikram Sarabhai Space Centre, Thiruvananthapuram.

The third stage is L110 Liquid Stage and is powered by two Vikas engines designed and developed at the Liquid Propulsion Systems Centre.

The previous mission of LVM-3 rocket was the successful launch of Chandrayaan-3 mission, wherein, India became the first country to land successfully near the lunar South pole in 2023. The satellite weighed 3841.4 kg.

New Delhi, Nov 02: The Supreme Court is scheduled to hear on November 3 the case concerning stray dogs in which it had directed the chief secretaries of all the states and Union Territories, except West Bengal and Telangana, to remain present before it.

While hearing the matter on October 27, the top court had directed the chief secretaries to remain present before it on November 3 to explain why compliance affidavits were not filed despite the court’s August 22 order.

The apex court on August 22 asked the states and UTs about the steps being taken for compliance of the Animal Birth Control (ABC) Rules.

The matter is slated to come up for hearing on Monday before a three-judge special bench comprising Justices Vikram Nath, Sandeep Mehta and N V Anjaria.

On October 31, the top court refused to exempt the chief secretaries of states and UTs from appearing before it physically on November 3, saying there was “no respect” for the court’s order.

Solicitor General Tushar Mehta had mentioned the matter and urged the bench that the chief secretaries be allowed to appear before the court virtually.

The bench had expressed displeasure over the non-compliance of its August 22 order and observed that by October 27, compliance affidavits were not filed by the states and UTs, except West Bengal, Telangana and the Municipal Corporation of Delhi (MCD).

It had made clear that the chief secretaries would have to appear in the court and explain as to why no compliance affidavits were filed by them.

The bench had said when the matter was taken up for hearing on October 27, compliance affidavits were filed only by West Bengal, Telangana and MCD.

On October 27, the top court had slammed the states and UTs, which had not filed their compliance affidavits in the matter, and said continuous incidents were happening and the country was being “shown as down” in foreign nations.

The apex court had earlier expanded the scope of the stray dogs case beyond the confines of Delhi-National Capital Region, and directed that all states and UTs be made parties in the matter.

It had directed the municipal authorities to file an affidavit of compliance with complete statistics of resources like dog pounds, veterinarians, dog-catching personnel, and specially-modified vehicles and cages available as on date for the purpose of compliance of the ABC Rules.

The bench had also impleaded the states and UTs in the matter while observing that application of ABC Rules was uniform all over India.

The apex court is hearing a suo motu case which was initiated on July 28 over a media report on stray dog bites leading to rabies, particularly among children, in the national capital.

Sriharikota (Andhra Pradesh) Nov 1: ISRO’s over 4,000 kg communication satellite CMS-03 is all set to be launched from this space port on Sunday.

The satellite, weighing about 4,410 kg will be the heaviest to be launched from the Indian soil and into a Geosynchronous Transfer Orbit (GTO), the space agency said. The satellite will travel onboard a LVM3-M5 rocket, dubbed as ‘Bahubali’ for its heavylift capability.

The launch vehicle has been fully assembled and integrated with the spacecraft and it has been moved to the second launch pad here for taking up pre-launch operations, the Bengaluru-headquartered space agency said on Saturday.

The 43.5 metre tall rocket, dubbed as ‘Bahubali’ for its ability to carry heavier payloads weighing up to 4,000 kg, is scheduled for a 5.26 pm liftoff on November 2.

LVM3- (Launch Vehicle Mark-3) is the new heavy lift launch vehicle of ISRO and is used for placing 4,000 kg spacecraft in GTO in a cost-effective manner, ISRO said.

At least 22 killed in store explosion in Mexico

Mexico City, Nov 02: At least 22 people were killed, including four children after an explosion triggered a fire at a department store in Hermosillo, capital of the northern Mexican state of Sonora, local media reported.

The explosion occurred in the afternoon at a chain department store in the city center, according to the reports. Witnesses said the fire quickly spread through the building and nearby vehicles, trapping several people inside, Xinhua news agency reported.

Rescue teams rushed to the scene to conduct search-and-rescue operations and transport the 12 injured people to local hospitals.

Preliminary investigations suggest that the fire may have been caused by smoke from a malfunctioning transformer.

The explosion occurred in one of the stores of the local Waldo’s chain, after which the building caught fire. Local media noted that those injured had suffered burns​​​.

Authorities in Sonora said the possibility of a terrorist attack has been ruled out.

Earlier in September, three died and over 50 were injured after a gas tanker truck exploded in Mexico City, with 19 of them in serious condition, local authorities said.

The accident occurred on the Zaragoza road under the Concordia bridge, said Clara Brugada Molina, head of government of the Mexican capital, on the social media platform X.

It took place at around 2:20 p.m. local time when the truck, with a capacity of 49,500 litres, overturned, and the injured have been rushed to different hospitals, she told local media.

The accident also affected 18 vehicles, and 19 of the injured transferred to hospitals are in serious condition.
