Washington, Oct 23: US President Donald Trump has reiterated his claim that India has agreed to “stop” buying oil from Russia and would bring them down to “almost nothing” by the end of the year.

However, he said, it is a process and will take some time.

Trump also said that he would try to persuade China to do the same. China and India are the two biggest buyers of Russian crude oil.

“India, as you know, has told me they are going to stop (buying Russian oil)… It’s a process. You can’t just stop… By the end of the year, they’ll be down to almost nothing, almost 40 per cent of the oil. India, they’ve been great. Spoke to Prime Minister (Narendra) Modi yesterday. They’ve been absolutely great,” the president told reporters at White House on Wednesday.

Trump has been claiming for the past few days that India has assured him that it will significantly reduce its oil imports from Russia.

According to the US, India is helping Putin to finance the war through its purchase of Russian crude oil.

The relations between New Delhi and Washington have been reeling under severe stress after Trump doubled tariffs on Indian goods to a whopping 50 per cent, including a 25 per cent additional duty for India’s purchase of Russian crude oil. India described the US action as “unfair, unjustified and unreasonable”.

Trump said during his upcoming meeting with Chinese President Xi Jinping, he would discuss with him ways to end the Russia-Ukraine war.

“What I’ll really be talking to him about is how do we end the war with Russia and Ukraine, whether it’s through oil or energy or anything else. I think he’s going to be very receptive,” he said.

The president said that the relationship between China and Russia “is a little bit different”.

Though Beijing’s relationship with Moscow “was never good”, it had changed due to the policies of the previous US administrations.

“China is a little bit different. They have a little bit different relationship with Russia. It was never good, but because of Biden and Obama, they got forced together. They should never have been forced together… by nature, they (China-Russia) can’t be friendly… I hope they are friendly, but they can’t be… Biden and Obama forced them together because of energy and oil. They are closer than they would normally be,” he said.

Trump is set to meet Xi on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit in South Korea later this month.

Defending his trade policy, Trump credited tariffs for strengthening the US economy.

“We are doing so well as a country right now because of tariffs. Tariffs have been used against us for decades… and that was slowly hurting our country. That’s why we owe USD 37 trillion. Because of tariffs, we’re now a rich country. We’re taking in money like we’ve never done before,” he said.

Asserting that tariffs were vital for America’s prosperity, Trump said, “Without tariffs, the US would become a third-world country. I cannot let that happen. With tariffs, we are a rich, secure country; without them, we would be a laughing stock.”

Trump claimed tariffs have also helped prevent conflicts.

“I solved eight wars. Of the eight, five or six were because of tariffs,” he said.

Repeating his claim that he helped stop the recent military conflict between India and Pakistan, Trump said he told the two countries, “If you want to fight, that’s okay. But you’re going to pay tariffs. Two days later, they called up and said they’re not going to fight anymore. They have peace.”

Trump has been repeating his claim dozens of times that he “helped settle” the recent military conflict between India and Pakistan. India has consistently maintained that the understanding on cessation of hostilities with Pakistan in May was reached following direct talks between the Directors General of Military Operations (DGMOs) of the two militaries.

A police officer said that the deceased has been identified as Selection Grade Constable (SgCt) Charanjeet Singh, a resident of Samba district, Jammu.

Dubai, Oct 23: Saudi Arabia appointed a prominent ultraconservative scholar late Wednesday as the country’s new grand mufti, the kingdom’s top religious scholar.

Sheikh Saleh bin Fawzan al-Fawzan, 90, took over the position, the state-run Saudi Press Agency reported. The decision came from King Salman, based on the recommendation of his son, Crown Prince Mohammed bin Salman, the report added.

Sheikh Saleh, reportedly born Sept 28, 1935, in Saudi Arabia’s al-Qassim province, studied the Quran with a local imam after his father’s death.

He became a prominent scholar, speaking to the faithful via the “Noor ala al-Darb,” or “Light the Way,” radio show and via multiple books he’s authored and his television appearances. His fatwas, or religious orders, have been shared via social media as well.

Sheikh Saleh has faced criticism in Western media in the past for some of his pronouncements. Human Rights Watch in 2017 reported Sheikh Saleh, when asked if Sunni Muslims should view Shiite as their “brothers,” responded: “They are brothers of Satan.”

The Shiite “lie about God, his prophet, and the consensus of Muslims… There is no doubt about the unbelief of these” people, Human Rights Watch separately quoted Sheikh Saleh saying at another moment.

Such comments about the Shiite from religious leaders in Saudi Arabia are common, particularly amid political tensions between the kingdom and Iran. Sheikh Saleh also criticised Yemen’s Houthi rebels for firing missiles toward holy sites in the kingdom.

In 2003, Sheikh Saleh was quoted as saying: “Slavery is a part of Islam. Slavery is part of jihad, and jihad will remain as long as there is Islam.”

The sheikh also had a fatwa attributed to him in 2016 banning the mobile game “Pokemon Go” as a form of gambling. Saudi Arabia under Crown Prince Mohammed now owns a sizable stake in Nintendo and the gaming division of Niantic, the maker of “Pokemon Go”.

Sheikh Saleh takes the post after the September death of Sheikh Abdulaziz bin Abdullah al-Sheikh, who held the position of grand mufti for a quarter century.

The al-Sheikh family, descendants of Sheikh Mohammed Ibn Abdul-Wahhab, long had seen its members serve as the grand mufti.

Sheikh Mohammed’s ultraconservative teachings of Islam in the 18th century, widely referred to as “Wahhabism” in his name, had guided the kingdom for decades, particularly after the 1979 Islamic Revolution in Iran saw the kingdom grow even more conservative.

The grand mufti is one of the top Islamic clerics in the world of Sunni Muslims. Saudi Arabia, home to the holy cities of Mecca and Medina, hosts the annual Hajj pilgrimage required of all able-bodied Muslims once in their lives, making the pronouncements of the grand mufti that much more closely followed.

Saudi Arabia has socially liberalized under King Salman, allowing women to drive and opening movie theatres as the country tries to move its economy away from being dominated by its oil industry.

Pedestrian killed after being hit by car in Awantipora

Awantipora, Oct 23: A pedestrian lost his life after being hit by a speeding car in Charsoo area of Awantipora on Thursday morning. The accident occurred near the petrol pump along the Srinagar-Jammu Highway, causing panic among locals.

Police said a Swift car bearing registration number JK02DN-2960 struck a pedestrian identified as Ghulam Mohammad Bhat, also known locally as Gul Matoo, son of Wali Mohammad, a resident of Charsoo Awantipora. The impact left him critically injured.

He was immediately rushed to Primary Health Centre (PHC) Awantipora for treatment, but doctors there declared him brought dead.

Following the incident, police reached the spot and seized the vehicle involved in the accident. The driver, whose identity was not immediately disclosed, is being questioned as part of the investigation.

A police official confirmed that a case has been registered and further investigation is underway to ascertain the exact circumstances leading to the accident. [KNT]

Indian-American Paul Kapur sworn in as US Assistant Secretary for South and Central Asia

Washington, Oct 23: Indian American security expert Paul Kapur was officially sworn in as the Assistant Secretary of State for the Bureau of South and Central Asian Affairs, marking a key appointment of the Trump administration for the region.

The State Department Bureau of South and Central Asian Affairs posted on Wednesday on X, “Welcome to @State_SCA, Assistant Secretary Paul Kapur! This morning Dr. Kapur was officially sworn in as the Assistant Secretary for the Bureau of South and Central Asian Affairs.”

Kapur succeeds Donald Lu, who served as Assistant Secretary from September 2021 through January 2025.

Kapur previously served from 2020 to 2021 on the State Department’s Policy Planning Staff, where he worked on issues related to South and Central Asia, Indo-Pacific strategy, and India-US relations.

He has also led the India-US Track 1.5 dialogue and other strategic defence engagements between the two countries.

He is a visiting fellow at the Hoover Institution and a professor at the US Naval Postgraduate School in Monterey, California.

In early October, Kapur was confirmed by a Senate vote, along with the new US Ambassador to India, Sergio Gor.

During his Senate confirmation hearing in June, Kapur said his career “has come full circle”, having studied the region academically and now stepping into a leading diplomatic role.

“I can’t avoid the feeling of having come full circle. I was born in New Delhi, to an Indian father and an American mother. Although I visited India often during my childhood, I grew up in the United States as a thoroughly American kid, never imagining that my career would someday return me to the place where I was born,” he added.

On US ties with India, Kapur asserted that the two countries “share a host of common interests”.

“The United States and India share a host of common interests: ensuring a free and open Indo-Pacific region, which is not dominated by China; expanding bilateral trade, building our economic relationship so that it is more symmetrical and profitable; facilitating technology sharing and innovation; and ensuring access to the energy necessary to fuel our economies,” he noted.

On Pakistan, he said that he would “pursue security cooperation where beneficial to US interests”.

The bureau plays a crucial role in shaping US policy on security, economic engagement, counterterrorism, and infrastructure development in the broader South and Central Asia region.

Is ‘the more the merrier’ in Nagrota?

Jammu, Oct 22: Ready for a pitched electoral battle, the Nagrota assembly segment is gaining traction for an interesting yet significant fact.

The electorate of this constituency, represented by key political figures, this time, will have to select their representative from “new players” – though not literally.

After the rejection of three nominations following the scrutiny on Wednesday, ten candidates remained in the fray.

The election will take place on November 11, and the counting of votes will take place on November 14, 2025.

Ten candidates, whose nomination papers were found valid, included Harsh Dev Singh of Jammu and Kashmir National Panthers Party-India (JKNPP-I), Devyani Rana of Bharatiya Janata Party (BJP); Shamim Begum of Jammu and Kashmir National Conference (JKNC); Joginder Singh of Aam Aadmi Party (AAP); Naresh Kumar Chib of Jammu and Kashmir National Panthers Party-Bhim (JKNPP-Bhim); Bodh Raj of Jammu and Kashmir Apni Party; Qari Zaheer Abbas Bhatti of All India Forward Bloc, Anil Sharma and Shah Moh, Gulzar Hussain all independents.

The last date for the withdrawal of candidatures will be October 24, 2025. If none of these candidates withdraws, the final list will have ten contestants – a number enough to create a semblance of “The more the merrier.”

Will it actually be “the more the merrier” scenario in the Nagrota contest, or will it harm the prospects of key players?

The answer to this question will be crystal clear in the next few days as the electioneering gains momentum and trends of people’s response to the election rallies of different candidates start emerging.

Nevertheless, the contest  being an intense fight is a foregone conclusion, right from day one.

Notwithstanding the presence of candidates in double-digit (till this moment) in the electoral fray, one could have a broader hint even on October 20 – the last date for filing nomination papers- that in all likelihood, the assembly segment would witness a triangular contest.

A cursory glance at the list of candidates and one would easily zero in on those three candidates – former minister and JKNPP-I candidate Harsh Dev Singh; BJP candidate Devyani Rana, and NC candidate Shamim Begum.

Out of ten candidates, except one (Harsh Dev Singh), none can be dubbed as an experienced politician.

Though the NC candidate is a DDC member from the Dansal area of Nagrota, and independent candidate Anil Sharma has led the All J&K Panchayat Conference, both have experience in politics at the ground level. But the assembly election is altogether a different arena.

Interestingly, Harsh Dev, who is a seasoned politician of J&K, is a new player for the Nagrota assembly, as in the past, he has represented the Ramnagar assembly constituency of the Udhampur district. In the 2024 assembly elections, after Ramnagar constituency was declared reserved, he fought from the Chenani assembly segment and lost to the BJP’s Balwant Singh Mankotia.

This is the first time that Harsh Dev is contesting from the Jammu district.

Out of three key players, for Devyani, the daughter of late Devender Singh Rana, this (assembly by-poll) will be her maiden electoral battle in any format.

Devyani, in any case, is the youngest of all candidates and is in the fray to reclaim the political legacy of her father, Devender Singh Rana. Thus, the constituency, anyway, will elect a ‘new player’.

As far as the constituency profile is concerned, in the past five assembly elections, Nagrota has seen BJP and NC dominance. BJP won this seat in 2002, 2008, and 2024, while NC won it in 1996 and 2014.

Nagrota seat had fallen vacant due to the sad and sudden demise of BJP legislator and its senior leader Devender Singh Rana on October 31, 2024, days after the result of J&K assembly elections. The election result was announced on October 8, 2024.

Rana had made waves by winning the seat with the highest margin of 30472 votes across J&K, defeating the National Conference’s Joginder Singh. He had won this seat earlier in 2014, also resisting the strong Modi wave as a National Conference candidate.

Once considered to be a trusted lieutenant of Omar Abdullah, Rana joined the BJP in October 2021 and managed to retain the Nagrota seat yet again with a record margin.

An interesting aspect was that the Congress and the National Conference, despite being in alliance, opted for a ‘friendly contest’ from the Nagrota assembly segment in 2024. ‘Snubbed by alliance partner’, Congress has left this seat for NC to contest this time.

Jammu, Oct 22: The Directorate of Youth Services & Sports (YSS), J&K, has been designated as the nodal agency for registering participants from the UT for the prestigious National Youth Festival (NYF) – Viksit Bharat Young Leaders Dialogue 2026.

The festival, as per a statement issued on Wednesday, will feature competitive tracks in culture and innovation, encompassing a wide array of events including painting, folk song, story writing, folk dance, poetry writing, innovation, and declamation. This initiative aims to identify, celebrate, and empower the young talent of the nation, providing them with a national platform to showcase their abilities.

The selection process in Jammu & Kashmir will be a rigorous two-tiered system, commencing with district-level competitions, followed by a UT-level selection round, both to be conducted by the Directorate of YSS J&K.

To ensure the seamless and widespread participation of youth across all 20 districts, the Director General of the Department of Youth Services & Sports, J&K, Anuradha Gupta, chaired a comprehensive virtual meeting with all District Youth Services & Sports Officers (DYSSOs) from her office chamber in Jammu.

The meeting was also attended by JD YSS Jammu, Deputy Director of Activities, Accounts Officer, Assistant Director of Kashmir, and other sectional heads of the Directorate, underscoring the Department’s collective commitment to the event’s success.

Addressing the officers, DG YSS, Anuradha Gupta, emphasised the critical role of the DYSSOs in ensuring wide publicity for the registration process. She stressed the importance of reaching every corner of the UT to maximise registrations and participation.

“We must act as facilitators to empower our youth,” stated DG YSS. “Our primary objective is to ensure that the maximum number of talented participants from Jammu & Kashmir get the opportunity to be a part of this grand national event. All DYSSOs are directed to proactively create and manage the registration events on the designated My Bharat portal ( to streamline the process for our young aspirants.”

The Directorate of YSS J&K has called upon all eligible and enthusiastic youth across the Union Territory to actively prepare for the competitions and stay updated for further announcements regarding district-level registration dates and procedures.

The Directorate of Youth Services & Sports, Jammu & Kashmir, is the apex body responsible for promoting and coordinating youth-centric activities and sports development across the Union Territory under the aegis of the Ministry of Youth Affairs and Sports, Government of India. Srinagar, Oct 22: The resolution of the People’s Democratic Party (PDP) seeking to hand over custodianship of the J&K Waqf Board to the Mirwaiz Moulvi Muhammad Umar Farooq-led Muttahida Majlis-e-Ulama Jammu and Kashmir (MMU) was among those dropped in the ballot.

The MMU is an umbrella body representing major religious organisations in J&K, both Sunni and Shia.

Its stated role includes promotion of intra-Muslim sectarian harmony, coordination among Ulemas (religious scholars), and custodians of religious institutions.

Given this background, the MMU is viewed as a powerful religious-community body that wields influential moral and social authority across sects in J&K.

The resolution submitted by the PDP proposed handing over the custodianship of the J&K Waqf Board to the MMU.

In effect, this would have meant the MMU taking charge of the Waqf Board’s governance, or perhaps replacing the existing statutory arrangements with institutional control by the MMU.

The matter is significant considering that the Waqf Board controls substantial religious and charitable endowments in J&K.

At the national level, the Waqf (Amendment) Act, 2025, already stirred controversy in J&K and beyond, with the bill seeing an uproar in the Assembly over concerns of religious autonomy.

The J&K Waqf Board is the statutory body tasked with managing the Awqaf (religious endowments) of the Muslim community in J&K.

The origins trace back to Idara Auqaf-i-Islamia.

In August 1973, a large gathering at Hazratbal resolved to transform the body into the “All Jammu and Kashmir Muslim Auqaf Trust”.

In 2003, the Jammu and Kashmir Specified Wakfs and Specified Wakf Properties (Management and Regulation) Ordinance was promulgated, followed by the Act of 2004 converting it into a formal Waqf Board structure.

The Waqf Board oversees shrines, Masjids, Khanqahs (Sufi centres), and other religious-charitable properties.

The PDP resolution seeking to hand over Waqf Board custodianship to MMU, being dropped, is noteworthy.

The development comes at a time when Kashmir’s religious-institution governance is under scrutiny, with the Waqf Board’s role, appointment mechanisms, statutory autonomy, and community trust all under focus.

The Assembly’s private-member ballot process has filtered it out along with many other resolutions with only 7 admitted out of 58.

Out of the 58 Private Member resolutions submitted for the Jammu and Kashmir Legislative Assembly’s Autumn Session that starts on Wednesday, only seven have been admitted following official balloting.

The admitted resolutions include the Establishment of a Law University by Congress MLA from Bandipora, Nizamuddin Bhat; Promotion of Employment by NC MLA from Srigufwara-Bijbehara, Bashir Ahmad Shah (Veeri); Compensation under NDRF by Bharatiya Janata Party (BJP) MLA from Udhampur West, Pawan Gupta;  Improvement of Infrastructure by BJP MLA from Bishnah, Rajeev Bhagat; Implementation of Panchayati Raj Rules by independent MLA from Thanamandi, Muzaffar Iqbal Khan; Regularisation of Daily Wagers by NC MLA from Poonch-Haveli, Aijaz Jan,  and Allotment of Land by MLA from Chenani-Ghordi,  Balwant Singh Mankotia.

The balloting process determines which private-member resolutions will go to detailed discussion in the forthcoming session.

New Delhi, Oct 22: Nearly 4 percent of Central Government employees enrolled under the National Pension System (NPS) have migrated to the Unified Pension Scheme (UPS) till October 14, 2025, according to official data released by the Pension Fund Regulatory and Development Authority (PFRDA).

According to the figures provided by PFRDA in response to an RTI query, a total of 24,66,314 central government employees were enrolled in the NPS as of October 12, 2025. Of these, 97,094 employees have opted to switch to the new Unified Pension Scheme (UPS) by mid-October, marking a transition rate of approximately 3.94 percent.

The PFRDA’s department-wise breakup shows that the Civil Services accounted for the highest number of migrations, with 38,569 employees moving to UPS. This was followed by Railways with 23,529, Post with 18,303, Telecom with 3549, and Defence with 11,144 employees shifting to the new scheme.

The data highlights the growing traction of UPS among central government employees since its rollout. The UPS was introduced as a more secure and defined-benefit retirement plan, addressing long-standing concerns among employees regarding the market-linked nature of the NPS.

According to the X handle @8thpaycommission, which shared the figures on Tuesday, “Of 24,66,314 central government employees under NPS, 97,094 have migrated to UPS as on October 14, 25, approximately 3.94 percent.”

The shift comes amid continued deliberations over the future of pension reforms in India, with employee unions and associations pushing for greater pension security and predictability. While the NPS remains the dominant pension mechanism for new entrants in government service post-2004, the emergence of UPS indicates a growing inclination toward hybrid or defined-benefit models that offer assured income post-retirement.

The PFRDA’s latest data is expected to feed into ongoing discussions within the government regarding the sustainability, popularity, and comparative advantages of both pension frameworks.

Jammu, Oct 22: Union Minister of State in PMO Dr Jitendra Singh Wednesday felicitated school girl students, from five districts of his Lok Sabha constituency, by presenting a laptop each – from his personal resources – to the toppers in the Board examination of Class 10.

Quite a few of the topper school girls, who were invited to the Minister’s Trikuta Nagar residence this morning for breakfast and sweets distribution, hailed from far flung areas like Chhatroo and Paddar in district Kishtwar and Pogal in district Ramban.

This, Dr Jitendra said, could serve as a real ‘Diwali gift’ for those little girls for whom, over the last one-decade, Prime Minister Narendra Modi had rolled out a series of schemes and initiatives for easy, accessible options to prepare for competitive exams but many of them sometimes found it difficult to afford certain essential gadgets for round the clock facility at home.

While presenting laptops to two topper girls each from the districts of Udhampur, Ramban, Doda, Kishtwar and Kathua, the Union Minister expressed happiness that the students felicitated were from little-known villages and towns of those districts. He said the laptops presented to students as a Diwali gift would encourage them to continue their academic pursuits.

While interacting with the students, Dr Jitendra said, in the last 11 years, Prime Minister Narendra Modi-led government ensured ease of education and preparation for students in view of a surge in their aspiration.

“The National Education Policy 2020 (NEP) has given students freedom to choose subjects according to their aptitude. The policy has given them wings to fly high in pursuit of their dreams and aspirations. The students today are no longer prisoners of their parental choice of subjects. They now enjoy the freedom to make a choice out of a broad range of options, depending on their aptitude and evolving preferences. There is true democratisation of opportunities and aspirations in this country today,” he said.

The Union Minister said he was prompted to start this novel tradition of felicitating and facilitating girl students after learning from his experience in the ministries which dealt with students and youth. He revealed that out of around 1.75 lakh registered StartUps in India at present, nearly fifty to sixty thousand were women led StartUps.

“As for Civil Services or IAS examinations, even this year all the three All India toppers were girls while in the 2022 Civil Services Exam, 11th All India topper was a girl from Poonch Degree College. In 2014, 15 and 16, for three consecutive years, the All-India topper in the civil Services exam was a girl. Even in the Space sector, the important projects like Aditya L1 and Chandrayaan 3 had women in the leading role,” he noted.

Urging the students to leverage technology for their academic growth and betterment of society, Dr Jitendra said, the government also ensured democratisation of opportunities for students belonging to all sections of the society and all genders.

He said that the objective was to equip them with requisite skills so that they could stay fully-empowered. “NEP 2020 is a modern, transformative policy for India’s education system, focusing on access, equity, quality, affordability and accountability. The government is making huge investments in youth to prepare them to take on the leadership of the country in the times to come. The youth will be the architects of a developed India as envisioned by Prime Minister Modi, when India celebrates the centenary of her Independence in 2047,” Dr Jitendra said.
