Infiltration bid foiled along LoC in J-K's Poonch

Mendhar, Sep 01: The Indian Army troops on Monday scuttled an infiltration bid by terrorists along the Line of Control (LoC) in Mendhar Sector of Poonch district, officials said.

Troops guarding the border noticed a group of terrorists trying to sneak into the country from Pakistan-occupied Kashmir, they said.

The movement was noticed near Dabbi village of Balakote area in the early hours of the day.

Heavy gunfire was exchanged between the two sides. There was no immediate report of any casualty on either side.

The whole area has been cordoned off, and a massive search operation is underway, officials said.

Tianjin, Sep 01: Prime Minister Narendra Modi is in Tianjin, China to attend the Shanghai Cooperation Organization (SCO) Summit on Monday, marking a significant diplomatic engagement with regional powers.

The SCO summit will see participation from key regional leaders, including Chinese President Xi Jinping and Russian President Vladimir Putin.

Prime Minister Modi, President Xi, and President Putin will all share the stage at the multilateral event, underlining the significance of regional cooperation at a time of global uncertainty.

Later today, PM Modi is also expected to hold a bilateral meeting with Russian President Vladimir Putin, with whom India continues to maintain a close strategic and energy partnership despite global tensions.

The SCO Summit itself will focus on combating the “three evils” of terrorism, separatism, and extremism, a founding priority of the organization. An agreement signing ceremony is scheduled for this afternoon, followed by a leaders’ joint statement.

This is PM Modi’s first visit to China in seven years and comes as India and China cautiously rebuild ties following a prolonged border standoff.

PM Modi is scheduled to return to India later tonight, concluding a high-stakes diplomatic visit.

Ahead of the summit’s official opening, PM Modi held a bilateral meeting with President Xi on Sunday, their first in nearly ten months.

The two leaders discussed ways to stabilize and enhance India-China relations, following the recent breakthrough on border management protocols. Both sides have reportedly agreed to new patrolling norms along the 3,500-kilometer Line of Actual Control (LAC), signaling a thaw after four years of heightened tensions.

This meeting is particularly notable as it comes just months after their last interaction on the sidelines of the BRICS Summit in Kazan, Russia in 2024.

Officials say the Tianjin meeting aimed to build on that momentum by focusing on economic collaboration, regional security, and managing strategic competition in Asia.

HM Amit Shah to review flood-hit areas in Jammu today

New Delhi, Sep 01: Union Home Minister and Minister of Cooperation Amit Shah is visiting Jammu on Sunday to review the devastation caused by recent heavy rains, flash floods, landslides, and soil erosion across the region.

As part of his two-day visit that began on August 31, Shah will conduct an aerial survey this morning to assess the damage and ongoing relief operations in the worst-affected areas.

At around 10:45 a.m., the Home Minister will begin an aerial survey of flood-ravaged regions, including Katra, the base camp of the revered Shri Mata Vaishno Devi Shrine, and Kishtwar, where cloudbursts and landslides have resulted in significant loss of life and infrastructure.

A large number of people have reportedly lost their lives in these disasters, including many pilgrims of the Machail Mata and Vaishno Devi yatras.

Following the aerial assessment, HM Shah is scheduled to chair a high-level review meeting at Raj Bhawan. The meeting will focus on evaluating the response efforts and accelerating the pace of relief, rescue, and rehabilitation work in the affected districts.

Senior officials from the Ministry of Home Affairs, the J&K administration, and security agencies will brief the Home Minister on the status of ongoing operations.

Lieutenant Governor Manoj Sinha, top bureaucrats, and disaster management officials are expected to present detailed reports on damage assessment, infrastructure loss, and the relief measures being implemented.

A team from the Union Ministry of Home Affairs is accompanying Shah throughout the visit.

Shah will focus on relief, rehabilitation, and restoration efforts in the affected areas. The Home Minister may announce decisions related to the restoration of connectivity, rehabilitation efforts, and other matters to support affected communities.

Earlier on Sunday, Chief Minister Omar Abdullah carried out an extensive tour of Ramban and Udhampur districts to assess the widespread devastation caused by recent cloudbursts, flash floods, landslides and mudslides, which have severely disrupted life and damaged the Jammu-Srinagar National Highway (NH-44).

6.0 magnitude earthquake shakes Afghanistan, dozens feared dead

New Delhi, Sept 1: A magnitude 6.0 earthquake struck eastern Afghanistan on Sunday at a shallow depth of just 8km, killing at least 20 people and injuring more than 100, officials told the BBC.

The quake, which was felt as far away as Pakistan’s capital Islamabad. over 300km from the epicentre caused widespread destruction in remote mountainous areas.

Multiple sources from the Taliban government said dozens of homes in the Mazar valley of Norgal district, Kunar province, have been buried under rubble, reports BBC. The area is affected and is difficult to access due to landslides and flooding.

Taliban authorities have appealed for urgent assistance from humanitarian organisations, warning that the death toll is likely to rise as rescue operations continue. Some affected villages can only be reached by air.

The US Geological Survey (USGS) has suggested the quake could potentially result in hundreds of casualties, given the shallow depth and the poor construction of many rural homes.

Hospitals in the region are treating scores of injured, while residents continue to dig through collapsed structures in search of survivors.

Srinagar, Aug 31: In a significant development, the district education authorities Doda have ordered for uniform dress code for students besides a formal dress for the employees of the education department.

The order in this regard has been issued by Chief Education Officer (CEO) Doda following the instructions received from project director Samagra Shiksha J&K.

As per the order, the directions to adopt a uniform dress code for students were issued by the project Directorate Samagra Shiksha while releasing funds for Uniform Grant (DBT) under Samagra Shiksha and PM Shri schemes for the year 2025026.

“Following the instructions, it has been advised to maintain a uniform dress code across the district,” the order reads.

It reads that a committee was constituted to decide upon the uniform dress code as well, where the committee selected a dress code for students in elementary schools and PM Shri schools, while a particular dress code was selected for students in high and higher secondary schools.

Accordingly, CEO Doda has issued instructions to all the schools and other subordinate offices to adopt a uniform dress code for students.

“All government schools across the district should adopt a uniform dress code in order to maintain uniformity, discipline and a sense of equality among the students,” the order reads.

In this regard, a meeting was held on August 22, 2025, regarding the adoption of a uniform dress code for the students in all the schools, wherein the committee finalised an advisory on a formal dress code for students.

Similarly, a formal dress code has been advised for teaching and non-teaching employees of the department to create a distinct and professional identity for all teaching and non-teaching staff.

“No specific colour has been prescribed for the employees, but formals only shall be worn by the staff. As such, all the staff members of the SED from school, ZEO, and CEO of the district shall preferably wear formal dress during the office and school hours,” the order reads.

As per the order, CEO Doda has imposed a ban on wearing round-neck T-shirts, while the staff members have been asked to wear identity cards during the office hours.

“All the heads will ensure that the dress code for staff shall be complied with with immediate effect. The heads of schools will inform parents in advance about the decision for its implementation in the upcoming academic session,” the order reads.

As the education authorities in Doda district have taken the initiative to adopt the uniform dress code for students and formals for employees from the upcoming academic session, stakeholders seek implementation of the formal dress code for teaching and non-teaching employees of the education department across J&K.

“It will be a good decision to make formal dress mandatory for the teaching faculty besides the non-teaching employees of the education department,” an official told Greater Kashmir.

“Wearing jeans and round T-shirts does not suit a decent profession like teaching,” he said.

Talking to Greater Kashmir, Director School Education Kashmir (DSEK) G N Itoo said such decisions are taken at the government level.

“Government has to take a call if they want to make formal dress mandatory for the teachers and non-teaching staff. Such decisions cannot be taken at district level or divisional level,” he said.

Rajouri, Aug 31: Normal life across Rajouri, Poonch, Reasi, and parts of Jammu district has been thrown out of gear as a major power shutdown stretched into its third day Sunday, leaving hospitals, households, and businesses struggling with a prolonged blackout.

The disruption was caused after a 220 KV main transmission tower suffered damage at Jagti in Udhampur on Thursday, and authorities took an urgent shutdown scheduled from 06 AM on Friday to 06 PM on Saturday on a continuous basis.

As per this shutdown, the department snapped supply to the main grid feeding electricity to the three districts and parts of Jammu.

Since then, the areas have been plunged into darkness.

Officials of the Power Development Department (PDD) said that limited supply under the essential category has been diverted to Government Medical College (GMC) Rajouri, but the rest of the region is facing a severe power crisis.

Earlier, the department had assured restoration by Saturday evening, but even by Sunday evening at 08 PM, when this report was filed, the power remained out, leaving residents in despair.

Hospitals across Rajouri, Poonch, and Reasi, except those at district and sub-district headquarters, are struggling without electricity, severely hampering medical services.

Patients, especially those in need of emergency care and critical equipment, are the worst affected by the prolonged blackout.

With more than 99% of households now without backup, inverters have drained out, cutting people off from charging their essential gadgets, including mobile phones, at a time when weather-related challenges are already gripping Jammu and Kashmir.

In many localities of Rajouri and Poonch, residents have arranged generators on a private basis to manage electricity, but the high cost of fuel has made it difficult for families to sustain.

“I have a small baby at home who spent the last two sleepless nights due to hot and humid conditions as our inverter drained, and the wait for power restoration is unending,” said Manjot Singh of Nowshera.

He said he had arranged a private generator from a shopkeeper to run some fans in the night.

Children, elderly citizens, and patients are emerging as the worst sufferers in this prolonged crisis.

Due to complete darkness, people are forced to resort to traditional means like torches and oil lamps to manage daily movement.

The prolonged blackout has triggered growing public concern and highlighted the urgent need for early restoration.

“On one hand our army troops are laying a 110-foot-long Bailey bridge within 12 hours, and on the other hand our department is unable to repair a tower even after three days, and this is not less than an irony,” said Mohammad Mujtaba of Poonch.

On being contacted, Executive Engineer Jammu Power Distribution Corporation Limited Rajouri, Mohammad Rashid, informed us that the repair work was being done by the Transmission Division and the Power Distribution wing had not much role in it.

He, however, said, “Our men are working round the clock and making the best possible efforts to restore electricity within the shortest possible time.”

The electricity in the entire Rajouri, Poonch, and Reasi districts, as well as parts of Jammu, could not be restored despite a gap of 74 hours when this report was filed on Sunday late evening.

PM Modi praises KIWSF gold medal winner Mohsin Ali, Pulwama’s night cricket

Srinagar, Aug 31: Eighteen-year-old Mohsin Ali had been earning accolades ever since he set the Dal Lake ablaze by clinching gold in the 1000 metre kayaking event at the inaugural Khelo India Water Sports Festival (KIWSF) held here recently.

On Sunday, Ali became a local hero after receiving a special mention from Prime Minister Narendra Modi, who praised the Srinagar boy for his achievement in the 125th edition of his monthly radio programme ‘Mann Ki Baat’.

Organised from August 21 to 23 at the iconic Dal Lake, the KIWSF featured three sporting disciplines – rowing, canoeing, and kayaking – and three demonstration sports events – water skiing, shikara race, and dragon boat race – in which 28 states and eight union territories took part.

Ali now has his sights fixed on the ultimate goal – an Olympic gold.

The 18-year-old’s story is proof that greatness can be found anywhere, even on a single-paddled boat across a glinting lake.

“I was thrilled to speak to the prime minister. His words will work as an encouragement not only for me but for the youth in general, who want to represent the country at the highest stage,” Ali said.

In ‘Mann Ki Baat’, the PM singled out Jammu and Kashmir for two special achievements – holding the water sports event successfully, and the inaugural day-night cricket match in Pulwama.

Modi spoke to Ali and another sportsperson – Odisha’s canoeing champion, Rasmita Sahoo.

The KIWSF was a collaborative initiative of the Jammu and Kashmir government and the Sports Authority of India (SAI), which saw more than 800 participants from across the country, with female athletes almost matching their male counterparts.

While Madhya Pradesh bagged the most medals, Ali’s triumph triggered a renewed interest in water sports in the Union territory. Ali, whose father works as a labourer to support his family of seven, said he was motivated to take up kayaking after seeing shikaras (boats) on Dal Lake.

He attributed his achievement to his coach, Bilquis Mir, a prominent canoeist and kayaker from Srinagar, who became the first Indian woman to serve as a jury member at the 2024 Paris Olympics.

According to Mir, Ali’s triumph is a reflection of the talent present in Jammu and Kashmir.

She also said his victory at the KIWSF motivated new athletes, with 80 youths enrolling in the training programme at the end of the festival.

“It was a moment of pride for all of Jammu and Kashmir that a local boy won gold at the KIWSF. Ali’s performance will surely boost water sports in J-K, more so as he won in a field where most of his competitors had a lot of foreign exposure and access to state-of-the-art facilities,” Mir said.

Talking to Ali, the PM complimented his family and Mir on his success. After PM Modi said the youth of Jammu and Kashmir have so much potential, Ali said, “My dream is to win a medal in the Olympics.”

The PM replied, “Wow! Well done! Look, I got goosebumps just by hearing that from you. When the son of a labourer’s family dreams so big, it means the country is going to progress a lot.”

PM Modi concluded the four-minute conversation by saying, “Really enjoyed talking to you. Please convey my special thanks to your father, because he made your life by working as a labourer. On your father’s words, you worked hard for 10 years without taking any rest. I also congratulate your coach, who worked so hard to train you.”

On Srinagar successfully hosting the water sports event, PM Modi said, “What a special place to organise such a festival. The objective was to make water sports more popular in Jammu and Kashmir. More than 800 athletes from all over India took part in KIWSF. Women athletes were also not far behind… Their participation was almost at par with men.”

The PM also mentioned the Royal Premier League cricket tournament in Pulwama, in which 12 teams from Jammu and Kashmir are taking part.

“Thousands of enthusiasts, especially youth, are enjoying cricket at night in Pulwama. It is truly a sight to behold,” PM Modi said.

Royal Premier League organiser Irfan Ahmad thanked the prime minister for appreciating their efforts, and invited him to the last match of the tournament to be held in September.

Ahmad said the event aims to serve as a healthy outlet for the young people amid increasing unemployment and drug use in the area.

“I am really thankful to the prime minister for taking note of this event. The whole of Kashmir, especially Pulwama, is happy that he talked about it in ‘Mann Ki Baat’.

“The youth are depressed amid growing unemployment, which needs to be addressed. We organised the league to encourage the youth and keep them away from drugs,” Ahmad said, adding that he rented lights from Delhi to facilitate day-night cricket in Pulwama.

Chief Minister Omar Abdullah on Sunday expressed hope that corporate India would play its part by using their CSR funds to help develop sports infrastructure in J&K.

CM Omar’s remarks came as he thanked Prime Minister Narendra Modi for the special mention of sportspersons from J&K in the 125th edition of his monthly radio programme ‘Mann Ki Baat’ on Sunday.

“Thank you for highlighting the keen interest boys and girls of J&K have for all sports @narendramodi ji. The youth of J&K don’t lack talent or enthusiasm; unfortunately, they lack opportunity and exposure,” Abdullah said in a post on X, adding that the special mention by PM Modi would certainly add to the enthusiasm of the youth. “I hope corporate India will play its part by using their CSR funds to help develop sports infrastructure in J&K.”

MHA constitutes IMCTs for flood-hit J&K, Punjab, HP, Uttarakhand

New Delhi, Aug 31: The Ministry of Home Affairs (MHA) on Sunday constituted Inter-Ministerial Central Teams (IMCTs), each for Jammu and Kashmir, Punjab, Himachal Pradesh, and Uttarakhand, to assess the damage caused by heavy rainfall, floods, flash floods, cloudbursts, and landslides.

An official spokesman said that the IMCTs were constituted on the directions of Union Home Minister and Minister of Cooperation, Amit Shah.

These IMCT would make on-the-spot assessment of the situation and relief works carried out by the state and union territory governments.

These central teams would visit early next week the flood and landslide-affected districts of J&K, Punjab, Himachal Pradesh, and Uttarakhand, which have been severely affected by heavy to extremely heavy rainfall and incidents of flash flood, cloudburst, and landslides, during the current monsoon season.

An IMCT and a Multi-Sectoral Team have already visited Himachal Pradesh.

The central teams are led by a senior officer of the level of Joint Secretary in MHA and NDMA and will have senior officers from the Ministries and Departments of Expenditure, Agriculture and Farmers Welfare, Jal Shakti, Power, Road Transport and Highways, and Rural Development.

The MHA is in touch with senior officers of these states and union territories and has extended all necessary logistic assistance by deployment of the requisite number of teams of NDRF, Army, and Air Force helicopters, who are helping them in search and rescue and restoration of essential services.

As per the decision taken by the Union Home Minister Amit Shah, in August 2019, the MHA constitutes IMCTs immediately in the aftermath of a severe disaster for on-spot assessment of the damage, without waiting for their memorandum.

After the assessment of damage is done by the IMCT, the Centre provides additional financial assistance to states and UTs from NDRF, as per the established procedure.

During the financial year 2025-26, the Centre released Rs 10,498.80 crore to 24 states in SDRF to enable the disaster affected states to provide relief assistance to the affected people immediately and Rs 1988.91 crore from NDRF to 12 states, Rs 3274.90 crore from the State Disaster Mitigation Fund (SDMF) to 20 states, and Rs 372.09 crore from National Disaster Mitigation Fund (NDMF) to nine states.

The official spokesman said that under the leadership of Prime Minister Narendra Modi, the Centre stands shoulder to shoulder with the states affected by natural calamities in mitigating the hardship faced by the people.

Rajouri, Aug 31: Former minister and vice president J&K BJP Chowdhary Zulfikar has emphasised the need for the administration to immediately assess the losses caused to the people in the recent flood and heavy rains.

Zulfikar, accompanied by MLA Kalakote Thakur Randhir Singh and district president Dav Raj Sharma, on Saturday was interacting  with Deputy Commissioner Rajouri Abhishek Sharma; DIG Tejinder Singh and SSP Rajouri Gaurav Sikarwar.

BJP leaders commended them for their prompt action and effectiveness in dealing with the flood-like situation in the area, ensuring no loss of lives.

With regard to Chowdhary Zulfikar’s call for immediate assessment of the losses, the Deputy Commissioner assured that all necessary efforts would be made to address the situation, and the administration had already circulated a telephone number for people to register complaints.

Former minister also highlighted various issues pertaining to the Rural Development Department, where houses constructed under PMAY were damaged or washed away during this rainy season. He urged the administration to provide assistance to rebuild these houses under PMAY and SDRF. Furthermore, he suggested that alternative land be provided to reconstruct houses in areas where the land had become unstable.

He also demanded the settlement of all pending SRO 43 cases in the district in a time-bound manner, as per the directions of the Lieutenant Governor.
