Srinagar, Aug 19: Stating that relocation of stray dogs would not be a solution and that it was just an illusion, director Ram Gopal Varma has said that if dog lovers cared so much for stray dogs, they must open their guest rooms for the animals.

Taking to his X timeline to pen a lengthy post in response to the demand of dog lovers that the animals be relocated, director Ram Gopal Varma wrote, “Everyone keeps chanting ‘relocate the dogs, relocate the dogs’ as if it’s some magic wand. But relocation is nothing but a polite word for dumping the problem from one street to another.”

“Relocation is not a solution—it’s an illusion. It’s the excuse of the ignorants to avoid hard choices,” the director wrote on a topic that has become a serious bone of contention between animal lovers and those worried about the safety of civilians.

The director further went on to add, “And here’s the hypocrisy — dog lovers lecture from their air-conditioned homes with their imported breeds sitting on satin cushions, while the poor face the real menace on the streets. If they care so much, let them open their guest rooms for the strays.”

Ram Gopal Varma concluded the post saying, “Don’t preach relocation to the government while keeping your posh spaces stray dog free and your cute children dog bite free.”

The director has been vocal on this issue ever since it erupted.

Prior to this post, the director had, in one of his earlier tweets, written, “With regard to the great poem we have all been taught at school ‘All things bright and beautiful, All creatures great and small, All things wise and wonderful, The Lord God made them all.’ didn’t take into accounts of cockroaches who contaminate, rats who spread plague, snakes which inject poison, mosquitoes which create diseases and stray dogs who kill children(sic).”

Chisoti, Aug 19: Body of a woman was recovered in this cloudburst-hit village in Jammu and Kashmir’s Kishtwar district, taking the death toll to 64, officials said, as the extensive rescue and relief operation entered the sixth day on Tuesday.

The decomposed body was sighted downstream and subsequently recovered by the rescuers this morning amid intensified search operation with the improvement in the weather, the officials said.

Sniffer dogs also helped recover a lower body part of another victim under the debris of a collapsed house but the officials said it is believed to be that of a person whose body was recovered on the first day of the tragedy.

The rescue teams are working at multiple locations, especially the major impact spot near a langar (community kitchen) site, sifting through the rubble using heavy machinery, including earth movers and sniffer dogs.

With the recovery of one more body, the death toll in the flash floods triggered by the cloudburst in Chisoti, the last motorable village en route to the Machail Mata temple, on August 14, has risen to 64.

The dead included three CISF personnel and one Special Police Officer (SPO) of J-K Police.

A total of 167 persons were rescued, while the number of missing persons has dropped to 39 after fresh revision of the list on Monday, the officials said.

Deputy Superintendent of Police, SDRF, Masoof Ahmad Mirza said the rescue and relief operation is going on at war footing and a team is being dispatched downstream to check the area.

“The rescue operation restarted this morning with the recovery of one more body. The impact area of the cloudburst is vast and so it is taking time. We have cleared a large area upstream and now we are sending a team downstream as well,” he said.

Army’s Jammu-based White Knight Corps, in a post on X on Monday, said five relief columns of the force are engaged in the rescue and relief operations and efforts have been further intensified with additional medical teams deployed.

The flash-floods triggered by the cloudburst left a trail of destruction, flattening a makeshift market, a langar site for the annual Machail Mata yatra, damaging 16 houses and government buildings, three temples, four water mills, a 30-metre-long bridge, besides over a dozen vehicles.

The joint teams of police, army, National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), CISF, Border Roads Organisation (BRO), civil administration, and local volunteers are engaged in the rescue efforts.

Army engineers on Sunday built a Bailey bridge over Chisoti nullah, providing much-needed connectivity to the village and the Machail Mata shrine. The Army has also inducted a couple of all-terrain vehicles as part of the efforts to intensify the rescue and relief operation.

The rescuers conducted over half a dozen controlled explosions in the past three days to blow up giant boulders hampering the search.

The annual Machail Mata yatra, which began on July 25 and was scheduled to conclude on September 5, remained suspended for the sixth consecutive day on Tuesday.

However, the authorities will allow a group of devotees carrying ‘Charri’ from Jammu and is expected to reach the shrine on August 21 or 22.

The 8.5-km trek to the 9,500-foot-high shrine starts from Chisoti, located about 90 km from Kishtwar town.

The rescuers are utilising over a dozen earth-movers and other heavy equipment, while the NDRF mobilised its resources, including dog squads, to speed up the rescue operation.

Extreme weather claims 552 Lives In J&K over a decade

Srinagar, Aug 19: Jammu & Kashmir has recorded 552 fatalities due to Extreme Weather Events (EWEs) in more than a decade, with heavy snowfall topping the list with 182 mortalities, followed by 119 due to flash floods from 2010 to 2022, data by the Meteorological department reveals.

As per the data, 1942 lightning events have been recorded during the period, which claimed 42 lives.

The highest deaths of 182 have been reported due to heavy snowfall, the data reads, adding that 42 such incidents have been reported in over one decade. 119 deaths have been reported in flash floods, as 168 such incidents were reported from 2010 to 2022.

The data reveals 31 windstorm incidents leading to 20 deaths, while 186 landslide incidents have claimed 71 lives during the period.

No deaths have been reported due to the heatwave conditions. However, 37 cold wave events have claimed seven lives so far across Jammu and Kashmir.

A total number of 409 heavy rainfall events were reported, which have claimed 111 lives in the region, the data revealed.

The highest mortalities of around 60 have been reported from Kupwara, followed by around 50 in Kishtwar. The lowest have been reported in Samba with below 5 deaths.

Srinagar has recorded nearly 20 deaths in the Extreme Weather Events during the period.

Pertinently, the Jammu region recorded back-to-back flash floods triggered by cloudbursts in the last one week. In Kishtwar and Kathua villages, more than 50 people lost their lives, while over 50 are still missing in Kishtwar.

The rescue operations continue for the sixth straight day to trace the missing persons. (KNO)

Rajouri, Aug 19: A 70-year-old man allegedly ended his life by shooting himself with a 12-bore gun in Sunderbani area of Rajouri district on Tuesday, officials said.

The deceased has been identified as Pritam Dass, son of Mansa Ram, a resident of Hilla village.

According to officials, he shot himself at his home in Renthal village with his licensed 12-bore gun.

Family members rushed him to Sub District Hospital (SDH) Sunderbani, where doctors declared him dead.

Police have taken cognizance of the incident, registered a case, and initiated further investigation to ascertain the circumstances that led to the extreme step. [KNT]

Elder sister booked for murder of minor girl in Ganderbal

Srinagar, Aug 19: Police in central Kashmir’s Ganderbal district have solved the sensational murder case of a 14-year-old girl whose body was recovered from Sehpora area on Sunday, with investigators identifying the victim’s elder sister as the prime accused.

Officials said the girl’s body was found lying in fields near Batsar Road, barely 300 meters from her residence in Sehpora. Initial reports had suggested that unknown persons travelling in a car may have been involved.

However, the Investigating Officer (IO) of this case pieced together technical evidence and forensic findings, leading to the conclusion that the victim’s elder sister was behind the killing.

The sibling, confessed to hitting her with a stick after an argument, causing her death, they said.

A police officer confirmed that the elder sister, who had accompanied the victim, was arrested after her involvement in the crime was established. “During sustained questioning and corroboration with forensic evidence, it was found that the sister herself was responsible for the murder,” the officer said.

Police said the accused attempted to mislead the family and investigators by claiming that unknown men had tried to abduct the sisters.

“A case under relevant sections of law has been registered, and the accused sister is in custody. The investigation has revealed motive as well, and further details will be shared once the probe is complete,” the officer added.

The incident, which had initially shocked the valley, has now taken a new turn with the arrest of the elder sister. Police have assured that the case will be taken to its logical conclusion and justice delivered. (KDC)

New Delhi, Aug 19: Rajya Sabha proceedings were adjourned till the post-lunch session within minutes of assembly on Tuesday, as Opposition MPs persisted in demanding a discussion on alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls in Bihar.

Soon after listed official papers were laid on the table of the House, slogan shouting Opposition MPs moved into aisles and well of the House raising the issue of SIR, leading to proceedings being adjourned till 2 pm.

The House will reconvene after the lunch break.

Deputy Chairman Harivansh rejected 20 notices that invoked Rule 267, which allows suspension of listed business to discuss matters being raised in them.

Without indicating the subject, he said the notices were received on four different subjects, but none of them adhered to the prescribed rules and so were not admitted.

He called for taking up the listed Zero Hour, where MPs raise issues of urgent public importance, but sloganeering drowned his attempts.

He also objected to some MPs wearing badges.

With the opposition MPs continuing to shout slogans, disrupting proceedings, the Deputy Chairman adjourned the House till 2 pm.

​Kupwara, Aug 19: The District Administration of Kupwara has issued a comprehensive advisory and placed all line departments on high alert in anticipation of heavy to very heavy rainfall as forecast by the IMD.

​In a public advisory issued by Deputy Commissioner Shrikant Balasaheb Suse, residents have been urged to take necessary precautions.

The advisory cautions against unnecessary travel, especially in hilly and landslide-prone areas, and strictly prohibits venturing close to water bodies, including rivers, streams, and irrigation canals, due to the risk of rising water levels.

Fishermen and construction workers operating near water bodies have been explicitly barred from work until the weather improves.

​The administration has also directed all line departments to be prepared for any eventuality.

The PWD/R&B Department has been instructed to keep men and machinery on standby for road clearance, while the I&FC Department is tasked with monitoring water levels and inspecting embankments.

PHE and KPDCL departments are directed to ensure uninterrupted water and power supply. Health, Police, SDRF, and Fire & Emergency Services have been told to maintain readiness for rescue, relief, and medical emergencies.

​The advisory also provides emergency contact numbers for the public to report any incidents, including landslides or flash floods. The District Administration has reiterated that all resources are on standby to deal with any situation and has sought the public’s cooperation for community safety.

China assures India to address its concerns over rare earths, fertilisers

New Delhi, Aug 19: In a sign of further thawing of economic ties, China has assured India to address its major trade concerns, especially around the import of rare earths and fertilisers.

Chinese Foreign Minister Wang Yi has told External Affairs Minister (EAM) Dr S Jaishankar that Beijing is addressing India’s three key concerns — rare earths, fertilisers and tunnel boring machines, according to government sources.

China has imposed restrictions on the exports of rare earth magnets in retaliation against the US tariff hikes and is using the commodity as a bargaining chip in the trade war. This has also had an impact on other countries that are dependent on Chinese imports.

Rare earth magnets are used in a variety of high-tech applications, ranging from electronic goods and electric vehicles to large-scale industrial equipment.

Chinese Foreign Minister Wang Yi arrived in New Delhi on Monday for a two-day official visit during which he will hold a fresh round of Special Representatives (SR) dialogue on the boundary question with National Security Advisor (NSA) Ajit Doval and also call on Prime Minister Narendra Modi.

China’s Foreign Ministry asserted that Wang Yi’s India visit will help in both countries working together to implement the consensus reached between Chinese President Xi Jinping and Prime Minister Narendra Modi last year.

During his opening remarks, EAM Jaishankar said as neighbouring nations and major economies in the world, there are various facets and dimensions of the India-China ties.

“It is also essential in this context that restrictive trade measures and roadblocks are avoided”, he added.

“When the world’s two largest nations meet, it is natural that the international situation will be discussed. We seek a fair, balanced and multi-polar world order, including a multi-polar Asia. Reformed multilateralism is also the call of the day. In the current environment, there is clearly the imperative of maintaining and enhancing stability in the global economy as well. The fight against terrorism in all its forms and manifestations is another major priority. I look forward to our exchange of views,” EAM Jaishankar noted.

The meetings could see both sides deliberate on a range of key issues, including the border situation, trade and resumption of flight services.
