Search intensifies for survivors in cloudburst-hit village in J-K's Kishtwar

Kishtwar, Aug 15: Despite rains, the rescue and relief operations resumed early Friday after a night-long pause to look for survivors feared trapped under rubble and mud in the cloudburst-hit village in Kishtwar district of Jammu and Kashmir, officials said.

Several earth-movers requisitioned by the district administration have joined the operation to move giant boulders, uprooted trees, and electricity poles to speed up the rescue and relief operation, the officials said.

Disaster struck Chositi, the last motorable village on the way to Machail Mata temple, around 12.25 pm on Thursday, leaving 46 people, including two CISF personnel, dead.

A large number of people had gathered there for the annual Machail Mata yatra that began on July 25 and was scheduled to end on September 5. The 8.5 km trek to the 9,500-feet shrine begins from Chositi, which is about 90 km from Kishtwar town. The yatra remained suspended for the second day on Friday.

So far, 167 people have been rescued in injured condition, while 69 are reported missing by their relatives. Many more are believed to be trapped following the deluge, which flattened a makeshift market, a langar (community kitchen) site for the yatra, and a security outpost.

At least 16 residential houses and government buildings, three temples, four water mills, and a 30-metre span bridge, besides over a dozen vehicles, were damaged in the flash floods in Chositi and downstream, the officials said.

The rescue and relief operation was suspended late Thursday night and was started with the first light of the day, despite the rains, with rescuers comprising police, army, NDRF, SDRF personnel, and local volunteers sifting through the rubble to find survivors.

Videos showed torrents of muddy water, silt, and rubble tearing through the steep slopes, destroying everything in the way. Houses folded over like a pack of cards, rocks came tumbling down, blocking roads and rescue paths, the mudslide turning the verdant landscape to a grim brown-grey.

Deputy Commissioner Pankaj Kumar Sharma, along with Senior Superintendent of Police, Kishtwar, Naresh Singh, are camping in the area to oversee the multi-agency operation on the ground.

The death toll went up steadily on Thursday as the day progressed, and there were fears it could rise further.

The fragile Himalayan slopes faced disaster just nine days after flash floods wreaked havoc in Dharali village of Uttarakhand’s Uttarkashi district. Though only one person is confirmed dead, 68 people are still reported missing.

Ramban, Aug 14: Authorities in Kishtwar district will scale back Independence Day celebrations this year, limiting them to flag hoisting and official addresses, after a deadly cloudburst left at least 50 dead along the Machail Mata Yatra route, officials said Thursday.

Deputy Commissioner (DC) Kishtwar, Pawan Kotwal, issuing a circular, said that due to an unfortunate incident, it had been decided by the district administration that during Independence Day celebrations, no cultural events, ‘At Home’ tea party would take place.

The ceremony would remain limited to national flag hoisting, singing of the national anthem, a march past by security personnel’s contingents, and a speech by a VIP only.

The same would be followed at the sub-division and tehsil levels across the Kishtwar district.

New Delhi, Aug 14: Prime Minister Narendra Modi on Thursday expressed his thoughts and prayers for all those affected by the cloudburst in the Kishtwar district of the Chenab Valley and assured that every possible assistance will be provided to those in need. The disaster struck Chositi, the last motorable village enroute to the Machail Mata temple, between 12 noon and 1 pm, when a large number of people had gathered for the annual Machail Mata yatra.

The 8.5 km trek to the shrine, 9500 feet above sea level, begins from Chositi.

In a post on microblogging site ‘X’, PM Modi said, “My thoughts and prayers are with all those affected by the cloudburst and flooding in Kishtwar, Jammu and Kashmir. The situation is being monitored closely. Rescue and relief operations are underway. Every possible assistance will be provided to those in need.”

Jammu, Aug 14: Leader of Opposition (LoP) in J&K Legislative Assembly and BJP MLA from Padder-Nagseni Sunil Sharma, joined by his party colleague and MLA Kishtwar Shagun Parihar Thursday remained stationed on ground zero following the Chisoti disaster to oversee rescue operations.

Earlier, Union Minister of State in PMO Jitendra Singh, who represents the district in the Parliament, too, remained in touch with the administration.

He said, “I got a call from J&K LoP and local MLA Sunil Kumar Sharma about a massive cloudburst in the area which he represents. It also happens to be the route of the popular Machail Mata Yatra, which takes place there. The cloudburst is of massive scale, which could possibly lead to substantial casualties.”

“We immediately got in touch with the district authorities, who were also at a loss, as it had taken everyone by surprise. They have already started moving towards the site of the incident. Very soon we will know more details. Every possible assistance will be provided. The administration will make arrangements for heli-rescue for medical treatment,” he said.

Meanwhile, the Army swiftly mobilised its troops in the aftermath of a devastating cloud burst at Chisoti village of Kishtwar district for rescue and relief operations in perfect synergy with the Police, SDRF, and other civil agencies.

As per its official statistics, presently over five columns of 60 personnel each and medical detachments of White Knight (16) Corps were on the ground engaged in saving lives and providing reprieve to those in need.

“In the aftermath of a cloud burst at Chisoti village, Kishtwar, troops of White Knight Corps swiftly mobilised for rescue and relief ops. Efforts are centred on safeguarding lives and aiding survivors. Search for the missing continues. Relief stores, medical teams, and rescue gear rushed to the site,” White Knight Corps posted with a tagline, “We serve, we protect.”

Giving further update on relief operations, it posted, “Relief operations continue in full swing. Over 5 columns of 60 personnel each and medical detachments of White Knight Corps are on the ground, working tirelessly in consonance with JKP, SDRF, and other civilian agencies to save lives and assist those in need. Search for missing underway with medical aid and support reaching affected families. Relief operations continue.”

Director General of Police Nalin Prabhat too had reached the spot to supervise relief and rescue operations.

Villagers, sharing spine-chilling details, at the site described the situation as appalling.

According to them, pilgrims had taken shelter in the tents pitched for the community kitchen and adjoining areas to escape rain.

“As flash floods hit the Langar site. Outside the community kitchen, the people jumped onto vehicles to save themselves. However, those vehicles also perished in the flash flood,” they said.

SC reserves order on pleas against stray dog round-up in Delhi NCR

Supreme Court seeks Centre’s reply on regulation of OTT, social media content

New Delhi, Aug 14: The Supreme Court on Thursday reserved its order on petitions challenging its August 11 directive to round up all stray dogs in the Delhi NCR region, Bar & Bench reported. The Bench of Justices Vikram Nath, Sandeep Mehta and NV Anjaria declined to stay the earlier order, which instructed municipal bodies to collect stray dogs, prioritise vulnerable localities, and establish shelters with an initial capacity of at least 5,000 animals within eight weeks.

Solicitor General Tushar Mehta, representing the Centre, told the court that the issue pitted a “vocal minority” of animal lovers against a “silent majority” of citizens suffering from the stray dog menace. Citing World Health Organization data, he said India records about 305 rabies deaths annually, mostly among children under 15. While insisting dogs need not be killed, he argued they must be separated from public spaces to protect children and vulnerable groups.

Senior Advocate Kapil Sibal, appearing for NGO Project Kindness, urged a stay on the August 11 order, questioning the feasibility of the directions when adequate shelters and sterilisation facilities do not exist. He alleged mismanagement of funds earmarked for sterilisation and warned that without proper infrastructure, dogs could be harmed or culled.

Other senior advocates, including Sidharth Luthra, Abhishek Manu Singhvi, Siddhartha Dave, Aman Lekhi and Colin Gonsalves, also opposed the order, arguing that it presupposed the availability of infrastructure which is currently “less than fractional” of what is required. Singhvi noted parliamentary records showing zero rabies deaths in Delhi, saying the court’s directions risked creating “a horror situation” without solving the problem. An advocate supporting the order countered that the stray dog population posed a serious public health risk, citing medical reports of victims and noting there is one stray dog for every 24 people in the region.

Justice Nath remarked that while Parliament frames rules, their implementation remains poor, and both sides must take responsibility. The court directed all intervenors to file affidavits with supporting evidence before concluding the hearing and reserving its order on interim relief.

The August 11 directive, passed suo motu by a Bench of Justices JB Pardiwala and R Mahadevan, cited over 25,000 dog bite cases in Delhi in 2024 and more than 3,000 in January 2025 alone. It banned the re-release of stray dogs after sterilisation, mandated CCTV-equipped shelters, and required rapid response to dog bite complaints. The order sparked strong protests from animal rights activists and prompted concerns about conflicting Supreme Court directions on the matter, leading Chief Justice BR Gavai to reassign the case to the current Bench.

Shopian, Aug 14: In a major success against online scams, Shopian Police have recovered Rs 20 lakh defrauded from citizens during the current year and returned the amount to the rightful owners after legal formalities.

The district police received over 250 cyber fraud complaints in 2025.

“Acting on directions of SSP Shopian Anayat Ali Chowdhary and under the supervision of ASP Rameez Rashid Bhat, the Cyber Cell swiftly investigated, froze fraudulent transactions, and ensured timely recovery”, a police spokesperson said in a statement.

Earlier, while briefing the dignitaries about the Khelo India Water Sports Festival, Commissioner Secretary of Social Welfare and Youth Services and Sports Sarmad Hafeez said the different stakeholders, like the hoteliers, shikarawalas, travel agents and various departments, had been roped in to make the event a success.

Sarmad Hafeez said that the festival would showcase the diverse culture of Jammu and Kashmir, including Kashmiri, Gujjar and Bakerwal, Dard Shina and Dogri. He said that the registrations for the event were being done by the Sports Authority of India (SAI), while Doordarshan would provide live coverage.

NIA launches probe into killing of Pahalgam attack mastermind in Srinagar encounter

Srinagar Aug 14: The National Investigation Agency (NIA) searched two locations in Srinagar & Handwara districts of J&K in a terror funding case relating to “The Resistance Front” (TRF) – a proxy outfit of Lashkar-e-Taiba (LeT).

Two persons were earlier arrested in the case by the Police. The searches, conducted at the houses of arrested persons, led to the seizure of crucial documents related to the case, which NIA took over from the state police in May 2025.

During the investigation, NIA had uncovered a foreign trail of funds, which is being probed extensively. Investigations have further revealed that local youth were being instigated into anti-national activities and were being funded by the terror outfits.

The counter-terror agency is continuing with its investigation
