Two hybrid terrorists held with arms in Sopore: Police

Srinagar, Nov 13: Jammu and Kashmir Police on Thursday said to have arrested two hybrid terrorists and recovering of arms and ammunition in Sopore area of North Kashmir’s Baramulla district.

In a statement issued here to news agency Kashmir News Corner — KNC reads that, J&K Police in Sopore along with 22 RR and 179BN CRPF, arrested two hybrid terrorists during a joint naka operation at Sadeeq Colony, Mominabad Sopore. The naka was established following specific input regarding movement of suspicious individuals in the area.

Statement further reads that, during checking, two persons coming from Fruit Mandi Sopore towards Ahad Baba Crossing attempted to flee on noticing the presence of police and security forces. The joint team acted promptly and apprehended both individuals on the spot.

The arrested persons have been identified as Shabir Ahmad Najar, son of Mohammad Akbar Najar, resident of Mohalla Tawheed Colony Maazbugh; and Shabir Ahmad Mir, son of Mohammad Sultan Mir, resident of Brath Sopore. Incriminating materials, arms & ammunition including 01 pistol, 01 magazine, 20 live rounds and 02 hand grenades were recovered from their possession. The recoveries indicate their involvement in terror-related activities in the area, it reads.

In this regard, a case FIR No. 253/2025 under relevant sections of law has been registered at Police Station Sopore, and investigation has been set into motion.

PM Modi lauds reduction in tuberculosis incidence in India

New Delhi, Nov 13: Prime Minister Narendra Modi on Thursday lauded the reduction in the incidence of tuberculosis in India since 2015, which was twice the global rate of decline and credited it to the expansion of treatment coverage.

India’s TB incidence, which refers to new cases emerging each year, reduced by 21 per cent, from 237 per lakh population in 2015 to 187 per lakh population in 2024, according to the World Health Organisation’s Global TB Report 2025.

The reduction is almost double the pace of the decline observed globally at 12 per cent, the Health Ministry said.

“India’s fight against TB is achieving remarkable momentum. The latest WHO Global tuberculosis report 2025 highlights that India has recorded a commendable reduction in TB incidence since 2015 and it is nearly twice the global rate of decline,” Modi said in a post on X.

The Prime Minister said the decline in incidence of TB in India was one of the sharpest drops seen anywhere in the world.

“Equally heartening is the expansion of treatment coverage, the fall in ‘missing cases’ and the sustained rise in treatment success. I compliment all those who have worked towards achieving this success. We remain committed to ensuring a healthy and fit India,” Modi said.

SKIMS clarifies over infant’s death

Srinagar, Nov 13: The Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Soura, on Thursday issued a clarification regarding a social media post alleging gross negligence by medical staff in the treatment of an infant last month. The hospital stated that a committee has been constituted to examine the circumstances leading to the infant’s death, and the doctor involved has been attached pending inquiry.

“This is in reference to the Facebook post circulating about the unfortunate death of a child. Following a complaint received from the parents on October 18, 2025, the SKIMS administration constituted a committee to examine the matter in detail,” the Medical Superintendent of SKIMS said in a statement.

“The Head of the concerned Department has already attached the involved doctors with the Convenor of the Committee on the very same day the committee was constituted, as an interim measure,” he added.

The committee, according to the statement, is in the final stages of its inquiry and is awaiting the parents’ version to ensure a fair, transparent, and comprehensive investigation.

The SKIMS administration assured that justice will be delivered and that strict action will be taken if anyone is found guilty. “There is zero tolerance for any casual or negligent approach by doctors, nursing staff, or paramedical personnel while dealing with patients,” the Medical Superintendent emphasized.

A heart-wrenching incident came to light from SKIMS Soura, where the parents of an infant, identified as Ahmed Nayeem, alleged gross medical negligence leading to their child’s death on October 18. The incident, detailed by the mother in a social media post, has triggered outrage and calls for an independent investigation.

According to the post, the baby was initially taken to Noora Hospital on October 17, where the attending paediatrician allegedly failed to conduct a physical examination or check basic vitals, despite being informed of the child’s dehydration symptoms. The mother claimed that the doctor prescribed medication without thoroughly examining the baby.

Later that night, the child’s condition worsened, prompting the family to rush him to the Emergency Room (ER) at SKIMS Soura. There, the parents alleged that the medical staff, including the on-duty doctor and nurse, were unresponsive and inattentive. The mother stated that her son was pricked multiple times for blood samples, while the staff attributed the difficulty to “cold veins.”

She further alleged that the baby’s oxygen saturation had dropped to 64, but the attending doctor dismissed it as a machine malfunction. Despite repeated pleas from the parents, the doctor allegedly failed to act until the infant’s condition deteriorated severely. The child was later shifted to the Neonatal Intensive Care Unit (NICU), where he was declared dead around 10:15 a.m.

The bereaved parents have accused the medical staff of negligence and indifference, claiming that no one has contacted them or taken disciplinary action despite their repeated appeals for justice. (With inputs from KNT)

New Delhi, Nov 13: Gold prices surged Rs 3,000 to Rs 1,30,900 per 10 grams in the national capital on Thursday tracking firm global cues and weak dollar, according to the All India Sarafa Association.

Traders said the end of US government’s shutdown also supported the appeal of the safe-haven asset.

The precious metal of 99.5 per cent purity extended its gains for the third straight day, jumping Rs 3,000 to Rs 1,30,300 per 10 grams (inclusive of all taxes) from Wednesday’s closing of Rs 1,27,300 per 10 grams.

In the local bullion market, gold of 99.9 per cent purity had closed at Rs 1,27,900 per 10 grams in the previous market session.

Silver prices skyrocketed Rs 7,700 to Rs 1,69,000 per kilogram (inclusive of all taxes) on Thursday. The white metal had settled at Rs 1,61,300 per kg, up Rs 5,540 on Wednesday.

Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, was trading 0.20 per cent lower at 99.30, after the Trump administration passed the bill to end a 43-day record government shutdown, lending support to the bullion prices.

In the international markets, spot gold rose USD 41.19, or 0.98 per cent, to USD 4,236.84 an ounce.

“Bullion extended its gains on Thursday, supported by a soft US dollar and growing expectations for more rate cuts following weaker macroeconomic data from the world’s largest economy.

“Additionally, the Federal Reserve is likely to inject more money into the system to address a partial liquidity drain caused by the shutdown, which also impacted positively precious metals,” Saumil Gandhi, Senior Analyst — Commodities at HDFC Securities, said.

Spot silver was trading 1.13 per cent higher at USD 53.86 per ounce in overseas trade.

“Silver has rebounded strongly this week, gaining more than 10 per cent so far. This surge is driven by several bullish factors, including expectations for rate cuts, supply concerns, robust industrial and investment demand, and strong technical momentum,” Gandhi added.

The US Department of the Interior added silver to its “critical minerals” list, and highlighted its importance to the economy and national security.

“The market is now awaiting a flurry of official data after the US government ends the longest shutdown in its history. The official data eliminates the market’s dependence on private data, offering clarity about the US economy’s health and dispelling uncertainty about future rate decisions,” he said.

Sandip Raichura, CEO, Retail Broking & Distribution and Director at PL Capital, said global tensions have reduced and there could be more headwinds as US deals with India and other major nations that can cap bullion prices.

Srinagar, Nov 13: In order to provide direct marketing linkage, as many as 35 artisans and weavers from Kashmir are participating in the 44th edition of the prestigious India International Trade Fair (IITF) 2025, scheduled from November 14 to 27 at Bharat Mandapam, New Delhi.

Organised by the India Trade Promotion Organisation (ITPO), IITF is country’s biggest and most celebrated trade-cum-consumer fair, attracting lakhs of visitors annually.

In a press statement issued here today, a spokesman of the Handicrafts and Handlooms Department, Kashmir, stated that on the requisition of Jammu & Kashmir Trade Promotion Organization, a list of 35 artisans and weavers from Kashmir Division, after draw of lots, was forwarded for participation in the Trade Fair which includes 05 each from Srinagar and Budgam, 03 each from Baramulla, Ganderbal, Anantnag & Bandipora, 02 each from Kupwara, Shopian, Pulwama & Kulgam, and 05 from within the registered Cooperative Societies.

The spokesman further stated that IITF at New Delhi will provide globally-acclaimed Kashmir artisans a direct marketing opportunity for displaying and selling their wide range of exquisite handmade products to domestic and international buyers which include Pashmina and Kani Shawls, Sozni & Crewel embroidery, Hand-knotted Silk Carpets, Walnut Wood Carving and Papier Mache items.

“This is a golden opportunity for our artisans to connect directly with the buyers. IITF 2025 will not only elevate Kashmir’s GI-tagged handicrafts on a global platform but also empower our craftsmen economically by ensuring they retain the full value of their labour,” the spokesman added.

Ahmedabad, Nov 13: Union Home Minister Amit Shah on Thursday said the punishment for those behind the blast in Delhi will send a message to the world that no one should ever dare to even think of such an attack again.

Shah was speaking, through video link, at the inauguration of Shri Motibhai R Chaudhary Sagar Sainik School and Sagar Organic Plant at Boriyavi village in Gujarat’s Mehsana district.

“All those who committed this cowardly act and those behind it will be brought before the law and given the strictest possible punishment. The Government of India and Ministry of Home Affairs are fully committed to ensuring this,” he was quoted as saying in an official release.

He also expressed deep condolences for the families of the victims of the blast, it said.

“Prime Minister Narendra Modi’s resolve to ensure strict punishment for all those responsible for this terrorist act will definitely be fulfilled,” Shah said, as per the Press Information Bureau release.

“Punishment given to the perpetrators of the Delhi terror attack will send a message to the world that no one should ever dare to even think of such an attack in our country,” he added.

Under Modi’s leadership, the entire world has recognized India’s fight against terrorism over the past 11 years, and the prime minister is at the forefront of leading this fight globally, he said.

New Delhi, Nov 13: Authorities on Thursday received a bomb threat message for Air India’s flight from Toronto to Delhi, and the flight landed safely in the national capital, according to sources.

In the morning, Delhi Police received a message claiming a bomb threat for the flight AI188. Subsequently, the Bomb Threat Assessment Committee (BTAC) was constituted at the Delhi airport and it was assessed that the threat was ‘non-specific”, the sources told PTI.

When contacted, an Air India spokesperson said a security alert was communicated regarding the flight AI188 during its cruise from Toronto to Delhi on Thursday.

“On board crew carried out all the laid down security drills keeping passenger safety & security as top priority. The flight has landed safely at Delhi and has been parked for the mandatory security checks by the security as per the protocol,” the spokesperson said in a statement.

The spokesperson also said that all passengers and crew have disembarked safely.

The flight landed at the Delhi airport at around 3.40 pm.

The duration of the Toronto-Delhi flight, operated with a Boeing 777 aircraft, was little over 15 hours, as per information available on flight tracking website Flightradar24.com.

Enhanced security measures, including compulsory secondary ladder point checking for all flights, are in place at all airports in the wake of the blast in the national capital.

At least 13 people were killed and several others injured after a high-intensity blast ripped through a slow-moving car near Gate Number 1 of the Red Fort Metro station in the national capital on November 10.

Cabinet approves rationalisation of royalty to boost output of critical minerals

New Delhi, Nov 12: The government on Wednesday approved rationalisation of royalty rates of graphite, caesium, rubidium, and zirconium with an aim to boost domestic production and reduce import dependence.

The decision was taken by the Cabinet under the Chairmanship of Prime Minister Narendra Modi.

The decision will promote the auction of mineral blocks containing caesium, rubidium and zirconium, thereby not only unlocking these minerals but also associated critical minerals found with them such as lithium, tungsten, rare-earth elements (REE) and niobium.

Moreover, it would also strengthen the country’s energy security and supply chain security.

I&B Minister Ashwini Vaishnaw said after the Cabinet meeting that there was a need to change the royalty structure of few critical minerals as a very high royalty was imposed on them.

The cabinet, he said, decided to reduce the royalty of caesium, graphite, rubidium and zirconium so that their production can be increased.

These elements have high usage in the country, specially in the electric vehicle, electronic manufacturing and strategic sectors, he explained.

Fixing of royalty rates of graphite on ad valorem basis will proportionately reflect the change in prices of the mineral across grades.

Increase in indigenous production of these minerals would lead to reduction in imports and supply chain vulnerabilities and also generate employment opportunities in the country, an official statement said.

These four are important minerals for high-tech applications and energy transition. Graphite and zirconium are also among the 24 critical and strategic minerals listed in the Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act).

Graphite is a crucial component in electric vehicle (EV) batteries, primarily serving as the anode material, which enables high conductivity and charge capacity.

However, India imports 60 per cent of its graphite requirement. At present, nine graphite mines are working in the country and further 27 blocks have been auctioned. Further, GSI and MECL have handed over 20 graphite blocks that will be auctioned and around 26 blocks are under exploration.

Zirconium is a versatile metal used in various industries, including nuclear energy, aerospace, healthcare and manufacturing, due to exceptional corrosion resistance and high temperature stability.

Caesium is mainly used in high-tech electronic sector, particularly in atomic clocks, GPS systems, other high precision instruments, medical instruments, including in cancer therapy.

Rubidium is used in making specialty glasses used in fibre optics, telecommunication systems, night vision devices, etc.

Recently, the Centre came out with a notice inviting tender for the sixth round of critical mineral block auction. This also contains five blocks of graphite, two blocks of rubidium and one block each of caesium and zirconium .

“Today’s approval of the Union Cabinet on rate of royalty will help the bidders to rationally submit their financial bids in auction,” it said.

Jammu, Nov 13: Lieutenant Governor Manoj Sinha on Thursday said that terrorism is the enemy of development and security forces are doing their job to eliminate it and will continue to do so, but society also has a responsibility to standup against this menace.

Addressing a special convocation at Jammu university, LG Sinha said that a collective effort is needed to fight terrorism.

He also paid tribute to those who lost their lives in the Delhi blast on Monday and expressed condolences with families of victims.

“The terrorism is the enemy of development. The people of Jammu and Kashmir have long bore the brunt of terrorism, and the youth here are dreaming high. Their wings allow them to reach where the youth of the country and the world have reached,” he said.

The LG said that society also has a responsibility to stand up and those who do not rise are left behind. “Whatever narrative is created to support terrorism, it is the need of the hour to expose such people,” he said. —(KNO)

Kulgam, Nov 13: The NIA/UAPA Court for Kulgam and Shopian on Thursday convicted one Towseef Ahmed Thokar, son of Mohammad Yousaf Thokar, resident of Khawajapora Reban, Zainapora, for his involvement in the 2021 Imam Sahab terror case. The case pertains to FIR No. 25/2021 registered at Police Station Imam Sahab.

As per news agency Kashmir News Corner — KNC, the court found the accused guilty under Sections 16, 18, and 20 of the Unlawful Activities (Prevention) Act (UAPA), Section 307 of the Indian Penal Code, and Section 7/27 of the Arms Act. The matter has been adjourned for sentencing on November 17, 2025.

According to case details, the FIR was registered in connection with an encounter between security forces and terrorists on May 5, 2021, during which three militants — Danish Ahmed Mir, Zahid Bashir, and Umar Hassan Bhat — were killed, while the accused Towseef Ahmed Thokar was apprehended alive from the encounter site along with arms and ammunition.

In an elaborate judgment, Special Judge Parvaiz Iqbal observed that with the growing incidents of terrorism, courts must adopt a stringent approach given the gravity of such acts that threaten national security, rule of law, and the fabric of civil society. At the same time, the court emphasized the importance of upholding constitutional safeguards and ensuring fair trials.

The court also appreciated the role of the Investigating Officer and the Prosecution for conducting the investigation sincerely and presenting evidence professionally before the court, which strengthened the prosecution’s case.

“The investigation has been carried out in a professional manner, and the prosecution has systematically produced the evidence that led the court to believe in the truthfulness of the prosecution’s story,” the judgment reads.

Concluding the judgment, the court stated that the prosecution successfully proved all the charges against the accused through cogent and reliable evidence, establishing his guilt beyond doubt. (KNC)
