Srinagar, Oct 24: Chief Minister Omar Abdullah held last-minute discussions for Friday’s Rajya Sabha polls with his party leaders, the strategy mostly focussing on securing the all-important votes from independent MLAs. To keep them going, they had a regular supply of ‘pakoras’ and ‘chai’, he said.

National Conference (NC) and alliance members visited the chief minister’s office in the assembly complex here as NC leaders worked out the arithmetic for the polls in four Upper House seats in Jammu and Kashmir, voting for which is ongoing.

Amid all the serious strategising and deliberations, the chief minister put out pictures of his office on social media platform X.

“Behind the scenes in my office in the assembly complex while we work out the arithmetic and strategy of the Rajya Sabha polls,” Abdullah said on his personal handle on X.

“Sustenance comes from a regular supply of paneer and onion pakodas and canteen chai,” he added.

Voting was underway on Friday for the four Rajya Sabha seats in Jammu and Kashmir.

This is the first Rajya Sabha election from Jammu and Kashmir since the abrogation of Article 370 and downgrading and bifurcation of the erstwhile state of J-K into two Union territories on August 5, 2019.

The Rajys Sabha elections in J-K are divided into three notifications. The Election Commission of India had issued three notifications for the four Rajya Sabha seats in J-K, holding elections separately on two seats while the polls for the other two seats are being held under a common notification.

Chowdhury Mohammed Ramzan of the NC is in a direct contest with Ali Mohammed Mir of the BJP in one of the seats.

For the second seat, NC’s Sajjad Kitchloo is fighting against Rakesh Mahajan of the BJP.

For the third notification, the NC has fielded party treasurer G S Oberoi, also known as Shammi Oberoi, and its young state spokesperson Imran Nabi Dar against BJP’s Sat Sharma.

The NC and PDP issued three-line whips to their respective MLAs on Thursday to ensure their presence for casting votes in favour of the ruling party candidates.

The PDP as well as the Congress have announced their support to the ruling NC.

Going by numbers, the 41-member strong NC, which has the backing of the six Congress, three PDP and one CPM MLAs, and six Independents, is likely to sail through in three seats.

The contest for the final seat is razor-thin.

The assembly has a strength of 88 MLAs out of which the NC-led ruling coalition plus PDP members give them a combined strength of 57.

The BJP, with 28 assembly members, strategically named its Jammu and Kashmir unit chief Sat Sharma in the third notification.

Ganderbal, Oct 24: In a major anti-narcotics operation, Ganderbal Police today launched a massive crackdown on drug peddlers across the district. Acting on credible intelligence inputs and after obtaining proper court orders, simultaneous house searches are underway at 12 different locations, officials said on Friday.

In a statement, a police spokesperson said that the operation is being personally supervised by SSP Ganderbal, Shri Khaleel Poswal (IPS), who has directed all police units to adopt a zero-tolerance policy towards drug trafficking. Under his leadership, multiple teams have fanned out across various areas to identify and nab those involved in the illegal trade.

According to police sources, the raids are aimed at dismantling the local supply chains and ensuring that Ganderbal remains free from the scourge of drugs. SSP Poswal reaffirmed the department’s commitment to safeguard the youth from addiction and to bring every offender to justice.

Police have urged the general public to cooperate by sharing information about any suspicious activities related to drugs in their localities. The operation is still in progress, and more details are expected as searches continue.

50 MLAs cast votes in J&K Rajya Sabha elections

Srinagar, Oct 24: As many as 50 MLAs have cast their votes in the Rajya Sabha elections so far.

Officials told that 50 MLAs had voted in the RS elections by 10:30 AM. Of them, 20 are from the BJP, 28 from the National Conference, and one each from the PDP and Congress.

Chief Minister Omar Abdullah was the first MLA to cast his vote.

The voting commenced at 9: 00 AM with MLAs arriving at the Legislative Assembly complex to cast their votes at three polling booths set up inside the premises.

Voting will continue until 4:00 PM, and counting is scheduled to begin at 5:00 PM.

While NC will comfortably win three seats, all eyes are on the outcome of the fourth seat where NC and BJP have 28 votes each.

Unless there is cross voting by MLAs from political parties or independents, chances of BJP winning the seat are virtually impossible—(KNO)

Court dismisses petition challenging BOPEE’s admission process under defence quota reservation

Srinagar, Oct 24: The High Court of Jammu and Kashmir and Ladakh has clarified that the three percent reservation extended to Children of Defence Personnel (CDP) under the J&K Reservation Rules, 2005, is an overall horizontal reservation, not a compartmentalized one. The clarification came while dismissing a petition filed by a candidate seeking admission under the CDP quota in NEET-UG 2025.

Justice Sanjay Dhar observed that horizontal reservation cuts across vertical categories, meaning candidates selected under CDP quota must be adjusted within their respective categories such as Open Merit, Scheduled Caste, or Scheduled Tribe. The Court said, “A person selected against CDP quota will have to be placed in the appropriate category.”

The petitioner, Ravneet Kour, belonging to the Scheduled Tribe-2 category, had alleged that the Board of Professional Entrance Examination (BOPEE) ignored her candidature despite her higher priority under the CDP quota. BOPEE countered that the 3% quota for female CDP candidates was already exhausted as 21 MBBS and 3 BDS seats had been filled on merit, exceeding the prescribed 14-seat limit.

The Court held that the petitioner failed to specify any lower-priority candidates who were wrongly selected and found no illegality in BOPEE’s admission process. Justice Dhar concluded that the CDP quota was fully satisfied and that merit-based selection could not be disturbed.

Notably, Vertical Reservation applies to broad social categories such as Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC). Seats under vertical reservation are fixed within these categories based on population proportion. Horizontal Reservation cuts across all vertical categories. It applies to specific groups like Children of Defence Personnel (CDP), physically challenged persons, or women. [KNT]

New Delhi, Oct 24: The man at the centre of it, Chen Zhi, just 37, is accused by the US Department of Justice of masterminding a global cyber-fraud network that stole $14 billion in cryptocurrency. He has been charged with running “scam compounds” in Cambodia that trapped and tortured trafficked workers (God knows how many Indians) while defrauding victims across continents. The US Treasury calls it the largest cryptocurrency seizure in history, $14 billion in Bitcoin linked to Chen’s empire.

Head, who investigated Chen’s rise in a detailed BBC feature, described him as “the mysterious owner of a scam empire built on human suffering.” Behind that empire was a man who looked more like a student than a tycoon, a baby-faced figure with a wispy goatee and a quiet voice. Yet, in less than a decade, Chen Zhi rose from obscurity in China’s Fujian province to become one of the most powerful businessmen in Cambodia, with citizenships and assets spread across Asia, Europe, and the Pacific.

From Fujian to Phnom Penh

Chen’s story begins in the coastal province of Fujian, where he ran a small online gaming firm that barely made headlines. Around 2011, he left China for Cambodia, a country undergoing a real estate boom fuelled by Chinese capital and the Belt and Road Initiative. By 2014, Chen had become a Cambodian citizen, paying at least $250,000 for the privilege. The new passport opened the floodgates. Within a year, he founded the Prince Group, a conglomerate that would soon dominate the Cambodian skyline. His luxury developments transformed Phnom Penh and Sihanoukville into glittering cities of glass and steel.

Casinos, hotels, apartment blocks, and shopping malls rose overnight. In 2018, he launched Prince Bank, acquired a Cypriot passport (for $2.5 million), and later secured Vanuatu citizenship. His holdings stretched from Southeast Asia to London, New York, and Singapore. He even launched Cambodia’s third airline and began plans for a $16 billion “eco-city” called Bay of Lights on the southern coast.

Local media hailed him as a “philanthropist,” a man who funded scholarships and Covid-19 relief. In 2020, Cambodia’s king awarded him the title Neak Oknha, the nation’s highest civilian honour. Few asked how a 30-something outsider had achieved all this so fast.
Behind the Curtain

According to the BBC investigation, the answer lies in an empire built on fraud and fear. The US and UK governments allege that Chen’s conglomerate, the Prince Group, served as a facade for a sprawling network of online scam compounds operating across Cambodia, Thailand, and Vietnam. Thousands of trafficked workers, from China, Malaysia, and other Asian countries were forced to work inside heavily guarded buildings like Golden Fortune Science and Technology Park, a compound built by Chen’s group near the Vietnamese border.

Witnesses interviewed by BBC and Radio Free Asia described beatings, torture, and enslavement of workers who refused to participate in the scams. Victims were coerced into luring targets into fake crypto and investment schemes, generating billions in illicit profits. The US Treasury described Chen’s syndicate as profiting from “a litany of transnational crimes”, sextortion, money laundering, illegal gambling, and “industrial-scale trafficking and torture.”

Yet, Chen kept expanding. Even after Cambodia banned online gambling in 2019 under pressure from China, he continued buying property and launching ventures. According to UK authorities, Chen purchased a £12 million mansion in north London and a £95 million office block in the City. The US says he and his associates bought Picasso paintings, superyachts, and private jets, all with stolen money aasa reported by BBC.

The illusion began to crumble in 2019 when Cambodia’s property bubble burst. Online gambling was outlawed, and half a million Chinese investors fled Sihanoukville. Yet, Chen’s companies stayed afloat, even thriving — raising more suspicion. By 2020, investigators in China, the US, and the UK were tracking his network. The US and UK have now sanctioned 128 companies and 17 individuals linked to Chen’s empire across seven countries, freezing assets and cryptocurrency wallets.

The BBC feature notes how Chen’s operations expanded quietly across borders, aided by complacent bankers, lawyers, and real estate agents who never asked where his fortune came from. “What should make people uncomfortable,” journalist Jack Adamovic Davies, who spent three years investigating Chen, told the BBC, “is that he was able to acquire all these assets — in London, Singapore, New York — without anyone raising an alarm. It just didn’t add up.”
Vanished Without a Trace

Now, as his empire collapses, Chen Zhi himself has vanished. Since the US and UK sanctions were announced, not a single public appearance or statement has been made. His bank, Prince Bank, is facing anxious withdrawals; South Korea has frozen $64 million of deposits linked to his firms; Singapore and Thailand have launched investigations. The Cambodian government, once closely aligned with Chen, has offered only muted responses, urging foreign authorities to ensure their evidence is solid. But the silence is telling. The man who once stood beside Cambodia’s most powerful politicians has become a ghost — his whereabouts unknown, his empire in ruins, and his name now synonymous with one of the biggest cybercrime scandals in history.

As Southeast Asia Correspondent Jonathan Head wrote in the BBC’s report: “It is shocking that Chen Zhi’s empire could grow so vast, cross so many borders, and cause so much suffering, before anyone dared to stop it.” From Fujian’s dusty streets to Phnom Penh’s shimmering skyline, Chen Zhi’s story is a parable of unchecked greed in the digital age, a tale of ambition, corruption, and vanishing fortunes. And somewhere out there, the phantom tycoon is still free.

United Nations, Oct 24: The recently signed Gaza Peace Agreement is a “landmark” step towards stability in the Middle East, India has said, reiterating that a two-state solution remains “the only pragmatic path” to achieving durable peace between Israel and Palestine.

Speaking at the United Nations Security Council’s quarterly open debate on the situation in the Middle East on Thursday, India’s Permanent Representative to the UN, Ambassador Parvathaneni Harish, said, “It is India’s earnest desire to realise the vision of a stable and peaceful Middle East… deprivation and indignity cannot be part of daily life; civilians must not die due to conflict.”

India stands fully ready to contribute to this endeavour, he said.

Harish said New Delhi hoped the “positive diplomatic momentum” generated by the peace summit in Sharm el-Sheikh earlier this month would lead to “lasting peace in the region”.

Welcoming the signing of the “landmark” peace deal, the envoy lauded the US, “especially” President Donald Trump, for playing an instrumental role in forging the deal, and also commended Egypt and Qatar for their contributions.

Reiterating India’s longstanding position, Harish said, “The two-state solution is the only pragmatic path.”

“Now is the time for all parties to support ongoing peace efforts, rather than to derail them,” he said.

India has consistently advocated a sovereign, independent, viable State of Palestine, living side by side in peace and security with Israel, within secure and recognised borders.

“Dialogue and diplomacy, and the two-state solution, are the means to achieve peace. The landmark initiative of the United States has generated diplomatic momentum towards peace, and all parties must adhere to their obligations in this regard,” Harish said, adding that India is firmly opposed to any unilateral moves by parties concerned.

The ambassador recalled that since the October 7, 2023 conflict, India had consistently condemned terrorism, called for an end to civilian suffering, demanded the release of hostages, and stressed the need for unimpeded humanitarian aid to Gaza.

He said India viewed the new peace agreement as “an enabler and a catalyst” for these objectives.

“The short-term gains of the recent diplomatic outcomes must pave the way for medium to long-term political commitments and practical action on the ground towards the realisation of a two-state solution,” he said.

Underscoring India’s support for the Palestinian people’s right to self-determination, the envoy referred to last month’s UN high-level conference on implementing the two-state solution, saying it had “underlined the way forward”.

On the humanitarian front, Harish noted that India had extended over USD 170 million in total support to Palestine, including USD 40 million worth of ongoing projects and 135 metric tons of medicines and relief supplies in the past two years.

“Palestinian people cannot rebuild their lives without the support of the international community,” he said, calling for the creation of economic frameworks conducive to investment and employment.

“Peace and calm on the Palestinian front have implications for the wider region… Talks must continue and there must be abiding faith in the efficacy of dialogue and diplomacy,” Harish said.

Harish also touched upon broader regional issues, including Syria, Lebanon, and Yemen, underlining India’s continuing humanitarian and peacekeeping contributions.

On Syria, he reaffirmed India’s backing for a “Syrian-led, Syrian-owned political process” and paid tribute to Brigadier General Amitabh Jha, who was killed while serving as Acting Force Commander of the United Nations Disengagement Observer Force (UNDOF) in December 2024.

India is the third-largest troop contributor to UNDOF.

He also stressed the safety of UN peacekeepers in Lebanon, where India is the second-largest contributor to UNIFIL (United Nations Interim Force in Lebanon), and expressed hope that the Lebanese Armed Forces would soon take full control once the mission’s sunset clause takes effect in 2026.

Harish also called for an “immediate cessation of hostilities” in Yemen to allow humanitarian aid to reach civilians, saying such assistance “must be above politics”.

Srinagar, Oct 24: Amid National Conference’s claims of winning all four seats and the BJP’s confidence in securing the fourth seat, voting for the Rajya Sabha elections in Jammu & Kashmir began on Friday morning, with all eyes on the outcome of the fourth seat.

The voting commenced with MLAs arriving at the Legislative Assembly complex to cast their votes at three polling booths set up inside the premise.

While the National Conference is expected to easily win three seats, the contest for the fourth seat remains tight, as both the BJP and NC hold an equal number of votes. The BJP’s advantage on the fourth seat diminished after Congress, PDP, and independent MLA Shabir Kulley extended their support to the NC.

Based on current political equations, National Conference candidates have the backing of 57 MLAs, including 41 NC MLAs, six Congress MLAs, six independents, three PDP MLAs, and one CPI(M) MLA. The BJP has 28 MLAs. The choices of two MLAs—Mehraj Malik and Sheikh Khursheed—remain undisclosed. Malik, who is currently in detention under the Public Safety Act, cast his vote on Monday inside Kathua district jail.

The victory of National Conference candidates Choudhary Muhammad Ramzan and Sajjad Kichloo on the first two seats is certain, as each is expected to secure 57 votes against the BJP’s 28.

Unlike the first two seats, a combined election is being held for the third and fourth seats, where three candidates-Gurwinder Singh Oberoi, Imran Dar of the National Conference, and Sat Sharma of the BJP-are locked in a direct contest. The two candidates receiving the highest number of votes in this combined election will be declared winners.

For the third and fourth seats, MLAs of the ruling alliance are expected to split their votes between Gurwinder Singh Oberoi and Imran Dar, while all BJP MLAs will vote for Sat Sharma.

It is anticipated that the National Conference will allocate 29 votes to Oberoi and the remaining 28 to Imran Dar, with the BJP also holding an equal strength of 28 votes.

Unless there is cross-voting by MLAs within the voting bloc constituted for the third and fourth seats by the ruling alliance, the chances of the BJP winning a seat are virtually impossible.

Terming Congress as ‘puppet of NC’, Sharma said that it can never happen that the party will not support NC. “Congress has been following Dr Farooq Abdullah. There is no value of Tariq Karra’s letters to the Congress high command as the leadership value words of the Sheikh family,” he said.

Bandipora, Oct 24: Traffic movement came to a halt on the Srinagar–Bandipora highway on Friday morning after locals of Nani Nara Sumbal in north Kashmir’s Bandipora district staged a protest demanding urgent repairs to a damaged footbridge that has remained in poor condition for years.

The demonstration, which began early in the morning, caused traffic congestion along the busy Shadipora–Sumbal stretch, already under strain due to ongoing flyover construction. Long queues of vehicles, including passenger buses, private cars, and army convoys, were stranded for hours as protesters blocked the road, calling for government intervention.

Commuters, students, government employees, and patients faced severe inconvenience due to the blockade. Locals said the bridge, which connects several nearby villages, has become unsafe and poses a serious risk to public safety. “The bridge has been damaged for years. It is closed frequently for temporary fixes, but no permanent repair or reconstruction has been done. We have been appealing for a new bridge for seven years, but our pleas have gone unheard,” said a local protester to the news agency Kashmir News Trust.

Another locals alleged that successive governments have failed to address the issue despite repeated assurances.

The protesters also recalled that Deputy Commissioner Bandipora, Dr. Indu Kanwal Chib, had earlier promised that work on the bridge would begin soon. “It’s been months since that assurance, but no progress has been made. We are left with no option but to protest,” said another local.

Appealing to the higher authorities to intervene, the protesters demanded that the construction of a new bridge be taken up on a priority basis to ensure safety and uninterrupted connectivity for thousands of commuters who rely on this route daily.

Police later reached to spot and persuaded the protesters to disperse, after which traffic was gradually restored on the highway. [KNT]

Kurnool, Oct 24: As many as 11 people were charred to death when a private bus caught fire after hitting a two-wheeler in Andhra Pradesh’s Kurnool in the early hours of Friday. As many as 19 people jumped to safety from the burning bus by breaking a window.

The bus belonging to a private travel operator was heading to Bengaluru from Hyderabad and had 40 people on board.

As many as 19 passengers came out of the vehicle by breaking windows of the Volvo bus of Vemuri Kaveri Travels. The accident occurred around 3.30 a.m. near Ullindakonda in Kurnool district, police said.

Deputy Inspector General of Police Koya Praveen said a total of 21 passengers were rescued. Eleven of the deceased have been identified.

The death toll may go up as the missing passengers were feared dead.

As many as 11 passengers were shifted to a government hospital, while three others were being treated at private hospitals.

The bus began its journey from Hyderabad around 10.30 p.m., and when it was close to Kurnool on the National Highway 44 (NH-44), at around 3:30 am, a two-wheeler rammed into the bus. The motorbike got stuck under the belly of the bus and this is suspected to have caused the spark that ignited the horrific blaze.

Survivors said the two-wheeler was dragged by the bus for about 300 metres before coming to a stop. Most of the passengers were asleep at the time of the accident. One of the survivors said he woke up to the screams of “fire” and he along with some others broke the emergency window to jump to safety.

Akash, one of the survivors, said the bus was engulfed in flames within minutes and as it was an AC bus with fixed windows it was difficult to escape. Most of the passengers on board belong to Hyderabad.

By the time a fire engine rushed to the spot the bus was completely gutted. Police swung into action to shift the injured to hospitals.

Four members of a family were among the deceased. The deceased were identified as Golla Ramesh (35), Anusha (30), Manivata (10) and Manisha (12).
