Sagar reviews development work in Khanyar-B, Rs 2.5 Cr released

Srinagar, Oct 21: The Jammu and Kashmir National Conference General Secretary and MLA Khanyar, Haji Ali Muhammad Sagar presided over office bearers meeting of Block Khanyar-B at the party headquarters.

The meeting was also attended by MLA Hazratbal and party’s Vice President Kashmir, Salman Ali Sagar.  Key developmental and civic issues from across Harwan, Shalimar, Brane, Nishat, and Dalgate areas were discussed in detail, with local representatives and party workers highlighting pressing concerns related to infrastructure, water supply, drainage, and healthcare access, said a press release.

Speaking on the occasion, Sagar assured the party cadre of time-bound redressal of all public issues and emphasized the importance of dedicated follow-up and accountability at every level of governance.

As part of the meeting, Rs 2.5 crore was released from the Constituency Development Fund (CDF) for immediate developmental works in the region. The funds will be directed toward priority infrastructure projects and basic public utilities. He called on the party cadre to intensify public outreach and ensure that the grievances of the common people are heard, documented, and addressed without delay.

IGP Jammu assesses operational readiness, infra to tackle cybercrime

Jammu, Oct 21: Asserting that more than 100 anti-terrorist operations are being carried out on daily basis across Jammu division, a top police officer on Tuesday said the presence of foreign terrorists in the dense forests is a major challenge and efforts are underway to neutralise them.

Inspector General of Police, Jammu Zone, Bhim Sen Tuti said the terrorists and criminals are using new technology like drones in an attempt to break the security grid but the security agencies are two steps ahead of them to maintain the internal security.

He was speaking to mediapersons after leading a wreath-laying ceremony at Police Martyrs Memorial near Jammu railway station and later at a function at Gulshan Ground in police headquarters to pay tributes to bravehearts who have sacrificed their lives for the country on the occasion of Police Commemoration Day.

The day is observed in commemoration of 10 valiant martyrs of the CRPF who made the supreme sacrifice in the line of duty on October 21, 1959. They laid down their lives in an ambush laid by heavily armed Chinese troops at Hot Springs, Ladakh, at an altitude of 4681 metres.

“For the past two years, foreign terrorists have been a major challenge (in Jammu). But we are strengthening our counter-terrorism and border protection grid. I hope that soon we will be able to deal with the foreign terrorists hiding in forest areas and neutralise them,” the Jammu police chief said.

He said around 120 counter-terrorist operations are launched in the Jammu zone every day. “This is our daily duty, whether it is a speculative operation or a precise information-based operation, it is ongoing,” he said, adding that fighting terrorism is an important part of their duties.

“The number of people who have been martyred fighting terrorism in the Jammu zone is just one part of our duty. Apart from this, we also perform other duties. For example, we should not forget those comrades who have been martyred after being run over while performing traffic duties or fighting criminals. Fighting terrorism is a prime duty, but there is a wide spectrum of duties. We salute all our brave comrades who have been martyred,” Tuti said.

Paying his tributes to all police personnel who laid down their lives for the country, the IGP said the force is always grateful to their families.

“Strategy and tactics cannot be discussed in public but I want to assure the people that J-K Police is aware of its duty and responsibility, and will not leave any stone unturned to ensure their safety and security,” the IGP said.

Asked about the use of technology like drones by terrorists, he said they also do not lag behind in adopting modern gadgets.

“The terrorists and criminals are changing tactics in their bid to break the security grid but we are taking counter measures and our effort is to remain two steps ahead of them,” the police officer said. He said policing has transformed over the years and their focus is “data-driven and evidence-based” policing at a minimum cost to ensure efficient and effective policing.

“Our job is to maintain internal security and we are ready to make any sacrifice to perform our duties. We have been fighting terrorism for the last more than three decades and we will continue to fight the menace till it is completely wiped out,” he said.

According to NDTV, the clarification — issued by Team Trump on October 20 — states that the fee will apply only to new petitions for workers outside the United States or for those who must leave the country before their application is processed.

“The proclamation applies to new H-1B petitions filed at or after 12:01 a.m. EDT on September 21, 2025, on behalf of beneficiaries who are outside the United States and do not have a valid H-1B visa,” the USCIS said in its statement. It added that current H-1B holders will continue to be allowed to leave and re-enter the US without restrictions. The clarification comes after weeks of confusion following President Donald Trump’s September 19 proclamation introducing the steep fee, which drew criticism from US employers and visa holders — particularly from India — for its potential to disrupt the tech and education sectors. The new guidance also covers college graduates on F-1 student visas and employees on L-1 work visas, confirming that those already residing in the US will not be subject to the additional charge. While the administration has not announced any blanket exemptions, employers can still request waivers if they can demonstrate that hiring a foreign worker serves the national interest and no qualified American is available for the role. NDTV reported that the Trump administration has also launched an online portal for payment of the new petition fee. The controversial policy — aimed, according to officials, at curbing “abuse” of the H-1B program — faces legal challenges amid warnings it could harm industries that depend heavily on skilled foreign labour.

KPDCL announces power shutdown in Kashmir parts

Srinagar, Oct 21: Managing Director of the Kashmir Power Distribution Corporation Limited (KPDCL), on Tuesday said that there are currently no plans to change the existing power schedule in the Valley, adding that the situation will be reviewed after November 15.

Responding to queries about the winter power schedule, MD, Mehmood Ahmad Shah said, “As of now, we have not decided anything regarding a change in the power schedule. We will review the situation after November 15 and decide accordingly.”

When asked whether the power supply will improve this winter, Shah expressed optimism, saying, “Yes, the power supply will be better this winter”.

The MD said that smart metering allows consumers to have better control over their electricity usage. “With smart meters, it is the consumer’s choice how to use electricity and manage their gadgets,” he explained.

However, Shah also urged people to use electricity judiciously. “We should all be very careful about how we use electricity, especially during the winter months when demand is at its peak,” he said.

Earlier this month, the KPDCL chief had said that the Kashmir Valley is expected to witness a more reliable power supply this winter compared to the previous year, citing significant infrastructure improvements and enhanced preparedness.

“We will ensure better power supply this winter compared to the previous one. A lot of work has been done to strengthen the network, both in towns and cities. This includes upgradation of cabling systems and installation of smart meters,” Shah had said, adding that the department is “in a much better position this year to meet the rising winter demand.”

The MD had reiterated that efforts are underway to minimize power curtailments and improve distribution efficiency across the Valley. “We are working tirelessly to provide quality and reliable electricity to our consumers,”

As the temperatures begin to drop across Kashmir, power supply remains one of the most discussed public concerns. The demand and supply situation is expected to determine whether the existing schedule will continue or be modified. (KINS)

India upgrades technical mission in Kabul to embassy

New Delhi, Oct 21: India on Tuesday announced upgrading its technical mission in Kabul to the status of an embassy as part of broader efforts to deepen its bilateral engagement with Kabul.

The announcement came over a week-and-a-half after External Affairs Minister S Jaishankar said during his meeting with Afghan counterpart Amir Khan Muttaqi that India will upgrade its diplomatic presence in Kabul.

India had withdrawn its officials from its embassy in Kabul after the Taliban seized power in August 2021. In June 2022, India re-established its diplomatic presence in the Afghan capital by deploying a “technical team”.

The Ministry of External Affairs (MEA) said the Indian embassy in Kabul will further augment India’s contribution to Afghanistan’s comprehensive development, humanitarian assistance, and capacity-building initiatives.

“In keeping with the decision announced during the recent visit of the Afghan foreign minister to India, the government is restoring the status of the technical mission of India in Kabul to that of the Embassy of India in Afghanistan with immediate effect,” it said.

The MEA said the decision underscores India’s resolve to deepen its bilateral engagement with the Afghan side in “all spheres of mutual interest”.

“The Embassy of India in Kabul will further augment India’s contribution to Afghanistan’s comprehensive development, humanitarian assistance, and capacity-building initiatives, in keeping with the priorities and aspirations of Afghan society,” it said in a statement.

The mission will be headed by a diplomat in the rank of Charge d’affaires, it is learnt.

Muttaqi was in India this month for six days that signalled a new approach in New Delhi’s ties with Kabul though it has not yet recognised the Taliban set up.

The foreign minister of the Taliban set-up had said Afghanistan will not allow any elements to use its territory against New Delhi’s interests.

Muttaqi told a select group of journalists that Kabul will also send diplomats to India as part of step-by-step efforts to improve the bilateral ties.

“We will not allow any (element) to threaten anyone else or use the territory of Afghanistan against others. Daesh is a challenge for the region and Afghanistan is at the frontlines of this struggle,” he had said.

The meeting was attended by senior officers from J&K Police, CAPFs, Army, and Intelligence agencies, including IGs, DIsG, and district SSsP of Kashmir Zone.

During the meeting, IGP Kashmir reviewed the prevailing security scenario and emphasized proactive measures to strengthen the security grid. He directed officers to intensify patrolling, enhance night checking at vulnerable points, and ensure real-time intelligence sharing for coordinated operations to prevent any potential threats.

Stressing the importance of sustained vigilance and area domination, IGP Kashmir urged officers to maintain robust inter-agency coordination and chalk out effective strategies to tackle emerging security challenges.

The meeting concluded with a collective resolve to enhance vigilance, strengthen coordination, and ensure effective implementation of security measures to maintain peace and public order across the Valley.

New Delhi, Oct 21: People eating more junk food can counteract its ill effects on mental health by cardio exercises such as running, according to an animal study on Tuesday.

Researchers at University College Cork in Ireland identified specific metabolic pathways through which exercise counteracts the negative behavioural effects of consuming a Western-style diet.

The research demonstrated that voluntary running exercise can mitigate depression-like behaviours induced by high-fat, high-sugar diets associated with both circulating hormones and gut-derived metabolites.

“The findings provide crucial insights into how lifestyle interventions might be optimised to support mental health in an era of widespread ultra-processed food consumption,” said Professor Yvonne Nolan from the varsity.

In the study, published in the peer-reviewed journal Brain Medicine, the team exposed adult male rats to either standard chow or a rotating cafeteria diet consisting of various high-fat and high-sugar foods for seven and a half weeks, with half of each dietary group having access to running wheels.

The study revealed that voluntary wheel running exerted an antidepressant-like behavioural effect in poor diet quality, suggesting that physical activity may benefit individuals consuming Western-style diets.

Professor Nolan and team found that the diet dramatically altered the gut metabolome, affecting 100 out of 175 measured metabolites in sedentary animals.

“Exercise showed more selective effects, modulating only a subset of these changes. Three metabolites previously linked to mood regulation stood out for their response pattern: anserine, indole-3-carboxylate, and deoxyinosine were all decreased by the cafeteria diet but partially restored by exercise,” Nolan said.

Further, the research utilised comprehensive behavioural testing batteries to assess multiple domains of brain function.

While the junk food alone did not significantly impair spatial learning or recognition memory in these adult rats, exercise produced modest improvements in spatial navigation.

The team also examined anxiety-like behaviours, finding subtle anxiolytic effects of exercise independent of dietary composition.

The findings suggest that while exercise can provide mood benefits regardless of diet quality, achieving full neuroplastic benefits may require attention to nutritional status. This has implications for designing interventions that maximise both feasibility and biological impact, the researchers said.

Budgam, Oct 21: People’s Democratic Front (PDF) president and former Minister Hakeem Mohammad Yaseen on Tuesday launched a strong attack on Chief Minister Omar Abdullah and the four MLAs representing Budgam district, accusing them of neglecting the local tourism sector and ignoring the severe economic distress faced by people dependent on it.

Yaseen said that despite the security situation in the Valley improving significantly after the Pahalgam attack, the government has failed to reopen major tourist destinations such as Doodhpathri, Yousmarg and Tosamaidan, which remain closed without any justification. “There is no reason to keep these prime tourist spots shut when peace and normalcy have largely returned to Kashmir,” he remarked.

The PDF chief said the prolonged closure of these scenic destinations has crippled the local economy. “Thousands of people in these areas depend on tourism for survival — including drivers, ponywalas, guides, hoteliers and small traders. Many have taken bank loans to sustain tourism-linked businesses and are now facing financial hardship due to government indifference,” Yaseen stated.

A delegation of stakeholders from Doodhpathri, Yousmarg, Tosamaidan, Khag and Nilnag called on Yaseen today, pressing for the immediate reopening of these tourist spots. They expressed concern that despite the improved security environment, authorities have failed to resume tourism activities, depriving thousands of locals of their livelihoods.

Hakeem Yaseen said tourism remains the backbone of Jammu and Kashmir’s economy and urged the government to give equal attention to Budgam’s scenic attractions as it gives to destinations like Gulmarg and Pahalgam. “It is unfortunate that the Chief Minister, who also holds the Tourism portfolio, along with the MLAs and MP from Budgam, have done little to represent the concerns of their people. Their silence reflects complete indifference towards public suffering,” he said.

The PDF President said he has already met Lieutenant Governor Manoj Sinha twice over the issue and plans to meet him again soon to press for urgent action. “The Lieutenant Governor earlier assured me that the matter would be considered, and I will once again urge immediate reopening of these destinations. The government must stop delaying and revive these vital tourism hubs,” Yaseen added.

He appealed to Union Home Minister Amit Shah and LG Manoj Sinha to personally intervene and direct the reopening and development of Budgam’s tourist sites. “Restoring tourism in these areas will not only revive the local economy but also send a powerful message of peace, stability and progress from Jammu and Kashmir,” he said. New Delhi, Oct 21: Prime Minister Narendra Modi on Tuesday penned a letter to the citizens of the country on Deepavali, highlighting the successes of Operation Sindoor and the fight against Naxalism and asserting that Bharat has emerged as a symbol of stability at a time when the world is beset with crises.

The prime minister listed the decision to lower Goods and Services Tax rates among the historic achievements of his government and said that citizens are saving thousands of crores of rupees during the ‘GST Bachat Utsav’.

He also urged citizens to adopt swadeshi to promote the spirit of ‘Ek Bharat, Shreshtha Bharat’, to respect all languages, prioritise health and embrace yoga.

“All these efforts will rapidly take us towards a Viksit Bharat,” Modi said in his letter, which he wrote a day after he celebrated Diwali with Navy personnel onboard the indigenously built aircraft carrier INS Vikrant.

“I extend my heartfelt greetings to all of you on the auspicious occasion of Deepavali, a festival filled with energy and enthusiasm. This is the second Deepavali after the grand construction of the Ram temple in Ayodhya,” he said.

“Lord Shri Ram teaches us to uphold righteousness and also gives us the courage to fight injustice. We have seen a living example of this a few months ago during Operation Sindoor. During Operation Sindoor, Bharat not only upheld righteousness but also avenged injustice,” the PM said.

He said that this Deepavali is particularly special because for the first time, lamps will be lit in many districts across the country, including remote areas.

“These are the districts where Naxalism and Maoist terrorism have been eradicated from the root. In recent times, we have seen many individuals abandoning the path of violence and joining the mainstream of development, expressing faith in the Constitution of our country. This is a major achievement for the nation,” Modi said.

The prime minister said amid these historic achievements, the country has also embarked on next-generation reforms in recent days.

“On the first day of Navratri, lower GST rates were implemented. During this ‘GST Bachat Utsav’, citizens are saving thousands of crores of rupees,” Modi said.

He said in a world going through multiple crises, Bharat has emerged as a symbol of both stability and sensitivity.

“We are also on track to become the third-largest economy in the world in the near future,” he said.

The prime minister also underscored that the primary responsibility of the citizens is to fulfil their duties towards the nation.

Modi also urged citizens to adopt swadeshi and proudly say, “This is swadeshi.”

“Let us promote the spirit of ‘Ek Bharat, Shreshtha Bharat’. Let us respect all languages. Let us maintain cleanliness.

“Let us prioritise our health. Let us reduce the use of oil in our food by 10 per cent and embrace yoga. All these efforts will rapidly move us towards a Viksit Bharat,” he said.

“Deepavali also teaches us that when one lamp lights another, its light doesn’t diminish but it grows further. With the same spirit, let us light lamps of harmony, cooperation and positivity in our society and surroundings this Deepavali,” the PM said.
