CS pushes forward J&K’s IT revolution with BISAG-N

Srinagar, Jun 24: Chief Secretary, Atal Dulloo, today chaired a comprehensive review meeting to assess progress on various digital initiatives spearheaded by the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) across the government departments.

The Chief Secretary took stock of the progress made on development of every new initiative taken-up with the BISAG-N along with the dates for their rollout for public usage. He observed that such IT measures would make lives of common citizens largely amenable.

Dulloo underscored the need for developing respective dashboards for people-centric interventions like Mission YUVA and Sehat Mobile app simultaneously. This will help in having peek into their uptake among the masses besides devising subsequent action plans as per the requirements on ground.

India, Nepal hold 16th bilateral security dialogue in Pune, focus on defence cooperation

New Delhi, Jun 24: India and Nepal concluded the 16th meeting of the India-Nepal Bilateral Consultative Group on Security Issues (INBCGSI) in Pune on June 24, reaffirming their commitment to deepening defence and security cooperation.

The two-day dialogue, held from June 23 to 24, was led by Munu Mahawar, Additional Secretary (North), Ministry of External Affairs, on the Indian side, and Mr. Gahendra Rajbhandari, Joint Secretary (South Asia), Ministry of Foreign Affairs, on the Nepali side.

Delegations included senior officials from the foreign and defence ministries, as well as representatives from the Indian and Nepali armies. Discussions covered a broad range of cooperation areas including equipment supplies, military training, joint exercises, disaster relief coordination, and personnel exchanges. The delegations also visited major public and private defence manufacturing facilities in India to explore avenues for future collaboration. Established in 2003, the INBCGSI serves as the key institutional framework for security dialogue and coordination between India and Nepal.

Stock markets tumble in early trade amid worsening tensions in Middle East

Mumbai, Jun 24: The Indian stock markets ended Tuesday on a positive note, even though benchmark indices gave up most of their early gains due to fresh geopolitical concerns.

After rising over 1 per cent in early trade, both the Sensex and Nifty settled with modest gains as news emerged of a possible breach in the newly announced ceasefire between Iran and Israel.

The Sensex had touched an intra-day high of 83,018.16 but later pared its gains and closed at 82,055.11. It still ended the day with a gain of 158.32 points, or 0.19 per cent.

The Nifty, too, saw volatility through the day. It moved between 25,317.70 and 24,999.70 before settling at 25,044.35, up by 72.45 points or 0.29 per cent.

Market experts said that while the initial surge was driven by optimism around the ceasefire announcement, the mood turned cautious after reports hinted at renewed tensions in the Middle East.

“The Nifty’s failure to surpass the 25,200-resistance level indicates that the bears are still active and not ready to give in,” Ajit Mishra of Religare Broking Limited said.

Pant reprimanded for showing dissent at umpire's decision

Leeds, Jun 24: India wicketkeeper batter Rishabh Pant has been reprimanded by the ICC for showing dissent at an umpire’s decision during the third day’s play of the ongoing opening Test against England here.

Pant, who had an exceptional outing with the bat during the Headingley Test with hundreds in both the innings, was reprimanded for his on-field conduct during England’s first innings.

The 27-year-old was found to have breached Level 1 of the ICC Code of Conduct.

“Pant was found to have breached Article 2.8 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to showing dissent at an umpire’s decision during an international match,” the ICC said in a statement.

In addition to this, one demerit point has been added to Pant’s disciplinary record, for whom it was the first offence in 24 months.

The incident happened in the 61st over of England’s innings when Harry Brook and Ben Stokes were batting. Pant was seen having a discussion with the umpires regarding the condition of the ball.

When the umpires refused to change the ball after checking it with the ball gauge, the wicket-keeper showed his dissent by throwing the ball on the ground in front of the umpires.

There was no disciplinary hearing, as Pant admitted to the offence and accepted the sanction proposed by ICC match referee Richie Richardson.

The charges were brought in by the on-field umpires, Chris Gaffaney and Paul Reiffel, along with the third umpire, Sharfuddoula Ibne Shahid, and the fourth umpire, Mike Burns.

He also acknowledged the dedicated services and significant contributions of former Board Members, and appreciated their valuable contribution in the decision-making processes during their tenure.

The Board conducted a comprehensive review of its past decisions; ratified actions taken since the last meeting and made several key decisions on 21 significant agenda items having far-reaching implications for the Board’s functioning and enhancement of pilgrim services.

The Board took several important decisions regarding various ongoing and new projects including the construction of the Exit Track and remodelling of the Manokamna area at Bhawan, development of a helipad in Katra, New Vaishnavi Bhawan, cottages near the Sports Stadium in Katra, widening of the yatra track from Sanjichhat to Bhawan, operationalization of the Board’s Medical College at Kakryal and other initiatives to enhance facilities and services for pilgrims.

The meeting reviewed the status of the new helipad project at Village Hutt, a collaborative effort with Shri Shiv Khori Shrine Board, being executed by the Border Roads Organisation (BRO). Noting delays and revisions, the Board expressed serious concern and directed BRO to complete the project by ending October-2025. The helipad aims to enhance pilgrim facilities to Shiv Khori Shrine by providing a seamless and convenient experience for devotees.

The Board also reviewed the progress on renewable solar energy initiatives in the Shrine area and directed the CEO SMVDSB to present a comprehensive plan for key installations, in an effort to reduce the carbon footprint. The Board approved a comprehensive sewerage network covering 100 percent of establishments within the Shrine area to enhance sanitation infrastructure.

Srinagar, Jun 24: The Jammu and Kashmir government  is mulling to scrap the qualification bar in marriage assistance scheme for which a proposal is already under consideration.

Talking to Greater Kashmir, Minister for Social Welfare Department Sakina Itoo said that there was no purpose of having an educational bar in the marriage assistance scheme. The statement comes amid the concerns raised by people over eligibility criterion of requiring applicants to have passed at least 8th grade to avail benefits marriage assistance scheme.

“The government will soon review the order that made passing the 8th standard a prerequisite for receiving marriage aid and for that a proposal is under the consideration of the department and the same will be sent to cabinet,” Sakina Itoo told Greater Kashmir.

She said that qualification requirement added two years ago has raised concerns among the people which are genuine. “We think there is no purpose of having an educational bar in the marriage assistance scheme which aims to help underprivileged girls,” she said.

The minister recalled that the scheme, initially offering Rs 50,000 in aid, was later increased to Rs 75,000 when Omar Abdullah became Chief Minister, a move aimed at easing the financial burden on economically weaker sections.

“We know what struggles poor families go through during marriage season. We want to stand by them, not set obstacles,” the minister added.

Earlier, said that the government was actively working to make the Marriage Assistance Scheme more accessible by removing the qualification bar currently in place. Talking to media persons in Srinagar, Sakina Itoo said that the scheme is already operational and beneficiaries are receiving assistance, but qualification requirement added two years ago has become a concern.

EU may act against Israel if conditions in Gaza do not improve

Srinagar, June 24: The European Union (EU) may take action to increase pressure on Israel unless there are “concrete” improvements for the inhabitants of Gaza, its foreign policy chief has said.

After meeting the bloc’s foreign ministers in Brussels, Kaja Kallas said it was “very clear” that Israel had breached its human rights commitments in Gaza and the West Bank.

She said if the situation for Palestinians did not improve, the EU could discuss “further measures and come back to this in July”.

But Kallas declined to spell out details: “The concrete question is what then we [the EU] are able to agree?

“But right now, the most important thing is to improve the situation on the ground, improve the lives of people in Palestine and stop the suffering and also human toll that we see there every day,” The Guardian quoted her as saying.

The foreign ministers discussed the EU’s relationship with Israel after a report by Kallas’s team found “indications” that its ally was in breach of human rights obligations over the catastrophic humanitarian situation in Gaza and settler violence in the West Bank.

Lisa Musiol of the International Crisis Group, which works to prevent conflict, said the EU had “missed an important opportunity to make clear to the Israeli government that its policies in Gaza and the West Bank have long crossed a red line and will come at a cost for EU-Israel relations”.

A review of the EU-Israel association agreement – a trade and cooperation pact – was triggered last month by 17 member states in protest at Israel’s blockade of humanitarian aid to Gaza.

On Monday, only Spain called for outright suspension of the agreement although other strong supporters of the Palestinians – Belgium, Ireland and Sweden – stressed the need for action.

Spain’s foreign minister, José Manuel Albares, also called for an arms embargo, telling his counterparts that the EU needed to speak frankly to its friend, Israel, over violations of human rights.

France’s foreign minister, Jean-Noël Barrot, told reporters that Israel had “clearly violated” article two of the EU-Israel agreement (a clause on human rights) and ministers would “draw the consequences” at their meeting next month.

However, Germany, Greece and Italy were among the countries that voiced opposition to suspending the agreement.

Italy’s foreign minister, Antonio Tajani, said his country was hosting Palestinian refugees because of its dialogue with Israel. Hungary, which is a staunch ally of Israeli prime minister Benjamin Netanyahu, opposed even launching the review.

Over the weekend, Israel reacted furiously to the leaked review, describing it as “outrageous and indecent”. In a memo to the EU’s foreign service, it said the review was “a biased and extremely one-sided summary of many anti-Israeli voices”.

The EU report is largely based on findings from UN bodies and the international court of justice.

While the overall pact can be suspended only by unanimity, parts of the relationship agreement – trade or Israel’s participation in the EU’s Horizon research programme – could be suspended by a weighted majority vote.

Belgium said the humanitarian situation in Gaza should not be forgotten amid concern about the escalating crisis in the Middle East following US airstrikes on Iran.

“Some countries may consider that this is not the right time to take measures against Israel, given that Israel is fighting Iran in order to preserve security,” said Belgium’s foreign minister, Maxime Prévot.

“I believe that the two issues must be separated,” he added, urging “that we do not lose sight of the humanitarian emergency”.

Sweden’s foreign minister, Maria Malmer Stenergard, said the “extremely severe situation” in Gaza should not be forgotten: “People are suffering and we cannot just watch.”

Agnes Bertrand Sanz of Oxfam said: “There are moments in history where delay and distraction are not neutral, it is a decision.

“While EU ministers continue to debate and defer, entire families in Gaza are being buried under rubble and people are being killed while trying to get food. Every second of delay costs lives.”

The association agreement, which came into force in 2000, underpins a trading relationship worth €68bn (£58bn) between the 27 EU countries and Israel. The bloc is Israel’s largest market, accounting for about a third of its exports.

New Delhi, June 24: Air India and Air India Express on Tuesday progressively resumed their services to the Middle East, with flights to Dubai and Muscat, respectively, as countries in the region reopened their airspaces.

With escalating tensions in the Middle East, especially after Iran launching missiles against US airbase in Qatar, some countries in the region shut their airspaces resulting in numerous flight diversions and cancellations, including by Indian carriers.

Tata Group-owned carriers — Air India and Air India Express — have restarted flights to cities in the Middle East.

Officials said Air India is operating Delhi-Dubai flight and Air India Express is operating Delhi-Muscat service.

On Tuesday, Air India said it will progressively resume flights to the Middle East as airspaces are gradually reopening in the region and most of the operations will resume from June 25.

“Flights to and from Europe, previously cancelled, are also being progressively reinstated from today, while services to and from the East Coast of the US and Canada will resume at the earliest opportunity,” the airline said in a statement.

Some flights may experience delays or cancellations due to consequential impacts and extended re-routings/flight times, but we are committed to minimising disruptions and our restoring schedule integrity, it added.

Air India Express, which is one of the largest operators to the Middle East, also said it is progressively resuming services to the Middle East from Tuesday with flights to Muscat, Riyadh and Jeddah.

The carrier flies to 13 cities in the Middle East, operating around 900 flights per week.

In a statement, the carrier said it is progressively resuming its operations to the Middle East from Tuesday as airspaces in the region reopen.

“Our first flight to the region today will be on the Delhi–Muscat route, followed by services on the Mumbai–Muscat, Kozhikode–Muscat, Kozhikode–Riyadh, and Jaipur–Jeddah routes,” it said.

The airline’s flights to key cities in the UAE — including Dubai, Abu Dhabi, Sharjah, Al Ain, and Ras Al Khaimah — as well as other cities in the Middle East, are scheduled from Wednesday.

IndiGo said its flight services to Gulf countries have stabilised and are operating as scheduled.

“However, as airspace over Iran remains restricted, some flights may take alternate routes, which could result in longer travel times,” the carrier said in a post on X.

The airspace closures in the Middle East and disruptions will result in increased operational costs for the Indian carriers.

Already, Air India is taking longer routes to fly to Europe and North America due to airspace closures.

Ganderbal, June 24: Jammu and Kashmir Anti-Corruption Bureau (ACB) on Tuesday said to have arrested Geology & Mining official while demanding and accepting bribe of Rs 10,000.

“Jammu and Kashmir Anti Corruption Bureau received a written complaint, alleging demand of bribe by an official namely Gh Mustafa (D.H), in-charge of the area, Geology and Mining Department Ganderbal,” ACB spokesman said in a statement issued to the news agency—Kashmir News Observer (KNO).

“The complainant, who owns a JCB machine, stated that he had approached the concerned official for guidance regarding the legal formalities for lifting soil from a particular land.

Instead of providing proper legal assistance, the said official allegedly told the complainant to avoid the lengthy formalities and demanded a bribe of Rs 20,000 for granting unofficial permission to lift the soil for three days. He further demanded Rs 10,000 as an advance payment,” the statement reads.

Acting on the complaint, the ACB conducted a discreet verification through a designated officer. “The verification report confirmed the allegations and substantiated that the public servant had indeed demanded illegal gratification,” the statement added.

On the basis of the complaint and verification report, a case under FIR number 10/2025 under Section 7 of the Prevention of Corruption Act, 1988 (as amended) was registered at Police Station ACB Srinagar. Subsequently, a trap team was constituted, and a successful trap was laid.

“During the trap operation, the accused public servant was caught red-handed while demanding and accepting Rs 10,000 from the complainant. He was immediately apprehended on the spot,” the statement reads, adding that further investigation in the matter is ongoing.

India welcomes Iran-Israel ceasefire; urges for peace through dialogue, diplomacy

New Delhi, June 24: India has expressed concern over the recent escalation in West Asia and welcomed reports of a ceasefire between Iran and Israel, while urging all parties to pursue dialogue and diplomacy to resolve regional tensions.

In an official statement released on Tuesday, the Ministry of External Affairs (MEA) said, “We have been following developments overnight relating to the conflict between Iran and Israel, including the US action against Iran’s nuclear facilities and Iranian retaliation against US military bases in Qatar.”

While noting the seriousness of the situation, the MEA emphasised the need for long-term regional peace. “While we remain deeply concerned about the prospects for overall and sustained regional security and stability, we welcome reports of a ceasefire between Iran and Israel and the role played by the US and Qatar in bringing it about.”

Reiterating India’s longstanding position on conflict resolution, the statement added, “We wish to reiterate that there is no alternative to dialogue and diplomacy in order to address and resolve the multiple conflicts in the region.”

India also affirmed its willingness to contribute to peace-building efforts, stating, “India stands ready to play its part in these efforts and hopes that all concerned parties will work towards sustained peace and stability.”
