New Delhi, Oct 10: The Supreme Court is slated to hear on Friday a public interest litigation (PIL) seeking a high-level probe into the deaths of children allegedly caused by the consumption of contaminated cough syrup in Madhya Pradesh and Maharashtra.

The PIL claimed that at least 14 children have died since early September, with most of the cases reported from Nagpur in Maharashtra and Chhindwara in Madhya Pradesh.

As per the causelist published on the website of the apex court, a Bench of Chief Justice of India (CJI) BR Gavai and Justice K Vinod Chandran will hear the matter on October 10. The plea, filed by advocate Vishal Tiwari, claimed that laboratory tests conducted by the Madhya Pradesh government confirmed the presence of Diethylene Glycol (DEG) — a toxic industrial solvent prohibited for pharmaceutical use — in ‘Coldrif Cough Syrup’ manufactured by Tamil Nadu’s Sresan Pharma Pvt. Ltd.

It added that initial cases were reported from Madhya Pradesh’s Chhindwara district in early September, and within days, the death toll mounted as similar cases emerged from Nagpur, Maharashtra.

“Despite the catastrophic findings, the Union Government and the Central Drugs Standard Control Organisation (CDSCO) allegedly failed to issue an immediate nationwide recall or ban, permitting the continued circulation of potentially poisonous medicines across States,” the plea stated.

It drew parallels with the Gambia and Uzbekistan incidents, where DEG-contaminated Indian syrups were linked to over 90 child deaths abroad. “This is not a tragedy of chance but of negligence, apathy, and regulatory failure — an institutional rot that allows counterfeit and adulterated drugs to enter the public market unchecked,” the PIL stated.

The plea has sought the constitution of a National Judicial Commission or Expert Committee, headed by a retired Supreme Court judge, to conduct a comprehensive inquiry into the manufacture, regulation, testing and distribution of contaminated syrups and to recommend systemic drug-safety reforms.

Further, it seeks a Central Bureau of Investigation (CBI) probe into the deaths of children across states, under the supervision of a former apex court judge.

The PIL also urged the top court to transfer all pending FIRs related to the deaths to the CBI to ensure a uniform and independent investigation.

Another prayer is for immediate recall, seizure and prohibition of all batches of Coldrif Cough Syrup and other related formulations manufactured by Sresan Pharma Pvt. Ltd., until independent NABL-accredited laboratories issue toxicological clearance and verification of safety.

On Monday, the National Human Rights Commission (NHRC) issued notices to the Principal Secretaries of the Health Departments of Madhya Pradesh and Rajasthan on a complaint alleging serious lapses in drug safety and regulatory mechanisms that led to the tragedy.

The apex human rights body has directed the Drugs Controller General of India (DCGI), Central Drugs Standard Control Organisation, Union Ministry of Health and Family Welfare, to initiate a comprehensive investigation into the supply chain of the alleged spurious drugs, apart from instructing all regional labs in the concerned states to collect and test samples.

“The authority is also directed to order all the Chief Drugs Controllers in the concerned states to process immediately the banning of the spurious drugs and submit reports,” the NHRC said.

Five petitioners write to Chief Justice, seek immediate restoration of J&K’s statehood

New Delhi, Oct 10: The Supreme Court is slated to hear on Friday a batch of applications demanding the time-bound restoration of statehood to Jammu and Kashmir.

According to the causelist published on the apex court’s website, a bench comprising Chief Justice of India (CJI) B.R. Gavai and Justice K. Vinod Chandran will resume hearing the matter on October 10.

In an earlier hearing held on August 14, the CJI Gavai-led Bench pointed to the “ground realities” and the Pahalgam terror attack as it acceded to the Centre’s request to list the matter after eight weeks.

“You will also have to take into consideration the ground realities. You cannot ignore what has happened in Pahalgam,” the apex court told the applicants seeking an earlier hearing on pleas to restore J&K’s statehood in a time-bound manner.

The applicants argued that the continued delay in restoring statehood is “gravely affecting the rights of the citizens of Jammu and Kashmir and also violating the idea of federalism”.

They added that the failure to restore statehood within a time-bound framework amounts to a violation of federalism, which forms part of the Basic Structure of the Constitution. “It has been 21 months since the Article 370 judgment. There has been no movement towards the restoration of statehood,” submitted senior advocate Gopal Sankaranarayanan, adding that the Constitution Bench had trusted the Union government when the Solicitor General assured it that statehood would be restored.

Solicitor General (SG) Tushar Mehta, the Centre’s second-highest law officer, questioning the maintainability of the applications, urged the apex court to consider the “peculiar position” in J&K and sought that the pleas be listed after eight weeks, saying this was not the “correct stage” to consider the matter.

“These applications are not maintainable. We had assured two things: The election would be held, and thereafter, statehood. Your lordships are aware of the peculiar position emerging from this part of our country. There are several considerations,” said SG Mehta.

“I don’t know why, at this stage, this issue is agitated, but list it after eight weeks. I will take instructions. My prayer is for eight weeks because this particular stage is not the correct stage to muddy the water,” Mehta added.

After hearing the submissions, the CJI Gavai-led Bench sought the Union government’s stand on the matter and posted it for hearing after eight weeks. In the ‘Article 370 of the Constitution’ verdict, a 5-judge Constitution Bench, headed by then CJI D.Y. Chandrachud, had left open the question of whether the Parliament can extinguish the character of statehood by converting a state into one or more Union Territories, relying on an oral statement made on the Centre’s behalf that statehood would be restored to J&K.

In the course of the oral hearing, the Centre’s law officer had submitted that the Union Home Ministry cannot give any exact timeframe and it would take “some time” for the restoration of statehood in J&K.

New Delhi, Oct 10: Umar Khalid was made an accused in the North East Delhi riots 2020 larger conspiracy case by virtue of being a member of a WhatsApp group, his counsel told the Karkardooma Court in Delhi on Thursday. He added that other persons who were present during the same meeting have not been named as accused by the Delhi Police.

These submissions were made before the court during arguments on the charge.

Umar Khalid is an accused under UAPA over the alleged conspiracy of the North East Delhi riots of 2020.

Additional Sessions Judge (ASJ) Sameer Bajpai, after hearing the submissions, listed the matter for further arguments on October 14.

During arguments, Senior Advocate Tridip Pais, representing Khalid, contended that Umar Khalid has been made an accused by the police on the basis of being a member of a WhatsApp group.
However, the other similarly situated persons are not made accused by the police, he argued.

Senior Counsel during the arguements referred to a media report to claim that other persons were present in the meeting linked with the alleged Conspiracy. Though have not been accused by the Delhi Police.

It was further argued that Umar Khalid even tried to de-escalate the situation and asked not to protest. However, he did not have control over others.

On Wednesday, it was argued that he wasn’t even present at the “main conspiratorial meeting” allegedly held on January 8, 2020. It is alleged that, according to the Delhi Police, on the basis of this meeting, the entire “conspiracy” was allegedly planned.

During the arguements, senior advocate Tridip Pais, counsel for Umar Khalid, had argued that the main meeting in which Umar Khalid had supposedly conspired, he was not even present in the same.

Senior advocate Pais had submitted that, according to an analysis of CDR charts, they (Accused) weren’t even there at the meeting.

It was also submitted that there is no recovery from Umar Khalid, and there are no allegations of receiving or raising funds.

He also referred to the statements of protected witness Saturn during arguments. He argued that the alleged meeting was held on January 8. Umar Khalid was interrogated on May 21. His statement was recorded on September 27, after his arrest.

Delhi Police have already argued on the point of charges. Now the accused persons are arguing on the point of framing of charge. There are 18 accused persons, including Umar Khalid, Sharjeel Imam, Tahir Hussain, Devangana Kalita, Natasha Narwal, Gulfisha Fatima, Asif Iqbal Tanha, Safoora Jargar, Abdul Khalid Saifi, Meeran Haider, Athar Khan, Shifa Ur Rehman and others.

7.6-magnitude earthquake strikes offshore from southern Philippines; may cause tsunami

Mild earthquake shakes Kupwara, no damage reported

Manila, Oct 10: An offshore earthquake with a preliminary magnitude of 7.6 hit off a southern Philippine province Friday morning, and a hazardous tsunami was possible nearby.

The Philippine Institute of Volcanology and Seismology said it was expecting damage and aftershocks from the earthquake, which was centred at sea about 62 kilometres southeast of Manay town in Davao Oriental province and was caused by movement in a fault at a shallow depth of 10 kilometres.

The Pacific Tsunami Warning Center in Honolulu said hazardous waves were possible within 300 kilometres of the epicentre.

It said waves up to 3 metres above normal tides were possible on some Philippine coasts near the epicentre. Smaller waves were possible in Indonesia and Palau.

The Philippines is still recovering from a September 30 earthquake with a magnitude of 6.9 that left at least 74 people dead and displaced thousands of people in the central province of Cebu, particularly Bogo city and outlying towns.

One of the world’s most disaster-prone countries, the Philippines is often hit by earthquakes and volcanic eruptions because of its location on the Pacific “Ring of Fire,” an arc of seismic faults around the ocean.

The archipelago also is lashed by about 20 typhoons and storms each year, making disaster response a major task of the government and volunteer groups.

Jammu, Oct 9: Seven senior Indian Police Service (IPS) officers were among 24 officers transferred and posted by the Lieutenant Governor Manoj Sinha in a major rejig effected in the Police administration on Thursday.

Reshuffle was made through two separate orders, with immediate effect.

As per an order issued by Principal Secretary Home, Chandraker Bharti, senior IPS officer Abdul Ghani Mir, who was recently posted to the Jammu and Kashmir segment of the AGMUT cadre and was awaiting an order of posting, has been made the Commandant General, Home Guards, Civil Defence, and SDRF, relieving Alok Kumar, who held additional charge of the post.

Mir, a 1994-batch IPS officer who was promoted to the rank of DGP in February, previously served as the IGP of Kashmir Range.

New Delhi, Oct 9: Union Home Minister and Minister of Cooperation, Amit Shah, on Thursday, said that the terror network in Jammu and Kashmir had been nearly crippled.

Chairing a high-level meeting in New Delhi to review the security situation in J&K, the Home Minister said that due to the determined efforts of the security agencies, the terrorist network nurtured by enemies of the nation in J&K had been almost crippled.

He assured that all necessary resources would continue to be provided to sustain these efforts.

Shah said that security forces would continue to have full freedom of action to crush any attempt to threaten peace and security in the region.

He reaffirmed Prime Minister Narendra Modi government’s unwavering commitment to achieving the goal of a terrorism-free J&K.

The Home Minister appreciated the steps taken by the J&K administration and security agencies following the Pahalgam terror attack, which have helped strengthen the overall security scenario in J&K.

He emphasised the vital role of all security agencies in working in a coordinated and vigilant manner to eliminate terrorism from the region.

Shah said that with the onset of winter, security forces must remain fully prepared to ensure that terrorists do not exploit snowfall to infiltrate across the border.

Shah chaired the last such review meeting on J&K on September 1.

Post Pahalgam attack in April, continuous operations have continued to dismantle the terror network in J&K and bring tourism in the region back to normalcy.

Srinagar, Oct 9: Chief Secretary Atal Dulloo chaired a high-level meeting of the Agriculture Production Department (APD) to review the measures being taken to enhance milk and mutton production across the Union Territory. He emphasised that both sectors hold immense potential for growth, value addition, and entrepreneurship if approached with the right policy interventions and sustained departmental support.

The meeting was attended by Additional Chief Secretary (ACS), Agriculture Production Department, Shailendra Kumar; Vice Chancellor, SKUAST-Jammu and others. During the meeting, the Chief Secretary underscored the need to create replicable success stories in these sectors to inspire public participation and entrepreneurship.

He maintained that the UT must move beyond basic packaging and branding. The focus should be on scientific processing and value addition that can yield high-demand products and sustainable livelihoods. He urged local entrepreneurs to unlock the potential of the region’s dairy and livestock sectors for finding the gainful employment.

While speaking in this meeting the ACS, APD, Shailendra Kumar, gave a comprehensive overview of the present status and consumption patterns of milk and mutton in J&K. He noted that dairy products form part of the daily diet across the UT, while mutton consumption is among the highest in the country, creating steady market demand.

Srinagar, Oct 9: The 69th National School Games 2025 for the U-19 Boys Football category witnessed a seismic day of action as the quarterfinal matches concluded, setting a thrilling stage for the semifinals.

The host team Jammu & Kashmir, as per a statement issued on Thursday, secured a hard-fought victory to cement their place in the final four, joining the dominant forces of Kerala, Manipur, and Meghalaya.

The day commenced with pre-quarterfinal clashes where the stage was set for the knockout rounds. J&K delivered a commanding performance at the TRC Ground, defeating Maharashtra 2-0 with local talent Hanan Gul emerging as the standout performer. Kerala showcased an offensive masterclass at the Kashmir University Ground, routing Chandigarh 6-0, while Meghalaya displayed exceptional control to overpower IBSSO 4-0. QUARTERFINAL RESULTS

Kerala advanced with a commanding 4-0 victory over Haryana. The winning goals were scored by Ajsal, Raseed, Shifil, and Sheril Thomas, showcasing a formidable and well-rounded attack.

Manipur secured their semifinal berth in a nail-biting contest against Delhi, which was decided by a penalty shootout after a tense battle. Manipur held their nerve to clinch the win 5-4.

J&K BJP readies panels of probables

Jammu, Oct 9: J&K Bharatiya Janata Party (BJP) Core Group Thursday zeroed in on the names of Devyani Rana, Bharatiya Janata Yuva Morcha (BJYM) vice president and Nand Kishore Sharma, the sibling of sitting MP Jugal Kishore Sharma in its panel of probable candidates for Nagrota assembly segment.

The names of empanelled candidates will be sent to the central leadership for the final call. The party has also decided to go full throttle in contest for Budgam assembly segment, notwithstanding “its not-so-widespread presence in the Valley.”

The by-poll to both Nagrota and Budgam assembly segments will take place on November 11, 2025.

J&K Core group met on Thursday, October 9, 2025 at the party headquarter in Jammu. BJP national general secretary and in-charge J&K affairs Tarun Chugh presided over the meeting.

Party sources have stated that the J&K BJP core group after exhaustive deliberations has prepared a panel each for both seats going to by-polls.

“For Nagrota seat, the core group has given a panel of two probables – Devyani Rana and Nand Kishore. The names for the panel for Budgam seat have been left to the party general secretary. He must have prepared the panel to be sent to the central leadership,” sources informed.

Besides, the core group, according to sources, has also considered the names of the persons who can be nominated MLAs.

“Those panels have also been prepared by the core group. Yes, the issue related to them is pending in the court. But the court has not stayed. In any case, this is a preliminary exercise by the party. When this list is given (to the Centre) and what happens thereafter – that is a separate issue. So far, the names have been discussed,” sources responded, when asked if the pendency of that issue in the court of law would not impact this exercise.

Sources, however, refused to disclose further on that account.

 BJP PARLIAMENTARY BOARD LIKELY TO TAKE CALL ON RS SEATS ON OCTOBER 10

With regard to final candidates for biennial elections to four vacant seats of Rajya Sabha from Jammu and Kashmir, sources informed that the BJP Parliamentary Board would meet on October 10, 2025 to take a final call on the party candidates out of the panel, submitted by the J&K unit.

Out of the panel, the names of former Deputy Chief Minister Dr Nirmal Singh; former J&K BJP president Ravinder Raina; J&K BJP president Sat Sharma and J&K BJP chief spokesperson Sunil Sethi are tipped to be the front-runners.

However, none can rule out last minute surprises by the BJP leadership.

So far, the party has already declared that it will contest on all four seats.

Post-J&K BJP Core group meeting, J&K BJP chief spokesperson Sunil Sethi, while speaking to Greater Kashmir, had clearly stated that the party would fight on all four seats and would seriously contest on three seats with an intent to win.

This was the party’s assertion notwithstanding the fact that the numbers are stacked against it and the ruling-National Conference led coalition has a clear numerical edge over it, enough to win three seats.

Sethi had maintained that the politics was not a game of arithmetic but of probabilities.

CONGRESS YET TO MAKE FORWARD MOVEMENT

On the contrary, the Congress has yet to take a forward movement vis-a-vi its informal negotiations with the alliance partner National Conference on “seat-sharing arrangements for both Rajya Sabha biennial elections and assembly by-polls.”

The party is waiting for the return of its senior leader and the Leader of Opposition in Lok Sabha Rahul Gandhi for transition to formal negotiations.

Jammu and Kashmir Pradesh Congress Committee (JKPCC) president Tariq Hameed Karra, when contacted by Greater Kashmir to know an updated status on this account, said, “I don’t know…I think there is no update yet as Mr Rahul Gandhi is away. I think that things will move after his return. He is returning tomorrow.”

Have the negotiations not transitioned from ‘informal’ to ‘formal’ level?

In response to this query, Karra’s precise answer was, “Not as yet.”

According to him, the status is ditto for even Budgam and Nagrota assembly by-polls.

The National Conference’s stance too remains the same – the party leadership will take final call on all these accounts.

Meanwhile, BJP national general secretary and in-charge J&K affairs Tarun Chugh, while speaking to media persons after presiding over the J&K BJP Core group meeting, stated that his party was a democratic party and not an organization of dynasts.

“BJP is a democratic cadre-based party where its workers and leaders give suggestions and participate in deliberations. Recommendations are sent to the party high command, which takes a final call. The party has visionary leadership in the form of the Prime Minister Narendra Modi,” Chugh said.

With regard to questions about the party’s decision about contesting Budgam assembly segment, he evaded direct reply as he said, “For our party, every election is a festival of democracy and we celebrate it with full fervour.”

Similarly, about the questions pertaining to choice of candidates and representation to different segments, Chugh said that the BJP represented every thought, segment and promoted all – including youth, daughters and different sects and communities.

“We have deliberated in an exhaustive manner about the probable candidates, related aspects and sent the recommendations to the central leadership, which will take a final call very soon,” he stated, responding to questions about the number of seats to be contested and final candidates.

The leader of Opposition in J&K Legislature, Sunil Kumar Sharma, however, responding to related media queries, asserted, “BJP will contest on both seats – Nagrota and Budgam. There is no denial to the fact that BJP is not that strong in Kashmir valley so far. But we will contest on the Budgam seat as well with full might.”
