Centre clears long-stalled Sawalkote Hydropower Project

Srinagar, Oct 9: After years of delay, the Union Ministry of Environment, Forest, and Climate Change has granted environmental clearance to the long-pending Sawalkote hydropower project on the Chenab River in Jammu and Kashmir.

“The 40th meeting of the Expert Environmental Appraisal Committee (EAC) for river valley and hydroelectric projects was held on September 26, and the final approval was accorded on Thursday,” an official said.

Officials said the Centre’s environmental panel held extensive deliberations before giving the nod.

“EAC has recommended environmental clearance without requiring fresh cumulative impact or carrying-capacity studies – assessments typically mandated to evaluate the combined effects of multiple projects within a river basin,” an official said.

The exemption is expected to fast-track the project’s execution.

The approval comes as India has suspended the Indus Waters Treaty (IWT) following the April 2025 Pahalgam terror attack, placing renewed focus on harnessing the Chenab’s hydropower potential.

According to official reports, the project, run by NHPC, is designed as a 1865-megawatt hydropower station involving the construction of a 192.5-meter concrete gravity dam and a reservoir spread over more than 1100 hectares.

Once completed, Sawalkote will be among the largest hydropower projects on the western rivers of the Indus system.

In June, the Ministry of Home Affairs (MHA) described the project as “of strategic significance,” urging the Environment Ministry to expedite approval.

The Ministry of Power also cautioned that new basin-wide studies “may have implications on the already initiated clearance processes.”

The Forest Advisory Committee (FAC) had earlier granted an exemption in July, pointing out that guidelines for cumulative studies were introduced in 2013, while Sawalkote was first initiated in 1984, and the rules could not be applied retrospectively.

The project will divert 846 hectares of forest land across Udhampur, Ramban, Reasi, and Mahore districts and require the felling of more than 2.22 lakh trees, over 1.26 lakh of them in Ramban alone.

The dam will be built in two stages, generating 1406 MW and 450 MW.

Environmentalists in J&K have raised concerns over the project’s ecological impact.

In a 2016 submission to the State Pollution Control Board, they argued that it was “misleading” to classify Sawalkote as a run-of-river project, given that its large reservoir would alter natural river flows and submerge vast tracts of land.

They also noted that the Chenab already hosts several major dams, including Dulhasti, Baglihar, and Salal.

NHPC has said it updated baseline environmental data to meet current requirements, collecting new primary data during the 2022 monsoon, the 2023 winter, and the 2023 pre-monsoon seasons.

The company said the updated data addresses concerns that the original 2016 environmental studies were outdated.

Experts warn that large dams like Sawalkote can affect downstream river flow, fish migration, and sediment transport, potentially destabilising river channels and farmland along floodplains.

Large reservoirs in steep Himalayan valleys may also heighten the risk of slope instability and landslides.

The Environment Ministry’s own guidelines require projects that fail to secure in-principle forest clearance within 18 months to update their baseline studies.

Sawalkote has faced decades of delay due to Centre-state disputes and objections under the Indus Waters Treaty.

Pakistan had previously sought information about the project, but India declined, noting that the treaty only required notification six months before construction began.

With the treaty now suspended, the government has placed Sawalkote among its strategic infrastructure priorities.

Tenders for several components have already been floated, making the project a test case for balancing national security and environmental protection.

For communities along the Chenab, the project promises electricity and jobs, but also the loss of forests, land, and river habitats that have shaped local life for generations.

Both leaders reaffirmed their commitment to further strengthening the India–Australia Comprehensive Strategic Partnership and deepening cooperation in defence, security, and regional stability.

During the discussions, Rajnath Singh highlighted the growing dosti (friendship) between India and Australia, describing it as a relationship built on mutual trust and shared democratic values rather than transactional interests. Ms Wong lauded the contributions of the vibrant Indian diaspora to Australian society and noted that despite the geographical distance, the two nations share closely aligned perspectives and values.

Earlier, the Defence Minister paid homage to the fallen heroes at the Australian War Memorial by laying a wreath at the Tomb of the Fallen Soldier. He also honoured the memory of Indian soldiers who fought alongside Australian comrades in distant theatres of war — a symbol of enduring camaraderie and shared sacrifice between the two nations’ armed forces.

Rajnath Singh was earlier accorded a warm welcome at the Australian Parliament. The Speaker, Mr Milton Dick, received him as a distinguished visitor, while Prime Minister Mr Anthony Albanese and several Members of Parliament greeted the Defence Minister, reflecting the warmth and depth of India–Australia ties.

Israel, Hamas will exchange hostages, prisoners after agreeing to 1st phase of Gaza peace plan

Cairo, Oct 9: Israel and Hamas agreed to the first phase of a peace plan for Gaza, paving the way for a pause in the fighting and the release of the remaining hostages in exchange for Palestinian prisoners. Palestinians greeted the news cautiously Thursday as a possible breakthrough in ending the devastating 2-year-old war.

Uncertainty remains about some of the thornier aspects of the plan advanced by the administration of US President Donald Trump — such as whether and how Hamas will disarm, and who will govern Gaza.

But the sides appear closer than they have been in months to ending a war that has killed tens of thousands of Palestinians, destroyed most of Gaza and brought famine to parts of it, and triggered other conflicts across the Middle East.

The war, which began with Hamas’ deadly attack on Israel on Oct 7, 2023, has sparked worldwide protests and increasingly isolated Israel, as well as bringing allegations of genocide that Israel denies.

Even with agreement expected to be signed later in the day, Israeli strikes continued, with explosions seen Thursday morning in northern Gaza. There were no immediate reports of damage or casualties.

The Israeli military did not immediately comment on the strikes but earlier in the day said it had begun preparations for the implementation of the ceasefire, and troops were planning to transition to “adjusted deployment lines”.

Following news of the agreement, Alaa Abd Rabbo, originally from northern Gaza but forced to move multiple times during the war, said it was “a godsend”.

“This is the day we have been waiting for,” he said from the central city of Deir al-Balah. “We want to go home.”

In Tel Aviv, families of the remaining hostages popped champagne and cried tears of joy when the deal was announced.

“This means that ALL of the Hostages will be released very soon, and Israel will withdraw their Troops to an agreed upon line as the first steps toward a Strong, Durable, and Everlasting Peace,” Trump wrote on social media late Wednesday after the agreement was reached. “All Parties will be treated fairly!”

Under the terms, Hamas intends to release all 20 living hostages in a matter of days, while the Israeli military will begin a withdrawal from the majority of Gaza, people familiar with the matter told The Associated Press on condition of anonymity to discuss details of an agreement that has not fully been made public.

In an interview on Fox News, Trump said Hamas will begin releasing hostages “probably” on Monday.

The breakthrough came on the third say of indirect talks in Egypt.

“With God’s help we will bring them all home,” Israeli Prime Minister Benjamin Netanyahu proclaimed on social media shortly after Trump’s announcement. Netanyahu said he would convene the government Thursday to approve the deal.

Far-right Finance Minister Bezalel Smotrich, who has opposed previous ceasefire deals, said he had “mixed emotions on a complex morning”.

While he welcomed the return of the hostages, he said he had “immense fear about the consequences of emptying the jails and releasing the next generation of terrorist leaders” and said that as soon as the hostages are returned, Israel must continue trying to eradicate Hamas and ensure Gaza is demilitarised.

Hamas, meanwhile, called on Trump and the mediators to ensure that Israel implements “without disavowal or delay” the troop withdrawal, the entry of aid into the territory and the exchange of prisoners.

Ahmed al-Farra, the general director of pediatrics at Khan Yunis’ Nasser Hospital, which has seen many of the casualties of the war, said he was still skeptical of Israel following through on the deal but held out hope.

“We need to go back to living,” he said.

Trump’s peace plan

The Trump plan calls for an immediate ceasefire and release of the 48 hostages that militants in Gaza still hold from their attack on Israel two years ago. Some 1,200 people were killed by Hamas-led militants in that assault, and 251 were taken hostage. Israel believes around 20 of the hostages are still alive.

Under the plan, Israel would maintain an open-ended military presence inside Gaza, along its border with Israel. An international force, comprised largely of troops from Arab and Muslim countries, would be responsible for security inside Gaza. The US would lead a massive internationally funded reconstruction effort in Gaza.

The plan also envisions an eventual role for the Palestinian Authority — something Netanyahu opposes. But it requires the authority, which administers parts of the West Bank, to undergo a sweeping reform program that could take years to implement.

The Trump plan is even more vague about a future Palestinian state, which Netanyahu firmly rejects.

Even with many details yet to be agreed, some Palestinians and Israelis expressed relief at the progress.

“It’s a huge day, huge joy,” Ahmed Sheheiber, a Palestinian displaced man from northern Gaza, said of the ceasefire deal.

Crying over the phone from his shelter in Gaza City, he said he was waiting “impatiently” for the ceasefire to go into effect to return to his home in the Jabaliya refugee camp.

Joyful relatives of hostages and their supporters spilled into the central Tel Aviv square that has become the main gathering point in the struggle to free the captives.

Einav Zangauker, the mother of Israeli captive Matan Zangauker and a prominent advocate for the hostages’ release, told reporters that she wants to tell her son she loves him.

“If I have one dream, it is seeing Matan sleep in his own bed,” she said.

This would be the third ceasefire since the start of the war.

The first, in November 2023, saw more than 100 hostages, mainly women and children, freed in exchange for Palestinian prisoners. In the second, starting in January of this year, Palestinian militants released 25 Israeli hostages and the bodies of eight more in exchange for nearly 2,000 Palestinian prisoners. Israel ended that ceasefire in March with a surprise bombardment.

Praying for a deal

In the Gaza Strip, where much of the territory lies in ruins, Palestinians have been desperate for a breakthrough. Thousands fleeing Israel’s latest ground offensive have set up makeshift tents along the beach in the central part of the territory, sometimes using blankets for shelter.

More than 67,000 Palestinians have been killed in Gaza and nearly 170,000 wounded, according to Gaza’s Health Ministry.

The ministry, which doesn’t differentiate between civilians and combatants but says around half of the deaths were women and children, is part of the Hamas-run government. The United Nations and many independent experts consider its figures to be the most reliable estimate of wartime casualties.

Ayman Saber, a Palestinian from Khan Younis, reacted to the ceasefire announcement by saying he plans to return to his home city and try to rebuild his house, which was destroyed last year by an Israeli strike.

“I will rebuild the house, we will rebuild Gaza,” he said.

Bhopal, Oct 09: The death toll from the toxic Coldrif cough syrup tragedy in Madhya Pradesh’s Chhindwara district has risen to 22, following the death of five-year-old Mayank Suryavanshi.

Mayank, a resident of Khajri Antu village, was admitted to a hospital in Nagpur in critical condition and succumbed late Wednesday night to suspected kidney failure.

Officials confirmed that Mayank’s death is linked to the consumption of Coldrif, a cough syrup manufactured by Tamil Nadu-based Sresan Pharmaceuticals. The syrup has been found to contain diethylene glycol (DEG), a toxic industrial solvent that can cause acute kidney damage and death, especially in children.

The tragedy has triggered a massive investigation and public outcry. The Madhya Pradesh Police have formed a Special Investigation Team (SIT) to probe the deaths and have arrested Sresan Pharma’s owner, Ranganathan Govindrajan, from Chennai.

The drug manufacturing unit in Kanchipuram has been sealed, and authorities are working to obtain transit remand to bring Govindan to Chhindwara for further interrogation.

In response to the mounting fatalities, the Madhya Pradesh government has suspended two drug inspectors and a deputy director of the Food and Drug Administration. The state’s drug controller has also been transferred.

The deputy chief minister has also removed Naresh Gonnade, Chief Medical and Health Officer of Chhindwara, on Wednesday. Also, Parasia-based Dr Praveen Soni was arrested for alleged negligence, though his arrest has sparked protests from the Indian Medical Association, which has threatened an indefinite strike in the district.

The Coldrif syrup was reportedly prescribed to children suffering from common colds and coughs. However, lab tests revealed dangerously high levels of DEG and other banned chemical combinations, including Paracetamol, Chlorpheniramine, and Phenylephrine, which lack warning labels and pose serious health risks.

Despite a central directive issued in 2023 banning such formulations for children under four, enforcement has been lax. Many pharmaceutical companies failed to update product labelling, and state authorities did not initiate adequate public awareness campaigns.

With several children still undergoing treatment in Nagpur hospitals, five of them in critical condition, the death toll may rise further. The Chhindwara tragedy has reignited concerns over drug safety, regulatory oversight, and accountability in India’s pharmaceutical sector.

Jammu, Oct 09: In a landmark achievement for logistics and transportation in Jammu and Kashmir, the Northern Railways has for the first time carried out simultaneous unloading of two goods rakes in the Union Territory, a senior official said on Thursday.

The first dual unloading of NMG (New Modified Goods) rakes loaded with Maruti Suzuki vehicles was carried out at goods shed terminals of Jammu division – Bari Brahmana in Jammu and Anantnag in Kashmir valley, Senior Divisional Commercial Manager, Jammu Division, Uchit Singhal said.

He said these two automobile rakes were transported from Gurgram in Delhi division to the Bari Brahmana Goods Shed and Anantnag Goods Terminals of Jammu Division.

A total of 113 vehicles of various models were unloaded at the Bari Brahmana terminal, while 118 vehicles were unloaded at the Anantnag terminal.

“This is the first time such a large number of vehicles have been unloaded at both goods terminals of the Jammu division in a single day, marking a significant historic achievement,” Singhal said.

He said the vehicles unloaded include popular Maruti Suzuki models such as Alto, Brezza, Eeco, Dzire, Wagon R, S-Presso, Ignis, Super Carry, and Ertiga, reflecting the growing demand and efficient supply chain facilitation offered by rail transport.

“This is a historic day for logistics in Jammu and Kashmir. The growing preference of trade and industry for Indian Railways over road transport is a testament to the cost and time efficiencies offered by the Railways.

“With a strong portfolio of freight products, the Northern Railways has become a preferred mode of transport not only for perishable goods, courier services, and cement, but also for automobiles in large quantities,” he said.

Singhal said this achievement reflects the rapid transformation of the logistics landscape in the region.

“Traditionally, there has been a strong bias toward road transport; however, the advanced infrastructure, reliability, and economic benefits of railway transport are changing this perception,” he said.

He said Indian Railways’ commitment to strengthening multimodal logistics in Jammu and Kashmir is opening up new opportunities for businesses, helping to reduce carbon emissions, streamline delivery timelines, and provide safe, bulk movement of goods.

Srinagar, Oct 09: Security forces on Thursday said to have busted terrorist hideout in forest area of Kupwara and recovered cache of arms, ammunition and other war-like stores.

An official said that based on specific intelligence input, a joint operation was launched on October 08, 2025 by Indian Army and Jammu & Kashmir Police in the general area of Brijthor forest in Warsun Kupwara.

During search, security forces busted a hideout and recovered 2 AK Series Rifles, 4 Rocket Launchers, a huge cache of ammunition and other war-like stores, official said.

Srinagar, Oct 06: The Delhi High Court on Monday directed Member of Parliament (MP) from Baramulla Lok Sabha constituency, Engineer Abdul Rashid Sheikh to file an affidavit, declaring that no other criminal cases are pending against him while hearing his regular bail plea.

A party spokesperson told the news agency—Kashmir News Observer (KNO) that they remain optimistic about a fair outcome. “We are hopeful that justice will prevail. We have full faith in the constitution and the judiciary. Er. Rashid is innocent and was subjected to political victimization in 2019,” the spokesperson said.

He confirmed that the next date of hearing in the matter has been scheduled for October 15.

It is pertinent to mention that the regular bail plea was moved before the Delhi High Court after the National Investigation Agency (NIA) court rejected Er. Rashid’s bail application earlier.

Er Rashid, who won the Baramulla Lok Sabha seat as an independent candidate, has been in Tihar Jail since 2019, following his arrest by the National Investigation Agency (NIA) under the Unlawful Activities (Prevention) Act (UAPA) in a terror-funding case.

Centre announces 3% DA increase for employees, new rates effective July 2025

New Delhi, Oct 06: The Ministry of Finance has ordered a revision in Dearness Allowance for Central Government employees, enhancing the rate from 55 percent to 58 percent of basic pay with effect from July 1, 2025.

The Department of Expenditure, in an official memorandum issued by ministry of finance as per news agency Kashmir News Corner — KNC, said that the President has approved the increase under the recommendations of the 7th Central Pay Commission.

It specified that the DA will be calculated only on the “Basic Pay” drawn in the pay matrix and will not include any form of special pay or additional components.

The order notes that DA will remain a distinct part of the salary structure and will not be considered as pay under Fundamental Rule 9(21). Amounts of 50 paise and above will be rounded off to the nearest rupee, while smaller fractions will be ignored.

The hike will also cover civilian employees paid through Defence Services Estimates, while separate notifications will follow for personnel in the Armed Forces and Railways.

The Finance Ministry also mentioned that for those serving in the Indian Audit and Accounts Department, the decision was taken in consultation with the Comptroller and Auditor General of India, as mandated by the Constitution.
