Centre amends key pension rules; PSU employees to lose retirement benefits on dismissal

New Delhi, Sep 04: The Centre has notified rules for regulating service matters relating to benefits under the Unified Pension Scheme (UPS) in respect of its employees, an official statement issued on Thursday said.

The Central Civil Services (Implementation of the Unified Pension Scheme under the National Pension System) Rules, 2025 will cover “enrolment under Unified Pension Scheme and switch facility from UPS to NPS one year before the date of retirement or three months before the VRS”, among others.

These rules are for regulating the service matters relating to benefits under the Unified Pension Scheme in respect of central government employees opting for UPS as an option under the NPS, said the statement issued by the Personnel Ministry.

The rules also cover contributions by the employee and the government, compensation to be paid to the government servant in case of delay in registration and credit of contributions to the NPS account and option for benefits under the CCS (Pension) Rules or UPS regulations in the event of death or disability of government servant during service, it said.

Benefits payable on retirement on superannuation, premature retirement, voluntary retirement, absorption in autonomous body or public sector undertaking, retirement on invalidation and resignation from service and “effect of compulsory retirement /dismissal/removal from service” among others are also covered under the newly notified rules.

National president of All India NPS Employees Federation, Manjeet Singh Patel, welcomed the notification and said that the provision of retirement after completion of 20 years regular services in place of 25 years, will be undoubtedly a historic milestone in the employees’ welfare.

“It was a much-needed amendment in UPS since the operationalisation of the new scheme,” he said.

The Union Cabinet had on August 24 last year approved introduction of the UPS.

Accordingly, the Department of Financial Services had notified the UPS on January 24 this year as an option/ scheme under the NPS. Effective date of operationalisation of the UPS is April 1, 2025.

Thereafter, the Pension Fund Regulatory and Development Authority notified the PFRDA (Operationalisation of Unified Pension Scheme under National Pension System) Regulations, 2025 on March 19, 2025.

Central government employees covered under the NPS have been given one-time option for inclusion under the UPS.

PM Modi calls GST reforms “double dhamaka of happiness’ ahead of Diwali, links it to ‘Matrishakti’

Govt will continue with reforms to make India a developed nation by 2047: PM Modi

New Delhi, Sep 4: Prime Minister Narendra Modi on Thursday said that the upcoming GST reforms mark a significant step in making India self-reliant, calling them the “next-generation” of changes required to strengthen the economy and ease compliance for citizens and a “double dhamaka” of happiness before this Diwali and Chhath Puja.

Announcing the implementation date, PM Modi said the simplified GST regime will take effect on September 22, the first day of Navratri.

Reiterating his Independence Day address, the Prime Minister said, “Without timely changes, we cannot give our country its rightful place in today’s global situation. I had said from the Red Fort on 15 August this time that it is crucial to undertake next-generation reforms to make India self-reliant. I had also promised the countrymen that there would be a double dhamaka of happiness before this Diwali and Chhath Puja…”

“Now GST has become even simpler… On 22 September, which is the first day of Navratri, the next gen reform will be implemented as all these things are definitely related to the ‘Matrishakti’,” he added.

“This time, the festivity of Dhanteras will also be even more vibrant. Because the tax on dozens of items has now been reduced significantly. 8 years ago, when GST was implemented, a dream of several decades was realized. It was one of the biggest economic reforms in independent India,” he said further.

PM referred to GST reforms as a double dose for support and growth of the country.

“In the 21st century, as India moves forward, next-generation reform has also been carried out in GST. GST 2.0 is a double dose of support and growth for the country. The new GST reforms will bring tremendous benefits to every family in the country. The poor, neo middle class, middle class women, students, farmers, youth… everyone will get tremendous benefits from reducing GST tax,” he said.

The landmark next-generation GST reforms that were announced on Wednesday include significant relief to citizens in the healthcare and insurance sectors. One of the biggest announcements is the complete removal of GST on individual health and life insurance.
Until now, they have attracted 18 per cent GST. With the new reform, they have been moved to the zero-tax bracket, making health and life insurance more affordable and accessible to a wider section of society.

These reforms, cleared by the GST Council, are expected to reduce the cost of essential medical items and health-related financial services. In addition to this, GST rates on several critical medical items have been reduced from 12 per cent to just 5 per cent.

They include a thermometer, medical-grade oxygen, all diagnostic kits and reagents, glucometers and test strips, as well as corrective spectacles.

Jhelum recedes below danger mark at Sangam after 28-hours

Srinagar, Sep 04: After two days of continuous rainfall that triggered flood-like conditions across the Valley, the water level of river Jhelum has finally started to recede on Thursday, providing some relief to residents and authorities battling the situation since Wednesday.

Latest details available with news agency JKNS stated that the Jhelum at Sangam has come down below the danger mark after remaining above it for nearly 28 hours.

The water level is now gradually receding and is expected to fall below the flood declaration mark by around 3 a.m. tonight, details stated.

Relief and restoration measures are being carried out alongside rescue efforts in the affected districts.

Several areas in South and Central Kashmir had witnessed overflowing waters after the Jhelum crossed the danger mark, forcing preventive evacuations in vulnerable localities and activation ofthroughout emergency response teams.

Rescue operations by police, SDRF, NDRF, and Army had been underway throughout the day, while divisional administration issued advisories urging people to stay cautious.

Amid student opposition, Jammu University decides to go ahead with SET exam on Sept 7

Amid student opposition, Jammu University decides to go ahead with SET exam on Sept 7

Srinagar, Sept 04: The authorities at the University of Jammu (JU) have decided to go ahead with the State Eligibility Test (SET) exams on September 7, 2025 amid the opposition from the candidates appearing in the exams.

The candidates appearing in the exam said that given the prevailing inclement weather conditions across Jammu and Kashmir, holding such a crucial exam will put aspirants in trouble.

Notably, the India Meteorological Department (IMD) has already predicted possibility of brief showers from September 4 to 7 of 2025, in Jammu division while a spell of moderate rainfall is forecasted over few districts of Jammu from September 8 evening to 9 morning.

Despite the forecast of wet weather, the authorities at JU have issued a fresh notification and informed the students that the SET exam will be held as per schedule.

“It is once again notified for all candidates that JKSET/LASET 2024-25 examination shall be conducted as per schedule – September 7 of 2025,” reads a notification issued by Member secretary of JK SET Agency, JU.

“Candidates are advised not to pay attention to any rumours or misinformation circulating from unofficial sources. All are requested to focus on their preparation and rely on official communication from JKSET Agency, University of Jammu,” it reads.

The candidates have been informed that the examination centres  allotted at Old Campus, JU  has now been shifted to Mahant Bachittar Singh College of Engineering and technology, Babiliana, Jeevan Nagar Jammu.

“All earlier issued/downloaded Admit Cards stand cancelled and shall not be entertained at the exam centres,” it reads.

The move has left the candidates frustrated who said that appearing in such exam amid prevailing weather conditions was against the interest of students.

“From the last few days, all educational institutions are closed across J&K. Families are disturbed due to the havoc created in many areas of Jammu division. Some parts in Kashmir are also affected as well,” one of the candidates told Greater Kashmir.

The candidates said the exam should be postponed by a week or so till families get stable.

“I am in Delhi these days but I live in Lasjan area of Srinagar and my exam centre is at KU. Our houses are inundated, families have shifted to safer places as precautionary measure. Where would I stay during these days. Holding exam on September 7 is totally illogical,” the candidate said.

Amid the student grievances, Vice Chancellor JU, Prof Umesh Rai said the SET exam was postponed three times in past. “It will be the fourth time now if it gets postponed again. We are hopeful that weather will improve till September 7, 2025,” he told Greater Kashmir.

Gold drops Rs 1,000 to Rs 1.06 lakh/10 g on profit booking, global jitters

Gold halts record rally, drops Rs 2,400 to Rs 99,200 per 10 g amid easing US-China tensions

New Delhi, Sep 04: Gold prices retreated from record highs by plunging Rs 1,000 to Rs 1,06,070 per 10 grams in the national capital on Thursday, as traders booked profits in tandem with a weak trend in global markets.

The precious metal of 99.9 per cent purity had settled at Rs 1,07,070 per 10 grams, its all-time high level on Wednesday.

Gold of 99.5 per cent purity also witnessed a pullback, depreciating Rs 1,000 to Rs 1,05,200 per 10 grams (inclusive of all taxes) on Thursday. It had closed at Rs 1,06,200 per 10 grams in the previous market session, according to the All India Sarafa Association.

Silver too slipped from its record levels as investors booked profits at higher levels. The white metal fell Rs 500 to Rs 1,25,600 per kilogram (inclusive of all taxes) on Thursday.

In the previous session, it had ended at its lifetime high of Rs 1,26,100 per kg.

In the overseas market, spot gold prices also corrected after scaling historic highs. The precious metal dropped USD 39.61, or 1.10 per cent, to USD 3,539.14 per ounce.

On Wednesday, it had touched an all-time high of USD 3,578.80 per ounce in New York.

“Gold prices fell over 1 per cent on profit-taking, following the recent surge. However, prices have since recovered to around USD 3,540 per ounce, ahead of key US macroeconomic data releases, including private payrolls and weekly jobless claims.

“The US jobs report due on Friday is expected to show a fourth straight month of subdued payroll growth. If the data come in weaker than anticipated, it may boost the case for deeper interest rate cuts by the US Federal Reserve in the coming months,” Kaynat Chainwala, AVP Commodity Research, Kotak Securities, said.

Spot silver was trading 0.70 per cent lower at USD 40.93 per ounce.

Despite Thursday’s decline, commodities market experts noted that bullion prices continue to trade at elevated levels amid geopolitical tensions, expectations of interest rate cuts by the US Federal Reserve, and festive demand prospects in India.

“Gold and silver continued to be supported by these additional uncertainties, which also included anxieties about debt and the independence of the Federal Reserve,” Renisha Chainani, Head – Research at Augmont, said.

Afghanistan earthquake death toll rises to 1,457

Earthquake in eastern Afghanistan destroys villages, kills 800 people, with 2,500 injured

Kabul, Sep 04: The death toll from the powerful earthquake that struck Afghanistan’s Kunar province has climbed to 1,457, with 3,394 others injured, Taliban officials said on Thursday. More than 6,700 homes have been destroyed due to earthquake as international aid agencies struggle to reach people in remote areas, the local media reported.

Taliban deputy spokesman Hamdullah Fitrat said at least 3,994 people have been injured while over 6,782 homes were destroyed in Kunar and neighbouring Nangarhar, Afghanistan’s leading news agency Khaama Press reported. Rescue workers have started retrieving bodies from the rubble, with officials stating that the recovery operation remains far from complete.

Survivors have been facing shortages of water, food and medical care. Taliban authorities have claimed that humanitarian assistance has been provided to many families and roads to remote earthquake-hit areas have been reopened. They also stated that specialised rescue teams from several nations have joined ongoing operations.

Despite Taliban’s claims, people and aid workers have said that rescue efforts continue to remain slow and uneven. The difficult mountainous terrain and widespread damage has further made it hard to reach people who are most in need.

International organisations, including the Red Cross and the World Health Organisation, along with aid shipments from India, Japan, Iran and Turkey are working to support local operations. Relief agencies have said that access challenges have delayed critical supplies and medical assistance.

The 6.0-magnitude earthquake struck the eastern part of Afghanistan at 11.47 pm local time on August 31, at a depth of eight kilometres, according to the US Geological Survey, Xinhua news agency reported.

Afghanistan is especially vulnerable to earthquakes as it sits on top of several fault lines where the Indian and Eurasian plates meet. The mountainous terrain of eastern Afghanistan is also prone to landslides, making it harder for emergency services to carry out rescues.

On September 1, External Affairs Minister (EAM) S Jaishankar spoke with Afghanistan’s Foreign Minister Amir Khan Muttaqi and condolences over the loss of lives in the earthquake. Wishing early recovery to those injured, the EAM expressed India’s full support for Afghanistan and conveyed that New Delhi will be sending food and relief material to Kabul.

“Spoke with Afghan Foreign Minister Mawlawi Amir Khan Muttaqi today. Expressed our condolences at the loss of lives in the earthquake. Conveyed that India has delivered 1000 family tents today in Kabul. 15 tonnes of food material is also being immediately moved by Indian Mission from Kabul to Kunar. Further relief material will be sent from India starting tomorrow. Wish early recovery of those injured. India stands by Afghanistan at this difficult time,” EAM Jaishankar posted on X.

Jammu admin intensifies restoration work after flooding in Tawi river

Jammu admin intensifies restoration work after flooding in Tawi river

Jammu, Sep 04: The administration has intensified restoration work and debris clearance in low-lying areas of Jammu city following flooding in the Tawi river, and has considerably restored water and power supply in the affected areas.

Officials said that they have restored 70 per cent of water supply and 80 per cent of the power supply.

Record-breaking rainfall triggered panic as the river Tawi, popularly known as Surya Putri, roared with flood fury on August 26, inundating hundreds of homes and hectares of farmland, washing away structures and livestock, and displacing thousands in Jammu city, particularly Gujjar Nagar and Peerkho.

“Cleanliness operations are being undertaken at a fast pace to remove muck and debris from localities and ensure they are fully cleared of deposits left by the floodwaters of the Tawi. The administration is fully working on this issue,” Divisional Commissioner Ramesh Kumar said.

Kumar, flanked by Deputy Commissioner Rakesh Minhas and JMC Commissioner Devansh Yadav, monitored the operations carried out by labourers and machines after weather conditions improved on Thursday.

“A large number of labourers and six JCBs are engaged to ensure the areas are cleaned as soon as possible. Officials are monitoring the process,” he said.

On the morning of August 26, the calm river turned into a raging torrent, submerging low-lying areas, particularly riverbank colonies of Peerkho, Gujjar Nagar, Gurkha Nagar, Rajiv Nagar and others. Streets became waterways, prompting large-scale rescue operations amid panic across the ‘city of temples.’

Peerkho, among the worst-hit areas, was left strewn with half-buried vehicles, debris, boulders and uprooted trees. More than 300 people, including children clinging to their mothers and the elderly too frail to walk, were pulled out in desperate rescue efforts. But fear still lingered like a shadow.

Kumar said the administration is working in a proactive manner. “The Deputy Commissioner, Municipal Commissioner, and MD JPDCL — all are on the ground, working fast to restore essentials. Muck and debris clearance is being carried out in the area,” he said.

The divisional commissioner further said water and power facilities are being fully restored.

“About 70 per cent of the water supply has been restored, and the remaining is being done at a fast pace. Nearly 80 per cent of the power supply has been restored in the area. Work is being carried out on a war footing,” he said.

As far as relief is concerned, he said the assessment is being done by the deputy commissioner.

“Once that is completed, ex gratia will be given to the affected families. All possible support will be provided by the government, as it stands with people in this tough time,” he added.

He further said that full relief will be given to all the flood-affected victims, and all facilities and essential supplies will be restored very soon.

On water supply restoration, the deputy commissioner has procured private water tankers to ensure supply to all affected areas.

“It will take some time, but we are committed to fully restoring the facility,” Kumar added.
