'Jammu to continue to face severe weather conditions till Aug 27'

Jammu, Aug 25: There is no immediate reprieve vis-à-vis extreme weather conditions in sight for the Jammu division, already reeling under the impact of devastation caused by incessant rains in the past week or so.

Nine out of 10 districts of the division will continue to face severe weather conditions like rain-induced cloudburst, flash floods, land-slides, in the backdrop of a “very heavy rain alert” till August 27, 2025.

As per the weather advisory issued on Monday up to August 27, J&K Union Territory Disaster Management Authority (JKUTDMA) has alerted against the “possibility of heavy to very heavy rain at many places of district Jammu, Samba, Kathua, Reasi, Udhampur, Rajouri, Ramban, Doda, and Kishtwar in the next 40 hours.”

With the caution to ‘stay alert’, it has also forewarned about the “possibility of cloudburst, flash floods and landslides with waterlogging at vulnerable places.”

Meanwhile, a day after it suffered extensive damage, traffic was restored on the Sahar Khad nullah bridge on the Jammu-Pathankot National Highway on Monday.

Deputy Commissioner Kathua Rajesh Sharma, while responding to related queries of Greater Kashmir, said, “Traffic was restored on the bridge after testing and necessary treatment today. Regarding other damaged roads, though restoration works have been initiated yet incessant rains are hampering the process.”

With regard to the assessment of damages and the distribution of relief, Sharma said that the process was underway. “We had completed an earlier assessment, as in the previous spell, 150 houses were damaged. But now a fresh assessment of damages will be made. The process will be completed only after improvement in weather,” he added.

In Jammu, the Divisional Commissioner Ramesh Kumar, DC Jammu Rakesh Minhas, and JMC Commissioner Devansh Yadav have stated that a comprehensive plan will be framed for proper channelisation and drainage systems, especially in flood-flow areas, to avoid recurrence of disasters witnessed by the district in Sunday’s torrential rains.

The Divisional Commissioner also conveyed that a meeting of all concerned sectoral officers would be convened on Tuesday, and nodal officers would be deputed for assessment and restoration works at the earliest, so that a comprehensive report could be prepared and submitted to the government regarding the losses and damages suffered by residents.

He further assured that restoration of road connectivity, drinking water supply, and electricity would be completed within 48 hours, and suitable compensation and preventive measures would be ensured at the highest level.

They gave these assurances to a delegation of the BJP MLAs, who met them today to take stock of the relief process.

However, reports of rain-induced losses continued to pour in on Monday.

Traffic movement was severely affected after the landslide hit the Ballinala area of Udhampur on Sunday evening, and huge mounds of debris fell on a petrol pump. People also faced inconvenience as the Samba-Kathua road washed away in heavy rains on Sunday, thus rendering six villages totally disconnected.

Though restoration works have been initiated yet continual rains are hampering the process.

In the wake of adverse weather forecasts, the district authorities have issued advisories for the general public, the government departments, and field functionaries asking them to remain alert and in ready-mode.

DC Kathua has issued a flash flood warning through an advisory. “Keeping in view the ongoing recent heavy rainfall in the district and as per the communication received from the Executive Engineer RSD HQ-cum-Emergency Planning Manager, office of Chief Engineer Dams, there are strong possibilities of regulated discharge of water from the dam at any time, which may result in a sudden rise of water level in the downstream areas of river Ravi and its tributaries,” he stated in the advisory.

“Accordingly, in the interest of public safety, all residents living in low-lying areas along River Ravi, Ujh Nallah, and other adjoining tributaries are advised to remain alert and avoid venturing close to riverbanks,” DC warned.

Police in Jourian villages Sitaraala and Bandwal along the river Chenab, while warning that the water level (in Chenab) can rise anytime, have asked the people to stay in their houses.

Similar advisories have been issued in almost all districts of the Division, asking the people to exercise utmost caution in view of the prevailing inclement weather conditions and recent incidents of flash floods and cloud-bursts at several places.

“Refrain from venturing in or around rivers, streams, or nullahs until there is improvement in weather,” the advisories, issued by district administrations, said.

In a related development, District Magistrate cum chairman, District Disaster Management Authority (DDMA) Chamba in Himachal Pradesh Monday suspended the Mani Mahesh yatra with immediate effect until further orders in the wake of continuous heavy rainfall triggering landslides, road blockages and related hazards in different areas in the district and further rain alert for the next few days by the India Meteorological Department (IMD).

In this connection, DM Chamba Mukesh Repaswal has requested the Deputy Commissioners (DCs) and Senior Superintendents of Police (SSPs) of Doda, Kishtwar, and Jammu to immediately issue necessary advisories and instructions within their respective districts to restrict the movement of yatris towards the Mani Mahesh pilgrimage until further orders.

Last week, Mani Mahesh Yatra was flagged off from the district of Doda to Chamba.

Did Pakistan’s 2018 constitutional moves accelerate Article 370’s repeal?

Srinagar, Aug 25: The Rashtriya Swayamsevak Sangh (RSS), the chief architect of the abrogation of Article 370 of the Indian Constitution, was not aware of its abrogation until August 5, 2019, the day it was finally repealed, a book with the PM’s foreword reveals.

The book, ‘370: Undoing the Unjust, A New Future for J&K’, published by BlueKraft Digital Foundation with a foreword by Prime Minister Narendra Modi, on Page 413 mentions, “Just before Parliament assembled at 11 am, Modi made a few calls, one of which was to RSS Sarsanghchalak, Mohan Bhagwat, and told him, “Mohanji, Aaj hum kuch kar rahay hain. Dekhtay hain aagay kya hota hai (Mohanji, today we are going to do something. Let’s see what happens!)”

On August 5, 2019, the Bharatiya Janata Party (BJP)-led government in New Delhi abrogated Article 370 and downgraded J&K to two federally-administered union territories – J&K and Ladakh.

A political analyst in New Delhi said, “The book implies that PM Modi didn’t consult RSS earlier. Forget consulting, he didn’t even involve the RSS till the very last minute. Forget involving, the RSS wasn’t anywhere in the picture till August 5, 2019. This is something contrary to the popular perception that RSS was driving the abrogation of Article 370. It was a case of Modi holding cards close to his chest.”

For the RSS not being part of the game plan should come as a shocker to those who follow Sangh’s politics, particularly its politics on Kashmir, as Article 370 abrogation is the Sangh’s oldest ideological project, older than even Ram Mandir.

However, Seh Prant Sanghchalak (Vice President) of RSS in J&K Vikrant Sharma, told Greater Kashmir over the phone from Jammu that the abrogation of Article 370 had to be done by the government, not the RSS, which raised it as an issue decades ago.

“That PM Modi called the RSS Sarsanghchalak before the proceedings in the Parliament illustrates that the issue was not discussed with RSS due to secrecy,” he said. “As it was the second tenure of the PM Modi-led BJP government, everyone in the RSS had an idea that it would be done.”

Sharma said that the PM might not have discussed the issue with the RSS earlier, keeping in mind that if the information would leak, it could create an “unwanted situation” in the country.

While the RSS officially endorsed the Ram Janmabhoomi movement in 1984, the abrogation of Article 370 was its brainchild.

As early as the 1950s, soon after the article became a part of the Indian Constitution in 1950, it called for abrogating the semi-autonomous status of J&K.

After the Delhi Agreement between independent India’s first prime minister, Pandit Jawaharlal Nehru, and then J&K prime minister, Sheikh Muhammad Abdullah, the RSS in 1952 and its then political wing, the Bharatiya Jana Sangh (BJS), began openly protesting against Article 370.

The BJS had been established by Syama Prasad Mookerjee in 1951 with the RSS patronage.

The BJS’ inaugural manifesto in 1951-52 called for the complete integration of J&K with India.

Mookerjee’s well-known slogan, “Ek desh mein do vidhan, do pradhan, do nishan nahin challenge” (Two constitutions, two prime ministers, two flags in one nation won’t be allowed) was also directed at the scrapping of Article 370.

Mookerjee even travelled to Kashmir in 1953 to agitate over the demand, was arrested, and died in detention.

The RSS regularly wrote editorials in its weekly Organiser in the early 1950s that Article 370 was a “constitutional fraud” and a threat to national unity.

So, the first organised call by RSS for abrogating Article 370 can be traced to the early 1950s, particularly 1952, with the Jana Sangh’s campaign and Mookerjee’s movement against Kashmir’s special status.

Prof Hari Om Mahajan, a staunch rightwing ideologue who was expelled from the BJP in 2015 when he criticised the party for entering into an alliance with the People’s Democratic Party (PDP), told Greater Kashmir over the phone from Jammu that the BJP is the political wing of the RSS and abrogation of Article 370 was a sensitive matter.

“For a state maintaining a level of secrecy in such matters is important,” he said. “No one in the world thought Article 370 could be abrogated, yet when it was repealed, Union Home Minister Amit Shah had printed documents, which means some people might have even been held up while the documents were printed.”

Prof Mahajan said that the PM Modi-Amit Shah combination had given a new orientation to the entire system of secrecy.

“Such secrecy was also maintained at the time of demonetisation,” he said, and downplayed information shared in the book about RSS not having been in the loop regarding the abrogation of Article 370 and Article 35-A until August 5, 2019.

However, for a party that for 67 years spearheaded the campaign to scrap Article 370 and passed 27 resolutions on Kashmir since the 1950s to be sidelined like this regarding its oldest ideological project puts a question mark on how much confidence and trust Prime Minister Narendra Modi has in its leadership.

New Delhi, Aug 25:  Chief of Integrated Defence Staff (CIDS) Air Marshal Ashutosh Dixit will visit Thailand from August 26–28 to attend the annual Chiefs of Defence Conference, jointly hosted by the United States Indo-Pacific Command and the Royal Thai Armed Forces.

The conference is a key multilateral forum that brings together defence chiefs from across the Indo-Pacific to deliberate on regional and global security challenges, cooperative frameworks, and ways to strengthen military-to-military ties. The 2025 edition is expected to focus on maritime security, counter-terrorism, cyber resilience, humanitarian assistance, disaster relief, and efforts to foster peace and stability in the Indo-Pacific.

Air Marshal Dixit is scheduled to hold discussions with participating counterparts to exchange views on enhancing interoperability, joint preparedness, and strategic partnerships to tackle common security concerns. The Ministry of Defence said the visit reflects India’s commitment to regional security, multilateral cooperation, and a rules-based, inclusive Indo-Pacific.

Jammu, Aug 25: Jammu and Kashmir Bharatiya Janata Party (BJP) president Sat Sharma Monday asserted that the party’s ultimate strength was its well-knit organisational structure, disciplined cadre and its service-oriented approach towards society.

He was addressing the senior party leaders and MLAs in a series of organisational meetings, spanning over two-days, in Samba, Kathua, and Rajouri districts. Sharma along with J&K BJP general secretary (organisation) Ashok Koul chaired these meetings.

Addressing the meetings, Sat Sharma asked the party leaders to ensure that every household should feel the presence of the BJP, not just as a political entity but as a family that cared, served and stood with the people in every situation. “We must expand our outreach with utmost transparency, so that the public–party bond grows stronger with every passing day,” he said. The meetings witnessed the detailed discussions on upcoming organisational programmes, strategies to enhance mass outreach, and mechanisms to further strengthen the party structure across Jammu and Kashmir.

Sat Sharma underlined the importance of the regular tours by senior leaders, calling for increased tours to every constituency and booth, ensuring direct contact with people at the grassroots. Ashok Koul stressed on the need for efficient organisational management and greater connectivity with youth and marginalized sections. He said that the BJP’s cadre must work with commitment and consistency to convey the message of development and good governance.

Finance ministry allows 1-time switch from new pension scheme to NPS

New Delhi, Aug 25: The Finance Ministry has introduced a one-time, one-way switch option for Central Government employees under the Unified Pension Scheme (UPS) to shift to the National Pension System (NPS).

According to an official notification, this facility is available to UPS subscribers up to one year before their superannuation or three months before voluntary retirement.

Employees facing dismissal, removal, or disciplinary action will not be eligible.

The Department of Expenditure (DoE) in the Ministry of Finance is likely to put out operational framework for implementing the unified pension scheme (UPS). This framework will outline the modalities for various scenarios.

According to a Finance Ministry notification, “It has been decided that a one-time, one-way switch facility from UPS to NPS shall be made available to all central government employees who have opted for UPS”.

Once the switch is exercised, employees will no longer be entitled to UPS benefits, including assured payouts. The government’s 4 per cent differential contribution will be added to the individual’s NPS corpus at the time of exit, following PFRDA norms.

The memorandum directs all ministries and departments to inform eligible officials of this provision. This move aims to streamline pension benefits and provide flexibility while reinforcing NPS as a long-term retirement solution.

Recently, Finance Minister Nirmala Sitharaman said that 7,253 claims under the Unified Pension Scheme (UPS) have been received, out of which 4,978 claims have been processed for payment of benefits (as on July 20).

As per the eligibility criteria, there are 25,756 retired Central government subscribers eligible to receive additional benefits under UPS, the minister informed the Parliament.

UPS has been introduced as an option under NPS for the employees of the Central government who are covered under the NPS. There is no proposal under consideration to extend such benefits to other pension schemes or sectors.

Rajouri, Aug 25: Jammu and Kashmir Anti-Corruption Bureau (JKACB) on Monday arrested a policeman posted at Police Post Laam in Nowsherea area of Rajouri district for demanding and accepting bribe.

An official said that ACB received a complaint alleging therein that the complainant was called in Police Post Lam telephonically by Sgct Arif Iqbal on the basis of a complaint lodged by a person of Pukharni, Tehsil Qila Darhal District Rajouri. The said Sgct demanded Rs 10,000 as bribe for himself and Incharge Police Post Lam for not implicating him in that case/complaint.

He said the complainant, unwilling to pay the bribe, approached ACB to take legal action. After discreet verification, FIR No. 05/2025 under Section 7 of the Prevention of Corruption Act, 1988, was registered at Police Station ACB Rajouri, and investigation was initiated.

During the course of investigation, a trap team was constituted. The team laid a successful trap and accused public servant Sgct Arif Iqbal of Police Post Lam, Nowshera, District Rajouri was caught red-handed while demanding and accepting bribe amount of Rs 10,000 from the complainant. The accused was arrested on the spot by the ACB team after following due process of law. Moreover, search was also conducted in the residential house of the accused public servant, official said.

Further investigation of the instant case is going on, he added.

Srinagar, Aug 25: Alert soldiers foiled an infiltration bid by terrorists on the line of control (LoC) in the Uri sector of J&K’s Baramulla sector on Monday, the Army said.

“Troops detected suspicious movement and opened fire,” an army official said, adding search operations were being undertaken in the area subsequently.

On August 13, two soldiers were martyred during operational duties in the Uri sector. A spokesman of the Army’s Srinagar headquartered Chinar Corps had identified the deceased as Havildar Ankit Kumar and Sepoy Banoth Anil Kumar.

The 740-km long LoC in Jammu and Kashmir remained relatively calm since India and Pakistan reached an agreement on May 10 this year to end four days of intense cross-border attacks and missile strikes, in the wake of the Pahalgam attack on April 22 that left 26 civilians including 25 tourists and a local dead in a terror attack by Pakistan-backed LeT terrorists.

On August 13, the security forces had also recovered a huge cache of arms and ammunition in the Kupwara district of the Kashmir Valley.

The recovery included a 9 mm Chinese pistol, two 9 mm pistol magazines, five 9 mm pistol ammunition, three AK-47 magazines, 260 AK-47 ammunition, four UBGL grenades, an IED/mine, five metres mine wire, three hand grenades (Pakistani make), a PITO bag, and a handbag with a Pakistani address written in Urdu, two detonators, 30 mine fuses with wire, an electric machine (unknown device) and two battery connectors, and 16 brown sugar sachets.

Awantipora, Aug 25: In a landmark development to boost innovation and entrepreneurship in Jammu & Kashmir, Dr. Jitendra Singh, Union Minister of State (Independent Charge), Ministry of Science and Technology, today inaugurated two cutting-edge facilities at IUST’s newly developed Innovation Campus in Awantipora. These include the Innovation Technology Business Incubator (iTBI), supported by the Ministry of Science and Technology, and the iFactory under the Centre for Industry 4.0 (C4i4), sponsored by the Ministry of Heavy Industries. Both centers aim to nurture startups, advanced research, and strengthen the region’s innovation ecosystem.

Addressing the gathering, Dr. Jitendra Singh congratulated IUST for setting up advanced labs and positioning itself as a hub of innovation. He announced a special grant of 5 crore to strengthen the university’s innovation and entrepreneurship ecosystem, and will provide handholding support to 30 startups. He noted that India has emerged as a global leader in biotechnology, space technology, information technology, and ocean research, and urged students and researchers to seize these opportunities. He also expressed optimism about the immense entrepreneurial potential of Jammu & Kashmir and the key role of institutions like IUST in realizing it. Navalgundkar, Founder and CEO, C4i4; Praveen Roy Head TTI Division, DST, Government of India ; senior officers from the Government of India and J&K; Vice-Chancellors of sister universities; and industry leaders.

In his address, Prof. Shakil A. Romshoo, Vice Chancellor, IUST, highlighted the university’s vision of contributing to Viksit Bharat@2047. He shared that every department/Centre at IUST is preparing a comprehensive development plan to align with this vision and strengthen the institution’s role in regional and national growth. Prof. Romshoo further emphasized that IUST has significantly enhanced its ecosystem for innovation, incubation, and startups over the past few years. Accordingly, the University has established a dedicated Innovation Campus that currently hosts nearly ten specialized centers, all working to foster entrepreneurship, technological innovation, and the development of viable startups.

Srinagar, Aug 25: Despite the ongoing suspension of the Indus Waters Treaty (IWT) following the Pahalgam terror attack, India has conveyed a warning to Pakistan about a potential flood in the Tawi River—a move described as rooted in humanitarian concern. According to sources, the Ministry of Jal Shakti detected the high flood levels and relayed the alert to the Ministry of External Affairs, which then passed it on to Islamabad.

While the formal mechanisms of the IWT—in which flood data traditionally flows via the Indus Water Commissioners—are currently inactive, India chose to share critical information through diplomatic channels to help avert disaster

According to the Pakistani media outlet The News, India shared the information with Pakistan through the Indian High commission in Pakistan, marking the first significant exchange since the treaty’s suspension following the Pahalgam terror attack. Typically, such notifications occur via the Indus Water Commission, but those channels remain inactive. Pakistani authorities reportedly issued warnings based on the information, though neither country has officially confirmed the development.

This alert underscores that even during strained diplomatic times, essential disaster warnings can transcend political barriers.

The Indus Waters Treaty, signed in 1960, governs how India and Pakistan share rivers derived from the Indus Basin. Water from the Eastern Rivers (Ravi, Beas, Sutlej) is allocated entirely to India, while the Western Rivers (Indus, Jhelum, Chenab) primarily serve Pakistan The Indian ExpressBusiness Standard.

In April, following the Pahalgam terror attack, India placed the IWT “in abeyance”, suspending treaty obligations until Pakistan demonstrably halts its involvement in cross‑border terrorism.

This action illustrates that even amid deep political tensions, channels for humanitarian communication can still operate. Transparent exchange of critical data—like flood warnings—can make a significant difference in preventing regional disasters, regardless of broader diplomatic standing.

Srinagar, Aug 25: Amid inclement weather, the government on Monday announced closure of all government and private schools in Jammu provision on August 26.

An order issued by Director School Education Jammu reads, “In view of the inclement weather conditions, it is hereby ordered that all Government as well as private schools in the Jammu Division shall continue to remain closed till tomorrow, i.e., 26.08.2025.

Pertinently, All Government and private schools were announced to be closed today amid inclement weather to safeguard the lives of students.
