President Murmu accepts Jagdeep Dhankhar's resignation

New Delhi, July 22: President Droupadi Murmu accepted the resignation of Jagdeep Dhankhar from the post of Vice President of India on Tuesday.

The letter has been forwarded to the Ministry of Home Affairs (MHA), and soon an official notification will be issued.

This was announced during the Rajya Sabha proceedings, when BJP MP Ghanshyam Tiwari, who was in the Chair, said that Dhankhar’s resignation as the Vice President has been accepted.

Tiwari also said that the Ministry of Home Affairs has “conveyed resignation of Vice President of India Jagdeep Dhankhar under Article 67A of the Constitution with immediate effect”.

Earlier, Prime Minister Narendra Modi extended good wishes to Dhankhar. The PM wrote on X, “Shri Jagdeep Dhankhar Ji has got many opportunities to serve our country in various capacities, including as the Vice President of India. Wishing him good health.”

The PM’s post came at a time when the opposition has been raising questions about Dhankhar’s sudden resignation.

Dhankhar, who served as the 14th Vice President of India since August 2022, stepped down on July 21 — the very first day of the Monsoon Session of Parliament — citing health concerns.

On July 16, 2022, the BJP announced Dhankhar as the National Democratic Alliance (NDA) candidate for Vice President. In the Vice Presidential election held on August 6, 2022, Dhankhar defeated opposition candidate Margaret Alva with 528 out of 710 valid votes, securing 74.37 per cent — the highest margin of victory since 1992.

As Vice President, Dhankhar also served as the ex-officio Chairman of the Rajya Sabha, where he presided over several key legislative sessions. Known for his strict adherence to parliamentary rules and no-nonsense approach, he was both respected and contested in equal measure across party lines.

Jagdeep Dhankhar, a seasoned politician and constitutional expert, was seen by many as a firm yet fair presiding officer of the Rajya Sabha.

He had been hospitalised multiple times over the past year for health concerns, most recently in Nainital. The exact nature of his illness has not been disclosed.

In his resignation letter to President Droupadi Murmu, Dhankhar cited health concerns. He invoked Article 67(a) of the Indian Constitution, which provides for the resignation of the Vice President.

Jagdeep Dhankhar’s resignation has triggered the constitutional process to elect a new Vice President of India, say experts. Since the Vice President also serves as the Chairman of the Rajya Sabha, the post cannot remain vacant for long, according to the experts.

New Delhi, July 22: The Rajya Sabha was adjourned till 2 pm on Tuesday, twice during the first half, after Opposition MPs disrupted proceeding demanding discussion on Election Commission’s Special Intensive Revision (SIR) of electoral rolls in Bihar.

Soon after the House met for the day and after the listing of papers, Opposition members were on their feet raising slogans in support of their demands including a discussion of Pahalgam attack, Operation Sindoor in the presence of Prime Minister Narendra Modi, besides on the Bihar SIR issue.

Several Opposition members including those from the Congress had given adjournment notices for suspending the day’s business and holding an immediate discussion on the SIR issue.

CPI member P Sandosh Kumar had given a notice to discuss the “unexpected and unprecedented” resignation of Vice President Jagdeep Dhankhar.

The morning proceedings were adjourned till 12 noon within minutes of the start of the day’s proceedings, after Deputy Chairman Harivansh rejected the 12 adjournment notices on several issues by Opposition members under Rule 267.

As the House met again at 12 noon for the Question Hour, the Opposition protest continued with several of them raising slogans.

Ghanshyam Tiwari, who was chairing the proceedings, informed the House regarding a notification (dated July 22, 2025) by the Ministry of Home Affairs conveying resignation of Vice President Jagdeep Dhankhar with immediate effect.

After that, he called the members to raise the listed questions.

However, opposition members continued to protest, forcing the Chair to adjourn the House till 2 pm.

One of the members had demanded discussion on resignation of Jagdeep Dhankhar from the post of Vice President of India.

Ten opposition members were seeking immediate discussion on concerns arising out of the Election Commission’s decision to carry out Special Intensive Revision (SIR) of electoral rolls in Bihar.

As the Chair did not accept their adjournment notices, Opposition parties, including the Congress started protesting. The Deputy Chairman adjourned the proceedings till 12 noon.

Harivansh was chairing the proceedings of the morning session, a day after Vice President Jagdeep Dhankhar resigned from his post citing medical reasons.

Vice President of India is ex-officio Chairman of the Rajya Sabha.

Usually, Dhankhar used to chair the proceedings at the beginning of the day.

Sensex, Nifty open higher as banking stocks continue to gain

Mumbai, July 22: The Indian stock market opened in the green on Tuesday as heavyweight banking stocks continued to lead amid mixed global cues.

At 9.23 am, Sensex was up 152 points or 0.19 per cent at 82,359 and Nifty was up 38 points or 0.15 per cent at 25,129.

Banking stocks were leading the market. Nifty Bank was up 0.30 per cent, higher than the main indices.

Buying was also seen in the midcap and smallcap stocks. Nifty midcap 100 index was up 45 points or 0.08 per cent at 59,514 and Nifty smallcap 100 index was up 80 points or 0.42 per cent at 19,038.

Among the sectoral indices, PSU bank, financial services, metal, media, energy and private bank were in the green. Pharma, IT, auto and FMCG were in the red.

In the Sensex pack, Eternal, Trent, Tata Steel, ICICI Bank, HDFC Bank, TCS, BEL, HCLTech, NTPC and SBI were top gainers. Tata Motors, Bajaj Finserv, Sun Pharma, M&M, Bharti Airtel, Maruti Suzuki, L&T, HUL and Asian Paints were top losers.

“The Nifty 50, after a strong rebound from its intraday low of 24,900, surged nearly 225 points to close above the 25,000 mark, forming a bullish candlestick pattern. The rebound from the 50-day EMA indicates a potential trend reversal, though confirmation through follow-up buying is awaited,” said Mandar Bhojane of Choice Equity Broking Private Limited.

On the upside, a sustained move above 25,150 could pave the way toward 25,250. Key support levels remain at 25,000 and 24,900, which may offer favourable risk-reward opportunities for long positions, he added.

Most Asian markets kept to a tight range. Tokyo and Seoul were in the red while Shanghai, Hong Kong and Jakarta were in the green. US markets closed in the mixed zone. Dow Jones was in the red and Nasdaq was in the green.

On July 21, foreign institutional investors (FIIs) were net sellers for the third consecutive session, offloading equities worth Rs 1,681 crore. In contrast, domestic institutional investors (DIIs) remained strong buyers for the 11th straight day, purchasing equities worth Rs 3,578 crore.

SC to hear on July 24 Maharashtra govt’s plea against Bombay HC verdict SC-Train blast

New Delhi, Jul 22: The Supreme Court on Tuesday agreed to hear on July 24 plea of the Maharashtra government against the Bombay High Court verdict acquitting all 12 accused in the 2006 Mumbai train bomb blasts case.

A bench of Chief Justice BR Gavai and Justices K Vinod Chandran and NV Anjaria listed the matter for Thursday after Solicitor General Tushar Mehta, appearing for the Maharashtra government, mentioned for urgent listing saying that there is an element of urgency.

The Bombay High Court on Monday acquitted all the 12 accused, saying the prosecution utterly failed to prove the case and it was “hard to believe the accused committed the crime”.

More than 180 persons were killed in the seven train blasts.

Amarnath Yatra: Over 3,500 pilgrims leave Jammu base camp

Jammu, July 22: Braving heavy rain, a fresh batch of more than 3,500 pilgrims left Jammu for the Amarnath cave shrine in the south Kashmir Himalayas amid tight security in the early hours of Tuesday, officials said.

Over 3 lakh pilgrims have visited the 3,880-metre-high shrine of Lord Shiva, which houses a naturally formed ice lingam, since the pilgrimage began on July 3.

Escorted by Central Reserve Police Force and police personnel, the 20th batch of 3,536 pilgrims — 2,601 men, 822 women, 11 children and 102 sadhus and sadhvis — left the Bhagwati Nagar base camp here in 132 vehicles between 3:33 am and 4:09 am, the officials said.

The first pilgrim convoy, carrying 1,250 pilgrims in 48 vehicles, left for the shorter but steeper 14-km Baltal route in Ganderbal district. The second convoy of 2,286 pilgrims in 84 vehicles undertook the yatra via the traditional 48-km Pahalgam route in Anantnag district, they said.

With this, a total of 1,27,541 pilgrims have departed from the Jammu base camp for the valley since July 2, when Lieutenant Governor Manoj Sinha flagged off the first batch.

The number of pilgrims undertaking the yatra has witnessed a decline over the past few days.

While 7,908 pilgrims left in the 16th batch on July 18, 6,365 left in the 17th batch on July 19.

On July 20, 4,388 pilgrims left in the 18th batch and 3,791 pilgrims left in the 19th batch on July 21. Tuesday’s batch was the smallest so far.

According to the officials, on-the-spot registration for the pilgrimage has been closed due to the drop in footfall of pilgrims. The registration will now be done at the Bhagwati Nagar base camp.

More than 4 lakh people have registered online for the pilgrimage so far. Last year, over 5.10 lakh pilgrims paid obeisance at the cave shrine.

The 38-day pilgrimage will conclude on August 9.

Srinagar, July 22: A 14-year-old boy from Farashgund Daharmunah area of Central Kashmir’s Budgam district succumbed to injuries he had sustained in an electrocution incident, plunging the entire locality into deep mourning.

The deceased, Farhan Shabir Mir, had suffered a severe electric shock on Sunday evening and was rushed to SKIMS Soura in a critical condition. Despite being under intensive care for over 48 hours, Farhan passed away in the early hours of Tuesday. Hospital sources told the news agency Kashmir News Trust that the boy had sustained extensive internal injuries and burns, and despite all possible medical interventions, he could not be revived.

This is the second fatal electrocution incident to have hit Daharmunah in recent weeks. Earlier, another youth from Paul Mohalla of the same village also lost his life to electrocution under similar circumstances, triggering widespread concern over electrical safety and infrastructure in the area. New Delhi, July 22: The Congress on Tuesday claimed the reasons behind Jagdeep Dhankhar’s resignation as vice president are “far deeper” than health issues cited by him, and that his resignation speaks highly of him but poorly of those who got him elected to the post.

Congress general secretary in-charge communications Jairam Ramesh also raised questions over the absence of Union ministers J P Nadda and Kiren Rijiju from the second Business Advisory Committee on Monday, saying “something very serious” happened between 1 pm and 4.30 pm on Monday to account for their deliberate absence from the second BAC.

Congress Rajya Sabha MP Vivek Tankha said Dhankhar’s resignation was quite unexpected.

“While presiding over Rajya Sabha yesterday he was his good jolly self!! Did the way he proactively handled the 2 impeachment motions (Justice Yadav & Verma) yesterday the last straw!!” he said on X.

Ramesh pointed out that Dhankhar chaired the BAC of the Rajya Sabha at 12.30 pm on Monday.

“It was attended by most members, including Leader of the House J P Nadda and the Minister of Parliamentary Affairs Kiren Rijiju. After some discussion, the BAC decided to meet again at 4:30 PM,” he said in a post on X.

At 4.30 pm, the BAC reassembled under the chairmanship of Dhankhar, the Congress leader said.

“It waited for Shri Nadda and Shri Rijiju to arrive. They never came. Shri Jagdeep Dhankhar was not personally informed that the two senior Ministers were not attending. Rightly he took umbrage and rescheduled the BAC for today at 1 PM,” Ramesh claimed.

So “something very serious” happened yesterday between 1 pm and 4.30 pm to account for the deliberate absence of Nadda and Rijiju from the second BAC yesterday, he said in a post on Tuesday.

“Now in a truly unprecedented move, Shri Jagdeep Dhankhar has resigned. He has given health reasons for doing so. Those should be respected. But it is also a fact that there are far deeper reasons for his resignation,” Ramesh claimed.

While always lauding the post-2014 India, he spoke fearlessly for the welfare of farmers, forcefully against what he called ‘ahankar (arrogance)’ in public life, and strongly on judicial accountability and restraint, Ramesh said.

“To the extent possible under the current G2 ruling regime, he tried to accommodate the Opposition. He was a stickler for norms, proprieties, and protocol, which he believed were being consistently disregarded in both his capacities,” he said.

“Jagdeep Dhankar’s resignation speaks highly of him. It also speaks poorly of those who had got him elected as Vice President in the first instance,” he said.

The opposition on Monday raised questions over Dhankhar’s sudden resignation as the vice president, with the Congress saying that clearly, there is “far more to his totally unexpected resignation than meets the eye”.

The Congress has also urged Prime Minister Narendra Modi to convince Dhankhar to change his mind.

In a sudden move, Dhankhar resigned from his post on Monday evening, citing medical reasons. He sent his resignation to President Droupadi Murmu and said he is stepping down with immediate effect.

“The sudden resignation of the Vice President and Chairman of the Rajya Sabha is as shocking as it is inexplicable. I was with him alongside a number of other MPs till around 5 PM today and had spoken to him over the phone at 7:30 PM,” Ramesh said in a post on X on Monday night.

“No doubt Mr Dhankhar has to give topmost priority to his health. But clearly there is far more to his totally unexpected resignation than meets the eye,” he had said. This is not the time for speculation though, Ramesh added.

Dhankhar took both the government and the opposition to task in equal measure, he said.

“He had fixed a meeting of the Business Advisory Committee tomorrow at 1 PM. He was also to make some major announcements related to the judiciary tomorrow,” Ramesh had said.

“We wish him the best of health but also request him to reconsider his decision. We also expect the Prime Minister to get Mr Dhankhar to change his mind. This will be in the nation’s interest,” the Congress leader had said.

The farming community, in particular, will be greatly relieved if Dhankhar changed his mind, he added.

Dhankhar, 74, assumed office in August 2022 and his tenure was till 2027.

He was also the chairman of the Rajya Sabha and his resignation came on the first day of the Monsoon session of Parliament.

Dhankhar recently underwent angioplasty at the All India Institute of Medical Sciences (AIIMS) in Delhi.

In his eventful tenure as Rajya Sabha chairman, Dhankhar had several run-ins with the opposition, which had also moved a motion to impeach him.

The motion, the first ever in independent India to remove a vice president, was later rejected by Rajya Sabha Deputy Chairman Harivansh.

UK, Canada and 26 other countries say the war in Gaza ‘must end now'

London, July 22: Twenty-eight countries including Britain, Japan and a host of European nations issued a joint statement Monday saying the war in Gaza “must end now” — the latest sign of allies’ sharpening language as Israel’s isolation deepens.

The foreign ministers of countries also including Australia and Canada said, “the suffering of civilians in Gaza has reached new depths.” They condemned “the drip feeding of aid and the inhumane killing of civilians, including children, seeking to meet their most basic needs of water and food.”

The statement described as “horrifying” the recent deaths of over 800 Palestinians who were seeking aid, according to the figures released by Gaza’s Health Ministry and the U.N. human rights office.

“The Israeli government’s aid delivery model is dangerous, fuels instability and deprives Gazans of human dignity,” the countries said. “The Israeli government’s denial of essential humanitarian assistance to the civilian population is unacceptable. Israel must comply with its obligations under international humanitarian law.”

Israel and U.S. reject the criticism

Israel’s Foreign Ministry rejected the statement, saying it was “disconnected from reality and sends the wrong message to Hamas.” It accused Hamas of prolonging the war by refusing to accept an Israeli-backed proposal for a temporary ceasefire and hostage release.

“Hamas is the sole party responsible for the continuation of the war and the suffering on both sides,” Foreign Ministry spokesperson Oren Marmorstein posted on X.

U.S. Ambassador to Israel Mike Huckabee also rejected the statement from many of America’s closest allies, calling it “disgusting” in a post on X and saying they should instead pressure the “savages of Hamas.”

Germany was also notably absent from the statement.

German Foreign Minister Johann Wadephul wrote on X that he spoke with Israeli counterpart Gideon Saar on Monday and expressed the “greatest concern about the catastrophic humanitarian situation” in Gaza as Israel’s offensive widens. He called on Israel to implement agreements with the EU to enable more humanitarian aid.

A worsening humanitarian crisis

Gaza’s population of more than 2 million Palestinians is in a catastrophic humanitarian crisis, now relying largely on the limited aid allowed into the territory. Israel’s offensive has displaced some 90% of the population, with many forced to flee multiple times.

Most of the food supplies Israel has allowed into Gaza go to the Gaza Humanitarian Foundation, an American group backed by Israel. Since its operations began in May, hundreds of Palestinians have been killed in shootings by Israeli soldiers while heading to the sites, according to witnesses and health officials. The Israeli military says it has only fired warning shots at those who approach its forces.

Israel’s 21 months of war with Hamas have pushed Gaza to the brink of famine, sparked worldwide protests and led to an International Criminal Court arrest warrant against Israel’s Prime Minister Benjamin Netanyahu.

Israel has brushed off previous criticism

Allies’ criticism about Israel’s actions has had little clear effect. In May, Britain, France and Canada issued a joint statement urging Netanyahu’s government to stop its military operations in Gaza and threatening “concrete actions” if it didn’t.

Israel rejects criticism of its wartime conduct, saying its forces have acted lawfully and blaming civilian deaths on Hamas because the militants operate in populated areas. It says it has allowed enough food in to sustain Gaza and accuses Hamas of siphoning off much of it. The United Nations says there is no evidence for widespread diversion of humanitarian aid.

The new joint statement called for an immediate ceasefire, saying countries are prepared to take action to support a political pathway to peace in the region.

Israel and Hamas have been engaged in ceasefire talks but there appears to be no breakthrough, and it’s not clear whether any truce would bring the war to a lasting halt. Netanyahu has vowed to continue the war until all the hostages are returned and Hamas is defeated or disarmed.

Speaking to Parliament, British Foreign Secretary David Lammy thanked the U.S., Qatar and Egypt for their diplomatic efforts to try to end the war.

“There is no military solution,” Lammy said. “The next ceasefire must be the last ceasefire.”

Australian Home Affairs Minister Tony Burke said Tuesday the hostages needed to be released and the war must end, but the images of destruction and killing coming out of Gaza were “indefensible.”

“We’re all hoping that there’ll be something that will break this,” Burke told Australian Broadcasting Corp.

Hamas triggered the war when militants stormed into southern Israel on Oct. 7, 2023, killing around 1,200 people and taking 251 others hostage. Fifty hostages remain in Gaza, but fewer than half are thought to be alive.

Israel’s military offensive has killed more than 59,000 Palestinians, according to Gaza’s Health Ministry. Its count doesn’t distinguish between militants and civilians, but the ministry says more than half of the dead are women and children. The ministry is part of the Hamas government, but the U.N. and other international organizations see it as the most reliable source of data on casualties.

Srinagar, Jul 21: Recalling the historic silk factory incident of July 21, 1924, senior CPI(M) leader and MLA Kulgam Mohammad Yousuf Tarigami paid tribute to the workers who sacrificed their lives while demanding justice and dignity, a press release said.

“They did not present their lives. Their lives were snatched,” he said, as he remembered the slain workers who were protesting for fair wages and better working conditions.

“The incident saw a large number of workers participating, voicing their concerns over meagre wages and exploitative working conditions. “They were raising voices for their rights, but faced bullets,” Tarigami said. “Those in power did not bring the protest to the forefront. Instead, bullets were fired to crush it,” he added.

Tarigami recalled that the protestors were not only demanding a raise in wages – which were as low as 4 aanas a day – but also the release of their arrested leaders and punishment for corrupt officials. “Some people said ten people presented their lives. They did not present their lives. Their lives were snatched away,” he repeated.

He highlighted the significance of the silk workers, pointing out that the same silk produced in Srinagar was once worn by kings and elites. “Even today, if you go to the village, that factory is still there. Some people still take care of it,” he said, drawing attention to the heritage and continued relevance of the silk industry in Kashmir.
