DSEJ directs action against staff failing to report back to schools

Jammu, July 01: In a fresh directive aimed at streamlining teaching operations, the Directorate of School Education Jammu (DSEJ) has instructed all Chief Education Officers to take strict action against staff who have not resumed their original postings after being recalled from attachments.

In a communique addressed to CEO’s, DSEJ stated that, “this office Order No. 171-DSEJ of 2025 dated 19.05.2025, order issued under endorsement No. DSEJ/2025/33880-85 dated 24.06.2025, refer to the above-cited communications, wherein directions were issued for recalling of all School Education Department staff who were attached/deployed in offices other than the School Education Department and Dissolution of various cells constituted at the Directorate, CEO, and ZEO levels, with instructions for the staff working therein to report back to their original places of posting immediately, without availing any joining time, and resume their teaching duties.”

In this connection, you are directed to submit a compliance report to this office by 03.07.2025 positively. Issue notices for unauthorized absence to such staff who has not reported back to their original places of posting till date, reads the communique. (JKNS)

Srinagar, July 01: The Anti-Corruption Bureau (ACB) Srinagar has registered a formal case against sitting District Development Council (DDC) Member and his associate Ghulam Mohammad Khathana for allegedly demanding a bribe of ₹5 lakh in exchange for arranging official NOCs for a local school.

In a statement, ACB, Srinagar has registered a case FIR No. 12/2025 under Section 7 of the Prevention of Corruption Act, 1988 (as amended 2018), section 61(2) BNS against a sitting District Development Council (DDC) Member Mohammad Shaban Chopan, S/o Ghulam Qadir Chopan, R/o Dara Harwan, and his Tout Ghulam Mohammad Khathana, S/o Mukeem Khathana, R/o Dara Harwan, for demanding illegal gratification in lieu of arranging official clearances.

The case was registered on the basis of a written complaint received by this P/S against BDC member Mohammad Shaban Chopan, S/o Ghulam Qadir Chopan, R/o Dara Harwan, and his a tout Ghulam Mohammad Khathana, S/o Mukeem Khathana, R/o Dara Harwan, demanded a bribe of ₹5,00,000/- from him for facilitating the issuance of required No Objection Certificates (NOCs) for his Scholars Boarding school established at Dara, it reads.

Statement reads that, The complainant further alleged that the DDC Member managed an official inspection of his premises as a means to exert pressure and create a false ground for demanding the bribe. An initial installment of 50,000/- along with Blank sign Cheque was demanded as part of the total bribe amount.

The allegations were discreetly verified by ACB, and the verification confirmed the authenticity of the claims made in the complaint. The verification report clearly established demand of bribe by the public representative through his tout, it reads.

Accordingly FIR No. 12/2025 under Section 7 of the Prevention of Corruption Act, 1988 and section 61(2) BNS was registered in Police Station ACB Srinagar, and further investigation is underway, it reads.

ACB reiterates its commitment to act against corruption and appeals to the general public to report any such instances through the dedicated helpline or by approaching the nearest ACB office, reads the statement. (JKNS)

New York, July 01: The Pahalgam terror attack was an act of economic warfare meant to destroy tourism in Kashmir, External Affairs Minister S Jaishankar said, asserting that India has made it clear that it will not allow nuclear blackmail to prevent it from responding to terror emanating from Pakistan.

India has had a string of terrorist attacks over the years emanating from Pakistan and in the wake of the April 22 Pahalgam terror attack, there was a sentiment in the country that “enough is enough,” Jaishankar said on Monday.

His remarks came during a conversation with Newsweek CEO Dev Pragad hosted at the publication’s headquarters at One World Trade Centre near the 9/11 Memorial in Manhattan.

Jaishankar said that the Pahalgam attack “was an act of economic warfare. It was meant to destroy tourism in Kashmir, which was the mainstay of the economy. It was also meant to provoke religious violence because people were asked to identify their faith before they were killed.”

“So we decided that we cannot let terrorists function with impunity. The idea that they are on that side of the border, and that, therefore, sort of prevents retribution, I think, that’s a proposition that needs to be challenged and that is what we did,” he said.

Jaishankar is on an official visit to the US and will travel to Washington DC to participate in the Quad Foreign Ministers’ Meeting on Tuesday.

He commenced his visit by inaugurating an exhibition in the UN Headquarters titled ‘The Human Cost of Terrorism’, organised by the Permanent Mission of India to the UN.

He said that the terrorists based in Pakistan carrying out attacks against India do not operate in secret and these are terrorist organisations who have the “equivalent of their corporate headquarters in the populated towns of Pakistan.”

“Everybody knows what is the headquarters of organisation A and organisation B and those are the buildings, the headquarters that India destroyed” in Operation Sindoor, he said.

Operation Sindoor was launched to target terror infrastructure in Pakistan and Pakistan-occupied Kashmir in retaliation for the Pahalgam attack that killed 26 civilians and for which The Resistance Front (TRF), a front for Pakistan-based terrorist group Lashkar-e-Taiba (LeT) had claimed responsibility.

“We are very clear there will be no impunity for terrorists, that we will not deal with them any longer as proxies and spare the government which supports and finances and in many ways, motivates them. We will not allow nuclear blackmail to prevent us from responding,” he said.

Jaishankar added that “we’ve also heard this for too long” that both India and Pakistan are nuclear countries and “therefore the other guy will come and do horrible things, but you mustn’t do anything because it gets the world worried.

“Now we are not going to fall for that. If he is going to come and do things, we are going to go there and also hit the people who did this. So no yielding to nuclear blackmail, no impunity to terrorists, no more free pass that they are proxies. And we will do what we have to do to defend our people,” Jaishankar said amid applause from the audience.

Referring to the exhibition at the UN highlighting the devastating toll of terrorist attacks across the globe, including those perpetrated by Pakistan-based terror entities, Jaishankar said India believes that “terrorism is actually a threat to everyone, that no country should use it as an instrument to further its policies because, at the end of the day, it comes back to bite everyone.”

He stressed that the message to the world has to be that there should be zero tolerance for terrorism, that there should be no circumstances, no excuse, no justification under which a country would allow, support, finance or sponsor terrorist acts.

He said India has been dealing with terrorism emanating from Pakistan for several decades but it actually started from the time of the country’s independence in 1947 when within a few months, terrorists were sent into Kashmir and were described as proxies and tribal invaders.

“And then soon enough, the Pakistani Army followed. So we have battled terrorism, really intensive, for the last four decades and we’ve had some horrific cases,” he said, as he referred to the 2001 Parliament and 2008 Mumbai terror attacks.

During a Q&A session that followed the conversation, Jaishankar was asked about President Donald Trump’s claim that he used trade to stop the recent conflict between India and Pakistan and whether that has affected trade negotiations between Delhi and Washington.

“No, I don’t think so. I think the trade people are doing what the trade people should be doing, which is negotiate with numbers and lines and products and do their trade-offs. I think they are very professional and very, very focused about it,” Jaishankar said.

He said that there is a national consensus in India that “our dealings with Pakistan are bilateral.

“And in this particular case, I can tell you that I was in the room when Vice President (JD) Vance spoke to Prime Minister (Narendra) Modi on the night of May 9, saying that the Pakistanis would launch a very massive assault on India if we did not accept certain things.

“And the Prime Minister was impervious to what the Pakistanis were threatening to do. On the contrary, he indicated that there would be a response from us. This was the night before and the Pakistanis did attack us massively that night, we responded very quickly thereafter,” Jaishankar said.

“And the next morning, Mr (Secretary of State Marco) Rubio called me up and said the Pakistanis were ready to talk. So I can only tell you from my personal experience what happened. The rest I leave to you,” he said.

Delhi bans fuel for old vehicles from today

New Delhi, July 01: In a major step toward combating vehicular pollution, the Delhi government has begun enforcing strict new rules on End-of-Life (EOL) vehicles starting Tuesday.

As per the directives issued by the Commission for Air Quality Management (CAQM), all petrol pumps across the National Capital Territory (NCT) will deny fuel to old vehicles identified through AI-powered Automatic Number Plate Recognition (ANPR) cameras.

From Tuesday onwards, EOL vehicles, those that have exceeded their legal age limit of 10 years for diesel and 15 years for petrol vehicles, will not be allowed to refuel at petrol or diesel stations. These vehicles will also be liable for hefty fines if found in public places.

Four-wheeler owners found violating the rule will be fined Rs 10,000, while two-wheeler owners will face a penalty of Rs 5,000.

AI-enabled cameras installed at petrol stations will automatically identify outdated vehicles using number plate data. Once recognised, these vehicles will be flagged in the system, preventing fuel issuance.

Petrol pump operators have expressed cautious optimism about the implementation. Sanjay Dedha, manager of a petrol pump in Vivek Vihar, said, “The Delhi government has installed the system. Let’s see from today, if vehicles within that category come. We are waiting to see if the system works fine. If there are any server-related hiccups, we will physically identify old vehicles and not provide petrol or diesel to them.”

Bharat Petroleum, Lal Kuan, Supervisor Ram Lagan Shukla said, “It has come into effect from today, the 1st of the month, that vehicles running on petrol which are over 15 years old will not be given petrol here. We will check the condition of the vehicle and its documents as well.”

The new enforcement policy is part of a broader plan to reduce emissions and improve air quality in the capital, which frequently ranks among the world’s most polluted cities.

Authorities have also announced that EOL vehicles found parked in public places or near fuel stations will be seized starting Tuesday.

Vehicle owners in Delhi are advised to verify the registration status of their vehicles and avoid using outdated vehicles to prevent penalties and seizure.

Baramulla, Jun 30: After years of repeated pleas and persistent demand by locals, Baramulla town is finally witnessing a long-awaited development works. The macadamisation of a crucial 6-kilometre road stretch from Azad Gunj to Drangbal in Old Town Baramulla has begun, bringing long-awaited relief to thousands of residents who have endured poor road conditions for years.

Initially, the macadamisation will be completed from Azad Gunj bridge to the Khanpora bridge and latter will be extended up to the Drangbal area. The project addresses a major civic issue that has affected the town for a long time.

Locals, particularly from the Old Town area, have repeatedly voiced the deteriorated road infrastructure, which affected not just daily commutes but also economic activity in the area. “It is indeed a huge satisfaction for the people of old town Baramulla. We were severely affected by the dilapidated road condition. This is a big relief,” said Irshad Ahmad, a resident of Jalal Sahib Baramulla.

However, Ahmad also stressed for the urgent need for the construction of a protection bund along the River Jhelum.  “Though the road work has started, it is equally important to construct a safety bund near the transport yard bridge, part of which collapsed years ago and led to the washout of several shops,” he added. In another significant development, the government has sanctioned a Rs 6.7 crore for multi-level mechanised car parking project for Baramulla town. The project aims to resolve the chronic traffic congestion that has long disrupted life in the town due to the absence of a modern parking facility.

“It’s a moment of pride for Baramulla. The efforts of the locals besides the efforts of the MLA, Baramulla, Javed Hassan Beig, and the administration have finally borne fruit. The new parking facility will streamline traffic and boost urban mobility,” said Arif Hussain, a resident of Noorbagh Baramulla.

President of the Baramulla Traders Federation, Er Tariq Mughloo, expressed heartfelt gratitude to Deputy Commissioner Baramulla, Minga Sherpa, Director of Local Bodies, Executive Engineer R&B Baramulla, and the Executive Officer of the Municipal Council Baramulla for their sustained efforts. He said that their collective push led to the approval of not just the parking project but also three prominent entry gates and riverbank fencing along the Jhelum. “The Federation has been pursuing these projects for over two years. With land now transferred for the parking site adjacent to Norul Huda Market, we can finally envision a more organised and beautiful Baramulla,” Mughloo said. He also extended special thanks to J&K Chief Minister Omar Abdullah, under whose directives the projects were expedited after key meetings between the Federation and senior government officials in Srinagar.

The protest saw widespread participation from six organizational districts of BJP, namely Jammu; Jammu South; Jammu North; Jammu Border; Akhnoor and Kashmir Displaced.

The BJP leaders charged the government with regional and linguistic discrimination. They alleged that such moves were reminiscent of the Omar Abdullah-led National Conference (NC) government’s biased and Kashmir-centric policies, which persistently ignored the interests of Jammu and its youth.

Srinagar, Jun 30: Lieutenant Governor Manoj Sinha, during his visit to Baltal on Monday, launched a comprehensive Information, Education, and Communication (IEC) campaign and various innovative initiatives of the Directorate of Rural Sanitation, Department of Rural Development and Panchayati Raj for a sustainable and zero-waste Amarnath Yatra.

The initiatives include Yatra Logo, Yatra Anthem, campaign website and MIS portal, Trinetra App, Pamphlet and Yatra Guidelines, Yatra Mascots and IEC toolkit aimed to promote sustainable practices, address sanitation issues, share verified information, and engage Yatris through feedback along the Baltal and Pahalgam axis, to achieve a Zero Landfill Yatra.

The campaign website www.shriamarnathjiyatra.com and an MIS portal will serve as the central hub for all information, updates, and resources, while the browser-based mobile application www.zerowasteyatra.app will provide real-time information and support to the Pilgrims.

Pamphlet and Yatra Guidelines, designed for Langar organisers, shopkeepers, and service providers along the Yatra route are focused on ensuring waste minimisation, discouraging single-use plastics, and implementing SBM-G norms.

Trinetra App will significantly enhance the pilgrim experience through sanitation facilities, safety alerts and making them aware of the values of cleanliness during their pilgrimage.

Anoo Malhotra, Director General, Rural Sanitation, briefed the Lieutenant Governor on dedicated measures taken by the department to make the yatra more sustainable.

It was informed that the Department has installed a total of 5613 toilets and bathing units, on both axis, of which 2920 are on the Pahalgam axis and 2693 are on the Baltal axis. Further, 7361 sanitation workers are deployed to ensure the cleanliness of these sanitation units. The department has also established 15 Processing Facilities for Solid Waste Management on both axis.
