Srinagar, Mar 11: The Computer Science and Engineering Department at National Institute of Technology Srinagar will host the “BIS – FOSS NIT Srinagar – Open Standard Summit” on March 14 (Saturday), bringing together experts from the Bureau of Indian Standards (BIS), industry professionals and students to deliberate on the role of open standards and open-source technologies in India’s digital ecosystem.

The event is being organised in collaboration with the institute’s FOSS Club will feature technical talks, a hackathon and hands-on activities aimed at familiarising students with national standards frameworks and the evolving architecture of Digital Public Infrastructure (DPI).

NIA seeks life term for Kashmiri separatist Asiya Andrabi for waging war against India

New Delhi, Mar 11: The NIA has sought life imprisonment for Kashmiri separatist and Dukhtaran-e-Millat chief Asiya Andrabi following her conviction in a UAPA case, saying she had waged war against India and a stern message is required to be sent that conspiring against the State will invite the harshest penalty.

Submissions were made before the Additional Sessions Judge Chander Jit Singh, who was hearing arguments on the quantum of sentence against Andrabi and her two associates, Sofi Fehmeeda and Nahida Nasreen. They were convicted under the stringent anti-terror law, Unlawful Activities Prevention Act (UAPA), earlier in January.

“The convicts are well-educated women, and their acts were part of a deep-rooted conspiracy to wage war against the Government of India. They were not just part of the conspiracy but were the main perpetrators,” the National Investigation Agency (NIA) submitted in its written arguments.

The special public prosecutor representing the NIA submitted before the court that Andrabi and her two associates used social media and seditious gatherings with the support of terrorist entities based abroad to wage a war against India.

“From a reading of posts, imputations made and assertions on Twitter and Facebook posts of convicted persons, it is evident that they were running a concerted war against the government established by law in India,” the SPP said.

She submitted that they used their proscribed organisation, Dukhtaran-e-Millat (DEM), to incite insurrection and seek the secession of Jammu and Kashmir from the Union of India.

The trio was convicted by the court on January 14, 2026, for various offences under the UAPA and IPC, including conspiracy to commit terror acts and waging war against the state.

The agency highlighted that Andrabi, the chairperson of DEM, has a long history of criminal activities, with 33 FIRs registered against her across various police stations in Jammu and Kashmir.

Her associates, Fehmeeda and Nasreen, are involved in nine and five cases, respectively.

The NIA informed the court that the convicts colluded with Pakistan-based entities and UN-designated terrorist Hafiz Saeed, the founder of Lashkar-e-Taiba (LeT).

“This transforms their conspiracy from a domestic matter into a cross-border collusion against the security, sovereignty, and integrity of India,” the agency told the court.

The NIA counsel argued that the convicts’ provocative speeches and social media posts radicalised impressionable youth, leading them to join militancy.

She cited several major terror attacks, including those in Pulwama, Uri, and at the Red Fort and noted that such radicalisation often results in the loss of innocent lives and public property.

The prosecution also pointed to a specific instance where Andrabi slaughtered a cow during a protest to defy the Indian legal system and promote enmity between communities, an act the NIA termed “prejudicial to national integration”.

Responding to this, the defence counsel representing all three convicts argued that the agency did not provide any evidence to prove its claim.

Seeking the harshest penalty, the NIA argued that any leniency would undermine public confidence in the efficacy of the law.

“The social impact of the crime, where it relates to terrorism and waging war against India, requires exemplary treatment. A stern message is required to be sent that conspiring against the state will invite the harshest penalty,” the agency said.

The NIA has requested the court to award life imprisonment under IPC Section 121A and relevant sections of the UAPA, further praying that the sentences for different counts should run consecutively.

Opposing the life term punishment, the defence counsel argued that the prosecution failed to show any evidence that the speeches or posts of the convicts ever instigated people to violence.

The judge also gave Asiya and two others an opportunity to speak as they attended the hearing virtually.

After hearing arguments from both sides, the court listed the matter for March 24 for pronouncing the sentencing order.

Andrabi and her associates were convicted under the offences of UAPA sections 20 (punishment for being a member of a terrorist gang or terrorist organisation), 38 (offence relating to membership of a terrorist organisation) and 39 (supporting a terrorist organisation).

The court also convicted the three under IPC sections 153 A (promoting enmity between different groups), 153B (imputations, assertions prejudicial to national integration), 120B (criminal conspiracy) and 505 (statements conducing to public mischief) and 121A (conspiracy to commit offences against the State).

Jammu, Mar 11: Chief Minister Omar Abdullah thanked the Almighty for protecting his father and the National Conference president Dr Farooq Abdullah, who survived an assassination attempt in Jammu late Wednesday, March 11, evening.

However, obliquely pointing towards major security lapse, he, through a post on ‘X’, questioned how someone with a loaded pistol was able to get so close to a Z plus NSG protected former Chief Minister.

He also heaved a sigh of relief that both the Deputy Chief Minister and his (CM’s) Advisor were safe and thanked the Almighty for that.

“Allah is kind. My father had a very close shave. The details are sketchy at the moment but what is known is that a man with a loaded pistol was able to get within point blank range & discharge a shot. It was only the close protection team that deflected the shot & ensured that the assassination attempt failed. There are more questions than answers at the moment including but not limited to how someone was able to get this close to a Z+ NSG protected former CM,” CM Omar posted.

“Thankfully both the DCM & @nasirsogami who were accompanying my father at the time are also safe and sound. The almighty shielded them,” his another post read.

Srinagar, Mar 11: Rain in the plains and fresh snowfall in the higher reaches of Kashmir on Wednesday ended a prolonged spell of unusual warmth, with temperatures dropping below normal at several weather stations for the first time since February and the early days of March.

Several parts of the Valley witnessed light to moderate rainfall, while higher reaches in north and central Kashmir received fresh snowfall.

According to meteorological officials, the higher reaches of Kupwara and Bandipora districts, along with central Kashmir areas including Razdan Pass, Sadhna Top, Pharkian Gali, Z-Gali, Tulail Valley, Keran, Sonamarg and Zojila, received about 4 to 6 inches of snowfall.

Traffic on some of these routes was temporarily suspended as authorities initiated snow-clearance operations.

In the Ladakh region, higher areas of Leh, Kargil, Nubra Valley and Drass also experienced moderate snowfall.

Across the plains of Kashmir, including Srinagar, light to moderate rainfall was recorded, with the impact more pronounced in north and central Kashmir than in the southern districts.

Tourist resorts Gulmarg and Pahalgam also received rainfall, while light snowfall was reported in the evening from Mughal Road, Sinthan Top, Margan Top, and the twin valleys of Marwa and Warwan.

Srinagar recorded 2.8 mm of rainfall, with the maximum temperature settling at 12.2°C, which is 2.2°C below normal.

Pahalgam received 2.7 mm of rainfall and recorded a maximum temperature of 9°C, 2.4°C below normal. Gulmarg received 6.4 mm of precipitation and recorded a temperature of 5.4°C, about 0.8°C above normal.

Kupwara recorded 11.2 mm of rainfall, with the maximum temperature settling at 10.2°C, which is 4.3°C below normal.

However, temperatures in south Kashmir remained relatively higher despite the dip. Kokernag recorded a maximum temperature of 19.4°C and Qazigund 19.6°C, which were still 6.8°C and 4.7°C above normal, respectively.

The rainfall and snowfall brought relief after an extended spell of unusually warm weather across the region. During February and the first ten days of March, Kashmir witnessed temperatures significantly above seasonal averages.

In several places, including Srinagar and hill stations such as Gulmarg and Pahalgam, temperatures had risen 9°C to 13°C above normal. Although occasional precipitation occurred in higher reaches during this period, the warm conditions largely persisted.

The Meteorological Department had earlier issued an advisory for farmers, urging them to suspend agricultural activities and spraying on March 10 and 11 due to the prevailing weather conditions.

Thunderstorms accompanied by gusty winds of 30–40 kmph were also reported in several areas.

Officials said that after the current spell of rain and snowfall, the region is likely to witness a dry spell from March 12 to March 14. Another feeble western disturbance is expected to affect the region thereafter.

New Delhi, Mar 11: Amid the ongoing West Asia conflict, a senior Oil Ministry official on Wednesday said that there is no need for panic booking of LPG cylinders, and that the normal delivery cycle of two-and-a-half days is being maintained.

India’s crude oil supplies remain secure, Sujata Sharma, Joint Secretary in the Ministry of Petroleum and Natural Gas, told reporters at a briefing.

Crude oil is being sourced from non-Strait of Hormuz routes, she said.

Government measures have led to a 25 per cent rise in LPG production, according to the ministry.

She said that there is no need for panic booking of cooking gas cylinders and assured that the normal delivery cycle for domestic households remains at two-and-a-half days.

“Feedback suggests that some panic booking and hoarding behaviour by miss-information. I want to clarify that our normal deliver cycle for domestic LPG remains around two-and-a-half days, so I request…there is no need for customers to rush-book the cylinders… there is no need for panic booking,” she said.

State governments have been asked to take preventive actions to prevent hoarding and black marketing of fuel, according to the ministry.

“India’s crude supply remains secure. Our daily consumption is about 55 lakh barrels…through diversified procurement, the volumes we have secured today exceed what would normally have arrived through the Strait of Hormuz during this period,” she said.

India imports crude from nearly 40 countries.

The oil marketing companies have secured various crude cargoes from different sources, and as a result of this diversification, about 70 percent of India’s crude imports are now coming from routes outside the Strait of Hormuz, compared with about 55 percent earlier, she said. “As I speak to you today, about two LNG cargoes are headed for India, and they will arrive within a few days, which will further strengthen the crude supply position in the country,” Sharma said.

Srinagar, Mar 11: Jammu and Kashmir Chief Minister Omar Abdullah on Wednesday said that his father, National Conference president and former Chief Minister Dr Farooq Abdullah, narrowly escaped a possible assassination attempt during the gunshot incident reported at a function in Jammu.

In a post on X, Omar Abdullah, as per news agency Kashmir News Corner — KNC, said the situation could have turned tragic but the close protection team acted swiftly and deflected the shot.

“Allah is kind. My father had a very close shave. The details are sketchy at the moment but what is known is that a man with a loaded pistol was able to get within point blank range and discharge a shot. It was only the close protection team that deflected the shot and ensured that the assassination attempt failed,” Omar wrote.

He further said several questions remain unanswered, particularly regarding the security lapse.

“There are more questions than answers at the moment including but not limited to how someone was able to get this close to a Z+ NSG protected former CM,” he said.

The Chief Minister added that Deputy Chief Minister Surinder Choudhary and Advisor to the Chief Minister Nasir Sogami, who were accompanying Dr Farooq Abdullah at the time, are also safe.

“Thankfully both the Dy CM and Nasir Sogami who were accompanying my father at the time are also safe and sound. The Almighty shielded them,” Omar Abdullah said.

The facility, as per a statement issued by Jammu Rail Division on Wednesday, has been launched under the guidance of Divisional Railway Manager Vivek Kumar as part of the Railways’ ongoing efforts to enhance services for passengers traveling to and from the Kashmir Valley. Designed with modern interiors and airport-style facilities, the lounge offers passengers a comfortable and premium environment while they wait for their trains. The fully functional lounge provides a serene setting equipped with comfortable seating, Wi-Fi connectivity, and dining options, ensuring a relaxing experience for both tourists and local travellers. The lounge has been equipped with 14 recliner sofas, allowing passengers to relax for Rs 50 per hour per person. Additionally, 50 two-seater sofa seats have been arranged for families and group travellers at a nominal charge of Rs 20 per hour per person. Senior Divisional Commercial Manager, Jammu Division, Uchit Singhal, said the lounge has been thoughtfully designed with modern furnishings and a calm ambience to offer passengers an ‘executive’ experience away from the hustle and bustle of the station.

J&K mining sector generates Rs 137.27 cr in first 2 months of 2026

Jammu, Mar 11: Chief Secretary, Atal Dulloo, today chaired a high-level meeting to review the ongoing reforms in the mining sector and assess measures aimed at curbing illegal mining across the Union Territory of J&K.

The meeting was attended by Additional Chief Secretary, Mining; Chairperson of the Jammu and Kashmir Pollution Control Committee; Divisional Commissioner, Jammu/Kashmir; Secretary, IT; IGP Jammu; Managing Director, Jammu and Kashmir Minerals Limited; Director, Geology and Mining; and other senior officers. The Divisional Commissioner Kashmir and Deputy Commissioners of various districts participated in the meeting through video conferencing.

During the meeting, the Chief Secretary reviewed the progress achieved under various mining sector reforms aimed at strengthening surveillance mechanisms, preventing illegal extraction of minerals and enhancing revenue realisation from the sector.

Additionally, the meeting was apprised that during the first two months of 2026 alone, the mining sector has generated revenue of ₹137.27 Cr. The meeting also reviewed several measures, including revision of penalties and operationalisation of minor mineral leases across districts aimed at further augmenting revenue in the coming months.

The Chief Secretary also took a live demonstration of the Integrated Mining Surveillance System (IMSS), a digital platform designed to monitor the movement of vehicles transporting mining material across different districts of Jammu and Kashmir. While appreciating the initiative, he observed that there is still scope for further improvement in the system to ensure stricter checks against illegal mining activities.

Emphasising the need for strengthening the technological framework, the Chief Secretary directed the department to share a clear problem statement with BISAG-N so that appropriate triggers can be developed to detect instances of illegal mining or extraction beyond permissible areas.

He also called for increasing the frequency of such automated alerts to weekly intervals, enabling the department to take timely corrective action on the ground. He further asked the department to specify a clear timeline for achieving the desired improvements in the surveillance system.

While reviewing the progress of e-auctioning of mineral blocks, the Chief Secretary underscored the importance of closely following up pending matters with the concerned Union Ministry to ensure timely completion of the auction process. He also interacted with Deputy Commissioners regarding the status of clearances for identified minor mineral blocks in their respective districts.

The Chief Secretary urged the district administrations to expedite the process of granting the necessary clearances so that the auctioning of minor mineral blocks could be completed at the earliest. He reviewed cases pending at different stages, including those awaiting Environmental Impact Assessment, approvals from the Pollution Control Committee and forest clearances from the concerned department.

Stressing the need to augment the availability of construction material and enhance revenue generation, the Chief Secretary directed the officers to examine each pending case on priority and explore possibilities of operationalising all non-operational minor mineral blocks across the districts.

He further called for effective implementation of all reforms envisaged under the mining policy and the guidelines of the Union Ministry, reiterating that robust enforcement and surveillance mechanisms must be put in place to completely curb illegal mining in the Union Territory.

Additional Chief Secretary, Mining, Ashwani Kumar, informed the meeting that the department is actively working on upgrading the IMSS in coordination with BISAG-N. He emphasised that both enhanced surveillance and a foolproof enforcement mechanism are essential to effectively regulate the sector and prevent illegal mining.

He added that the IMSS dashboard is being integrated with the e-challan and e-market systems, which will enable generation of relevant alerts at shorter intervals and facilitate swift action by field functionaries.

Earlier, Director, Geology and Mining, S.P. Rukwal, in a detailed presentation, apprised the meeting about the current status of mining activities across Jammu and Kashmir. He informed that investigations related to minerals such as graphite, granite, sapphire, shallow gas and lithium are being carried out by the concerned agencies.

The meeting was informed that out of 235 identified minor mineral blocks in the Union Territory, 81 are currently operational. Extension of Letters of Intent (LoIs) has been issued to 10 blocks, while eight cases are pending before the competent authorities for issuance of LoIs. Mining leases in favour of four blocks are expected to be granted shortly, cumulatively projected to generate revenue of around ₹57 Cr for the UT.

Regarding the identification of new blocks, it was informed that seven minor mineral blocks have been auctioned by the Deputy Commissioner Anantnag, while 22 more are in the pipeline and 47 blocks are awaiting No Objection Certificates from different departments across the districts.

Suspect held after firing incident at function attended by Dr Farooq, Deputy CM in Jammu

Jammu, Mar 11: A suspect was apprehended on Wednesday evening after a firing incident was reported during a private function in Jammu attended by National Conference president and former Jammu and Kashmir Chief Minister Farooq Abdullah and Deputy Chief Minister Surinder Choudhary.

Sources told news agency Kashmir News Corner (KNC) that the incident occurred when the two leaders were leaving the venue after attending the function. It was not immediately clear whether the suspected firing attempt was aimed at the VVIPs.

The accused, identified as Kamal Singh Jamwal, was quickly overpowered by security personnel present at the venue and taken into custody.

Senior police officials rushed to the spot and an investigation has been launched to ascertain the circumstances and motive behind the incident.

In a brief statement, J&K Police said, “An incident of firing was reported at a function where JKNC chief Farooq Abdullah and Deputy CM Surinder Choudhary were present. One person has been arrested. More details are awaited”.

Srinagar, Mar 11: In a bid to provide immediate relief to water-scarce hamlets on the outskirts of Sopore, MLA Irshad Rasool Kar on Wednesday commissioned a high-capacity pontoon pump at the Nowpora water sourcing point.

The installation, which cost approximately Rs 9 lakh, comes in response to frequent technical failures that have crippled the existing water supply system in the area.

Officials said the new pump is expected to restore water access to several affected localities that have been facing dry taps for an extended period.
