J&K govt adopts regularisation framework for ULB casual, contingent workers

Srinagar, Oct 15: The Jammu and Kashmir Government has sanctioned the adoption of special service regulations of the Jammu and Srinagar Municipal Corporations to establish a regularisation framework for casual and contingent workers engaged in Urban Local Bodies (ULBs) across the Union Territory.

According to Government Order No. 214-JK(HUD) of 2026, issued on October 14, the Housing and Urban Development Department has accorded sanction to adopt the Jammu Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014 and the Srinagar Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014, mutatis mutandis.

The adopted regulations will serve as the basis for formulating a regularisation mechanism for eligible workers engaged in ULBs across Jammu and Kashmir.

The framework covers casual labourers, contingent-paid workers, consolidated workers and other similarly placed employees working in Urban Local Bodies.

The order has been issued by Mandeep Kaur, Commissioner/Secretary to the Government, Housing and Urban Development Department.

Copies of the order have been forwarded to the Ministry of Home Affairs, the General Administration Department, the Law Department and the Directors of Urban Local Bodies in Jammu and Kashmir for necessary follow-up and implementation.

The move addresses the long-pending demand for a structured mechanism to consider the regularisation of temporary workers in municipal bodies. However, the order provides for the adoption of the regulations as the basis for such a mechanism; individual eligibility and the terms of regularisation would be governed by the applicable provisions.
