J&K Govt asks all Admin Secys, UT level HoDs to ensure physical presence at Civil Secretariat Srinagar

Jammu, May 29: J&K Government has directed all its Administrative Secretaries and Union Territory (UT) level Heads of Departments (HoDs) to ensure their physical presence at Civil Secretariat Srinagar.

It has further instructed that their attendance at Civil Secretariat Jammu should be undertaken only in cases where “functional necessity so dictates” and those visits must be “justified by compelling official reasons.”

The General Administration Department (GAD) has issued these directives to all Administrative Secretaries while referring to Government Order No 539-JK (GAD) of 2025 dated April 30, 2025, issued regarding “availability of Administrative Secretaries and senior officers for functioning of Civil Secretariat at Srinagar.”

In the specified order, it was, inter-alia, directed that Administrative Secretaries and Union Territory level Heads of Departments “shall ensure their availability at the Civil Secretariat, Srinagar, with effect from May 5, 2025.” The order (issued on April 30, 2025) had further provided that their attendance at the Civil Secretariat, Jammu “shall be governed strictly by functional requirements.”

Accordingly, GAD vide fresh official communique issued on May 28, 2025, “in amplification” of the specified order and instructions issued on the subject (availability of Administrative Secretaries and senior officers for functioning of Civil Secretariat at Srinagar), conveyed the “directions of the authorities for immediate compliance by all concerned.”

“All Administrative Secretaries and Union Territory (UT) level Heads of Departments (HoDs) shall ensure their physical presence at Civil Secretariat Srinagar. Attendance at Civil Secretariat, Jammu shall be undertaken only in cases where functional necessity, so dictates. Such visits must be justified by compelling official reasons,” it was ordered in the official communique, which specified that the “matter” should be “treated as Most Urgent.”
