The Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS) on Wednesday inaugurated a three-day training programme on “Recovery Management” for Regional Labour Commissioners (Central), aimed at strengthening professional competencies in recovery proceedings and labour administration.
The programme, being held from July 15 to 17, is attended by 26 Regional Labour Commissioners (Central) from across the country. It seeks to enhance participants’ understanding of the legal, procedural and practical aspects of recovery management while promoting best administrative practices.
Inaugurating the programme, PDUNASS Director Kumar Rohit said recovery management goes beyond the enforcement of statutory provisions and requires officers to combine legal knowledge with procedural fairness, administrative prudence and professional integrity.
During an interactive session, participants discussed the existing mechanism for recovery proceedings, noting that Recovery Certificates issued by the Chief Labour Commissioner (Central) are executed through District Magistrates.
Highlighting the human dimension of public administration, Rohit said recovery officers frequently interact with individuals facing financial and personal challenges. While strict adherence to the law remains essential, he stressed that effective communication, empathy and persuasive engagement can improve voluntary compliance and strengthen public confidence in government institutions.
