Principal GMC Baramulla restores powers of Administrative Officer

Government Medical College (GMC) Baramulla has restored the administrative functions of its Administrative Officer, directing that all personnel, establishment and procurement-related matters be routed through the Administrative Officer “with immediate effect.”

The order has been issued in supersession or partial modification of previous orders and in accordance with Government Order No. 77-JK(HME) of 2022 and signed by Bibi Rehana Kazmi, Administrative Officer GMC Baramulla after the approval of Principal GMC Baramulla. As per the order, all administrative functions falling within the jurisdiction of the Administrative Officer will henceforth be processed through the Administrative Officer’s office before being submitted to the competent authority.

Currently, GMC Baramulla has no Administrator and the powers of the post have been assigned to the Administrative Officer of the Medical College.

“The Administrative Officer wrote to me about it and the order was issued. At present only GMC Srinagar and Jammu have administrator so we have assigned the powers to Administrative Officer,” Principal GMC Baramulla, Dr Majid Jahagir told Greater Kashmir.

The order covers a wide range of subjects, including recruitment, engagements, service records, leave, attendance, hostels, estates and other administrative matters concerning both gazetted and non-gazetted employees. “Attendance reports of all employees shall be submitted through the office of the Administrative Officer for onward processing,” the order reads.

The college administration has further directed that procurement files and other administrative matters requiring examination and processing must pass through the Administrative Officer’s office before reaching the competent authority.

“The procurement and other administrative files requiring examination and processing shall be routed through the Office of the Administrative Officer before submission to the competent authority,” the order reads.

The order states that existing dealing assistants and officials will continue to function on their current assignments and that the existing distribution of work will remain unchanged. “However, all such files and correspondence shall be routed through the office of the administrative officer for scrutiny, processing and onward submission to the competent authority,” the order reads.

The GMC Baramulla administration has also specified that records pertaining to the concerned subjects will remain with the respective sections while continuing under the administrative supervision and control of the administrative officer. “All the concerned shall comply with these instructions in letter and spirit,” the order reads. The order, issued with the approval of the Principal GMC has been circulated among heads of departments, academic and accounts authorities, procurement officials and dealing assistants for immediate implementation.
