Kupwara, Feb 12: MLA Langate Sheikh Khursheed on Thursday demanded the establishment of an industrial estate, construction of key bridges and development of a proper drainage system in his constituency while speaking on the Demands for Grants of the Public Works, Mining and Industries Departments in the Legislative Assembly.

MLA demanded that an Industrial Estate be established in Langate to generate employment opportunities for the local youth and most importantly boost the local economy.

The MLA sought early completion of Lach Drungsoo bridge and the restoration of damaged bridges to ensure safe and reliable connectivity. He also demanded construction of three bridges at Guloora, Haripora and Ujroo.

Shiekh Khursheed emphasised the need for improved infrastructure and sought a concrete drainage system from Kulangam to Watayen along the Sopore-Kupwara National Highway to prevent waterlogging and protect the road from deterioration.

On mining issues, the MLA demanded a complete ban on the e-auctioning of Nallah Mawer. He urged government to allow customary mining practices to safeguard local livelihoods while ensuring environmental protection.

“Strengthening infrastructure, improving drainage and promoting industrial development are essential for public safety and sustainable job creation in the constituency,” he said.

Baramulla, Feb 12: The Chief Education Officer (CEO) Baramulla on Thursday issued guidelines for the school heads in view of the culmination of the winter vacations for the educational institutions.

As already reported, the winter vacation for schools from kindergarten to 8th class will culminate on February 28 while the vacations for classes 9th to 12th will culminate on February 22 of 2026.

As per the order issued for winter vacations by the School Education Department (SED) the teaching staff has been directed to their respective institutions on February 20 of 2026.

“It is hereby enjoined upon all Principals, Zonal Education Officers, Headmasters and Heads of Institutions to ensure that necessary preparatory arrangements are completed well in advance for smooth and orderly reopening of schools,” reads a fresh circular issued by CEO Baramulla.

CEO Baramulla has issued instructions that all the institutions shall ensure that reopening day is conducted in a warm, welcoming and festive manner.

“Students shall be greeted cordially on the first day, and institutions may arrange a child‑friendly ambience including welcome assemblies, motivational interactions and distribution of candies as a gesture of encouragement to create a joyful and stress‑free atmosphere,” the circular reads.

The schools have been asked to undertake a cleanliness drive of the entire school campus including classrooms, laboratories, libraries, offices, corridors and playgrounds, ensuring safe and obstruction‑free access.

“Clean and disinfect water storage tanks, ensure availability of safe drinking water and fully functional washrooms with adequate water supply,” it reads.

The school heads and staff have been asked to inspect electricity supply, wiring, lighting and switchboards.

“Replace fused bulbs and carry out necessary minor repairs of furniture, doors, windows and boards,” it reads.

The schools have been asked to ensure 100 percent availability of textbooks, teaching‑learning material and other essential instructional resources.

The heads of the schools have been instructed to review the syllabus covered prior to winter vacation, identify learning gaps and prepare structured month-wise and unit-wise academic plans, including remedial interventions wherever required.

“All HOIs shall mandatorily convene a staff meeting on February 25, 2026 to discuss in detail the PARAKH Rashtriya Sarvekshan 2024, District Report Card of Baramulla,” it reads.

Heads of the schools have been asked to create a welcoming environment on reopening besides promoting activity-based and experiential learning.

“Plan library, sports and co-curricular activities to ensure holistic student development,” it reads.

Srinagar, Feb 12: Pune-based social, cultural and educational organisation ‘Sarhad’ has been selected for the prestigious 29th National Bhagwan Mahaveer Award, instituted by the Bhagwan Mahaveer Foundation, Chennai, a release stated on Wednesday.

The Foundation has recognised ‘Sarhad’ for its exceptional humanitarian work and commitment to promoting non-violence and human values through education, cultural dialogue, and people-to-people engagement.

The award acknowledges Sarhad’s sustained efforts in fostering peace, national integration, and communal harmony, the release noted.

For the 29th edition, a total of 267 nominations from across the country were carefully evaluated by a distinguished jury panel chaired by former Chief Justice of India Justice M N Venkatachaliah.

The selection committee included eminent personalities such as senior Jain nun Acharya Chandanaji Maharaj; former Chief Justice of India Justice Dr D Y Chandrachud; RBI part-time Director and Tughlaq editor S Gurumurthy; Prof B m Hegde, Chairman of Bharatiya Vidya Bhawan Mangaluru; former Chief Election Commissioner T S Krishnamurthy; former SEBI Chairman and retired IAS officer D R Mehta; former Cabinet Secretary Prabhat Kumar (Retd. Jammu, Feb 12: During its 50th Board meeting, Shri Amarnath Ji Shrine Board (SASB) today approved setting up Laser and Sound Show dedicated to ‘Baba Barfani’, to be hosted in both Srinagar and Jammu. The show will also serve as a cultural beacon, highlighting the rich spiritual history of the Union Territory.

The Board also announced that the Pratham Pooja for the 2026 pilgrimage will be performed on June 29, 2026 on the occasion of Jyeshtha Purnimaa. The formal commencement date for the Yatra will be finalized soon.

The meeting was chaired by the Lieutenant Governor Manoj Sinha, who is also the Chairman of Shri Amarnath Ji Shrine Board (SASB).

The Board approved various key measures and interventions to further enhance the spiritual experience and convenience of devotees for the upcoming 2026 Yatra.

Shri Amarnath Ji Shrine Board decided to enhance the accidental insurance cover for registered yatris, service providers, officials, seasonal workers and pujaris from Rs 5 lakh to Rs 10 lakh.

The Board also discussed and approved various welfare measures for SASB employees.

The Lieutenant Governor directed the officials for identifying spots for installation of suitable toilet facilities enroute the yatra.

He further directed installation of shelter sheds and rain shelters on tracks for pilgrims, service providers and security personnel.

The meeting also discussed ongoing projects, dissemination of Yatra-related information, insurance cover for ponies; extension of online and pre-paid services; registration of pilgrims; disaster preparedness and mitigation measures; adequate provisioning of medical care facilities; langar and volunteer services, telecommunication, grid connectivity; Weather Forecasting Infrastructure & Systems, security and surveillance; digital pre-paid system for hiring services, laying of crash barriers and safety railings along vulnerable stretches on both routes and the progress achieved on various ongoing works undertaken by different departments.

Reviewing the maintenance, restoration and development of Yatra tracks by Border Roads Organization, the Board was informed that the BRO has registered a significant progress, achieving comfortable track width on both Baltal and Pahalgam routes.

Dr Mandeep K. Bhandari, Chief Executive Officer, Shri Amarnath Ji Shrine Board, gave a detailed presentation regarding the arrangements for the upcoming Yatra.

Court awards Rs 28.08 lakh fine, one-year jail in 2019 cheque bounce case

Awantipora, Feb 12: The Court of Additional Special Mobile Magistrate Awantipora on Thursday convicted two persons in a cheque bounce case dating back to 2019 and sentenced them to one year of simple imprisonment along with a fine of ₹28,08,000.

The case, titled Mukhtar Ahmad Sheikh versus Ess Kay Filling Station and another, was decided by Additional Special Mobile Magistrate Awantipora Muneer Ahmad Bhat. The court convicted Muhammad Sultan Koka, son of Ghulam Mohammad Koka, resident of Parraypora Majeedbagh Srinagar, and Abid Yousuf Dar, son of Mohammad Yousuf Dar, resident of Wuyan Pampore.

The court held that the accused had knowingly issued a cheque to the complainant Mukhtar Ahmad Sheikh, son of Ghulam Mohammad Sheikh, resident of Noorpora Awantipora, which was subsequently dishonoured.

While delivering the judgment, the court observed that the accused had intentionally issued the cheque with knowledge that it would likely be dishonoured, thereby causing financial loss to the complainant. The court noted that the cheque was issued for personal gain despite awareness of insufficient funds.

After examining witnesses and evidence on record, the court sentenced both accused to simple imprisonment for one year. In addition, a fine of ₹28,08,000 was imposed along with six percent interest from the date of issuance of the cheque till the date of judgment.

The court directed that the entire amount be paid to the complainant within three months from the date of pronouncement of judgment. In case of failure to pay within the stipulated period, the accused shall undergo an additional imprisonment of three months. [KNT]

Union Sports Minister announces dates for Gulmarg leg, says ‘perfect time for Khelo India Winter Games’

New Delhi, Feb 12: The Union Minister for Youth Affairs and Sports, Dr Mansukh Mandaviya, on Wednesday announced the dates for the Gulmarg leg of the Khelo India Winter Games 2026, which will be held from February 23 to 26 in the Union Territory of Jammu & Kashmir. This will be the sixth edition of the Khelo India Winter Games.

The first leg of KIWG 2026, featuring ice sports, was successfully held in Ladakh from January 20 to 26, while Gulmarg will host the snow sports competitions. The Indian Army will defend its overall championship title in Jammu & Kashmir.

“The Gulmarg leg is coming at the back of the Winter Olympics and this is the perfect time to host the Khelo India Winter Games. We had a very successful first phase in Leh (Ladakh) and surely, we will see the same excitement in Jammu & Kashmir as athletes will once again battle with nature and challenging conditions,” said Dr Mandaviya.

“Every season of the Khelo India Winter Games has seen exciting performances and rising competition. In Leh, the addition of figure skating enhanced the competitive intensity, and in Gulmarg, we are expecting some impressive timings on the Kongdoori slopes,” he added.

Until the introduction of the Khelo India Winter Games, winter sports in India had very limited visibility, awareness, or structured competition. Ice and snow disciplines largely remained niche pursuits with negligible public engagement and sporadic athlete participation at the international level.

The Khelo India Winter Games have fundamentally transformed India’s winter sports ecosystem by creating a national competitive platform for both ice sports and snow sports, significantly expanding participation, performance standards, and public awareness. What was once a marginal sporting segment is now steadily evolving into a structured talent pipeline.

This transformation is already reflecting in international outcomes. Indian winter athletes are beginning to register podium finishes and competitive performances abroad, signalling the emergence of a new generation of talent. Notably, Indian figure skater Tara Prasad has delivered medal-winning performances at international competitions, while the Indian women’s ice hockey team won a historic bronze medal at the 2025 IIHF Women’s Asia Cup, marking India’s first-ever podium finish in an international ice hockey championship. The team also recorded landmark victories during the tournament, underlining the rapid progress being made in ice sports at the global level.

These achievements highlight how Khelo India Winter Games are laying the foundational bedrock for sustained international participation, moving India beyond an earlier phase where participation in the Winter Olympics was often limited to one or no athletes. With regular domestic competition, exposure to high-pressure environments, and increasing depth across disciplines, this trajectory is expected to strengthen further in the coming years.

The timing of the Gulmarg leg of KIWG 2026 is also strategically significant, as it follows soon after the conclusion of the Winter Olympics Milano Cortina 2026, where India is represented by alpine skier Arif Khan and cross-country skier Stanzin Lundup, helping to carry forward global momentum, enthusiasm, and competitive energy into the domestic winter sports calendar, and ensuring continuity in athlete motivation, public interest, and national focus on winter sports development.

Gulmarg will feature four medal disciplines, namely Ski Mountaineering, Alpine Skiing, Nordic Skiing (Cross-Country), and Snowboarding, with around 400 athletes expected to compete, and Alpine Skiing drawing the highest participation.

At the conclusion of the KIWG 2025 season, the Indian Army topped the team standings with 18 medals, while Himachal Pradesh finished second, followed by Ladakh, Maharashtra, and Tamil Nadu. At the end of the KIWG 2026 Ladakh leg, Haryana led the medal tally with four gold medals, all won by its figure and ice skaters, followed by Ladakh, Maharashtra, and Telangana.

ASI undertaking measures for conservation, development of centrally protected monuments in J-K: Minister

New Delhi, Feb 12: The Archaeological Survey of India (ASI) is undertaking sustained measures for the conservation, preservation and protection of Centrally Protected Monuments in Jammu & Kashmir. This was stated by the Minister of Culture and Tourism, Gajendra Singh Shekhawat, in a written reply to an Unstarred Question in the Rajya Sabha today.

The Minister informed that there are 56 Centrally Protected Monuments under the care and maintenance of the ASI in Jammu & Kashmir. Regular conservation and structural maintenance works are being carried out at these monuments in accordance with technical requirements and availability of resources.

Highlighting the adoption of modern documentation technologies, the Minister stated that the use of advanced tools such as LiDAR mapping, Geographic Information Systems (GIS), and drone-based surveys has been proposed for selected monuments to facilitate detailed documentation and scientific conservation planning. These include the Group of Temples at Naranag, Sun Temple Martand, and the Ancient Temple at Buniyar.

The ASI has also proposed integrated and phased development of selected heritage sites in the Union Territory, with a focus on conservation, enhancement of visitor amenities and strengthening heritage awareness.

For the financial year 2025-26, an allocation of ₹5.75 crore has been made for conservation and development works in Jammu & Kashmir, out of which ₹4.97 crore has been utilised up to 27 January 2026.

A number of conservation and development projects are planned for completion during 2025-26. Key monuments where conservation works are being undertaken include: Akhnoor Fort, Jammu; Pratapswamin Temple, Baramulla; Avantisvara Temple, Avantipur; Hari Hara Shiva Temple, Billawar; Trilochan Nath Temple, Kathua; Ancient Stupa, Monastery and Chaitya at Parihaspora; Group of Arched Terraces at Pari Mahal, Srinagar; Sugandesha Temple, Baramulla; Mughal Arcade, Verinag; Zaina-ul-Abdin’s Mother’s Tomb, Srinagar; Akhoon Mulla Shah Mosque; and Group of Temples at Naranag.

In addition, development works aimed at improving visitor experience and site management are being undertaken at sites such as Ancient Temple Martand, Mughal Arcade Verinag, Avantiswamin Temple, Hari Hara Temple Billawar, and the Ancient Palace at Ramnagar, including upgradation of pathways, installation of CCTV cameras, improvement of toilet blocks and ticket counters, and strengthening of protective fencing.

The Minister further stated that heritage awareness and capacity-building programmes are being implemented through outreach initiatives involving local communities and educational institutions. These efforts have contributed to enhanced public awareness, improved visitor engagement and promotion of tourism, while ensuring preservation of the rich cultural heritage of Jammu & Kashmir.

Jammu, Feb 12: Two BJP legislators on Thursday staged a walkout from the Jammu and Kashmir Assembly in support of extending reservation benefits under the Pahari quota to eligible community members, including Pakistani refugees residing in the plains.

Narinder Singh Raina and Arvind Gupta walked out of the House, stating they were not satisfied with the government’s response regarding the extension of reservation benefits under the Pahari quota to community members residing in Jammu and other plain areas.

Replying to the main question on the subject raised by Raina, Social Welfare Minister Sakeena Itoo said the extension of Scheduled Tribe-II (ST-II) benefits, covering Pahari-speaking people among others, is based on ethnic identity and not on regional considerations.

“The ST-I reservation (for Gujjars and Bakerwals) stands implemented uniformly across the entire Union Territory of J-K. The reservation under the ST-II category is not region-based or area-specific but is given on the basis of Pahari ethnicity to various groups,” she said.

Responding to a query on whether the government intends to extend ST-II reservation benefits to persons belonging to the Pahari ethnic group residing in Jammu to uphold constitutional principles of equality and non-discrimination, the minister said the policy is consistent with constitutional principles of equality, fairness, and non-discrimination.

The issue also triggered a heated exchange between the BJP members and National Conference MLA Aijaz Jan, who strongly opposed any extension of reservation benefits to Pahari families residing outside the hilly belts.

Talking to reporters, Raina questioned the government’s stand, saying that if members of Scheduled Tribe (ST-1) are entitled to reservation benefits irrespective of where they reside, the same principle should apply to Pahari-speaking people.

He argued that geographical area should not be made a criterion for extending the benefits.

Jammu, Feb 12: The Jammu and Kashmir government on Thursday said that it has purchased 133 luxury vehicles in the financial year 2024-25 and maintained that procurement of official vehicles was strictly in accordance with prescribed norms, denying any lack of standardisation in the process.

In a written reply to a question by BJP MLA Ranbir Singh Pathania, Transport Minister Satish Sharma said the State Motor Garages Department purchased 133 luxury vehicles in 2024-25 and 10 in FY 2023-24.

He said there has been no deviation from norms in the procurement of vehicles by various departments and public sector undertakings (PSUs).

However, the minister added that in certain cases, procurement of high-end vehicles has been permitted by the government through relaxation of prescribed norms, considering difficult terrain, operational requirements and the nature of official duties.

The government also rejected the claim that the absence of a prescribed make or model has led to an additional burden on the public exchequer, reiterating that procurement is undertaken strictly as per laid-down norms.

He further said that spare parts were procured in accordance with the General Financial Rules (GFR).

High Court reconstitutes Sexual Harassment Probe Committee, expands mandate to include transgender persons

Jammu, Feb 12: The High Court of Jammu and Kashmir and Ladakh has reconstituted and expanded the mandate of its Sexual Harassment Probe Committee to include matters relating to transgender persons, in compliance with directions issued by the Supreme Court of India.

According to an order issued by the Registrar General, the committee, already in place, shall henceforth have the mandate to prevent and redress complaints of sexual harassment concerning women as well as transgender persons. The move follows directions rendered by the Supreme Court in Writ Petition (Civil) No. 1245/2025 titled Geeta Rani versus Union of India and others.

The order states that the existing Sexual Harassment Probe Committee will continue to function with its revised jurisdiction. Separate committees have been notified for the Jammu and Srinagar wings of the High Court.

For the Jammu Wing, the committee will be headed by Hon’ble Ms Justice Sindhu Sharma as Chairperson, with senior advocates and officials including Mr U.K. Jalali, Ms Seema Khajuria Shekhar, Ms Deepika Mahajan, Ms Rimpash Sangotra, Mr Prem Sadotra and the Secretary, High Court Legal Services Committee as members.

For the Srinagar Wing, the committee will be chaired by Hon’ble Ms Justice Moksha Khajuria Kazmi, with Mr Nazir Ahmad Beigh, Ms Masooda Jan and Ms Naseema Hassan Baqal among the co-opted members.

The High Court has directed circulation of the order to all concerned judicial and administrative authorities for information and necessary action. [KNT]
