Heat from data centres can raise temperatures in downwind localities by 2.2 degree Celsius: Study

New Delhi, May 19: A new study conducted in the US’ hottest city Phoenix suggests that waste heat released from data centres can increase air temperatures in downwind neighbourhoods by as much as 4 degrees Fahrenheit, or 2.2 degrees Celsius.

Waste heat produced by a single data centre can surpass the amount emitted by 40,000 households in the US, according to lead author David Sailor, professor and director of Arizona State University’s school of geographical sciences and urban planning.

Air-cooled condenser arrays — which condense turbine exhaust steam — can discharge air heated to 14-25 degrees Fahrenheit (about 8-14 degrees Celsius) above the surrounding air temperature, creating thermal plumes that move downwind over neighbouring areas, researchers said.

“They’re such a concentrated load of electricity consumption and hence heat emissions that we became concerned about the impact that they could have locally, and also in the downwind neighbourhoods,” Sailor said.

“As we do more measurements under different kinds of atmospheric conditions, I think we’re going to see more significant impacts around data centres,” Sailor said.

The researchers said that while previous studies have used remote sensing data from satellites to estimate the heat impact of data centres historically, the study, published in the Journal of Engineering for Sustainable Buildings and Cities, is the first to directly measure air temperatures downwind and upwind of data centres to record real-time effects of waste heat on surrounding communities.

The team mounted data-logging high-accuracy and fast-response temperature sensors on cars that drove around Phoenix-area data centres and throughout nearby neighbourhoods during June 18-October 25, 2025 Using multiple cars allowed the researchers to simultaneously measure temperatures upwind and downwind of four selected facilities ranging from a 36-megawatt single-building data centre in Mesa to a 169-megawatt colocation campus in Chandler (both are cities in Arizona).

The chosen centres reflected the typical design of “hyperscalers” that house thousands of servers and use primarily air-based cooling systems, the team said.

“Five traverses at four facilities in the Phoenix, Arizona metropolitan area, ranging from a 36 MW (megawatt) single-building data center in Mesa to a 169 MW colocation campus in Chandler, reveal downwind air temperature warming as high as 2.2 degrees Celsius, with average downwind air temperatures 0.7-0.9 degrees Celsius warmer than corresponding upwind areas,” the authors wrote.

“Thermal signatures were detectable at distances up to 500 m (metres) from facility perimeters,” they said.

Sailor said that contributing to an additional heat island magnitude of even one degree or two degrees can significantly impact lives, especially in places where extreme heat already poses public health risks.

A one-degree boost in air temperature, for example, is enough to drive higher use of air conditioning across entire neighbourhoods. Those air conditioners, in turn, put even more heat into the surroundings, the lead author said.

New Delhi, May 19: Sixteen new Indian consular service centres are going to be set up in the United Arab Emirates to provide easy access to people for consular services.The  Alhind Tours and Travels formally signed an  agreement with the Indian mission in this regard yesterday

Spread across all seven emirates, the centers going to be operational  from July 1, 2026, when Alhind officially takes over passport, visa and other consular services for the UAE’s over 4.3 million-strong Indian community and foreigners visiting India  This contract was earlier given to  BLS International, which has held the contract since 2011.

Arun Radhakrishnan, Operations Manager for Alhind in the UAE, locations of all 16 centres, which include six in Abu Dhabi at Al Khalidiya, Al Reem Island, Musaffah, Madinat Zayed, Ghayathi and Al Ain.

Dubai will be served by two centres, in Bur Dubai and Dubai Investment Park (DIP), while Sharjah gets centres at Al Majaz and Rolla. The remaining centres will be located in Ajman (Al Jurf), Fujairah, Umm Al Quwain, Khor Fakkan (Corniche), Kalba and Ras Al Khaimah.

The centres in Dubai will be large enough with multiple counters to cater to the large Indian expat population in the emirate,” he assured.

The formal agreement signing ceremony took place at the Embassy of India in Abu Dhabi the company said in a press release.

NHRC issues advisory 2.0 to all States, UTs to ensure welfare of transgenders

New Delhi, May 19: The National Human Rights Commission (NHRC), India has issued an Advisory 2.0 to ensure the welfare of transgender persons to the Secretaries of 11 Ministries, the Office of the Registrar General & Census Commissioner and the Chief Secretaries/ Administrators of all the states and union territories as part of its continuing efforts to protect and promote their human rights. The Advisory has been issued to the Ministries of Social Justice and Empowerment, Home Affairs, Law and Justice, Statistics and Programme Implementation, Education, Health and Family Welfare, Women and Child Development, Corporate Affairs, Labour and Employment, Housing and Urban Affairs and Rural Development.

Issuing the Advisory, the Commission has noted the encouraging responses from all concerned authorities to its earlier Advisory of 15th September 2023 and the constructive engagement reflecting a shared commitment to this cause. It has also acknowledged the initiatives undertaken by the Government, including the enactment of the Transgender Persons (Protection of Rights) Act 2019, along with allied schemes and policy measures aimed at improving their socio-economic conditions.

Based on the NHRC’s continued engagements, including field interactions, stakeholder consultations and reviews of implementation, the Commission has identified a range of persistent and emerging challenges affecting transgender persons. Therefore, the Commission found it necessary and opportune to issue another set of recommendations to further enhance their welfare. Accordingly, all concerned authorities have been requested to implement the recommendations contained in the Advisory and furnish an Action Taken Report (ATR) within a period of two months to appraise the Commission of the progress made in implementing the Advisory.

The Advisory focuses on ten key areas for action to ensure the welfare of transgender persons. These include integrating gender diversity in national data systems, reviewing laws/ rules/ policies to ensure gender inclusivity, building an inclusive legal framework, right to property, right to education, healthcare, inclusivity at the workplace, safeguarding the rights of children with diverse sex characteristics and gender identities/ expressions, safeguarding the rights of elderly transgender persons and strengthening Garima Greh shelters.

The key recommendations are as follows:

i) Inclusion of distinct categories such as ‘Intersex’, ‘Transmen’ and ‘Transwomen’ in the upcoming Census of India and other national surveys to ensure accurate and inclusive gender-disaggregated data collection;

ii) Review of laws, including the Registration of Births and Deaths Act, Juvenile Justice Act and succession laws, to ensure recognition of self-identified gender and protection of the rights of transgender and intersex persons;

iii) Ensuring equal inheritance, succession, housing and property rights for transgender and intersex persons without discrimination;

iv) Developing comprehensive SOPs for police and correctional institutions regarding arrest, detention, searches, interrogations, imprisonment, confidentiality and access to gender-affirming healthcare for transgender persons;

v) Establishing dedicated legal aid cells, helplines and independent grievance-redressal mechanisms for transgender and gender-diverse persons facing discrimination, violence or custodial abuse;

vi) Admission of transgender students in educational institutions based on self-identified gender without requiring medical proof, along with the creation of gender-neutral facilities and grievance-redressal mechanisms;

vii) Mandatory gender-sensitisation training for teachers, counsellors, police, prison personnel, judicial officers and healthcare professionals to promote inclusion and reduce discrimination;

viii) Developing standardised and ethical medical protocols for gender-affirming healthcare, regulation of Sex Reassignment Surgery costs and equal insurance coverage for transgender healthcare needs;

ix) Prohibition of coercive or non-consensual medical procedures on intersex children, except in life-saving situations, while ensuring counselling and psychosocial support for parents;

x) Promoting inclusive workplaces through gender-neutral facilities, inclusive Human Resource policies, workplace grievance mechanisms and mandatory diversity disclosures, alongside welfare measures for elderly transgender persons; and

xi) Simplifying the documentation process and enabling self-identification-based enrolment for elderly transgender persons in welfare schemes and establishing transgender-inclusive old-age homes and community shelters, ensuring privacy, healthcare access, social interaction and emotional well-being.

New Delhi, May 19: A drone attack on Tuesday killed 28 people and injured 23 others when it struck a Sudanese market in the paramilitary-controlled town of Ghubaysh in West Kordofan, a medical source and three witnesses told AFP.

Two witnesses said the drone hit a crowded restaurant at the town’s main market, attributing the attack to Sudan’s army, which has been at war with the paramilitary Rapid Support Forces since April 2023.

Another witness said it first struck an RSF vehicle, “killing three people on board and destroying the vehicle, before hitting the restaurant.” A medical source said casualties were taken to Ghubaysh hospital.

Jammu, May 19: Police in Kathua stated to have solved a blind murder case of a contractor, with the arrest of the accused within 4 days.

The police also seized the weapon of offence used in commission of crime, which took place during the intervening night of May 15 and 16, 2026. 

The accused – a labourer working with the victim had some outstanding payment dispute with him (victim), was apprehended from Kangra in Himachal Pradesh on Tuesday, May 19, morning.

“During the intervening night of May 15 and 16, 2026, Police Station Lakhanpur received information regarding the death of a person at village Dhanna in a firing incident. The deceased was identified as Roop Singh, a resident of Dhanna, who was working as a contractor. Acting promptly on the information, FIR No 51/2026 was registered at Police Station Lakhanpur under Section 103 BNS and Sections 3/25 of the Arms Act,” Police said.

Considering the seriousness of the offence, the investigation was immediately taken up under the close supervision of senior officers.

Police said that a special investigation team led by DySP DAR Bhagwan Das Dandiya along with SHO Lakhanpur Neeraj Chaudhary was constituted and the case was monitored closely to ensure that no lead was overlooked. Police teams inspected the crime scene, collected technical and scientific evidence and conducted extensive questioning and verification in the surrounding area.

“During the course of investigation, several suspicious individuals were examined. It emerged that one individual, identified as Sardar Singh, son of Hari Singh, resident of Tridwan, tehsil and district Kathua, had gone missing after the incident without informing his family members, which raised strong suspicion against him,” police said.

Preliminary investigation and interrogation revealed that the accused had been working as a labourer for the deceased and had an outstanding payment of approximately Rs 6,000 pending against him.

A dispute over this payment had been ongoing and due to anger and resentment arising on account of the issue, the accused allegedly planned the murder.

During the intervening night of May 15 and 16, 2026, he reportedly took his father’s 12-bore gun, went to the house of the deceased and shot Roop Singh while he was sleeping near a window.

After committing the crime, he returned home and upon noticing increased police activity in the area the following morning, fled in an attempt to avoid suspicion.

Immediately after the incident, multiple police teams were constituted to trace and apprehend the accused. “Continuous raids and search operations were carried out across various districts of Jammu and Kashmir and potential hideouts in neighboring states were also checked. Technical inputs, local intelligence, and other investigative leads were continuously analyzed. Coordination was maintained with neighboring state police agencies, including Himachal Pradesh Police, throughout the operation,” Police said.

As a result of sustained efforts, meticulous investigation and effective inter-state coordination, the accused was successfully traced and apprehended on the morning of May 19, 2026 at around 7 am from Sansarpur Terrace, district Kangra, Himachal Pradesh, after four days of continuous efforts.

During interrogation, the accused confessed to his involvement in the crime and disclosed the sequence of events leading to the murder. Based on his disclosure, the recovery of the weapon used in the offence was also confirmed.

“Further investigation in the case is ongoing and strict legal action will be taken against the accused in accordance with the law,” police said.

Srinagar, May 19: PDP president Mehbooba Mufti on Tuesday asked the Jammu and Kashmir administration to stop the “witch hunt” against people who expressed their emotions at the funeral of former Jama’at-e-Islami chief Shaikh Ghulam Hassan.

“People spoke out of emotion and grief at the funeral of Shaikh Ghulam Hassan who was not only the head of Jama’at but also a learned Islamic scholar. We might not like what they said, but it was not anti-national,” Mufti told reporters in Kulgam.

The former chief minister visited Hassan’s family at Tarigam in Kulgam to offer condolences to the bereaved.

“It is unfortunate that mourners have been slapped with FIRs merely for expressing grief and emotions. (I) request Omar Abdullah and Manoj Sinha to stop this witch hunt,” Mufti said in a post on X.

She also demanded action against those army personnel who allegedly pushed a youth into a house where a wild bear was trapped.

“That youngster is fighting for life in a hospital after being attacked by the bear. We hold the army in high esteem and respect its service to the nation, but those who have endangered the life of this youth should be held accountable,” she added.

Jammu, May 19: Minister for Forest, Ecology and Environment Javed Ahmed Rana Tuesday announced that he had ordered an inquiry into what he described as an “alleged illegal eviction drive” in the Sidhra area on Jammu’s outskirts and said action would be taken against all those involved, including forest department officials.

Rana, while speaking to media persons after visiting the site of the drive and meeting the affected families, said, “This was absolutely an illegal and unjust action. I’ve ordered an inquiry and will not spare those involved in this illegal act. I will take action against the officials of the forest department involved in the eviction drive.”

He asserted that he would take up the matter with the Chief Minister to seek justice for the nomadic community.

“We will not stand by as silent spectators to this selective harassment and high-handedness. I am immediately taking this up at the highest level with Chief Minister Omar Abdullah sb to demand an immediate halt, an institutional inquiry…”

Earlier, during an anti-encroachment drive in the Raika Bandi forest belt on Jammu’s outskirts, officials of the Forest Department, Revenue Department and Police carried out a joint operation and demolished around 25 structures on Tuesday.

Officials said around 60 kanals of prime forest land was retrieved in the drive that lasted about four hours.

The action triggered protests by affected families, mainly nomadic families, who claimed the drive was “illegal as it was conducted without prior notice.”

“They conducted this drive in the name of containing the menace of Chitta. Our submission to the Lieutenant Governor is: was the whole colony involved in it? Why were all houses demolished? This is injustice,” a member of the affected families said.

The families alleged they had been living in the area for the last six generations and that their names appear in the 1952 voter lists.

The Minister for Forests also condemned the action on his social media handle, stating he was “deeply shocked and outraged by the clandestine, unilateral demolition of homes in Sidhra, Jammu by the LG administration.”

“Decades of heritage of our innocent Gujjar-Bakarwal families has been reduced to rubble without taking the elected, popular government or my ministry into confidence. This is not a mere regulatory drive; it is a targeted, cruel eviction aimed at terrorising and marginalising nomadic tribal communities who have protected these lands for over half a century,” Rana posted.

He added, “We will not stand by as silent spectators to this selective harassment and high-handedness. I am immediately taking this up at the highest level with Chief Minister Omar Abdullah sb to demand an immediate halt, an institutional inquiry against the responsible officers and officials, and full rehabilitation for the affected families. Our people deserve justice, not displacement!”

In Pulwama Pulwama, May 19: Lieutenant Governor, Manoj Sinha today, joined people’s movement against drugs in Pulwama and addressed the citizens. He urged the people to strike the final blow against drug abuse, “so together we dismantle the narco-terror network and save our young generation from addiction.”

“This past month, Jammu Kashmir has witnessed public spirit awaken. In Baramulla I saw thousands raising their voices against drugs. Similarly, in Jammu, Samba, Udhampur, Kathua, Srinagar and other districts I saw young people and parents resolutely committed to this fight,” the Lieutenant Governor said.

Lieutenant Governor said that over the last 39 days, across different districts of Jammu Kashmir, neighbours became each other’s support and most importantly long-standing silence that hung over Union Territory of Jammu Kashmir began to break.

“Today that silence has turned into a loud, collective outcry against drugs. Our fight is against a vast narco-terror network fueled by fear, greed, and destruction. In Pulwama alone, more than 11,000 local events have been organized in recent days. FIRs have been registered against 48 drug smugglers, and 56 drug traffickers have been arrested. These figures show we are striking directly at the roots of terror,” the Lieutenant Governor said.

Lieutenant Governor said that for many decades drug smuggling in Jammu Kashmir was treated as mere local crime and now the people must realise that the drug smuggler and the terrorist are two sides of the same coin.

“Drug smugglers profits by destroying the futures of our youth and the terror outfits uses that money to fuel terrorism and radicalization in Jammu Kashmir. Every deal a drug peddler makes not only wrecks a young life but also finances the killing of innocent citizens. When drug smugglers earn money, our youth lose their future and that money arm terrorists against innocents in Jammu Kashmir. That is why my resolve is unshakable and my promise firm that we will remove drug smugglers and peddlers from Jammu Kashmir’s soil,” the Lieutenant Governor said.

Lieutenant Governor warned the narco-terror ecosystem that they no longer can hide and the law enforcement agencies are on their trail.

“We will hunt you down even in your deepest hideouts. Our mission is not just arrests but the complete destruction of narco-terror empire and tearing out the very roots from which this poison spreads,” the Lieutenant Governor said.

It is pertinent to mention that since 11th April, about 897 drug smugglers and peddlers have been arrested. Recommendations have been made to cancel passports of 18 traffickers. Additionally, driving licenses of 382 traffickers and peddlers and registrations of 386 vehicles have been cancelled. Forty-nine immovable properties have been seized and 45 properties demolished.

Across both Jammu and Kashmir divisions nearly 5,045 drug stores have been inspected; licenses of 225 drug stores have been suspended, licenses of 27 stores cancelled, and FIRs registered against 6 stores. From 11th April until now, 393,000 programs have been held throughout Jammu and Kashmir, with millions taking part through awareness and outreach activities. To strengthen ground-level monitoring and rehabilitation, 6,646 village women’s committees and 2,997 youth clubs have been formed across Jammu and Kashmir, to block drug trafficking and ensure rehabilitation of those trapped by addiction. More than 100 helpline calls are being received each day, and over 52,000 patients have received treatment in addiction treatment facilities so far.

“As this 100-days campaign advances, we must fuel its momentum. Stay vigilant. Stay united. I want people of Jammu Kashmir to remember that stopping one peddler saves a life, and every life saved weakens terror in the valley. Together, we will break addiction’s chains in Jammu Kashmir, end terrorism, and light up our streets, homes, and future. A month ago, we dreamed of a drug‑free Jammu Kashmir. Today, we are proving it is real,” the Lieutenant Governor said.

New Delhi, May 19: The Supreme Court for the first time on Tuesday allowed euthanasia for rabid, incurably ill, or demonstrably dangerous stray dogs to curb the threat to human life.

A bench of Justices Vikram Nath, Sandeep Mehta and NV Anjaria issued a slew of directions to deal with the rising population of stray dogs in the country.

The bench emphatically stated that preventing the euthanasia of stray dogs is the most important direction it is issuing to authorities and officials of civic bodies.

It said the civic authorities may resort to euthanasia in areas where the stray dog population has reached alarming proportions and where frequent dog bites or aggressive attacks pose a continuing threat to public safety.

The action, as well as other legal measures, may be taken after an assessment by veterinary experts and in strict accordance with the provisions of the Prevention of Cruelty to Animals Act 1960, the Animal Birth Control Rules 2023 and other applicable statutory protocols, the bench said.

The top court passed the order in a suo motu case, initiated on July 28 last year, over a media report on stray dog bites leading to rabies, particularly among children, in the national capital.

On Tuesday, it dismissed pleas seeking a recall of its earlier order on the relocation and sterilisation of stray canines, as it observed that the right to live with dignity encompasses the right to move freely without the threat of harm from dog bite attacks.  

It directed the states and Union Territories to ensure the implementation of its earlier direction not to return dogs picked up from public places to the same spot after vaccination/sterilisation. 

It also directed the states and UTs to take steps to enhance the Animal Birth Control framework. 

“Ensure establishment of at least one fully functional ABC centre in each district duly equipped with requisite infrastructure and trained personnel, surgical facilities and supporting logistics,” the bench said.

“The court cannot remain oblivious to harsh ground realities where children, international travellers and old age people have fallen victim to dog bite incidents,” it added.

On November 7 last year, the court took note of the “alarming rise” in dog-bite incidents in areas such as educational institutions, hospitals and railway stations and directed that stray dogs be relocated to designated shelters after sterilisation and vaccination.
