Jammu, Apr 01: Jammu and Kashmir Chief Minister Omar Abdullah on Wednesday said the government will adopt a Rajasthan-style behavioural training model for tourism stakeholders to improve the experience of holidaymakers visiting the Union Territory.

In reply to questions by Congress MLA Irfan Hafiz Lone and National Conference (NC) MLA Tanvir Sadiq, the chief minister said that clean tourist destinations are vital to ensuring visitors return.

Abdullah, who also holds the tourism portfolio, said that while harassment of tourists is not widespread, even a single incident is unacceptable as it damages the overall tourist experience.

“The government is working on a program inspired by a successful initiative in Rajasthan, where behavioral science-based training — developed in collaboration with IIT — was used to improve the conduct of tourism stakeholders. We want to ensure that such negative tendencies (harassment of tourists) do not grow, and that we provide a better experience to tourists so they return happily,” he said.

The chief minister said that no major incidents of tourist harassment or decline in tourist inflow due to overcharging or poor service behaviour have been reported, though isolated complaints have been addressed as per rules.

From January 2025 till date, 508 complaints have been received, of which 413 have been disposed of, he said.

Citing examples, he pointed out that tourists are sometimes forced into uncomfortable situations. In some places, visitors are made to rent heavy winter clothing like long coats and boots even in high temperatures, leaving them uncomfortable.

In other instances, tourists are aggressively approached by service providers — such as pony operators — who insist they use their services, even when unnecessary, Abdullah said, also highlighting cases of overcharging and coercion, where tourists are quoted one price on display boards but later asked to pay more.

He said that training and capacity-building programmes are regularly conducted for tourism stakeholders, including hotel staff, guides, Shikara operators, taxi drivers, and vendors. These programmes cover hospitality etiquette, housekeeping, guiding, food and beverage services, first aid, CPR, safety, rescue, and responsible tourism practices.

“A proposal for mandatory certification of stakeholders is currently under consideration,” he said.

However, the chief minister emphasised that addressing these issues is not solely the government’s responsibility. Elected representatives from tourist areas like Sonamarg, Pahalgam, Gulmarg, and others must work alongside the government, along with all stakeholders in the tourism sector.

On sanitation, the chief minister stressed that maintaining cleanliness at tourist destinations is critical, as poor hygiene discourages repeat visits.

He said creating employment opportunities for youth through the tourism sector remains a priority, but quality will not be compromised.

Abdullah clarified that applications pending in Gulmarg hill resort have not been delayed due to procedural lapses, but because the number of existing permits is sufficient in view of the current tourist inflow.

The chief minister said it aims to ensure that permits are not concentrated in the hands of a single individual or family. “It has often been observed that one person secures multiple permits across activities — such as pony rides, ATVs, and guiding services — resulting in limited distribution of income.

“Efforts are underway to rationalise the system so that more families can benefit and employment opportunities are spread more widely. For instance, while some individuals earn during the summer through pony services, others can generate income in winter through sledging and ski guiding,” he said.

He said that as tourist arrivals in Gulmarg increase, the number of registrations and permits will also be expanded accordingly.

Jammu, Apr 01: Chief Minister Omar Abdullah on Wednesday assured the House that casual labourers and daily wagers in Jammu and Kashmir will be regularised in a phased manner within the financial year.

Responding to a bill introduced by MLA M Y Tarigami seeking regularisation of services of casual and other workers, the Chief Minister said the government has already committed to address the long-pending issue.

He said the process will be carried out in phases and reiterated that the assurance had been placed on record in the House earlier as well.

“It is the first day of the financial year and I have committed that within this financial year they will be regularised in a phased manner,” he said.

The Chief Minister acknowledged the concerns raised by members and said the government recognises the contribution and efforts of workers engaged on casual and daily wage basis.

He informed the House that the government is awaiting recommendations from a designated committee examining the issue, adding that the regularisation process will be implemented once the committee submits its report. —(KNO)

Lok Sabha passes bill to recognise Amaravati as Andhra capital

New Delhi, Apr 01: A bill seeking to recognise Amaravati as the sole and permanent capital of Andhra Pradesh was passed by the Lok Sabha on Wednesday, with the Congress, the BJP as well as the TDP expressing support for it.

The bill, which will scuttle any future bid to alter the decision of making Amaravati the sole and permanent capital, was passed in the Lok Sabha by a voice vote.

Initiating the debate on the Andhra Pradesh Reorganisation (Amendment) Bill, 2026, in Lok Sabha, Congress member Manickam Tagore said the Congress fully supports the legislation but wants according of special status to Andhra Pradesh, which is the successor state of the erstwhile undivided Andhra Pradesh following the creation of Telangana.

“Let Amaravati develop like Bangalore, Chennai or Hyderabad. Let Vishakhapatnam, Tirupati, Kurnool also develop. We support Amaravati as the permanent capital of Andhra Pradesh,” he said.

Participating in the debate, TDP member and Union Minister of State for Rural Development and Communications Chandra Sekhar Pemmasani also appealed to the House to pass the bill unanimously as it will ensure a permanent capital for Andhra Pradesh.

Supporting the bill, BJP member C M Ramesh said this is the first time in the history of independent India that a bill has been brought to Parliament to declare a particular place as the capital of a state.

From now onwards, “no one will be able to play” with the capital of Andhra Pradesh as Amaravati will be the sole and permanent capital of the state, he said.

Ramesh slammed the earlier state government’s move to make three capitals of Andhra Pradesh and termed the decision “illogical and irrational”.

“This bill will ensure that no one will play with the capital of Andhra Pradesh. We want a permanent capital for Andhra Pradesh and then there will be revenue and the state will flourish,” he said.

However, TDP’s arch rival in Andhra Pradesh, YSR Congress Party, strongly opposed the legislation and said it has no meaning unless the interests of the farmers are protected and a definite timeline is given for compensation to the farmers.

YSRCP member P V Midhun Reddy said 34,000 acres were acquired by the state government for the development of Amaravati as the capital with the promise of giving free developed plots, housing scheme, free education for the children of the affected people. However, nothing has been given to them so far.

“They are not bothered about farmers. Give a specific date, a specific timeline – when the plots will be given to the farmers. Incorporate all these points in the bill, otherwise there is no meaning,” he said.

Reddy alleged that the state’s TDP government is not concerned from where the huge amount of funds would come for the development of such a large capital.

“You want to develop a capital bigger than Kolkata but there is no clue from where the funds will come,” he said.

The YSRCP MP justified the decision of his party’s government, which ruled the state from 2019 to 2024, of planning to develop three capitals, saying it was nothing new as there were many such examples globally.

“We want the concerns of the farmers protected in the bill. There should be a definite timeline. Otherwise this bill in present form has no purpose. We have no opposition to Amaravati as such. But everything has to be clear,” he said.

According to the Bill circulated among Lok Sabha members, the provisions of the 2014 Andhra Pradesh Reorganisation Act provide that on and from the appointed day, Hyderabad will be the common capital for Telangana and Andhra Pradesh for a period not exceeding 10 years.

After which, Hyderabad will be the capital of Telangana, and there will be a new capital for the successor state of Andhra Pradesh.

After the reorganisation law came into being, the Andhra Pradesh government, “after due consideration, consultation, and planning, identified and notified ‘Amaravati’ as the new capital of that state,” the bill noted.

Once the bill becomes an Act, Amravati will be legally recognised as the capital of Andhra Pradesh with effect from June 2, 2024.

It said significant administrative and legislative measures have been undertaken, besides the infrastructural developments in and around Amaravati, with the objective of establishing it as the capital of Andhra Pradesh.

It observed that on March 28, the state legislative assembly passed a resolution requesting the Centre to amend Section 5 of the Reorganisation Act to incorporate the name of “Amaravati” as the new capital of Andhra Pradesh.

To give effect to the resolution of the state legislative assembly, and to provide “statutory clarity regarding the capital” of AP, the bill proposes to amend sub-section (2) of section 5 of the reorganisation law to incorporate the name of “Amaravati” as the new capital of Andhra Pradesh with effect from June 2, 2024.

Srinagar, Apr 1: The government led by Chief Minister Omar Abdullah on Wednesday allowed the introduction of a private member’s bill in the Jammu and Kashmir Legislative Assembly seeking renewal of leases for existing occupants, a move seen as challenging the Centre’s 2022 land grant rules.

The bill was moved by National Conference (NC) MLA Tanvir Sadiq and was permitted after Abdullah, who also holds the Revenue portfolio, said he would not oppose its introduction.

This is the first time since the NC assumed office that the treasury benches did not object to a private member’s bill at the stage of introduction.

Speaker Abdul Rahim Rather put the motion to a voice vote, which was cleared with support from NC members, while the opposition did not press for a division.

The proposed legislation seeks to counter the Jammu and Kashmir Land Grants Rules, 2022, which provide that certain expired leases, particularly in the tourism sector, will not be renewed and must instead be auctioned at market rates.

The issue has gained significance in view of expiring leases of several hotel owners in Gulmarg, a major tourist destination in north Kashmir.

If passed, the bill would enable renewal of leases for existing occupants instead of mandating fresh auctions, indicating the government’s position on land-related matters that have seen differences between the Union Territory administration and the elected government.(KNS)

Assam, Apr 01: Prime Minister Narendra Modi on Wednesday alleged that the Congress, if it comes to power in Assam, will bring in a law to protect infiltrators, which the BJP and its allies will not allow.

Addressing a poll rally at Gogamukh in Dhemaji district, Modi said the Congress’ aim is to “turn the majority community into a minority and create a permanent vote bank of infiltrators”.

“Congress leaders are openly saying that they will bring in a new law in Assam to protect infiltrators and are openly supporting them,” the PM alleged.

He also accused the grand old party of “trying to divide the country as the Muslim League did during Partition”.

“The Congress have also stabbed the Constitution prepared by Babasaheb Ambedkar,” Modi said.

The Prime Minister said if the BJP returns to power, it will “implement the Uniform Civil Code and safeguard tribals under the Sixth schedule to protect Assam’s identity”.

”The BJP’s 10-year rule heralded a new dawn of ‘seva’ (service) and ‘sushasan’ (good governance) in Assam,” he said.

The PM asserted that all are saying that only the BJP-led NDA can build modern infrastructure in Assam.

“The BJP will make a hat-trick in Assam elections with people’s blessings, whereas the Congress will make a century of defeats in elections,” he added.

Srinagar, Apr 01: Scores of employees working under the National Health Mission in Jammu and Kashmir Wednesday held a protest demonstration and called for a 48-hour sit-in to press for their long-pending demands.

The protestors reiterated their demands, including immediate pay revision in line with other states, secure job policy and implementation of social security benefits such as EPF, ESI, insurance and post-retirement support.

They said that despite repeated assurances from the administration, no concrete progress has been made, forcing them to take to the streets.

“NHM employees have been at the forefront of healthcare delivery, particularly during emergencies, but continue to face uncertainty over wages and job security,” they said.

The protesting employees warned that failure to address their concerns may lead to an escalation of protests in the coming days, even as the ongoing sit-in is scheduled to continue for 48 hours.

Iranian drone attack starts fire at Kuwait International Airport

A drone attack by Iran and its allies hit a fuel tank at Kuwait International Airport, sparking a fire, authorities said.

The state-run KUNA news agency said the attack early Wednesday sparked a “large fire” at the airport.

It said there were no immediate injuries from the attack and firefighters were working to control the blaze.

Kuwait International Airport has been attacked before by Iran during the war. The KUNA report suggested the attack may have been launched by Iranian-supported militias in Iraq with Tehran’s support.

In another strike, Bahrain said early on Wednesday morning that it was working to extinguish a fire at a business facility that resulted from an Iranian attack.

Israel strikes factory in Iran it alleges supplies fentanyl for chemical weapons

Israel said early Wednesday it struck a plant supplying Iran’s theocracy with fentanyl, a powerful synthetic opioid, to allegedly use in a chemical weapons program. Iran acknowledged the strike on Tofigh Daru factory, but insisted it only supplied “hospital drugs” used in medical operations.

The strike happened Tuesday, both the Israelis and the Iranians said.

Iranian Foreign Minister Abbas Araghchi posted a picture of the factory in Tehran, writing on X: “The war criminals in Israel are now openly and unashamedly bombing pharmaceutical companies.”

Hospitals extensively use fentanyl to treat severe pain. But a small amount of the drug can be fatal.

Both Israel and the United States have warned in recent years Iran was experimenting with fentanyl in munitions. The US previously pointed to Iranian academic research studying how Russia likely used a fentanyl derivative during the 2002 Moscow theatre hostage seizure by Chechen militants.

Israel alleged Tofigh Daru supplied fentanyl to an advanced research institute in Tehran, known by its acronym SPND. The US alleges SPND has conducted research and testing that could be applicable to the development of nuclear explosive devices and other weapons.

Major airlines in UAE say country is barring Iranian travellers

The United Arab Emirates has barred Iranians from entering or transiting the country as the war rages, three major airlines said Wednesday.

Long-haul carriers Emirates and Etihad, as well as the lower-cost airline FlyDubai, made the announcements on their websites.

Entry rules can sometimes be opaque in the autocratic United Arab Emirates, a federation of seven sheikhdoms, the three airlines agreed on the order. It said holders of 10-year Golden Visa residency permits could still enter the country.

Authorities have offered no official comment. But Dubai has already shut down the city-state’s Iranian Hospital and Iranian Club, institutions that date back to the time of the shah.

Tanker attacked off Qatar

A tanker came under attack off the coast of Qatar early Wednesday, authorities said.

The British military’s United Kingdom Maritime Trade Operations centre announced the attack happened, saying a projectile slammed into the side of the ship.

It said no environmental damage was done and the tanker’s crew was safe.

On Tuesday, a fully loaded Kuwaiti oil tanker came under attack off Dubai. Over 20 ships across the Persian Gulf have been attacked by Iran since the war began.

Saudi Arabia says it recently intercepted 2 drones

Early on Wednesday morning, Saudi Arabia said it had intercepted and destroyed two drones in the previous hours.

A Gulf ally of the United States, the country has been targeted by Iran repeatedly. This week, more than two dozen American service members were injured from missile and drone attacks on a Saudi air base.

New Delhi, Mar 31: Prime Minister Narendra Modi on Tuesday inaugurated a semiconductor manufacturing facility of Kaynes Technology in Sanand, Gujarat, marking the start of production and underlining the rapid growth of India’s chip ecosystem. Calling the development a sign of momentum, the Prime Minister noted that it comes just a month after the launch of production at the Micron Technology plant in the same region. He described it as proof of the speed at which India is building its semiconductor capabilities.

The Sanand facility will manufacture Intelligent Power Modules, crucial for electric vehicles and industrial applications, with a significant portion already earmarked for export. Modi said the plant reflects the vision of “Make in India, Make for the World” and positions India as an emerging player in global semiconductor supply chains.

Highlighting the broader push, the Prime Minister said work is underway on multiple semiconductor projects across the country under the India Semiconductor Mission, with investments exceeding Rs 1.6 lakh crore. Hooked on Heroin: Kashmir’s drug crisis deepens

Srinagar, Mar 31: Heroin addiction has emerged as the most alarming facet of Kashmir’s growing drug crisis, with official figures revealing that nearly 50,000 out of 70,000 substance users in the Valley are hooked on the drug, many consuming it intravenously.

The data was placed before the Assembly in a written reply to a question by MLA Sham Lal Sharma, underscoring the scale and severity of substance abuse in the region.

“It is a fact that the Union Territory of Jammu & Kashmir confronts the menace of Narcotic Drugs and Psychotropic Substances (NDPS),” the government said, adding that the issue has particularly impacted the youth, raising serious social and public health concerns.

A 2022 joint survey conducted by the Health and Social Welfare departments across 10 districts of Kashmir estimated that around 70,000 individuals are engaged in substance use. Of these, nearly 50,000 are heroin users, with a significant number consuming the drug through the intravenous (IV) route.

The government noted that intravenous use significantly increases the risk of infections and long-term health complications, adding a dangerous dimension to the ongoing crisis.

To tackle the issue, the government said it has adopted a multi-pronged strategy involving awareness campaigns, preventive interventions, enhanced enforcement, and expansion of treatment and rehabilitation facilities.

“Youth identified as drug dependent are being provided treatment, counselling, and rehabilitation services through these centres,” the reply stated.

According to official figures, approximately 69,000 individuals have received treatment or rehabilitation services across various Addiction Treatment Facilities (ATFs) and rehabilitation centres in Jammu and Kashmir, including district hospitals and Government Medical Colleges.

The institutional framework includes District De-Addiction Centres currently functional in Kulgam, Pulwama, and Bandipora in Kashmir, and one such centre in Rajouri district. In addition, three Outreach and Drop-in Centres (ODICs) are operational in Kupwara, Srinagar, and Jammu, while Community-Based Peer-Led Intervention (CPLI) programmes are active in Srinagar and Jammu.

Several private rehabilitation centres are also registered with the government in Kashmir, including Aaghaz DDC in Baghi-Mehtab, Grooming DDC in Padshahi Bagh, and Shaifaa DDC in Lawaypora. In the Jammu division, facilities such as Parivartan Foundation De-addiction and Mental Health Care Centre, Help Psychiatry Centre, and Mind Care Neuropsychiatric Clinic are among those providing support.

The government also highlighted the role of non-governmental organisations, including J&K Students Welfare Mission in Bandipora, Cause NGO in Tral, JK Society for Promotion of Youth and Masses in Jammu, and NESSWO, which operates across multiple districts, along with Himalaya Sewa Sang in Jammu.

Stressing the seriousness of the situation, the government said it is fully cognizant of the growing threat and continues to strengthen its response.

The figures presented in the Assembly point to heroin as the dominant substance driving addiction in Kashmir, with the crisis largely centred around the youth population, raising urgent concerns for both public health and social stability.

Airfares likely to rise with steep jump in jet fuel price

New Delhi, Apr 01: Airfares are expected to rise with the steep increase in jet fuel prices amid the ongoing West Asia conflict.

The price of Aviation Turbine Fuel (ATF) has more than doubled to a record Rs 2.07 lakh per kilolitre on Wednesday, and this is the first time that the jet fuel price has crossed the Rs 2 lakh per kilolitre mark.

In Delhi, ATF price has been hiked by Rs 1,10,703.08 per kilolitre, or 114.5 per cent, to Rs 2,07,341.22 per kl, according to state-owned fuel retailers.

Officials said airfares are expected to rise as airlines would have to increase fares to cover the higher operational costs.

There were no immediate comments from airlines on the impact of the ATF price hike on the airfares.

The steep price hike would add to the spiralling operational costs of airlines, which are already facing headwinds due to the West Asia conflict that started on February 28.

ATF accounts for around 40 per cent of an airline’s operational costs.

State-owned Indian Oil Corporation, Bharat Petroleum, and Hindustan Petroleum revise ATF and LPG prices on the first day of every month based on international benchmarks and the exchange rate.

Indian carriers are already burning more fuel for operating many international flights as they are forced to take longer routes due to airspace curbs in the West Asia region.

With increasing fuel prices, last month, Indian carriers imposed fuel surcharges on tickets.

On Tuesday, the International Air Transport Association (IATA) said that airfares are already rising in the wake of the West Asia turmoil.

“… without knowing the length and intensity of the war in the Middle East, it is impossible to quantify the full impact that it will have on airline prospects. But some things are already clear. Fuel costs have risen sharply. With tight capacity and thin margins, airfares are already rising,” IATA Director General Willie Walsh said on Tuesday.

IATA is a global grouping of around 350 airlines, including Air India, IndiGo, Air India Express and SpiceJet.
