Ensure swift snow clearance, restoration of essential services across Kashmir: Dy CM

Srinagar, Jan 25: Deputy Chief Minister Surinder Choudhary visited the Integrated Command and Control Centre (ICCC), HMT Srinagar, to take stock of ongoing snow clearance operations and restoration of essential services across the Kashmir Valley.

Reviewing the post-snowfall situation, the Deputy Chief Minister emphasized the need for swift and prompt snow clearance in all affected areas, said an official press release.

He directed the concerned departments to ensure that all the affected main roads as well as link roads are cleared on priority to facilitate smooth and hassle-free movement of the general public.

The Deputy Chief Minister also reviewed the status of healthcare facilities and instructed that roads leading to all major hospitals and healthcare institutions across Kashmir be cleared immediately. He stressed that uninterrupted and seamless patient care must be ensured.

He further directed that all essential services, including power and water supply, be restored on war footing in all the affected areas. The availability of essential commodities and supplies in the markets was also assessed. Emphasising the importance of coordinated efforts, the Deputy Chief Minister called for close synergy among all the concerned departments to ensure efficient and effective service delivery.

He later visited the Mechanical Engineering Department, Srinagar, to assess deployment of men and machinery to tackle post snowfall situation across Kashmir. He emphasized that all machinery is pressed into service for early progress in the  snow clearance work and  progress of operations on the ground. The Deputy Chief Minister instructed the concerned officers to keep manpower, machinery and logistics in a state of readiness to mitigate the impact of any further weather-related exigency.

Earlier, the Deputy Chief Minister inspected the ongoing construction work on the Seerbagh–Sempora Bridge, a key infrastructure project aimed at strengthening connectivity for several villages of Pampore in Pulwama district and Chadoora constituency of Budgam district. During the inspection, he directed the executing agencies to expedite the pace of work, ensuring completion of the project within the stipulated timeline. Speaking on the occasion, the Deputy Chief Minister said that the bridge is a vital connectivity project that will significantly facilitate movement between the Chadoora areas of Budgam, including Summerbugh, Shilana, Tengan and Seerbagh and various localities of Pulwama and Srinagar districts. He added that once completed, the bridge will greatly ease transportation, improve access to essential services and give a boost to socio-economic activities in the region.

New Delhi, Jan 25: The President of India has approved the conferment of 131 Padma Awards for 2026, announced on the occasion of Republic Day, recognising individuals for distinguished service across a wide range of fields.

The awards include five Padma Vibhushan, 13 Padma Bhushan and 113 Padma Shri honours. Among the recipients are 19 women awardees, 16 posthumous honours, and six awardees from the foreign/NRI/OCI category, reflecting the diversity and national reach of the honours.

Jammu and Kashmir has figured among the Padma Shri awardees, with Brij Lal Bhat being honoured for his contributions to social work. A long-time social activist, Bhat has been recognised for his sustained efforts in community welfare and public service.

Renowned academic and scholar Prof. Shafi Shauq has also been awarded the Padma Shri for his contribution to the fields of literature and education, marking a significant recognition of his scholarly work and contribution to intellectual discourse.

From Ladakh, Dr Padma Gurmet has received the Padma Shri for her services in medicine, a recognition widely hailed as a milestone for the Union Territory. Dr Gurmet has been instrumental in advancing healthcare services in the region, particularly in challenging terrains and underserved areas.

The Padma Awards, among India’s highest civilian honours, are conferred annually in three categories—Padma Vibhushan for exceptional and distinguished service, Padma Bhushan for distinguished service of a high order, and Padma Shri for distinguished service in any field. The awards recognise achievements in disciplines including art, literature, education, social work, medicine, science, public affairs and sports.

The awards will be presented by the President of India at ceremonial functions to be held at Rashtrapati Bhavan later this year.

JKSA writes to MEA, raises withholding of students’ passports by Iranian varsity

Srinagar, Jan 25: Jammu and Kashmir Students Association (JKSA) on Sunday wrote to the Ministry of External Affairs (MEA) seeking immediate intervention in view of the increasingly precarious situation faced by Indian students pursuing medical education in the Islamic Republic of Iran, said a press release.

The Association highlighted a convergence of serious concerns including the continued withholding of students’ passports by university authorities, coercive academic practices amid an unfolding crisis, and rapidly escalating regional and geopolitical tensions which have together left Indian students anxious, stranded, and vulnerable.

In its letter addressed to the External Affairs Minister, the Association stated that Indian students, a majority of whom are from Kashmir, have informed Association’s Iran Chapter that the prolonged closure of Shahid Beheshti University of Medical Sciences, Tehran, coupled with the persistent failure of university authorities to return students’ passports, has effectively immobilised them. Despite their clear willingness to return home, students remain unable to do so due to the continued withholding of passports, triggering acute psychological distress and deep anxiety among families in India who are closely monitoring the deteriorating security situation.

National Convenor of Association, Nasir Khuehami, said that for several days the university authorities have avoided responsibility and delayed the return of passports, forcing students to remain stranded against their will. He described this as a careless and indifferent handling of a serious humanitarian concern, particularly alarming at a time marked by instability and crisis. Students, he added, have conveyed that repeated representations and assurances have elicited neither urgency nor sensitivity from the authorities.

Khuehami further stated that the gravity of the situation must be viewed against the backdrop of fast-escalating regional and geopolitical tensions widely reported across Indian and international media.

Amid this climate of uncertainty, the Association flagged an additional and deeply troubling concern. Indian students, including those from Kashmir, have informed JKSA that Iran University of Medical Sciences, along with Shahid Beheshti University of Medical Sciences, is continuing with scheduled semester examinations. This stands in sharp contrast to the approach adopted by a majority of universities across Iran, which have postponed academic activities and semester examinations until at least 24 March in recognition of the prevailing instability and extraordinary circumstances.

New Delhi, Jan 25: Prime Minister Narendra Modi on Sunday said the first Mann Ki Baat of 2026 comes on the eve of Republic Day, a day that marks the coming into force of the Constitution and offers an opportunity to pay homage to its founding fathers. He also noted that January 25 is observed as National Voters’ Day, Matadata Diwas, and described the voter as the soul of democracy. In his address, the Prime Minister said that attaining the right to vote at 18 should not be seen as a routine milestone but as a significant moment in an Indian citizen’s life. He suggested that first-time voters should be celebrated by communities, just as birthdays are, to strengthen awareness about voting and deepen democratic values. Modi also expressed appreciation for officials and grassroots workers involved in the electoral process and urged young citizens to register as voters as soon as they turn 18.

Recalling the launch of the Start-up India initiative in January 2016, the Prime Minister said India has emerged as the world’s third-largest start-up ecosystem, driven by the innovation and courage of its youth. He noted that Indian start-ups are now active in cutting-edge sectors such as artificial intelligence, space, nuclear energy, semiconductors, green hydrogen and biotechnology. Calling on entrepreneurs and industry, Modi urged a renewed focus on quality as India’s economy continues to grow and attract global attention. He said the era of compromise is over and emphasised that quality must become the defining identity of Indian products. Reiterating his ‘Zero Defect, Zero Effect’ vision, the Prime Minister said excellence and uncompromising quality are essential to accelerate India’s journey towards a Viksit Bharat.

New Delhi, Jan 25: In her address to the nation on the eve of Republic Day, President Droupadi Murmu said on Sunday that the Constitution of the country has defined justice and brotherhood in the Republic.

Highlighting the Union government’s vision and values enshrined in the Constitution, the President recalled the celebrations of the 150th anniversary of “Vande Mataram” and the events organised to pay tributes to Sardar Patel and Netaji Subhas Chandra Bose.

She also referred to the Operation Sindoor and hailed the valour of the Armed Forces.

The President praised the landmarks being created by women in the country’s development journey and the strengthening of democracy.

She also hailed the contribution of farmers, scientists, doctors, military, police, businessmen and youth for contributing to the nation’s development.

The President recalled Dr B.R. Ambedkar’s message of participation in elections as a means to strengthen democracy.

The annual Presidential speech, a significant moment in the country’s democratic calendar, was broadcast and telecast across the nation, reaching millions of citizens in multiple languages.

The address began at 7 p.m. on Sunday and was relayed on the entire national network of Akashvani (All India Radio) and telecast over all television channels of Doordarshan.

The President’s message was first delivered in Hindi, followed by the English version. Following the Hindi and English broadcasts, Doordarshan’s regional channels aired the address in various regional languages, allowing people in different states to hear the President’s words in their mother tongue.

The President’s address on the eve of Republic Day is a tradition that dates back to the early years of the Republic of India.

It serves as a moment of reflection on the nation’s journey, achievements, and challenges, while also setting the tone for the celebrations on January 26.

Citizens across the country look forward to the President’s speech as it often highlights the Union government’s vision, the importance of unity, and the values enshrined in the Constitution.

Jammu, Jan 25: The Lieutenant Governor, Manoj Sinha, graced the 16th National Voters’ Day celebrations today in Jammu.

Speaking on the occasion, the Lieutenant Governor called upon the officers to cultivate awareness among citizens regarding profound power of their franchise and motivate them to exercise it with thoughtful prudence to become a true architect of a strong, fair and flourishing India.

“Every ballot cast becomes foundational to our nation’s edifice. Thus, elections represent far more than present-day choices- they embody our sacred duty to posterity, to collective destiny, and to democratic resilience.

The franchise reinforces accountability, transparency, and governmental responsiveness. I firmly believe a vote is the potent expression of citizen aspiration, conviction, and purpose. Jammu and Kashmir must never forget: democracy’s essence lies in this-our collective will alone determine our nation’s path,” the Lieutenant Governor said.

The Lieutenant Governor highlighted that every vote holds the power to shape policies, institutions, and national direction. He said, when exercised responsibly, the ballot becomes our most potent tool for determining the nation’s destiny.

“India, the world’s largest democracy, has reached remarkable heights while championing equality and harmony. Our democratic foundations are unmatched in depth and strength. Though many nations won freedom when we did, democracy has thrived most vigorously on Indian soil,” the Lieutenant Governor said.

The Lieutenant Governor congratulated youth and citizens who, after decades, received their first complete opportunity to exercise their franchise.

He also commended the Election Commission of India and the Chief Electoral Office of J&K for historic 2024 Lok Sabha and J&K Legislative Assembly elections.

“In Jammu Kashmir, trust in democracy has solidified and democratic values resonate deeply. Unprecedented electoral participation in 2024 confirms that citizens view voting as a duty, not mere right,” the Lieutenant Governor said.

On the occasion, the Lieutenant Governor administered the National Voters’ Day pledge to the officials and the people.

The Lieutenant Governor felicitated District Election Officers from across J&K, senior officials of Civil and Police administration, Youth icons and other stakeholder departments. He also distributed Electors Photo Identity Cards among the new voters.

The celebrations were marked by enthralling performances from artists, members of social organisations and youth. Their creative depictions of the importance of voting received special appreciation from the Lieutenant Governor.

The event also featured a video message from the Chief Election Commissioner of India, Shri Gyanesh Kumar.

Prof Shafi Shauq named among Padma Shri awardees 2026

Srinagar, Jan 25: Eminent Kashmiri scholar, poet, linguist and translator Prof Shafi Shauq on Sunday named among the recipients of the Padma Shri Award 2026, India’s fourth-highest civilian honour, for his outstanding contribution to education and literature.

Born in 1950 in Kapren village of Shopian district, Shauq is widely registered as one of the most authoritative voices in Kashmiri studies. The award places Shauq at the forefront of this year’s honourees from Jammu and Kashmir, and Ladakh; marking a major national recognition of his lifelong works.

Shauq authored, edited and translated over 100 books in Kashmiri Urdu, Hindi and English. His seminal works – including Keeshur Lugaat (Kashmiri Dictionary), Keeshryuk Grammer, and Kaeshir Zabana ti Adibuk Tawaariekh (History of the Kashmiri Language and Literature), are considered foundational texts and remain indispensable to scholars, students and researchers.

Alongside Prof Shafi Shauq, the Government of India has also announced Brij Lal Bhat (Social Work, Jammu and Kashmir) and Dr Padma Gurmeet (Medicine, Ladakh) as Padma Shri awardees for 2026, recognising exemplary service in their respective fields. However, Shauq’s inclusion has drawn particular attention in literary and academic circles, being seen as a long-overdue national honour for a scholar who devoted his life to safeguarding the linguistic soul of Kashmir.

Social worker Brij Lal Bhat has been conferred the Padma Shri 2026 for his sustained and wide-ranging contributions to social service. Known for his grassroots engagement, Bhat has worked extensively to strengthen spiritual and community institutions through yoga shiksha shivirs, spiritual retreats and Bhandara Seva. He has actively promoted social cohesion and communal harmony by organising inclusive festivals and community programmes, while also contributing to rural development by reclaiming barren land for apple and walnut orchards. His work is widely recognised for combining social service with spiritual outreach and environmental stewardship.

In addition to Shauq and Bhat, Dr Padma Gurmeet of Ladakh has been named a Padma Shri awardee in the field of medicine, underscoring the diverse range of contributions from the region honoured in 2026.

Anantnag, Jan 25: National Conference Member of Parliament (MP) Mian Altaf on Sunday came out in support of villagers opposing the proposed Bijbehara–Pahalgam railway line, assuring them that the matter would be taken up in Parliament and with the Railway Ministry.

“There is no justification for taking the railway line to Pahalgam. It serves no purpose for tourism, the Yatra, defence, or the state government,” Altaf told the villagers in Wularhama village- that is one of the several villages affected by the proposed rail line.

He said the proposed rail alignment threatens orchards and paddy fields that form the backbone of the local economy.

“I appeal to the Lieutenant Governor and the Chief Minister to take up this issue with the Government of India.”

The MP was accompanied by local legislator Altaf Kaloo.

Railway authorities have conducted surveys in several villages along the proposed route, including Joibal-Veeri, Dirhama and Wularhama, prompting widespread concern among residents who fear losing land that has sustained their families for generations.

“I am hopeful that this will not happen, but we need to remain alert,” Altaf told the gathering, many of whom depend entirely on horticulture and agriculture for their livelihood.

Locals said they have been informed that Dirhama and Wularhama are being considered as halt points on the proposed rail line, which they believe would cause greater damage to these villages.

“This is our moral obligation to take forward your concerns at the highest level,” Altaf said. “I will take up the issue with the Railway Ministry and also raise it in Parliament.”

Residents said apprehension has increased as surveys continue in the area, despite repeated assurances from political leaders.

Earlier, MLA Bijbehara Bashir Ahmad Veeri and a senior leader of the opposition Peoples Democratic Party  have also visited the affected villages and assured residents of their support.

Besides the Bijbehara–Pahalgam project, another railway line has been proposed between Awantipora – Shopian, raising similar concerns among locals.

Later, Altaf laid the foundation stones of several developmental projects in the Pahalgam constituency.

Interpol help sought to nab Rather for providing logistical help in Red Fort blast

New Delhi/Srinagar, Jan 25: An Interpol Red Corner notice may soon be issued against Dr Muzaffar Rather, an accused in the white-collar terror module, after his name emerged as a co-conspirator who provided critical logistical support and funding from Afghan soil for the devastating November 10 blast near Delhi’s Red Fort, officials said on Sunday.

Rather, a paediatrician by profession and a resident of South Kashmir, has already been declared as a proclaimed offender by a special NIA court.

The Interpol notice for Rather, who provided help in logistics, funding, communication and planning to Dr Umar-un-Nabi, the driver of the explosive-laden car that detonated outside the Red Fort killing over a dozen people, is in the process, they said.

The officials alleged that Rather has emerged as a primary co-conspirator who allegedly orchestrated the attack from abroad after fleeing India.

Investigators have traced a trail of logistics, encrypted communications and radicalisation efforts that lead directly to safe havens in Afghanistan, where Rather is currently suspected to be hiding, they said.

The officials said that Umar carried out the suicide attack with support from Rather and Afghanistan-based handlers, who provided logistics, communication, funding, and planning.

The officials alleged that Rather played a key role, particularly in liaison and funding.

They said Rather remained in continuous contact with the terrorists and facilitated their communication with Afghanistan-based handlers for information related to bomb-making and operational tactics.

Rather left India in mid-August last year, shortly before the Delhi blast, and he first travelled to Dubai and subsequently crossed into Afghanistan, where he is currently hiding.

The officials said the interrogation of other arrested accused in the white collar terror module showed that Rather allegedly assisted in raising funds for the terror module and contributed approximately Rs 6 lakh towards the financial pool of the terror plot.

In 2021, Rather had travelled to Turkey along with Dr Muzammil Ahmad Ganaie and Umar and the journey was primarily aimed at establishing contact with external handlers or as a transit attempt towards Afghanistan.

Although they did not enter Afghanistan at that time, the trip is considered part of their radicalisation and preparatory network activities, the officials said.

After the trip, Rather, Umar and Ganaie, who taught at Faridabad’s Al Falah University, began accumulating vast quantities of chemicals from the open market, including 360 kg of ammonium nitrate, potassium nitrate and sulphur, much of which was stored near the university campus.

The terror plot fell apart when Srinagar police’s meticulous investigation led to Ganaie’s arrest and the seizure of the explosives, which possibly caused Umar to panic and led to the “premature” blast outside the Red Fort.

The intricate inter-state terror network was exposed after a small but significant incident of the appearance of JeM posters on walls in Bunpora, Nowgam, on the outskirts of Srinagar on October 19 last year.

Srinagar police registered a case and reviewed CCTV footage, leading to the arrest of three locals — Arif Nisar Dar alias Sahil, Yasir-ul-Ashraf, and Maqsood Ahmad Dar alias Shahid — all with prior stone-pelting cases.

Their interrogation led to the arrest of Maulvi Irfan Ahmad, a former paramedic turned Imam from Shopian who allegedly supplied the posters and used his access to radicalise the doctors.

The trail led the investigators to the Al Falah University in Faridabad, Haryana, where Ganaie and Dr Shaheen Sayeed were arrested, and 2,900 kg of explosive material was seized in November.
