JKSA writes to Adesh University Vice-Chancellor, flags financial grievance of 145 nursing students over cancelled psychiatric posting

Srinagar, Jan 22: The Central Working Committee (CWC) of the Jammu and Kashmir Students Association (JKSA) has written to the Vice-Chancellor of Adesh University, Bathinda, seeking urgent intervention in a financial grievance affecting 145 nursing students of the 2022 batch.

“We write to you on behalf of the Central Working Committee of the Jammu and Kashmir Students Association (JKSA). We want to bring to your immediate attention a critical financial and academic grievance concerning 145 nursing students (Batch 2022) of your institution,” the JKSA stated.

It added that the matter pertains to the psychiatric posting at Dr. Vidya Sagar Mental Hospital, Amritsar, which was cancelled by the administration citing security concerns. Despite the cancellation, fees collected from students amounting to approximately ₹13.7 lakh remain unadjusted.

The Association sought the Vice-Chancellor’s “immediate intervention” on following:

Administrative Oversight & Unjust Penalty

It is pertinent to note that the decision to proceed with deployment to a border zone was taken despite prevailing government advisories urging caution. The posting could have been curtailed at the initial stage. Instead, a deliberate attempt was made to proceed contrary to safety protocols. It is logically and ethically unsound to penalize students financially for a cancellation necessitated by the administration.

Breach of Principal’s Assurance

Students were explicitly assured by the Principal, Mr. Shridhar KV, that the fees paid would be adjusted when the next batch was sent. It is distressing that the administration is now reneging on this commitment and declining valid claims after two months of silence.

Financial Transparency & Communication Gap

We have confirmed that the Director of Dr. Vidya Sagar Mental Hospital is willing to reschedule the posting. However, a lack of coordination at the level of the Registrar/Deputy Registrar appears to be hindering this resolution. Refusing to refund or adjust public money for a service not rendered raises serious questions regarding financial accountability.

Jammu and Kashmir Students Association urges you to exercise your authority to resolve this impasse. We request that you direct the concerned officials to: Coordinate immediately with the Hospital to reschedule the training and adjust the fees as promised; Or authorize an immediate refund of the unutilized funds if rescheduling is not feasible.

“We trust your office will treat this matter with the urgency it deserves and facilitate a resolution within three (3) working days, thereby obviating the need for us to escalate this issue to the Ministry.” The association writes.

Fresh encounter breaks out in J-K’s Kishtwar

Jammu, Jan 22: A fresh encounter broke out between security forces and holed up terrorists during the ongoing search operation in the higher reaches of Jammu and Kashmir’s Kishtwar district on Thursday, officials said.

The operation was launched in Sonnar village near Mandral-Singhpora in Chatroo belt on Sunday, leading to a gunfight that left one paratrooper dead and seven other soldiers injured.

A fresh contact was established with the holed up terrorists in the dense forests of Singhpora this morning, the officials said.

They said heavy firing between the two sides was going on when last reports were received and efforts are on to neutralise the terrorists operating in the area.

A major terrorist hideout was unearthed near the scene of the encounter on Monday and several individuals were picked up for questioning, the officials said.

A group of two to three terrorists allegedly affiliated with the Pakistan-based Jaish-e-Mohammad (JeM) are believed to be trapped in the encounter, officials said.

J&K Govt resolves college allocation issue for SMVDIME students: CM

Srinagar, Jan 22: Chief Minister Omar Abdullah on Thursday said that the Jammu & Kashmir Government has resolved the college allocation issue of students who were earlier selected for MBBS course at Shri Mata Vaishno Devi Institute of Medical Excellence(SMVDIME).

In a post on X, chief minister’s office said that the issue of admission to MBBS students of SMVDIME has been resolved.

“The Government has resolved the college allocation issue for selected MBBS candidates of SMVD college. With BOPEE now issuing counselling schedule, students can move ahead with their students,” reads the post.

The National Medical commission had withdrawn the Letter of Permission for MBBS course it had earlier to SMVDIME, citing critical deficiencies in its infrastructure, staff etc.

As per notification issued by Board of Professional Entrance Examination (BOPEE), 50 supernumerary have been created for students of SMVDIME at 7 Government Medical Colleges.

Of which eight seats have been created at GMC Anantnag and seven each at GMC Baramulla, GMC Doda, GMC Handwara, GMC Kathua, GMC Rajouri and GMC Udhampur.

As per the notification, the BOPEE will conduct the physical round of counselling of these students on January 24 at 11:00 AM—(KNO)

BOPEE announces special counseling for 50 MBBS seats

Srinagar, Jan 22: In a much-anticipated move, J&K Board of Professional Entrance Examinations (BOPEE) has notified a physical round of counseling for 50 supernumerary MBBS seats for students that lost their seats due to de-recognition of Shri Mata Vaishno Devi (SMVD) Medical College earlier this month.

This fresh move will accommodate students to various Government Medical Colleges across the J&K. The notification is based on directives from the Health & Medical Education Department, and a communication from the Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC).

According to the BOPEE notice, candidates who received provisional seats at SMVDIME Katra through notifications dated October 25, 2025 (No. 157-BOPEE), November 18, 2025 (No. 170-BOPEE), and December 22, 2025 (No. 216-BOPEE) are now eligible for counseling and seat allotment.

The board has said the creation of 50 additional supernumerary seats will prevent any disruption to the students’ academic progress. The counseling session is scheduled for November 24, 2026 (Saturday), starting at 10:00 A.M. in the morning, at the BOPEE offices in Jammu/Srinagar. Participants have to report physically between 10:00 A.M. and 11:00 A.M. for attendance and registration. Seven seats each have been created in GMCs of Baramulla, Doda, Handwara, Kathua, Rajouri and Udhampur. In addition, eight seats have been created in GMC Anantnag.

FDI flows to India surged by 73 pc in 2025: UNCTAD

United Nations, Jan 22: Foreign Direct Investment (FDI) in India surged by 73 per cent last year, bringing in $47 billion, according to UNCTAD.

The increase was “mainly due to large investments in services — including finance, IT (information technology), and R&D (Research and Development) — as well as manufacturing, supported by policies aimed at integrating India into global supply chains”, the UN trade agency said in a report released on Tuesday.

India’s FDI growth rate was among the highest.

Investments in data centres in India totalled $7 billion during the first three quarters of last year, according to the latest issue of the Global Investment Trends Monitor. That put India in seventh place among the countries receiving investments for data centres during that period.

However, in the fourth quarter, FDI in the sector jumped significantly, making the sector ever more dynamic.

Google announced in October that it was investing $15 billion in an AI hub in Andhra Pradesh.

In December, Microsoft announced $17.5 billion investments in AI and cloud infrastructure, and data centres.

And also in December, Amazon said it would invest $35 billion in AI and other sectors.

These investments are likely to be spread over a few years.

Globally, the report said FDI increased last year by 14 per cent to $1.6 trillion.

“Industry trends in 2025 show that data centres now shape the FDI landscape; they accounted for one-fifth of global greenfield project values,” the report said.

With demand driven by AI infrastructure and proprietary digital networks, announced investments in the area exceeded $270 billion, according to the report.

Semiconductors was another area showing high growth, with the value of newly announced projects increasing by 35 per cent, it said.

In areas that were exposed to tariff risks, project numbers fell sharply by 25 per cent, according to UNCTAD.

Textiles, electronics, and machinery were among the sectors hardest hit, the report said.

Globally, most of the FDI flows went to developed economies, where collectively the increase was 43 per cent, amounting to $728 billion, according to UNCTAD.

With India being an outlier, developing economies saw a decline in FDI by 2 per cent to an estimated $877 billion, the report said.

UNCTAD said that for the third consecutive year, FDI in China declined.

It fell by 8 per cent to an estimated $107.5 billion, with the majority of investment concentrated in strategic and high-growth sectors, it added.

Overall, investor sentiment remained weak, UNCTAD said.

“The message is clear: headline growth overstates the recovery. Policymakers should focus on reviving real investment, not just financial flows,” it said.

Indicative of weak investor sentiment, the report said the value of international mergers and acquisitions fell by 10 per cent.

International project finance declined for the fourth consecutive year by 16 in value and by 12 per cent in the number of deals, falling to levels last seen in 2019, the report said.

The number of greenfield project announcements dropped by 16 per cent, even though a small number of mega-projects drove the high total project values, according to the report.

Moscow, Jan 22: With US President Donald Trump’s demand to acquire Greenland putting Denmark on the edge and rocking the unity of NATO, Russian President Vladimir Putin said he is not concerned about the issue.

“What happens to Greenland is none of our business,” Putin said in his televised remarks at the national Security Council meeting late on Wednesday night.

“Incidentally, Denmark has always treated Greenland as a colony and has been quite harsh, if not cruel, towards it. But that’s a different matter entirely, and I doubt anyone’s interested in it right now.

“It certainly doesn’t concern us. I think they’ll sort it out among themselves,” Putin said, reminding that in 1917, Denmark had sold the Virgin Islands to the United States.

Putin also recalled that in 1867, Russia had sold Alaska to the United States for USD 7.2 million.

New Delhi, Jan 22: Delhi continued to grapple with ‘very poor’ air quality on Thursday morning, even as there was a marginal improvement in pollution levels, with the Air Quality Index (AQI) recorded at 312 around 7 am, according to data released by the Central Pollution Control Board (CPCB).

Although the AQI showed a slight improvement compared to Wednesday morning, when it stood at 341, pollution levels across the national capital remained firmly in the ‘very poor’ category. The prolonged deterioration in air quality continues to pose serious health concerns, especially for children, the elderly and those suffering from respiratory illnesses.

Several parts of the national capital recorded high pollution levels. As per CPCB, Anand Vihar registered an AQI of 379, Ashok Vihar at 333, and Wazirpur at 336. Other hotspots included Punjabi Bagh (338), RK Puram (359), Bawana (323), ITO (331), Chandni Chowk (361) and Dwarka Sector 8 (342), all falling in the ‘very poor’ category.

As per AQI classification, a reading between 0 and 50 is ‘good’, 51 to 100 ‘satisfactory’, 101 to 200 ‘moderate’, 201 to 300 ‘poor’, 301 to 400 ‘very poor’ and 401 to 500 ‘severe’.

Meanwhile, the India Meteorological Department (IMD) reported moderate to dense fog at several locations in Delhi. The temperature in the city was around 7.4 degrees Celsius at 7 am, further adding to the challenging weather conditions being faced by residents.

In view of the deteriorating air quality, the Delhi government on Wednesday decided to double the existing parking charges at authorised parking sites whenever the Graded Response Action Plan (GRAP) Stage III (‘Severe’ air quality with AQI between 401-450) and GRAP Stage IV (‘Severe Plus’ with AQI above 450) are invoked.

The decision aims to discourage the use of private vehicles during periods of extreme pollution.
According to the notification, parking spaces owned and managed by the Delhi Metro Rail Corporation (DMRC) have been exempted from the doubling of parking charges.

As per the notification, a comprehensive study on air pollution and greenhouse gases 2015, conducted by IIT Kanpur, said that vehicles contribute about 19.7 per cent of PM10 and 25.1 per cent of PM2.5 in winters and about 6.4 per cent of PM10 and 8.5 per cent of PM2.5 in summers. Vehicles contribute to about 18 per cent of CH4 emissions, 92 per cent of N2O emissions and 30 per cent of CO2 emissions in the city, based on annual emissions.

A total of about 82.4 lakhs vehicles are registered in Delhi. There are about 677 parking facilities available with approved parking capacity for about 1,06,037 number of vehicles (excluding vehicles being parked in 91 parking areas of DMRC).

The notification further stated that the decision also follows directions issued by the National Green Tribunal (NGT), which instructed the government to provide destination buses and make concerted efforts to discourage the use of private vehicles, including two-wheelers, cars and heavy vehicles, to curb air pollution in the national capital.

Trump says reached Greenland ‘framework’ deal with NATO in Davos

Washington, Jan 22: US President Donald Trump signalled what he described as a breakthrough framework with NATO on Greenland and Arctic security, linking it to alliance burden-sharing, US economic leverage and a wider transatlantic reset during a packed day of engagements at the World Economic Forum in Davos.

“Based upon a very productive meeting that I have had with the Secretary General of NATO, Mark Rutte, we have formed the framework of a future deal with respect to Greenland and, in fact, the entire Arctic Region,” Trump said in a social media post issued from Davos on Wednesday (local time).

He said the proposed arrangement, if finalised, “will be a great one for the United States of America, and all NATO Nations,” adding that scheduled US tariffs set to take effect on February 1 would be suspended in light of the understanding.

Trump later confirmed the outline in a CNBC interview, saying, “We have a concept of a deal. I think it’s going to be a very good deal for the United States, also for them, and we’re going to work together on something having to do with the Arctic as a whole, but also Greenland.”

Pressed on whether ownership or long-term control was involved, Trump replied that the arrangement would last “forever,” calling it “better than a 99” and comparing it with previous time-bound international agreements.

At a bilateral meeting with Rutte, Trump said Greenland could feature prominently in alliance discussions, arguing it was central to security rather than economics.

“I want Greenland for security, I don’t want it for anything else,” he said, adding that the “bigger price” was “the price of safety and security and national security and international security.”

Rutte publicly pushed back on doubts about NATO’s reliability, telling Trump: “If ever US would be under attack, your allies will be with you. Absolutely, there’s an absolute guarantee.”

He credited Trump with driving NATO defence spending to five per cent of GDP, calling the alliance “stronger than ever.”

Trump linked Greenland to his proposed “Golden Dome” missile defence concept, saying the project would be “safer, stronger, better for Europe and better for us” with Greenland included.

Alongside security issues, Trump repeatedly pointed to US economic performance as leverage. He said the economy was “the hottest country anywhere in the world,” citing growth, investment inflows and tariff revenues. “The USA is the economic engine on the planet,” he said earlier in the day, adding, “When America booms, the entire world booms.”

Trump said NATO allies now paid more for their own defence and purchased US equipment, while US tariffs and investment incentives were drawing companies back. “We’re taking in tremendous money from tariffs fairly,” he said.

Greenland is an autonomous territory within the Kingdom of Denmark and occupies a strategic Arctic position between North America and Europe. For decades, the United States has maintained military installations there. Successive US administrations have viewed Arctic access as increasingly significant under rising global competition.

Jammu, Jan 21: Director Census Operations (DCO) and Director Citizen Registration (DCR), Government of India, Ministry of Home Affairs for Jammu and Kashmir and Ladakh, Amit Sharma said

Inaugurating a three-day training programme at Jammu for officers of the Directorate of Census Operations, Sharma shared several unique features of the upcoming Census 2027 and a detailed outline about the first phase of House Listing Operations (HLO) and Housing Census – Census 2027 to be conducted in J&K and Ladakh.

During the inaugural address, he said that nodal officers for each district would be designated from amongst the best trainees only, and hence, the level of understanding should be such that queries should be addressed from all possible quarters at the ground level by them.

Sharma said that this three-day training should be the strongest foundation for the successful conduct for Census 2027, which would be the first Census through digital means after independence.

He reiterated that it was a golden opportunity for achieving the goal of establishing ‘Census as a Service’ and encouraged all trainees to give 100 percent effort towards learning all concepts thoroughly to disseminate them further to the J&K administration officers, charge officers, and field functionaries as it is.

Sharma directed the trainees to take full benefit of the intensive training received by the two national trainers, who are currently serving as Joint Director and Deputy Director here, and whom they should ask and clarify all possible doubts and queries.

Earlier, he was welcomed by Joint Director Arun Kumar and Deputy Director Manmeet Singh Loomba in the presence of all senior officers of the directorate.

They thanked Sharma for taking several positive and visible initiatives in the directorate since his joining in J&K and Ladakh, and conducting several acts which are critical during the peaking time of Census 2027.

Srinagar, Jan 21: With Republic Day 2026 just five days away, authorities in Kashmir have implemented extraordinary security arrangements across the Valley to ensure peaceful, incident-free celebrations on January 26, even as the main venue of the function in the city, Bakshi Stadium, has put under a three-tier security ring. The broader security grid across Kashmir includes multi-layered arrangements, enhanced area domination, frisking at checkpoints, and close monitoring of highways, laterals, railway tracks, and stations.

These steps follow a high-level review by Director General of Police (DGP) Nalin Prabhat, who directed intensified surveillance of anti-national elements, social media monitoring to curb misinformation, and coordinated efforts among all security agencies.

Giving details, a senior Police official said that Bakshi Stadium had been put under a three-tier security.

ìAn outer ring with checkpoints and highway monitoring, a middle layer of intensified patrols and surveillance (drones, CCTV) closer to the stadium, and an inner layer with sharpshooters on rooftops and strict access control for VIPs and authorised personnel, all coordinated by Police and intelligence for major events like the Republic Day or VVIP visits, ensuring public safety while managing threats through frisking, vehicle checks, and readiness for quick response teams,î the officer said.

On Wednesday, in Srinagar, the epicenter of Republic Day observances in Kashmir, the Police intensified security protocols citywide.

Joint teams of J&K Police and CRPF have been deployed at strategic locations, establishing of special checkpoints, and mobile patrols for comprehensive vehicle and individual checks.

Night patrols and surprise inspections are underway to maintain round-the-clock vigilance and deter any attempts to disturb public order.

Additional forces have been assigned to sensitive areas, with a strong emphasis on monitoring suspicious activities.

Senior officers are personally overseeing the implementation to ensure seamless execution.

Authorities have appealed to the public for cooperation during verification processes and urged residents to report any suspicious activity immediately to the nearest police station or the Police Control Room (PCR).

Reports of intensified security arrangements were also received from the north, south, and central Kashmir areas.

The measures come amid heightened vigilance following intelligence inputs and recent security incidents, including the detection of an IED on the Srinagar-Baramulla highway.

Security has been significantly tightened along the strategic Srinagar-Jammu National Highway.

In Kulgam district, Police have ramped up operations under the direction of SSP Kulgam, Anayat Ali Choudhary, with personal supervision by the Additional SP National Highway, Qazigund, SDPO Qazigund, and DySP SOG Mir Bazar.

Random vehicle checks, thorough frisking, and identity verifications are being conducted at key points along the Srinagar-Jammu National Highway, including the Kashmir Navyug Tunnel gate, Qazigund, Mir Bazar, Al Stop, Khudwani Bypass, and other sensitive locations in Kulgam. Multi-tier patrolling teams, equipped with metal detectors and supported by dog squads, are actively monitoring the highway and adjoining areas.

Several pillion riders have been inspected, and multiple two-wheelers and four-wheelers lacking valid documents have been seized as part of the crackdown.
