Srinagar, Jan 19: As Chillai Kalan, the 40-day harshest leg of winter, entered its 5th week, minimum temperatures across Kashmir showed an improvement on Monday compared with the previous day, offering slight relief from the cold even as Meteorological Department (MeT) officials warned that fresh snowfall is likely later this week under the influence of approaching Western Disturbances.

Srinagar recorded a minimum temperature of minus 1.2 degrees Celsius on Monday, up from minus 4.7 degrees the previous day.

Qazigund registered minus 2.4 degrees Celsius, compared with minus 4.8 degrees Celsius on Sunday, while Pahalgam recorded minus 1.8 degrees Celsius, improving from minus 6 degrees Celsius.

In north Kashmir, Kupwara saw its minimum temperature rise to minus 1.6 degrees Celsius from minus 4.8 degrees Celsius, and Baramulla recorded minus 1.4 degrees Celsius compared with minus 4.4 degrees Celsius the previous day.

Bandipora also witnessed a rise, with the mercury settling at minus 1.4 degrees Celsius, compared to minus 5 degrees Celsius on Sunday.

However, several areas continued to experience intense cold.

Pulwama recorded the lowest temperature in Kashmir at minus 5.1 degrees Celsius, though this was higher than Sunday’s minus 6.1 degrees Celsius.

Shopian registered minus 4.7 degrees Celsius, up from minus 6.7 degrees Celsius, while Anantnag improved to minus 3.9 degrees Celsius from minus 6.1 degrees Celsius.

Gulmarg tourist resort recorded a minimum of minus 3.5 degrees Celsius, compared with minus 5.6 degrees Celsius a day earlier, while Sonamarg remained the coldest spot at minus 8.3 degrees Celsius, slightly warmer than Sunday’s minus 8.9 degrees Celsius.

At Srinagar Airport, the minimum temperature rose to minus 3.8 degrees from minus 5.4 degrees Celsius, easing cold conditions for flight operations.

Ganderbal recorded minus 0.7 degrees Celsius, up from minus 3.3 degrees Celsius, while Sopore saw an improvement to minus 3 degrees Celsius from minus 6.1 degrees Celsius.

In the Jammu region, Jammu city recorded a minimum of 7.3 degrees Celsius on Monday, up from 5.5 degrees the previous day.

In Ladakh, Leh recorded a minimum temperature of minus 8 degrees Celsius, marginally higher than Sunday’s minus 8.2 degrees Celsius.

Meanwhile, the India Meteorological Department (IMD) has warned that a series of Western Disturbances is likely to affect J&K later this week.

According to IMD officials, an intense Western Disturbance is expected to impact the region between January 22 and 24, followed by another moderate system from January 26 to 28.

IMD said these systems could bring widespread light to moderate rain and snowfall across J&K, with heavy precipitation at isolated places, particularly over the Pir Panjal range, the Chenab Valley, and higher reaches of south Kashmir.

The department has cautioned that the weather may disrupt road and air traffic, including along the Srinagar-Jammu National Highway.

Meteorological officials said the slight rise in night temperatures was due to increasing cloud cover ahead of the approaching Western Disturbance, though cold conditions are expected to persist across the region.

CM Omar calls on Home Minister Amit Shah

New Delhi, Jan 19: Chief Minister Omar Abdullah called on Union Home Minister Amit Shah here on Monday and the two leaders discussed various issues related to Jammu and Kashmir.

No details of the meeting were available.

The meeting comes amid growing tensions between the elected government of J&K and the Lieutenant Governor Manoj Sinha’s administration.

The Transaction of Business Rules (TBR) are also yet to be settled between the elected government and the LG’s administration.

“Chief Minister today met Union Home Minister @AmitShah in New Delhi to discuss various matters concerning Jammu and Kashmir,” CM’s Office said in a post on microblogging site X. The meeting also comes in the backdrop of reports of Kashmiri shawl sellers being roughed up in various parts of the country.

The budget session of the J&K Assembly is scheduled to begin in February and the Union Home Ministry is the nodal ministry for the allocation of funds for the union territories. In the past, CM Omar has said that while the central government has been “well disposed” in terms of funding and extending capital expenditure schemes, the relationship with the LG’s Office has been antagonistic.

CM Omar has publicly alleged that the LG appointed an IAS officer to a post reserved for JK Administrative Services (JKAS) to deny the elected government control over the Information Department.

He has been vocal about the “disempowerment” of the office of the J&K Chief Minister, saying that he has had the “unique misfortune” of transitioning from leading one of the country’s most empowered states to a union territory with “far less power than any other state CM”.

In his past interactions with the media, CM Omar has listed what he termed as administrative “strangulation” by the LG’s Office, alleging interference in departments that have nothing to do with security or law and order.

Rajouri, Jan 19: People’s Democratic Party (PDP) President and former chief minister Mehbooba Mufti on Monday chaired a public interaction programme titled ‘Gal Baat’ in Rajouri, during which she addressed a wide range of political, administrative and developmental issues concerning Jammu and Kashmir.

Speaking on the sidelines of the event, Mufti said that the people of J&K continue to feel distressed due to the prevailing situation since 2019. She stressed the need for administrative reforms to strengthen governance, particularly in remote and hilly regions.

Calling for the creation of new administrative units, Mufti said that new districts are urgently required in hilly areas such as Rajouri and Poonch to ease the difficulties faced by people in accessing government services.  “People here have to travel long distances to reach Deputy Commissioner offices. New districts are necessary for better supervision and governance,” she said, adding that the issue would be taken up with the government as well as raised in the Assembly. She further demanded the creation of new divisions in the Pir Panjal region and Chenab Valley, stating that separate Divisional Commissioner offices should be established in these regions.  “People should not be forced to travel to Jammu even for basic administrative services,” she asserted.

The programme was graced by SSP APCR Kashmir Tariq Ahmad Wani,  Ghulam Mohi-ud-Din Wani, Joint Director Fisheries, renowned Kashmiri spiritual Sufi poet Suhail Ahmad (Raj Saeb).

On behalf of Ehsaas Foundation, General Secretary  Abida Rashid delivered a message, stating that Mehfil-e-Mehraj is not merely remembrance but a call toward self-purification and spiritual awakening. She reaffirmed the Foundation’s commitment to organising faith-based programmes.

US undermining international law, multilateral order: UN chief

New Delhi, Jan 19: The United Nations chief has accused the United States of acting with impunity and placing power above international law, warning that the founding principles of multilateralism are under strain, the BBC reported.

In remarks to BBC Radio, UN Secretary-General António Guterres said Washington appeared convinced that multilateral solutions were irrelevant and that the exercise of US power and influence often took precedence over international legal norms.

He said this approach threatened the UN Charter’s core principles, including the equality of member states.

Guterres, in the interview, acknowledged that the UN was struggling to ensure compliance with international law, noting that major powers wield greater leverage and often use it to pursue narrow interests rather than lasting solutions.

He also called for urgent reform of the UN, particularly the Security Council, which he said no longer reflects global realities and has become ineffective due to frequent use of veto powers. The comments came amid growing global tensions, including conflicts in Gaza and Ukraine, and debates over the future of multilateralism.

Guterres, whose term ends later this year, reiterated that confronting powerful states was essential to upholding the rule of law and creating a more stable international order.

IGP calls for meticulous planning, coordination for smooth conduct of R-Day celebrations in Jammu

Jammu, Jan 19: Inspector General of Police, Jammu Zone, Bhim Sen Tuti, on Monday, chaired a high-level security coordination meeting here, emphasising the importance of meticulous planning and close coordination to ensure smooth conduct of Republic Day celebrations.

Jammu will host the main Republic Day function on January 26 at M A Stadium, where Lt Governor Manoj Sinha is scheduled to take the salute and unfurl the tricolour.

Chief Minister Omar Abdullah will be the chief guest at the event.

In connection with the security and coordination arrangements for Republic Day, the IGP chaired a meeting at the Police Control Room (PCR), Jammu, which was among others attended by senior officers of the Police, Army, Central Armed Police Forces, and intelligence agencies, a police spokesperson said.

He said the primary agenda of the meeting was to ensure the smooth, peaceful, and secure conduct of Republic Day events across Jammu.

Detailed discussions were held on law and order management, security protocols, traffic regulation, inter-agency coordination, and measures to ensure the safety of participants as well as spectators during the celebrations, the spokesperson said.

Addressing the officers, Tuti emphasised the importance of meticulous planning, close coordination, and seamless information sharing among all stakeholder agencies to ensure the smooth and safe conduct of Republic Day celebrations.

He stressed maintaining a high level of alertness, robust security posture, and readiness of all the law enforcement and emergency response units.

The IGP directed SSP Jammu, SSP Traffic City, and all supervisory officers to identify and create adequate parking arrangements, ensure effective traffic regulation, and maintain a heightened state of vigilance in their respective jurisdictions.

Mumbai, Jan 19: Underscoring the vision of ‘Insurance for All by 2047’ as roadmap for inclusive insurance growth, M. Nagaraju, Secretary, Department of Financial Services (DFS), said on Monday that the Indian insurance sector, an integral part of the financial system, plays a significant role in the economy by providing protection against mortality, property and casualty risks, encouraging savings, and providing long-term funds for infrastructure development and other long-gestation projects.

Addressing the third ‘IFSC–IRDAI–GIFT City Global Reinsurance Summit’ in Mumbai, the Secretary stated that India stands at the cusp of transformative growth in its reinsurance sector.

During FY 2024–25, the sector issued 41.84 crore policies, collected premiums of Rs 11.93 lakh crore, paid claims of Rs 8.36 lakh crore, and reported assets under management of Rs 74.44 lakh crore (as March 31). The total reinsurance market in India stood at Rs 1.12 lakh crore in 2024-25.

Referring to the global economic scenario, the Secretary noted that India, with a population of more than 1.46 billion, is the world’s largest democracy and, despite challenging global conditions, has emerged as a global player and remains the world’s fastest-growing major economy.

On the global insurance scenario, citing the ‘Swiss Re Sigma’ report, the Secretary said that after strong performance in 2024, premium growth in the global insurance industry is slowing in both life and non-life segments due to global economic slowdown and an unstable policy environment.

According to the report, India remained the 10th largest insurance market globally by nominal premium volumes in 2024, with a market share of 1.8 per cent.

Insurance penetration stood at 3.7 per cent, with life insurance at 2.7 per cent and non-life at 1 per cent, while insurance density increased marginally to $97, indicating significant untapped market potential.

The government and the insurance regulator have enabled policy frameworks and structural reforms to further growth and insurance accessibility.

Moreover, foreign direct investment (FDI) in the insurance sector has been raised to 100 per cent, a new reinsurer was registered last year, and the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Act, 2025 provides for the formation of a Policyholders’ Education and Protection Fund, aligns data protection with the Digital Personal Data Protection Act, 2023, and enhances IRDAI’s regulatory powers.

Nitin Nabin sole candidate for BJP president’s post, set to be appointed on top party post

New Delhi, Jan 19: Nitin Nabin is set to become the BJP national president as he emerged as the sole candidate for the top party post, senior BJP leader and returning officer K Laxman announced on Monday.

In a statement, he said 37 sets of nomination papers were filed in favour of Nabin as the BJP national president and all nomination papers were found to be valid.

Prime Minister Narendra Modi was among the proposers of Nabin’s candidature for the post of BJP national president. Several senior BJP leaders including party chief J P Nadda, and Union ministers Amit Shah, Rajnath Singh and Nitin Gadkari were among the proposers.

Laxman said according to the schedule, the nomination process for the BJP national president was completed between 2 pm and 4 pm on Monday.

“In all, 37 sets of nomination papers were received in favour of Shri Nitin Nabin for the post of national president. On scrutiny, all sets of nomination papers were found to be duly filled out in the required format and were valid.

“Now, after the period of withdrawal, in my capacity of national returning officer, Sangathan Parv, Bharatiya Janata Party, I hereby announce that only one name, that of Shri Nitin Nabin, has been proposed for the post of national president of the Bharatiya Janata Party,” Laxman said in a statement.

He said the BJP national president’s election process was initiated after the election of 30 state presidents out of 36 states, well above the required number for completing a minimum of 50 per cent of the states.

He said the notification of the schedule of events was announced and the electoral roll was published on January 16.

Of 37 sets of nomination papers, 36 were from states which bore the signatures of 20 leaders in each set of papers.

The other set of nomination papers was proposed by members of the BJP Parliamentary Board, including the prime minister, and 37 MPs.

Srinagar, Jan 19: Ensure meticulous and befitting arrangements for the celebration of national festival,  directed Divisional Commissioner Kashmir, Anshul Garg to officers while finalizing arrangements for the forthcoming Republic Day in a meeting held at TRC, Srinagar.

Emphasizing the significance of Republic Day,  The Divisional Commissioner stressed the need for maximum participation and directed officers to sensitize all participants about adherence to Standard Operating Procedures (SoPs) and proper protocol during the unfurling of the National Flag and the singing of the National Anthem.

In view of the forecast of inclement weather, officers of UEED and Srinagar Municipal Corporation (SMC) were instructed to keep dewatering pumps ready at the venue to prevent waterlogging. The Chief Engineer, R&B, was directed to install a waterproof canopy over the stands. R&B was also tasked with installing video walls for live streaming of the event, arranging adequate seating, and ensuring proper heating arrangements.

To ensure the smooth conduct of the programme, the Divisional Commissioner directed that all participants must be seated by 9:30 am. He also called for earmarking a specific area for victims of terrorism at the venue. The SSP Security was instructed to facilitate hassle-free entry by augmenting the number of scanning machines.

The Chief Engineer, KPDCL, was directed to ensure uninterrupted power supply with adequate backup arrangements. The Health Department was instructed to set up medical kiosks equipped with medical teams and essential medicines, deployment of critical ambulances near the venue, and coordinate with nearby hospitals.

Information Department was directed to complete selection of National Anthem singing competition, nomination of a commentator, installation of public address systems, issuance of media passes, and facilitation of media coverage of the event.

SSP Traffic was directed to chalk out detailed traffic arrangements to ensure smooth movement of VIPs and the general public. It was informed that parking for VIPs has been designated at the Indoor Stadium, while parking for other officers has been earmarked at Amar Singh College.

To facilitate transportation, the Divisional Commissioner directed SRTC and SSCL to provide an adequate number of buses for ferrying participants and officers from their respective locations.

Other departments were also issued directions in accordance with their assigned responsibilities to ensure the successful conduct of the Republic Day celebrations.

Besides, Commissioner SMC, Additional Commissioner Kashmir, SSP Traffic, SSP Security and SSP Control Room, the meeting was attended by HoDs and officers of all the civil departments.

Lucknow, Jan 19: Prime Minister Narendra Modi on Monday stressed the need for respecting differing viewpoints and criticism with dignity in legislatures, underscoring technology’s role in enhancing transparency in legislative and democratic processes.

In a message to participants of the three-day 86th All India Presiding Officers’ Conference (AIPOC), which began in Lucknow, PM Modi said that this Conference provides an effective platform to the Presiding Officers of our Parliament and the legislatures of States to share perspectives and experiences in following legislative practices and upholding Constitutional values.

“It also provides them an opportunity to share their concerns, best practices and initiatives to further enhance legislative efficiency and democratic processes,” he said in a statement.

Greeting Lok Sabha Speaker and AIPOC Chairman Om Birla for the event, PM Modi said, “In today’s digital age, technology is a proven force multiplier. It continues to be relevant in strengthening transparency, efficiency and citizen-centric legislative processes.”

He said technology is also important for optimising the capacity of legislators and in making our legislatures and elected representatives more accountable and accessible to citizens.

May the deliberations at this Conference further boost the effectiveness and efficiency of the Presiding Officers in raising the quality of debates and discussions in the Houses, he said.

Recalling the AIPOC’s past, PM Modi said, “What is particularly pleasing to note is that this national conference follows the conclusion of the 28th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC) hosted by our Parliament.”

He said since its inception in Shimla in 1921, AIPOC has truly come a long way. Having addressed AIPOC sessions earlier, my mind immediately races back to my participation at the Centennial conference, also held in Shimla in 2021.

The Prime Minister said debates and discussions are important part of a democracy as these promote transparency, fairness and respect for differing viewpoints and criticism with dignity.

“In this context, Speakers and Presiding Officers play a crucial role in ensuring the smooth, impartial and orderly functioning of legislative bodies by facilitating effective transaction of business while maintaining decorum and decency on the floor of the House and adhering to legislative rules and procedures,” he said.

By presiding over debates, giving members an opportunity to speak, deciding points of order and overseeing voting, they act as neutral authorities above party politics, uphold the dignity of the House and safeguard the integrity of democratic processes, he added.
