Electricity Amendment Bill likely in budget session

Electricity Amendment Bill likely in budget session

New Delhi, Jan 19: Power Minister Manohar Lal on Monday said the Electricity Amendment Bill is likely to be introduced in the upcoming Budget session of Parliament.

The bill seeks to bring reforms in the power sector and ensure the profitability of debt-ridden power distribution companies.

The minister made these remarks on the sidelines of the inauguration of the IIT-Delhi-CERC-Grid India Centre of Excellence in the national capital.

On Sunday, the power ministry said that power distribution utilities have jointly recorded a profit of Rs 2,701 crore in FY25 after having incurred losses for several years.

However, about 50 discoms are still in losses, the ministry said.

On strategies to make all discoms profitable, Lal said, “In the next Budget session, we are bringing amendments to the Electricity Act so that discoms don’t face losses and receive timely payments”.

Also, a consultation meeting is being scheduled with the state representatives to discuss proposed amendments to the Electricity Act, a senior ministry official said.

As per a government document, the Electricity (Amendment) Bill, 2025, also aims to preserve the federal balance, promote cooperative governance, healthy competition, and enhanced efficiency of the sector.

The amendments will not only strengthen the power distribution sector through financial discipline but also strengthen the framework for addressing the challenges of the power sector, as stated in the FAQ on the Electricity (Amendment) Bill, 2025.

The government’s ongoing efforts to bring amendments to the Act have also attracted criticism from several sections.

The All India Power Engineers Federation (AIPEF) has opposed it, arguing that the bill proposes multiple distribution licensees to use the existing network of government dioscoms.

“The bill seems to support privatisation motives. The central government continues to press ahead with its privatisation agenda through the Electricity (Amendment) Rules,” AIPEF Chairman Shailendra Dubey said.

Public-friendly state-owned utility best answer to privatization: Er. Hidayatullah

Srinagar, Jan 19: Er. Pirzada Hidayatullah, President of the J&K Electrical Engineering Graduates Association (JKEEGA) and Vice Chairman of the All India Power Engineers Federation (AIPEF), represented Jammu & Kashmir at the high-level Federal Executive Meeting of AIPEF held in Kolkata on 18-01-2026.

The meeting, presided over by Shailendra Dubey, Chairman AIPEF, saw the participation of senior power sector engineers and representatives from various state constituents across the country to discuss the evolving landscape of the Indian power sector.

A central theme of the federal meet was the collective resolve of all state constituents to launch a nationwide struggle against the privatization of the power sector. The federation unanimously opposed the Electricity Amendment Bill 2025, asserting that the proposed legislative changes threaten the energy security of the nation and could lead to a steep rise in tariffs for common consumers and the farming community.

Addressing the federal executive, Er. Pirzada Hidayatullah laid strong emphasis on the internal strengthening of the distribution sector as the primary defense against privatization. He argued that by improving operational efficiency and delivering superior services to the public, the department can naturally negate the justification for private intervention.

“Our focus must remain on strengthening the distribution infrastructure and ensuring consumer satisfaction. A robust, efficient, and public-friendly state-owned utility is the best answer to any privatization move by the Government,” Hidayatullah stated.

The meeting concluded with a call for unity among power engineers and workers across India to safeguard the public character of the power sector. The AIPEF leadership warned that any attempt to bypass the concerns of stakeholders regarding the 2025 Bill would be met with democratic protests across all states and Union Territories.

Soldier killed in Kishtwar encounter; army pays tribute

Srinagar, Jan 19: An army soldier was killed and several others injured in an encounter in the Kishtwar area of Jammu and Kashmir, officials said today.

“The #GOC, White Knight Corps and all ranks pay solemn tribute to Havildar Gajendra Singh of the Special Forces, who made the supreme sacrifice while gallantly executing a Counter Terrorism operation in the Singpura area during the ongoing Operation TRASHI-I on the night of 19 Jan 2026,” said the army, in a post on X.

“We honour his indomitable courage, valour and selfless devotion to duty and stand firmly with the bereaved family in this hour of profound grief.”

After a night-long halt, security forces resumed their search operation on Monday to track down terrorists believed to be hiding in the upper reaches of Jammu and Kashmir’s Kishtwar district, officials said.

The operation was launched in Sonnar village near Mandral-Singhpora in the Chatroo belt on Sunday, leading to a gunfight that left eight soldiers injured, primarily due to splinter injuries caused by a sudden grenade attack from the hiding terrorists.

The operation was suspended late Sunday night in the challenging terrain marked by thick vegetation and steep slopes, limiting visibility and movement, officials said.

Multiple teams of the army, police, and paramilitary forces, supported by drones and sniffer dogs, are combing the area while maintaining a tight security cordon to ensure that the terrorists are not able to escape, the officials said.

A group of two to three terrorists allegedly affiliated with the Pakistan-based Jaish-e-Mohammad (JeM) are believed to be trapped in the area, officials said, adding the operation resumed with the first light of the day and was ongoing when the last reports were received.

Officials informed that there was no fresh contact with the terrorists.

Centre empowers LGs of five UTs to take action under Drugs and Magic Remedies Act

New Delhi, Jan 19: Lieutenant Governors or administrators of five Union territories will now have the power to authorise officers to search any premises or seize any record related to misleading advertisements claiming magical properties and remedies for the treatment of certain diseases like cancer and diabetes.

In an order notified in the gazette recently by the Home Ministry, the government has delegated the powers to LGs or administrators of the Union territories of Jammu and Kashmir, Lakshadweep, Chandigarh, Dadra and Nagar Haveli, Daman and Diu and Puducherry.

“…the President hereby directs that the administrator (whether known as LG or administrator) of Union territories of Lakshadweep, Chandigarh and Dadra and Nagar Haveli and Daman and Diu, Puducherry and Jammu and Kashmir shall, subject to the control of the President and until further orders, exercise the power and discharge the functions of the state government under the Drugs and Magic Remedies (Objectionable Advertisements) Act, 1954 (21 of 1954) within their respective Union territories,” the order said.

The Drugs and Magic Remedies (Objectionable Advertisements) Act, 1954, and its Rules list provisions for the prohibition of misleading advertisements and exaggerated claims for drugs and medicinal substances, including Ayush medicines, appearing in print and electronic media.

It allows gazetted officers authorised by the “state governments” to enter, search any premises, examine, or seize any record related to the alleged misleading or improper advertisements, and initiate action against cases of default.

In the case of five UTs, the LG or the administrators will now have the power to authorise officers to carry out the actions.

The law prohibits advertisements of certain drugs for the treatment of 54 diseases and disorders, including diabetes, obesity, and cancer. These diseases fall under the prohibited schedule of the Act. The law forbids companies from promoting or marketing drugs as a cure for these conditions.

It states that no person shall take any part in the publication of any advertisement referring to any drug in terms which suggest or are calculated to lead to the use of that drug for the diagnosis, cure, mitigation, treatment or prevention of any disease, disorder or condition specified in the law.
